Consider reszoning of Interstate 35 Industrial Park from urban reserve to light industrial city initiated zoning map amendment. Have a short PowerPoint um that follows the memo that was in the planning commission packet. Um as you stated the staff initiated um the industrial park which we call park I35 was uh the property was annexed into the city in two parts in 2021 and 2022 pursuant to a orderly annexation agreement with New Market Township. Um it was annexed prior to plat approval or development of the property. So it was um just vacant agricultural land at the time. All property upon annexation is automatically zoned urban reserve um based on the city code until such time that a determination is made as to the proper zoning classification. And the purpose of that urban reserve district is to preserve areas where urban public utilities are not presently available. Um the land is supposed to be retained in a natural state or agricultural use pending the proper timing of the extension of utilities. um into the property. So we do have a number of like farms that are inside the city limits that are zoned urban reserve the degross farm or um various undeveloped properties are are own zoned urban reserve and reszone then once they're developed. Um again in 2024 the city council approved the plat of Interstate 35 industrial park. Um lot one block one which was the site that was proposed to be used by air where Niagara is located was reszoned during the plat but the outlots remained uh zoned urban reserve. Um however in 2024 streets and utilities were constructed which serve the entire plat including the outlets. Uh and because public streets and utilities are now available um we believe that the urban reserve zoning district is no longer the appropriate zoning district and um under under state law uh zoning is supposed to be consistent with the comprehensive plan. So staff and the city attorney are recommending that the outlets outlets A and B and C be reszoned to limited industrial I1 at this time so that the zoning is consistent with comprehensive plan. Um this is the existing adopted zoning map um that you see on the screen and this is the proposed zoning map with the updated um plat and parcels. Um so outlet A is the outlet that's closest to the interstate. It's approximately 50 acres in size. Outlet B is a little uh storm water pond that's owned by the city on the south side. and outlet C is approximately 20 22 acres on um the east located between Niagara and out. So they requested action um by the plan commission if you don't have any questions is to hold a public hearing regarding the city initiated zoning map amendment and make a recommendation to the city council. And this also makes it more pad ready, right? I'm guessing that's correct. Yeah, that is correct. It kind of, you know, one step closer to development. All right. Um, and I still don't see anyone else joined online. That correct? That's correct. I do not see anybody online. I will ask if anyone has to comment on the public hearing regarding the city initiated zoning amend u initiated zoning map amendment. Um and I'll ask again if there's any comments related to the reszoning of interstate 35 industrial park from urban reserve to light industrial city initiated zoning map amendment. I don't have general business items. All right. The miscellaneous 2025 vacant lot inventory. Yeah, I have a really quick PowerPoint on that as well. Um doesn't say much other than what's in the memo, but uh the we try to do this at least once a year, maybe twice a year. um monitor the number of vacant lots that we have in the community to keep the city council and developers informed of uh the inventory. Um as of uh midFebruary, there were 124 vacant residential lots. Of those, 93 of the lots were for single family detached home ownership um homes and then 31 lots for attached and detached town homes that would be part of a homeowners association. Um, and I just thought it was interesting to note that the 2022 um, Maxfield uh, they're a kind of highly accredited uh, research firm. They do a lot of housing and um, land use studies. They did they completed a housing needs analysis for Scott County. They evaluated all the communities in Scott County uh in 2022. And for Elquin Market, they reported that to meet the projected single family housing demand, Elquan Market would need will need to maintain a minimum supply of 120 vacant developed lots to allow at for adequate consumer choice based on their growth projections for our community. Uh lot demand is anticipated to increase in the short term. supply is likely to meet short term or the existing supply at that time of the of the report was likely to meet short-term demand but additional lots are likely to be needed by mid decade to maintain a sufficient supply. So um then this is just a map of where those um 124 lots are located. most of them in Ridge View Heights and Boulder Heights and Boulder Heights development. Few left in Pete's Hill and then there's some kind of miscellaneous scattered lots throughout the old areas of town. Um I should also add the preserve, the new preserve, there's 12 lots left. So 124 sounds like a lot, but when I look at the map, it doesn't seem like a lot. Mhm. And then commercial, there were six vacant commercial areas um totaling approximately 70.5 acres. Um all of these lots um will need to be further platted into lots and blocks before being eligible for building permits. And this is just a graphic depiction of where those are located. Some need more work than others. um most of it is on the out near the interchange or on the degross property. So there aren't roads available to there would need to be local roads constructed into those properties um in order for somebody to build on those. Um the other lots one, two, three, and four, the local roads are in place, so they're much um easier to to build on or develop. And then there's two industrial areas totaling approximately 82 acres. Um again, Park I35 has streets and utilities available. It's just replatting uh into lots and blocks. And then the Adelman property really needs that infrastructure brought to it. But if you'll recall in the last comprehensive planning process, we you regiduided uh created a new land use designation to allow some um business park light industrial on the Adelman property on the west side of the interstate. So um that's all I have. if you have any questions. No, I don't. Thank you. Um, community development updates. I don't have a lot of updates. Um, I'm not sure if any of you were able to see the Star Trip article on the front page of the TRIB on Sunday. Um it was a really large article for um kind of highlighted Elqu and that we're going to be the anticipated to be one of the next growth areas in the in the city. So I if anybody didn't get it, I can email you that article. That' be great. I didn't get to see it in full. I only got to see part of it. Okay. I'll PDF it. You know, sometimes you can't get to the articles if you don't have the subscription. So I kept trying. I'll PDF it and send it to you guys. Yeah. Um, but I thought it was really neutral. I thought the reporter did a decent job on not, you know, tainting it as a good thing or a bad thing, but just kind of a fact. So, cool. Um the other I think the only other update I have and I'll turn it over to to you guys. See if you have anything is um we were notified by the Department of Natural Resources that we need to put a shoreland or ordinance in effect. Um we kind of expected it was coming but we received official letter midFebruary. um and they're giving us one year to put that in effect, but would like they would like us to submit a draft to them within six months. So, um that's something we'll be working on. So, we have a number of DNR protected waters within the city and what a shoreline ordinance does is sets minimum standards for development around those DNR protected waters. So, u minimum lot sizes u minimum setback requirements um from the wetland and um they have a model ordinance that should be fairly easy for us to to implement but it will have a significant impact once adopted on development around those waters. Sure. So, do they give you the signs to put up too or No. No. No, they don't. They're assuming over by the like Rowena. Yeah. Yeah. Pond is uh on the list. Um the wetland here along Conro 2 by the speedway is on the list. How about over behind her house? That pond or that lake or Yeah, that's I guess that's what I call Roina. Oh, okay. Yeah. The official name. I don't Is it official? I didn't I always felt that it was I don't know. I don't know if it has an official name. Yeah, cuz it's going to have houses on the north side. It's already got houses on the southeast side. So, yeah. And I think those are the ones that are probably using more of their land than they're probably supposed to. Yeah. Yeah. There's a strip that's owned by the city that Yeah. Yeah. At one time we were talking about a trail through there, but that would have been really like a marshw walk I think as part of it. It's still shown in our comprehensive plan, right? That park plan. Um and then the you may have seen some um discussion on Facebook regarding the city's ordinances regarding recreational vehicle parking or um so the council's will be bringing back um a review of that in in future meetings. I figure it was not um it was only a couple years ago than when we updated the whole thing I think in 20 2020. Yep. And I thought we simplified it. Yeah. Actually, we made it a lot. Yeah. It's it was much more restrictive before. We relaxed the rules quite a bit. A lot. Yeah. Yeah. Bring We'll bring that history to you so you can understand. Okay. So, it's to be revisited, you're saying? Okay. We'll probably have some introduction of it at the next meeting for discussion. Okay. Nothing for the development behind here. We have met with the developer a couple of times, but we don't have an application yet. Okay. Any updates from the township? Okay. Is it good? Quite's good, right? Yeah. Um Jake, any updates that you can hear? Not by the school for sale again. That Yeah. Yeah. Yep. So, we reviewed a concept plan on that from Tamarak Land Development and uh they are in the process of negotiating that with land sale with the property owner. We expect that we'll see a plat application on that this spring. Okay. So, they might be the first ones in the door, you're thinking, or you're hoping? I don't know. Well, they'll need preliminary and final plat approval and a resoning on that property to update the PUD. Um, here on the property north of city hall, they already have the preliminary plat approval. So, they just need to do final plat approval and that doesn't come before this board. That just goes directly to city city council. So, um I don't know. They're going to be similar. I see. So they were moving forward. You're thinking because at one time it was just like holding they're this is being sold to a developer. So the people that made the application for preliminary uh at Platt and PUD they are selling it as entitled property. I think that was their intent to try to entitle it so they could sell it to somebody else to develop. and they did find a a developer to so the preliminary plat might not be the same or would it have to it's going to be exactly the same. Okay. And there's any major changes that would come back. Okay. Yeah. The um the only thing that is changing is some of the house the lots are the same. The setbacks to the property lines are the same. Um they're changing some of the house styles where the original developer had designed the entire development to be split entry um homes. They uh the new developer is going to put some variations, different housing styles. Be nice to see sometime and then it would be nice to have the road through but I don't think the city has any attention right now. Well, we're revisiting the discussion because we do have a couple new members on the city council. So, um I'm in discussions again with uh the property owner just how much do you want for the property just as a security? Did it sell or No, the house sold. Yeah. But the rem remainder of the property is still owned by the Okay. But you we own part of it, right? We own where that one house was taken down. A little bit. I see. And with this property over here now that new owners, I think it might be better negotiations with the Yeah. Yeah. Yeah. Yeah. So, we're in conversations with both of them. And that's kind of the balancing act is, you know, if that doesn't develop for 20 years, then, you know, maybe it'd be nice to have this as a backup. Then um but as far as that property on the north side of city hall currently it sounds like they would plat it in two phases but the first phase would include the full extension of James Parkway to the their easterly property line and then the southern portion kind of the southern basically yeah so I expect that we'll see that under construction this summer. Oh, that'll be nice. Maybe that'll help. Well, if that other road came through, it would help get some more lots. Yeah. Been there for 20, 30 years or whatever. Right. Yeah. And Harry, at the township level, I know, you know, we try to monitor social media a little bit, but we did get some calls at city hall from some township residents um out by the school on Leander Wagner's property. There was a concept plan submitted by this Tamarack development and we asked them to show how the adjacent property to the north could be developed someday um just so we could see how roads might tie in to to that property. Um well that concept plan was you know shared and so we we got some calls about that but no 10acre not acres Leander owns another 35 or 40 acre parcel um that's in the township and then uh right at along 91 and 265th and then there's a bunch of 5 acre parcels that are really long and narrow. Um, so it was kind of those that area of five acre parcels. There's maybe 10 homes there. And we asked the developer re required are requiring the developer to hold a neighborhood meeting with all adjacent residents before coming in for application here. So, um hopefully he can answer some questions from some of those people, but yeah. Well, that's a both are positive, I think. Yeah. Okay. I don't have anything else unless anybody else does.
