President Duklet led those present in the Pledge of Allegiance. 1. CALL TO ORDER. 1.1. Roll Call. The Belle Plaine Economic Development Authority met in Regular Session at 5:00 PM on Monday, May 11, 2026 at City Hall, 218 North Meridian Street, Belle Plaine, MN. President Duklet called the meeting to order with Commissioners Krant, Buck, Cox and Stacey, Fahey and Evans present. Also present was Community Development Director Smith Strack. ## 2. APPROVAL OF AGENDA. MOTION by Commissioner Evans, second by Commissioner Cox, to approve the Agenda as presented. ## ALL VOTED AYE. MOTION CARRIED. 3. APPROVAL OF MINUTES. 3.1. Regular Session Minutes of April 13, 2026. MOTION by Commissioner Stacey, second by Commissioner Cox, to approve the Regular Session Minutes of April 13, 2026. ALL VOTED AYE. MOTION CARRIED. ## 4. BUSINESS. 4.1. EDA Engagement – Exploring What Powers Local Business. Community Development Director Smith Strack introduced the survey link for the Commission to test. The Commission held a brief discussion. 4.2. HRA First Time Home Buyer Program. Community Development Director Smith Strack reviewed a potential HRA First Time Home Buyer Program. The Commission held a lengthy discussion. It was the consensus of the Commission to move forward with next steps in the potential program. 4.3. Mobile Food Units. Community Development Director Smith Strack reviewed a request for a broader discussion on Food Trucks operations with reports of local restaurants struggling. Smith Strack provided background information on the current code development. It was the consensus of the Commission to table discussion to a future meeting. ## 5. ADMINISTRATIVE REPORTS. 5.1. Commissioner Comments. No comments were made. 5.2.
