CALL TO ORDER The Finance Ways and Means Committee met at 3:04 PM on Monday, April 6, 2026 in the council chambers of City Hall, 218 North Meridian Street, Belle Plaine, MN. Mayor Evans called the meeting to order with Councilmembers Hartmann, Stacey and Otto Present. Councilmember Theas arrived at 3:18 ## PM. Also present were City Administrator Meyer, Finance Director Jirik Police Sergeant Vycital, Police Chief Stier, Public works Superintendent Otto, Assistant Community Development Director Gerold, Fire Chief Otto and Fire Chief First Assistant Hentges. ## 2. APPROVAL OF THE AGENDA MOTION by Councilmember Stacey, second by Councilmember Otto, to approve the agenda as presented. ALL VOTED AYE. MOTION CARRIED. 3. APPROVAL OF THE MINUTES. 3.1. Finance Ways and Means Minutes of March 10, 2026. MOTION by Councilmember Hartmann, second by Councilmember Otto, to approve the Finance Ways and Means Minutes of March 10, 2026. ALL VOTED AYE. MOTION CARRIED. ## 4. DISCUSSION ITEMS 4.1. Discussion: Financial Management Plan. Finance Director Jirik highlighted the Financial Management Plan and reviewed the growth projections. Jirik reviewed one scenario Council discussed and how it would affect the Financial Management Plan. Jirik requested Council submit scenarios to her to have Ehlers run before the Finance Ways and Means meeting in June where Ehlers will be present. The Council held in-depth conversation. 4.2. Discussion: Benefits. Finance Director Jirik reviewed the State of Minnesota’s implemented paid leave program for family and medical reasons and how it affects the City’s current Short Term and Long Term Disability benefits for Full-Time employees. The Council held conversation. It was the consensus of the Committee to move forward with Option 3 with a cost savings of $3,289.89. 4.3. Discussion: Next FWM Meeting. It was determined to hold the next Finance Ways and Means Meeting on Monday, May 4 th at 3 PM. The City Utility Rate Study will be part of the agenda. ## 5. NEXT MEETING. ## 1.
