All right. Were there any changes to the uh agenda that you know of? No, Mr. Mayor. Um motion to approve. So move. Uh second. Second. All in favor? I passed. Thank you. We're on the general business. Um, are you going to take over for that part of administration? I know this was last second time having to go. So, can you bring can you let me in? Thanks. Will you? Um, okay. So on reports on under administration um food truck sales on city property. So I'm not sure how the conversation came about because it was with Linda and Tom, but um as you guys saw in the memo I wrote up um it's just basically for discussion purposes on whether or not we want to continue to allow uh food trucks to operate on city property. Um and I know that there was a specific request for city hall parking lot. Um, and you see in the memo I wrote, um, reasons why we'd recommend not in the city hall parking lot. Um, I think we can just leave it for council discussion from there. Any feedback? Anything you guys want? So this is to because right now are we silent on it or it doesn't exist or We currently allow it on city property with administrative approval. And have we had any issues in the past? Not that I'm aware of. I don't I don't think anybody's requested to be in the city hall parking lot though. I feel like there might be like someone asked if that was allowed which prompted this conversation. So we have to figure out if we want to allow that or Not. And of those five cities that allow it and did they say and I were these conversations was this email? So maybe you didn't get a lot of information back and forth from them, but I'm curious of the cities that do allow it in city hall. Maybe they're bigger areas too where their fire truck port and garage isn't right in the middle of a driveway or parking lot. So that's that's the main difference. They don't share parking lot with their EMS, you know, police fire. issues. Yeah. Is this like a festival type? What's the What's the scope? I guess that it's a it's really just a one-off. An ask. Yep. It's a one. It's an ask. Um, so essentially, it's just I don't know the specifics of this ask, but for this ordinance, it would be or this part of city code, it would just be if anyone individually wanted to have their food truck. Um, it's already allowed pretty much everywhere in the city. They just have to fill out a form and get an application in. Um, so this isn't for like a festival or for a community event. It's just for if someone wanted to have their individual food truck business located here for x amount of time, x amount of days. Remind me, is it allowed anywhere in the city or is there some differences in the residential area? It has to be on a private property or like on a driveway like they couldn't just park on Glenboro or on my street if I remember correctly. I just could the way, don't quote me, but the way I remember it is it is allowed on public streets. Is it? Okay. Yeah. And residential property, they it's allowed, but they have to get um permission from the property owner. But it's my understanding that it's allowed on public streets as it stands. And the only the only goofy thing, Andrew, is like I I swear we put something in at one point like during fire rescue days, it can't be within like a half mile radius of where all the food stuff might be in downtown. Yeah. just try to discourage the competition from the setup in the tent by double wide and if there's stuff down there. That's correct. I mean, are are you looking for direction on what whether we to allow it or not? Yes. I'm kind of not I'm I'm not on board uh putting a food truck in front of city hall. I'm just not. Anywhere else though? Are you Yeah, anywhere else in the city. Fine. right in front of city hall. I mean, I'm thinking like Tom's traveling coffee. I'm gonna come and get a cup of coffee. But so, but we have the other public lot that's right on the liquor store or the parking lot right there. Yeah. And that would be a good option. I think that for safety reasons it doesn't really make sense for it to be for we don't want to have I don't think they would get in the way but we don't want to have the opportunity for that to happen if we allow one then to what end well and it might not be them it might be the customers right all the pedestrians no I mean I agree I think city parks the parking lot in town like the least restrictive we could make. We're not going to get a whole bunch of food trucks down here. And if we did, then let's then we could address it, I think, at a future point. Uh preventing an issue here makes sense from an emergency standpoint and being able to get out and do stuff, but I just we've never had an issue. We're not going to have an issue. I I can almost bet my mortgage on that we're not going to get enough food trucks down here causing problems for us to worry about it. So, I'm a no. You're a yes or no? I I'm completely fine saying no to city hall and but yes everywhere else. Yeah. Are you yes or no? I'm saying on your same page. On the same page. Well, I'll say no. No. No food trucks at city hall. I have no report, but I would love to answer questions. I feel like my thing might be for you. Sorry. I heard the Anderson property has been addressed and pretty much taken care of. So, that's that's good. Curb and gutter with the drainage. Well, it's not done yet, but we have we have a way forward. Okay. Okay. So, they don't run me down. Once upon a time. Look at you. Holy cow. This is about grass. I'm just gonna go. Wow. It's not about grass holy. It's mostly about weeds. Um I can't help but look at all of this stuff from the new market rehab or rehab and it's awful. I was told that residents that have complained got a letter saying that the city would be doing nothing about it. That's right. We uh intend to give it time to come in. We are pressing the contractor to get out and water it. That has so far not been successful that I'm aware of. But we have a 2-year warranty. So, if it's all ends up dead, um we got him on the hook. But, uh what else you going to do? Was it a local contractor that we could bring their name into the conversation? Ryan, wasn't it? Ryan contract. Okay. Like this corner is crazy to me. Just like So then I was like a creeper driving around looking at people's yards and taking pictures because I was like, "This is not nice looking." And I would be upset in time and I can't guarantee either one. So, okay. That's fair. But I think that but to overseat it and it's still dry, that isn't going to help. Rip it out. Then you know the other day watered I don't I don't have a button I can turn and they show up. Call. Okay. They did say they would do it. I just haven't seen it happen yet. They need a liquor license, don't they? Well, no. The the I'm just saying there there is leverage to to potentially if the new the new owners do not Ryan well he does if he wants the probably the sale to go through I don't think it's it's not contingent not will or no bad intentions just there's super swamp too and hold each direction have to try and be louder okay I just wanted to bring it up because I've seen social media comments Yeah, I've had a complaint come to me and then I went traveling. That's all I got. Well, maybe along those lines and I don't know if it was public works or I missed it or whatever, but like the corner on 91 and two, the big pile, burn pile. Can somebody light that on fire or get rid of it? I mean, it's it's one of those things too where it's we're hounding people about making their yards and lots look good, but then you got a big pile of junk sitting around in the corner. Can we compel that to be fixed? Is it Well, let me stop there. Is it a violation of ordinances to have a pile like that? I mean, so it's so I mean that would seem like something we would want them to address. However, that should be addressed and I don't know what the plan was or is for that. It is just an ugly thing that is just right there. Yeah. [Laughter] Anything from that? Um, we got a pre preliminary plat application last Friday for the Highlands at Eagle View north of the school. Um, I think Jake also got one on Dakota Acres 2, the town homes, pretty sure. Um, and that's also up for sale right now, I've learned today. So, not sure what the status on that is going to be, but um yeah, a lot going on. We have three public hearings for different developments at this next uh planning commission meeting. So, staying busy. Good. Anything from parks? Kind of directing everything at you. Sorry. Nothing at Nothing for Parks. No. CC. Um CC we haven't met. So, okay. I got nothing. Scale. No, he's not here. Skip that. Anything for I35? Yes, we had our meeting this morning. Um, the city's applying for funding under the corridors of commerce to fund updated studies on the bridge. Um, and the alliance is going to be authoring a letter to send into MDOT to help support and nudge that along. So, good things. All right. Uh, any any discussion that we need to we need to talk about? Well, in an effort to replace our city administrator, I mean, you've been doing a fantastic job. Do we want to make sure that we check all the boxes for the the food trucks? Do do we need to answer any of those other ones? Are you good with what you got? I'm just staring at the list and I'm good. You guys essentially came to the conclusion that we're going to keep it the way it is.
