The staff presented a draft ordinance amendment intended to bring the interior side yard setback for detached structures in line with the underlying zoning district. Additionally, the amendment seeks to clarify that the maximum square footage specified in city code applies to the ground level area only, not all floors. A public hearing was held but yielded no comments from the public. The commission then proceeded to vote on recommending the amendment.

Staff provided updates on current and upcoming developments, including construction progress at Highlands at Eagle View and Parkway Meadows, and the receipt of preliminary plat drawings for Boulder Heights South. An engineering study confirmed the relocation of Beard Avenue to the west. Updates on Scott County CDA's housing and commercial/industrial needs analyses were shared. The City Council supported allowing veterinary clinics in the downtown area, with a draft ordinance forthcoming. A previously withdrawn annexation request was mentioned as potentially re-emerging with a new contractor. The discussion also included insights from a state planning conference on data centers, highlighting the need for careful ordinance development due to rapid technological changes and the existing moratorium.

Um so following up on our discussion last month, um we brought forward the um draft ordinance amendment here to make the change to our zoning ordinance to allow the interior side yard setback of detached structures to be in line with the underlying zoning district and to add clarity to the original intent of our amendment last year um to make it so it's more clear that, um, the maximum square footage that's listed in city code references the ground level area not rather than all floors.
Um you may recall uh there was a question about Beard Avenue and whether the current alignment was the best long-term location for Beard. And we began a study uh Bolton & Menk was doing an engineering study to look at uh spacing, horizontal, vertical alignments at that curve. And it has been determined that that road should be relocated to the west.
I learned a lot like for example, you know, at least before that when I thought data center I thought Meta or something huge at Amazon or something really large, but there's multiple different ones and some are like really small and already exist and we have no idea that they're even in these industrial parks and I just think it's there's a lot we need to learn and we need to be very cognizant of how we write our ordinance when it comes to it.
Um the city council hired a recruiter and the recruiter um application deadline has closed. And I think on Friday they submitted 16 applications to the city. And Tom reviewed them today against minimum qualifications um established. So, if you don't meet minimum qualifications, you don't move on in the process, you don't get an interview.
