Staff presented the scope of the 2027 street improvements, emphasizing the need for geotechnical exploration to determine the most cost-effective rehabilitation methods and avoid costly surprises during construction. This included pavement coring, hand auger borings, and optional Ground Penetrating Radar (GPR). Council discussed the previous performance of street projects and the value of thorough upfront investigation. The potential inclusion of the Elco Main Street project was debated and ultimately deferred for future consideration. The project would involve special assessments for benefiting properties.

Community Development staff presented a detailed report on the compatibility of vet clinics in the downtown B2 district, contrasting it with other commercial zones where they are permitted. The Planning Commission recommended allowing them as a permitted use. Council discussion highlighted pros like accessibility and visibility, and cons such as lack of green space, noise from overnight stays, and potential pedestrian-animal conflicts. One council member expressed strong reservations about allowing animals in the downtown area. The council decided to defer a decision to allow for a full council discussion and for staff to draft a potential ordinance with performance standards.

So, on the fire department side, um we are there with the Lions. Um if I don't know if any of you saw it last year, but we paraded through New Market and Elco. Um and it was the Lions, the fire department, and hope for the community. So, at each stop, um we'd stop, we the fire department would make sure that we extinguish those barrels before going on to the next one.
really what the the design what what a geotech exploration does is it informs the existing conditions and helps us make decisions on how we're going to improve these streets.
So do you do both the augur and the hand? So the Yeah. So there's cing and then there's the hand auger boring. They do both. Correct. Yep. And then the one that's questionable if we want to do it or not is the video. Yeah. The X-ray of your road. Yep. GPR. Yep.
if we were just to go in and say we're going to mill and overlay everything. We go and mill off pavement. We find there's only two inches of pavement. Well, you just milled off your pavement and now you're you're assuming you're paying for a mill and overlay, but actually you're having to sub cut out the egg section, get a new section in there, put double the pavement down. Your cost of your road just became threefold and you were not accounting for that.
I would recommend that if it's not something if it's like a low likelihood that you'd even consider it. There's a cost repairing the big pack bid package and going through the process. Um now once you have the design it doesn't have an expiration date so to speak but it does but you are spending money unnecessarily ahead of when you have to and there's a and if you include in the bid package there's a cost to that.
I don't want the roads repaired look like mine. All right. Moving forward, I don't. Well, then let's include it.
The intent is that the town center would be the rec recognized as the civic, commercial and cultural gathering place for the community. Um specialized retail should easily mix with service and cultural places and pedestrian circulation and walkability is a really distinguishing um character for this land use category.
Although pets frequenting vet clinics uh may often come for routine checks, some animal visits may involve injured, sick, or anxious pets. Navigating downtown areas could be stressful or unsafe for pets or pedestrians. Interactions between dogs that do not know each other can be unpredictable. Um, this may be a consideration. Um, and considering whether a vet clinic uh allowing a vet clinic in a pedestrianoriented area.
One is a permitted use. You just check the boxes, you meet all the conditions, you're good. Conditional use is you check the boxes, they meet all the boxes, but maybe the council believes that there are some additional conditions that should be added based on the type of use um and for purposes of public health, safety, and welfare. One question I had Renee is when the planning commission discussed this they said yeah we support it as a permitted use but did they have any discussion related to performance standards related to that use?
Initially, I'm not supporting it at all. Um, introducing animals in the in that area just [clears throat] to me it's in feasible. There's homes right there to the south of there that potentially could be a problem. I just see more problems than than anything. and I haven't walked around the building to to know the layout, the back side of it. So, kind of going into it unknown.
Well, the next step um given the majority of the quorum tonight and the recommendation is that community development staff would now draft an or a draft ordinance that would go back to the commission which would include performance standards which they would have to review and tweak and would still have to come back to you guys for final decisions. So, if you feel that it does it needs additional tweaks or you don't like it at all, you guys still have the ability to make those changes at that time. So this isn't a final decision tonight. It's basically direction on how to proceed going forward.
