A draft zoning ordinance amendment detached accessory structures. Yep. Um so we've been working on this all the way back since February 27th. Uh staff have compiled all the recommendations so far and tonight is the public hearing. So here are the proposed amendments. Uh we've went through them before. or I'm not going to read through them all tonight. Um, no changes have been made since the last time. So, we're here to hold a public hearing as required. Um, due to it being a zoning ordinance amendment. After the public hearing, the commission will be asked to make a recommendation for city council action at a meeting in October. Okay. All in favor? I. Okay. All right. Public hearing B. Draft of zoning ordinance amendment residential district landscaping requirements. All right. Okay, we haven't been talking about this one as long. So, on July 30th, it was briefly discussed by several commissioners who expressed a desire to expand our tree list um to further prevent uh tree loss due to future diseases or pests. Providing more variety will help reduce the chances of tree loss overall. So staff contacted uh Bolton and Mink to recommend some additional species that would do well in the city's climate and soils. We went through those at our last meeting. Uh here are the changes. So what's in green was added, mostly deciduous trees. Uh Black Hills spruce was removed, but is still included on the list under all spruce species. American larch was uh changed from tamarak and one ornamental tree was added as well. Uh so these were the slides containing pictures of the trees and brief descriptions. Uh there's some elm trees that are elm disease resistant of course. So same thing with the last item. We're being asked to hold a public hearing due to a zoning ordinance amendment. After the public hearing, you'll provide a recommendation to the city council and they'll act on it at in an October meeting. Cannabis draft zoning ordinance. All right. So, as you guys recall, obviously last month we spoke all things cannabis zoning. Um there's just one small thing I wanted your recommendation on before we bring it back next month for a public hearing. Um so, as you'll see on the slide there, there's one section there that I had previously at last month meeting. You saw there was no permitted uses outdoors. Um I have heard sense from our city attorney's office that that could possibly bring up litigation. So we have to permit it somewhere um within the city limits. So um we chose to do a conditional use permit in the uh urban reserve because we still believe that it should be in the townships or outside of the city. But since we have to put it in there, that's kind of our agricultural district. So um just need a recommendation on that. If you um approve a cup in the urban reserve district for outdoor cannabis cultivation um then I will bring it back next month. Okay. Thoughts, questions? This was for the growing of it. Okay. I didn't know if you were talking about using or what? Nope. Just outdoor outdoor growing. That's it. That's what I thought you said. Yeah. I mean, it makes sense to me to Yeah. put an urban reserve. Have we heard any um anything on any developments or nothing that you've heard of or uh so what obviously you'll probably notice all the tree clearing going on on two so that was Warren Bars' old property he passed away it sold to um Nick Nan owns the end zone and then a gentleman also from New Prague Cassa I think went in it on it with them they have no proposed plans at this point they're just kind of getting it ready for future development whether that be them themselves or if they sell They don't really know at this point. So, um, Dakota, easier to clean it up before tree inventory. Yeah, that's thinking, I think. Um, Dakota Acres, second edition. Uh, have been floating some concept plans at a staff level that will probably come to you next month. Just kind of looking at it. Uh, it's an apartment unit, 35 unit apartment unit, and then, um, I think it was 18 town homes as well. goes back and forth, back and forth. Dakota acres second. Over by the town houses and right. Yep. Yep. Back. Well, it was it was apartment it was town homes and now it's a mix maybe of both. I think a couple years ago someone approached you at the apartment building and then he passed away and then that kind of went nowhere. It's a different ownership group now. Yeah. We'll see what happens there. How about behind here? Um, so they're they just petitioned the city to amend their PUB, Parkway Meadows. Um, that'll come to you probably next month as well. I'm not sure exactly what it all involved. I think they still have those three lots that we recommended removal of. Um, but they did do some readjustment, so I don't think it affected the total uh park dedication. So, they made some lots smaller is my guess, but I haven't looked too much at it yet. That's a next month item. Has the new owners been approached by the city to talk about the area behind here? We have a meeting scheduled with um next Friday, next Friday with all the owners adjacent to city hall so we can kind of get on the same page hopefully and work towards some kind of common goal. Be a lot easier that way. Otherwise, it's leaprogging, you know, I mean, yeah. Property in between because there's a little sliver that they own now that is like how about our properties on either end of town. Are they going to be burnt or demolished or what ends house here? Oh, Brandon's the one working on those. I think the house demolitions. Yes, they are. Burnt or practice fires or No, I don't think so. Not that I'm aware of. Cory kind of took it from me, but last I heard The police were doing some like uh SWAT training or something earlier this summer this added on earth. I'm sure you just got to move over. I don't think so at this point. It's just people have been complaining to the county pretty much non-stop for sure point back and I'm going out of town. I mean it's in the morning. It's crazy. I saw the county there I saw the county doing something there midday today. So they are definitely getting the complaints. I think they it looked to me like they were making that right turn if you're going southbound. More obvious where you don't have to stop, but I haven't seen I haven't seen the sign yet. So, people properly zipper merged on that area, right? That's what you're supposed to do. But what about like a stop light? Maybe a timed like they had at one time when they were working on the bridge. They had a timed light. I think that'll be kind of the next fix if the enough people complain or like Brandon said, they'll have some kind of alternative. We don't know at this point even coming out of like the Nemiers or whatever at like 5 at night to turn left. It's a pain cuz people unless somebody lets you in and both lanes cuz they they could move over a lane and let that one be used for getting on, but they just run right past you. I've gone out there in the middle and honk at people as they drive. Merging lanes is a lot of work for some people looking at Well, in a mile I'm turning left. Save some time because same at Quick Trip. I'm sure getting out of there. I haven't heard I didn't see how the race went Saturday with the stop sign. I'm sure people I'm sure. You know, a lot of people live or go out of town to go from the races. I'm sure that backs up at 10:00 at night. Yeah. Well, then 35 was down to one lane, too. I'm sure that didn't help when people were trying to get on and off there. Has there been any talks about putting a stop sign by the park in Boulder Heights right on that intersection? I don't think there's been any discussion. So, there should be one. I agree with you. Uh if you go Boulder Heights, the new park that's right there, there's no stop signs at that intersection. It's just an open intersection. So, none either way. And that whole neighborhood's all open. There's not a stop sign. Where do you Which part is that? Is that over? That's right by the south of the golf. Pleasant Hills to have properties right over there, right? No. Uh it would be south of Boulder Point. Yep. New development. South of Boulder. Yeah. I haven't been down there. Yeah. There's a brand new park that's right over there. Yeah. You probably haven't seen the park yet then. really nice. The community helped kind of pick it all out. So, they deserve some credit, too. There's a but yeah, a lot of little kids in that neighborhood. Definitely point taken like by the I think it's what St. Andrew's Andrew Andrew Drive and um I don't know the other street off the top of my head, but yeah, the main intersection by the park. Mhm. So like, and if it's by a park, would you think like crosswalks or something? Yeah. There's not crosswalks and there's a trail and sidewalk right next to it. So because I think of like the neighborhood I live in, you know, Wagner Park, there's the speed bumps, there's stop signs, there's, you know, all the things. Yeah, it's something we can definitely run past our city engineering department to see if that's something we can I don't think a speed bump's necessary. Just a stop sign. They're like any traffic control, the low guys, which I don't mind them so much. Um, but I don't like the Wagner the Wagner Park ones. It's got to slow down. Pretty pretty slow. Properties doing on their building. Um, I don't Ryan with the for the road. Well, they have a house they built. Oh, that's going to be up active I think at in October. Yeah, there's some permits that have went out for it. There's that one house that's almost up already. Um, be listed north of six. Yeah, they're expensive probably. Yeah, the big one. The only one that's in that neighbor. Yeah, I think it's going to be north six. And then I see some new houses on the corner going at Christmas finds. Yep. Yeah, they got a couple permits in there. Um we're working with them on some decks. They have some pretty tiny deck uh capability there. It's nice to see some of the things working for them. Yep. Then there's a new one going up in Ridge View um Heights behind your house. Another one. It's right behind I think it's No, it's the same one that looks huge compared to the old house. Yeah, I told you guys. Just those two right now, I think. But, uh we are in talks that I think there's a developer who's getting a purchase agreement for at least half the lots in that neighborhood. So, that'll probably be a next year project. You'll see that kind of build out noisy. Yeah, they're going to be probably five and a halfish. Your lipstick got I They're going to get I don't know exactly when, but they're going to get there. I sure hope so. Where are they at now? I know it's going to happen. I followed this very uh religiously the last 60 days. Yeah. They're supposed to go down again after the Federal Reserve looks at it after the election. Yep. And they're going to in the new year. Yeah. They shouldn't have to half a point is good long term, but short term it's c wreaking havoc on stuff. Yeah. Right now they Yeah, that's what we do. What do we do? Should have been a quarter. It have been better received because it actually paid for interim mortgage rates go up just a tiny bit. It's going to go there. Well, you got to have an 800 credit score. I mean, just saying they'll get it'll get there. It's just based off of best case scenario, but I would say next year at this time is going to be pretty pretty frantic. supplies. Interesting. They're building one on 19. Did you see that? I was thinking they on the way to Northfield. Yeah, the way to North. I haven't seen it. exciting on it, too. It's been like a year they've been working on it, but it's At what point do you need a permit for a treehouse? It's probably like 20 by 20. It's huge. Interesting. I like the concept.
