Presentation for the Audit of Financial Year Ended December 31st, 2025

No formal action taken, presentation for information.

The auditor presented a clean unmodified opinion but highlighted two material weaknesses: lack of segregation of accounting duties and material audit adjustments, common for a finance team of the city's size. The general fund revenue increased 4% ($151,000) due to taxes, offset by declines in licenses/permits. General fund revenues were 12% ($44,000) over budget. Expenditures were 8% over budget, primarily due to capital outlay (land purchase not in budget) and public safety. The general fund balance was 49% of actual expenditures, within the state auditor's recommended 35-50% range. Enterprise funds (water, sewer, storm sewer) were reviewed; water and sewer generated positive operating income, while storm sewer experienced a slight operating loss due to environmental well sampling and boring costs.

Public Comment: Motorized Vehicle Restrictions on Paths

Council agreed to schedule a future discussion item.

Todd Bergstrom advocated for removing 'no motorized vehicle' signs from certain walking/cart paths, citing safety concerns when golf carts are forced onto county roads and convenience for accessing facilities like ballparks. He noted that responsible golf cart users yield to pedestrians. The Chief of Police expressed concern that removing restrictions could lead to motorcycles and even cars on paths, citing past incidents. The council decided to schedule a future discussion to review existing rules, visualize specific paths, and explore more granular definitions for allowed vehicles.

Public Hearing for the 2026-2030 Capital Improvement Plan and Capital Financing Plan

Passed (All in favor, none opposed).

Rebecca Curts from Ellers presented the five-year CIP, emphasizing its role in long-term responsible planning and debt issuance. The plan includes six projects: Well No. 5 improvements ($1.6M, utility revenue bonds), City Campus land acquisition ($370K, capital improvement bonds/property taxes, subject to reverse referendum), Water Tower ($10.47M, utility revenue bonds), Pavement Rehabilitation (2027 & 2030, assessment bonds/taxes), and Equipment purchases ($800K, tax-backed bonds). Conservative interest rates were used for projections. A public hearing was held, followed by a resolution for approval, which triggers a 30-day reverse referendum period for the land acquisition component.

Issuance and Sale of 2.145 Million of General Obligation Bond Series 2026A

Passed (All in favor, none opposed).

Moved by Amanda [0:30:16] · Seconded by Kate [0:30:17] (corrected to Josh)

Following the CIP approval, the council moved to authorize the call for sale of General Obligation Bonds Series 2026A. This issue will cover the $370,000 city campus land acquisition (property tax-backed) and $1.6 million for Well No. 5/water treatment plant modifications (water utility revenue-backed). The bonds will have a 15-year term, with principal due 2028-2042 and a call provision in February 2036. The city will seek a bond rating (currently AA+) and aims for a conservative estimated interest rate of 3.99%. Bids will be taken on August 27th, with funds available by September 17th, assuming the reverse referendum period concludes without petition.

Old Police Department Concept Design Report ISG

Council unanimously expressed intent to proceed with the concept design, directing staff to integrate it into future CIP discussions.

ISG presented the conceptual design report for converting the old police department into a flexible community space, stemming from a 2024 workgroup's recommendation. The process involved site review, visioning workshops (emphasizing community and history), and developing three conceptual options (familiar, fresh, fearless). Option 2A, which prioritizes a multi-purpose room within the existing footprint, was selected as the preferred and most cost-effective approach compared to demolition or new construction. The estimated cost is significantly lower than a new build, and the project is scaled to spring 2027 construction start with consideration for cost escalation. The council endorsed moving forward with the concept design, intending to incorporate detailed planning and funding discussions into the upcoming CIP cycle, potentially in 2028 or 2030, and addressing community engagement and enabling projects (relocating Public Works items, resolving lot/access agreements) as next steps.

Um, for the audit that we performed for this year, um, we are able to issue a clean unmodified audit opinion, which is the best that we can give as your auditor.

Presentation for the Audit of Financial Year Ended December 31st, 2025

We did note two um material weaknesses this year. One for a lack of segregation of accounting duties and the other for material audit adjustments. Those findings um have been present in the past and are are somewhat common um in when you have a finance team of of that size.

Presentation for the Audit of Financial Year Ended December 31st, 2025

The state auditor's office recommends a fund balance between 35 and 50% of um annual expenditures. And um for the year ended December 31st, 2025, the general fund balance of about 1.7 million um represented about 49% of actual expenditure expenditures at 2025 levels there. So uh within that that range.

I think we should maybe take away some of the no motorized vehicle signs on some of the paths. It's just I like down here at the ballpark here, like basically the path to get on is taking a cart path or the walking path to get there. Otherwise, you're out on County Road 2. ... I mean, I don't see what the big deal is. I mean, you guys got to take care of it. But like, if you're on the walking path with a golf cart, I mean, I go down the one by I don't know, comes off Siger Street all the time. And and I've talked to a lot of people that if there's somebody else on the path, you don't go blaze by them. You pull over and let them go by.

Public Comment: Motorized Vehicle Restrictions on Paths

My concern is if we remove that, we're going to have motorcycles because we already have those paths. We've actually had cars. We've had to arrest cars. ... So my where I understand where's coming from and I know exactly I understand why there's a lot of people that take that games to but my concern is as soon as you remove the motorized you're going to get a lot of other things.

The main purpose for a capital improvement plan is really to help with that long-term um, responsible planning for for your community. and a CIP or this one specifically is looking at the next 5 years and um capital improvements that need to happen and then along with that plan how you would finance those capital improvements.

Public Hearing for the 2026-2030 Capital Improvement Plan and Capital Financing Plan

Then on August 23rd or any date after, you could move forward with the issuance of of the bonds. And again, this is specifically this requirement is specifically tied to that land acquisition piece of the capital improvement plan for for this evening.

Public Hearing for the 2026-2030 Capital Improvement Plan and Capital Financing Plan

The proposed issue for 26 includes a CIP piece which is for the land acquisition for the municipal facility campus. um that project amount is $370,000 and debt service would be paid for advant or paid for from advalorum property taxes. Um the second piece of the bond issue is uh water piece um for well number five, the water treatment plant modifications and some blending equipment that is in a project amount of $1.6 $6 million and again debt service on that portion of the bond would be paid from water utility revenues.

Issuance and Sale of 2.145 Million of General Obligation Bond Series 2026A

The bonds are being proposed to be issued for a term of 15 years. Um principle would be due in the years 2028 through 2042. However, there would be a call provision or what that means is a provision where you could prepay or refinance if interest rates were at a point where there were interest savings. Um they would be callable in February of 2036.

Issuance and Sale of 2.145 Million of General Obligation Bond Series 2026A

The big takeaway here is all of the check marks are on the right hand column. There's a lot that has to get done. ... Everyone kind of understands the state of the state of that building. Okay.

Old Police Department Concept Design Report ISG

And my big takeaway here was this community and history. Uh, the importance of that in this building. And then that's also echoed again in the concerns of just if the project doesn't happen, there would be a loss of community history.

Old Police Department Concept Design Report ISG

Overall, you know, it is significantly cheaper, uh, to renovate the existing building. And a few caveats on this co, you know, the the summary of the budget is um the site costs are included in this. And then this is escalated to uh construction start of spring 2027.

If the answer is yes, then the next question is when? There's a couple different ways you can go about doing it. Say, nope, this is something we want to do based on cost escalation. This is just a high priority for the community staff. get Josh to put together a proposal for the next phase of design work and we're going to move we're going to move ahead with, you know, a more more detailed design, more detailed budget. ... The third option is we want to do it, but we don't see it happening between now and 31.
