[clears throat] I'm basically here to talk for the people of that live around Boulder Point Golf Course. >> [snorts] >> I firmly believe after a letter that I gave to Warren, the owner, that what he is planning on doing is he's going to continue to put those two houses in next to the clubhouse. And when he does, it's going to be the first step of that golf course going away because right now they're taking the pool out, going to fill it in. and they're going to put two houses there. And there the the clubhouse will not handle tournaments. It doesn't hold enough people. And I suggested to Warren, I showed him my plans of what it would take to make that where the pool is to put another building in there. And it would be a temporary building. I've been to tournaments before where they've actually even had tents. And this one here would be all metal with garage doors on the sides so people could get in and out of it. It'd be 40 by 50 feet. It hold about 180 some people to be more than enough for any of the golf tournaments they ever have. As of right now, I don't understand why the fire marshall hasn't shut them down because the building they're using right now is only 90 people that are supposed to be in there. And I know they're putting 130 to 140 in there at times. So, but I foresee being he doesn't want to do this, [snorts] he doesn't want to keep the course. Warren is starting to get older. I think he firmly believes he's going to close that front side of that golf course down and he's going to build houses on it and he's going to get his money back out of it. And I think he's going to keep the backside open as a nine-hole course for a while because that back side of that course is landlocked with swamp and everything else. Be pretty hard to build on it. So, and then maybe eventually he'll even shut that down and you will no longer have a golf course in Elco and New Market. And um right now, as bad as that course is being run, there is more people coming to that golf course on a daily basis than anywhere else in Elco. You don't want to lose it. I came from Bloomington, Minnesota 20ome years. I played at Dwan Golf Course. That course made so much money that it subsidized the ice arena plus other things. and Dr. Dwan owned it to start with and he gave it to the city and told them the only thing it can ever be is the golf course. Can't be anything else. So, they've had to stick with it. They probably could have built apartments on there or anything else, but they stuck with it and it has supplied a lot of money for it. I've crunched numbers for this golf course. I know that it's being run so bad that it's ridiculous. And [clears throat] numbers about three years ago, that thing should be grossing about $500,000 a year. And it it wasn't anywhere near that. I mean, it probably wasn't even $200,000. [clears throat] You're talking about good night tonight to come here because you're talking about trying to find money for the police and other things that I've been hearing. That golf course, if it was run right, will subsidize a lot of things that you have in this county, in this city to get things straightened out where you have more money than you know what to do with. But, uh, you're you're going to have to figure a way to get the ownership of that golf course. And I don't know how you're going to do it because but all I know is right now he builds those two houses, it's going to shut that course down. There's no there's because there's no other way to have the deal for anything. And that building would not only supply the uh uh tournaments. A lot of people are going to outside weddings. They like outside weddings now. People will rent it for graduations, birthday parties, family reunions, [clears throat] and I have a nephew that owns a course over in Wisconsin. Last summer he had or this summer rather he had 37 golf tournaments to the point that he finally decided to build onto his building. He put $500,000 into a building or addition on his building that holds 150 people. But he's he's making money hand over fist over there in a little stinking town called Frederick, Wisconsin. and Dwan in Bloomington at and I think it still is. It's the most played course in the whole state of Minnesota. And this this is out here. You are growing like crazy. Your growth rate was like a 190% couple of years ago when we were doing the numbers and people like uh [snorts] Quick Trip, they're not building that station for the traffic today. They're drilled. They're building that station for the traffic of tomorrow. And that's what's going to happen. Most of you guys are I think you're all younger than me. [laughter] I've lived through it all. I've seen what it is. I used to be on Lake Street all the time. And Lake Street's like a a freaking parking lot. There's so many cars on it now. And we used to drag race on that dog on the street. Jerry, you understand the city has no interest in this in the golf course as far as financial right. It's privately owned. >> You understand that, right? It's a privately owned. >> I understand. But what I'm trying to say is it should be bought and get it out of his hands or you're not going to even have a golf course. And if if it has to be a find a private party to buy it, >> he chooses to sell it, then he sells it. That's not the city's not involved in that. >> That that is not what is going to happen. What's going to happen is going to go away and all the people that live on that course are going to take a big hit on property values. you guys are going to lose out on taxes. That's what's gonna >> The city is is not financially involved in that property. And um but it doesn't seem that it seems like when I talked to some some other people and stuff, nobody nobody everybody's got all their money tied up in 401's and everything like that and they don't want to get rid of it. So, I haven't had any chance to crunch it or follow up with the consultant on any of the details, but know that after we've reviewed it, um at a staff level, we'll be uh asking the consultant to come and make a presentation at a future council meeting. Um the initial comments at a very very high level is that this is a quote it looks good but it looks like there's some additional concern related to street maintenance and speed compared to the 2022 survey. So I have not had a chance to see what that really means. Are we talking a might are we talking a big percentage change or shift from excellent to good? um or is it just it's really the only thing that's notable and it's relatively minor. So, we'll we'll be taking a look at that. Or does it reflect a longer term trend? So, those be some of the things we'll be taking a look at. It >> be interesting to know if it's speed vehicles or speed of those scooters, >> the bikes, >> those ebike things. >> Yeah. >> That are ripping around town. I'd be curious to know there's a specific breakdown for that. Um, sometimes I mean the the question is do you have concerns and it looks like areas like speed and theft and those types of items. Um, it may not be that specific, but sometimes there's additional commentary that they collect as part of the survey that provides insight and that's where we kind of need to talk to Peter if he has any if there's any indication as to what's driving that commentary. What's the plan there? >> Um, the gas the tanks are being removed bec uh due to MPCA enforcement action. So, when underground tanks aren't in use for a period of time, MPCA requires that they be removed. Um, so there's uh licensed tank removal uh companies there doing the work. There are uh soil scientists or specialists there observing, taking soil samples to ensure there's no contamination. Uh they're hoping to finish up tomorrow. >> Yeah, I saw the tanks laying in the streets. >> Yeah. >> And exchanging messages with the um owner regarding uh whether or when he's going to remove the building. Okay. Chief, >> uh, as we said, we have three in the background process. Um, Detective Sen is moving as quickly as humanly possible to, um, in addition to all of his cases, of course, but to get those done as quickly as we can to to hopefully get a candidates um, identified and off to psych and medical and everything else that they have to get through. um they all none of them or two of the three don't finish school until October. So we're looking at probably October, beginning of October start date for candidates. Um other than that, uh the scooter scourge, yes, it's still out there. We're doing our our best to to curtail it, to educate, to train, to um we will be probably doing some kind of a joint venture with Elk Market Fire uh probably next spring to do a dedicated scooter and ebike um training, not part of the safety camp that we did last year, which we're going to do again, but something that's dedicated more specifically to older kids who are scooters and ebikes and ethos, But um so we're aware, we're still trying to educate and and my guys are out there doing active enforcement, making sure we're holding parents accountable, calling parents, getting helmets on kids, and doing whatever we can with that. We are aware. And then uh we'll be starting in the first center over in Lakeville, our new training facility. I think uh we'll be starting in there doing some things already here in September. So really excited. Uh I haven't seen it yet, but uh I'm excited for us to be getting in there and getting some kind of being a worldass facility for law enforcement training versus the the old junky place we were in before that. Uh Eagle View Meadows has been a little bit slow the last couple weeks as they've been waiting on crew availability, but uh roads will start taking shape here in the coming weeks. curb and gutter and pave and stuff like that.
