The Planning Commission reviewed a petition for the annexation of a 4.3-acre property at 11435 Deuce Road, requested by Lisa and Mel Jordan for industrial use by Jordan Drilling Solutions. Staff recommended approval with conditions, including rezoning to I1 industrial, discontinuing residential use, rerouting driveways, and connecting to municipal utilities. Petitioners specifically requested a three-year period to continue residential occupancy of the existing home, citing security and transition needs. Concerns were raised about setting precedent for residential exceptions in industrial zones.
Discussion regarding veterinary clinics in B2 zoning districts
Dissent: None
Moved by Commissioner [01:00:00] · Seconded by Commissioner [01:00:00]
The Planning Commission considered allowing veterinary clinics (specifically without animal kennels) as a permitted or conditional use in the B2 Downtown Business zoning district. Staff presented a report outlining compatibility concerns with the 'Town Center' designation, such as noise, lack of green space, and pedestrian conflicts. Robin, a prospective vet clinic owner, addressed these concerns by explaining her mobile, non-hospitalization practice, emphasizing minimal impact and her intent to rehabilitate a historic B2 building while retaining its character.
Notable Quotes (4)
My ask is that if we could keep it as a residential for 3 years so that we could get a feel for what how it is because um I don't know what we're going to do with it um if we go through with this. I don't know if we're going to implode it...
I am always loathed to take housing and shelter off of the table. Um, I am concerned though if we were to make a re recommendation that includes an exception, for example, allow a three-year rental, um, what would be the consequences if after 3 years, um, the family decides not to move out and there's still a component of residential as we're trying to transition to more of a industrial use.
Some of the concerns if it's a vet clinic without kennels in my opinion aren't concerns um because if I'm not allowed to have a kennel there which I don't want to be clear um but if it's ones without kennels you're not going to have as many of the barking issues or the things you know going on.
My hope is to not cuz well that's and my daughter's along too. And so, um, our hope is to maintain like the heritage of it. Um, and even the last contractor I had out that was looking at it, he had more concerns about it than the first one did to be fair about whether the roof is salvageable.
