CALL TO ORDER The Finance Ways and Means Committee met at 3:00 Pm on Monday, May 4, 2026 in the council chambers of City Hall, 218 North meridian Street, Belle Plaine, MN. Mayor Evans called the meeting to order with Councilmembers Hartmann, Stacey, Otto and Theas present. Also present were City Administrator Meyer, Finance Director Jirik, Police Sergeant Vycital and Public Works Superintendent Otto. ## 2. APPROVAL OF THE AGENDA MOTION by Councilmember Hartmann, second by Councilmember Otto, to approve the agenda as presented. ALL VOTED AYE. MOTION CARRIED. 3. APPROVAL OF THE MINUTES 3.1. Finance Ways and Means Minutes of April 6, 2026. MOTION by Councilmember Hartmann, second by Councilmember Stacey, to approve the Finance Ways and Means Minutes of April 6, 2026. ALL VOTED AYE. MOTION CARRIED. ## 4. DISCUSSION ITEMS 4.1. Discussion: Utility Rate Discussion. Finance Director Jirik reviewed the Utility Rate Study and impacts. Council held discussion. Finance Director Jirik noted the updated study will be back in June for review. 4.2. Discussion: Health Insurance. City Administrator Meyer reviewed the proposal from SCALE for self-insurance. Finance Director Jirik reviewed the predictions for costs and requirements. The Council held discussion. It was the consensus of the Council to remain with the current insurance. 4.3. Discussion: Next FWM Meeting. Council held discussion. Council directed staff to schedule a Finance Ways and Means meeting for May 18 at 3:00 PM, discussion items would be capital and Financial Management Plan. ## 5. NEXT MEETING. 1. Monday, May 18 at 3:00 PM. ## 6. ADJOURN. MOTION by Councilmember Otto, second by Councilmember Hartmann, to adjourn the meeting at 3:00 ## PM. ALL VOTED AYE.
