The city council discussed the acquisition of approximately four acres from BN Enterprises LLC, located adjacent to the City Hall campus, for the future development of the city campus as outlined in the 2008 Public Facilities Master Plan. The property also offers potential transportation benefits, aligning with the city's transportation plan for Riley Road. The purchase price is $92,500 per acre, contingent on city financing, totaling around $370,000, to be financed through a 15-year capital improvement bond. The Planning Commission unanimously found the acquisition compliant with the 2040 Comprehensive Plan.

KJWalk revised concept plans for Boulder Heights South to include an additional 10 acres, bringing the total to 40 acres, and presented three new concept plans. The developer seeks immediate approval for 72 single-family lots not affected by Beard Avenue realignment, as well as annexation of the entire 40-acre property. Staff and the Planning Commission support annexation and immediate development for unaffected areas. Extensive discussion covered zoning (R2/R3), infrastructure (sewer/water), storm water, wetland buffers, and particularly the improvement and potential realignment of Beard Avenue, a major collector street currently under New Market Township's jurisdiction. Staff recommended improving Beard Avenue from 275th Street to Lydia Lane and opening Lydia Lane to traffic as a condition of plat approval.
