## BELLE PLAINE FINANCE WAYS AND MEANS MEETING
## MAY 18, 2026
## 1. CALL TO ORDER
The Finance Ways and Means Committee met at 3:00 PM on Monday, May 18, 2026 in the council
chambers of City Hall, 218 North Meridian Street, Belle Plaine, MN. Mayor Evans called the meeting to
order with Councilmember Hartmann, Stacey, Otto and Theas present.
Also present were City Administrator Meyer, Finance Director Jirik, Police Sergeant Vycital, Public Works
Superintendent Otto and First Assistant Fire Chief Hentges.
## 2. APPROVAL OF THE AGENDA
MOTION by Councilmember Otto, second by Councilmember Stacey, to approve the agenda as
presented. ALL VOTED AYE. MOTION CARRIED.
3. APPROVAL OF THE MINUTES 3.1. Finance Ways and Means Minutes of May 5, 2026.
MOTION by Councilmember Hartmann, second by Councilmember Theas, to approve the Finance Ways
and Means Minutes of May 5, 2026. ALL VOTED AYE. MOTION CARRIED.
## 4. DISCUSSION ITEMS
Mayor Evans announced the City of Belle Plaine did not make the bonding bill for financial assistance on
the required improvements and addition to the Public Safety facility.
4.1. Discussion: Capital.
Finance Director Jirik explained the Capital information previously discussed was included in the packet
for additional discussion.
The Council discussed the Capital Equipment going line by line through 2026 and 2027 planned
purchases. The Council directed Finance Director Jirik to flag the Emergency Management Mobile
Command Center or K-9 unit for additional discussion and potential cut diverting some funds towards
future Drone upgrades. Council directed Police Sergeant Vycital to bring back information on Drone
Technology. Council directed the 2026 and 2027 Public Works proposed purchases to be reviewed by the
Public Works Department.
Finance Director Jirik left the meeting at 4:05 PM.
City Administrator Meyer highlighted the Infrastructure 5 Year Capital plan.
Council held a brief discussion.
4.2. Discussion: Financial Management Plan.
Council had no questions on the Financial Management Plan and explained the next June meeting will
have Ehlers present for an in-depth look at the plan.
4.3. Discussion: Next FWM Meeting.
Council directed the next Finance Ways and Means meetings as:
June 1 at 3:00 PM – staffing and efficiency
June 15 at 3:00 PM – Financial Management Plan with Ehlers

It was the consensus of the Council to cancel the July 6
th
City Council meeting.

MOTION by Councilmember Otto, second by Councilmember Theas to adjourn the meeting at 4:29 PM.
