Um, council had the second quarter financial reports in your packet. Do you have any questions? >> That looks like a note. >> Okay. >> Okay. Uh, update on the insurance consortium discussions with scale. So, as the council's aware, um, Scale had, uh, the members of Scale had come up with the idea of possibly establishing an insurance consortium. So, we would establish our own self-insured insurance group consisting of the county, the cities in Scott County, and some of the other smaller governmental entities such as like maybe soil and water, etc., CDA um as part of uh a strategy to control rising costs in health insurance. Um it's been a long process because it's a large it's a complicated topic. Um people there are on different cycles with regards to when they can reasonably pursue that type of change. And currently the goal is that if we're going to implement it would be January 1st of 2027. Um we're at the point where there's a subcommittee where it's moved from kind of the policy maker level down to the people who actually deal with the benefits uh representing each of the interested entities. Um working through the process. The first step really is to identify the governance for this new consortium entity and that's the level that we're at now. The general steps would be everybody gets agreement on governance. Once you have governance set up, then we start moving forward with establishing what the rules would be, like how we're going to structure the nuts and bolts of the insurance process. Then we would go out and get quotes with the idea that sometime first or second quarter next year, it would be the no go-go decision about who's participating and who is not. right now. Um the governance issue is an issue in and of itself because it really sets who has who's making the decisions and what decisions are they making. One of the big topics is number of votes. Under current statute and rule, each entity has one vote. Um the county has expressed a certain level of concern that we're the vast we're the strong majority of all of the employees in the pool. um as one entity we feel we should have more than just one vote in the process. Likewise, everybody else is going there seems to be general consensus. While that's true, the county also should not have majority control. So there's a big gap in between on how you resolve that issue. So that's currently being discussed. And one of part of that research is determining whether that has to be done by um statute or rule or both. So that's where we are right now. I do anticipate that later this year I'll be coming back to you guys with this is the proposed governance structure in or out and then if we advance beyond that point then it will get into the nitty-gritty of what would the plans look like and then going out for for quotes. The one thing I always like to point out is this isn't like a it looks good this year. This is a long-term there will be a certain minimum year commitment into it and the idea of it is you're saving money over the long term. The trend is less than it otherwise would be for your cost. So while it might give us an idea of what the impact would be, it's you have to keep in mind that the studies that have been done on have shown that when you set up a this type of an entity, your rate increase over a longer period of time is less than it would have been for other similar entities otherwise. So from our organization or overall >> and I mean just how many of you get together and talk about this consortium? >> So right now there's representatives from the county, all the cities, soil and water, the CDA um and maybe one or two one or two other organizations that have expressed some level of interest and each of those organizations has one or two people that are attending. So for our organization, Kelly and I attend, depending on the role we play, mine's more policy, hers more nuts and bolts. And I kind of see similar participation from the other organizations. >> Okay, >> cool. >> Uh to do this, you need to have a thousand people. So from what I understood, >> a thousand participants >> participants. >> So you get the county and then you get the cities. You can reach that. And do you have every city in the county? >> So far at this point, everybody's in to continue to work on it. >> Okay. Okay. Any other questions for him? >> Okay. Public works. >> Uh Corey did not have anything additional or specific. >> Okay. Craig, >> scooters and electric bikes. Um, hot topic. I know other cities are looking at ordinances at this point. Um, we're doing some initial research, reaching out to other agencies to see what they're looking at, what they're doing. Obviously, it's a concern here in the city as well. Couple of things to kind of keep in mind as we move forward as you guys kind of start thinking about what do you want to do? What would you like to see be done? What are the ultimate goals? We're kind of restricted in some ways. Um people talk about speed limits. I don't have any technology currently available that can tell me how fast and I haven't seen a scooter yet. So keep in mind there might be some limitations as we start kind of down this path. Um some of the things kind of think of right some of the complaints about them being on the walking paths in town. Right now we have signed nonized paths right well technically on think kind of as we go forward you want to decide that there's a lot of kind of moving parts with looking at these ordinances and I guess kind of think about what the ultimate kind of goal is and how you guys might want to get or are we just strictly at this point still looking at that we are looking you guys are going to have to kind of consider how would you want to try to keep in mind the limitations of As far as education, there's some Facebook posts again put in the newsletter. I think we have another city newsletter coming up. We try to get it in there. Um, we are partnering with the fire relief association and also I believe >> CC to do a public safety event in May. Um, I guess they used to do it here years ago. I don't remember it. Before I was here, but that would be to have a bike and scooter safety, you know, component of it where we have courses set up. We have things to hand out about bike safety, scooter safety. Um, so we are looking at some kind of educational certainly should be on track to get that stuff. And I even applied um I even applied for a grant um through the chief of police association to help fund if we do any kind of um like bike reflector giveaways or even just paying for pamphlets to be made up, things like that. So, um, but I will, uh, make sure to update you guys when I have more information and, you know, do more of a formal presentation and kind of see where we think we need to go with this. But process has at least been started. >> I will tell you that after the public um, on the information going out on Facebook and in the newsletters, I feel it's gotten better. I see more kids with their helmets on, more kids slowing down and actually stopping at stop signs and looking. So, I think the educational piece from what I'm seeing has gotten much better. >> So, >> yeah, >> we'll plan on plan on continuing that. I know we'll also do a thing at Eagle View. Officer send in last year did a a bike safety presentation um at the towards the end of the school year. So, just wanted to highlight that again and I think that that's absolutely awesome and my kids in second grade and they they're already they talk about can they you know have lunch with the cop and and all that stuff. So, um I think that's been great. And then piling on the kudos. Uh I I want to say good work to not just the PD but staff too of working with that assisted living that's just outside of town. Um I talked to my colleague uh again and he's just he said how refreshing it was to be able to work with the city, work with the PD, work with the township uh representative, the fire department. So I know Jay's been involved in in meeting with him and talking through some stuff. So problem solving, collaborative approach. So I just it represents what we do really well and then really kind of builds some momentum for that discussion and and how we can solve the bigger problem. That was highlighted this weekend with some inquiries I got um via text message. Uh we submitted the completion. We submitted a draft report on our investigation of what happened during the water quality or the the pump test back in late 2023. We submitted that May 1st to the DNR. They were going to share that with the Department of Health, review that and get us comments. We finally got comments late last week, but only from the DNR. So, we had a meeting with um our DNR representative this week. uh he thought some department of health comments might be coming. So, we're waiting that out to see if we get them. Um at this point, DNR concurs with our findings. Some nuances of difference, but the general um idea they're on board with. Uh but we don't know about the DO and we would like that input since it's a water quality issue. They're probably the most qualified to to weigh in on it. Um, once we get that and hopefully there's concurrence with the basic concept as well, then we'll need to get moving on getting this information out to the public. I didn't know, Tom, if you were giving this kind of as individual council updates, but knowing there's interest, I think we're getting close to the finish line of being able to tell people what happened and then we'll have to work out what we might do from there for um some of the people that were affected. So, with that, I guess I'd take any questions. Um, basically, couple things that we got going on. Um the CPR class stuff is ready to take off. Um we are working with Niagara right now of getting they're going to do kind of our guinea pigs. So they got like half their crew that needs to go through this. So that's kind of our guinea pig. So as soon as that one's done, then we'll try to get it figured out and offer it to whoever else. I don't know if the council's interested in doing this, too. I mean it's something I mean it would be a good one to start too, you know, after we get this one done. So, that's kind of where that one's at. Um, there was a grant. I just filed for a grant. It kind of dropped on my plate here uh last week. My wife works for Compier and they have grants. So, she just found out about it. So, I got that. I sent that off today. So, it's a $4,000 grant. We're going to throw it towards another radio if if it all works good. So, that's deal. Um, working with the county right now, I'm sure, as Craig is too with the new system. So, we get meetings with them guys once a month now until I guess they get it rocking and rolling. And then I'll be working with the DNR here trying to get the um fire permit stuff straightened out for next year. So, we're hoping New Prague's kind of on the same playing field trying to get this all online so they won't have to come to the city and get permits anymore. They'll fill it out. The county's on board with it. They want to take care because it'd be their system be able to look at it and see if there's a burn ban. So, it's much easier in the system now. when they do it now, they have to look through and see who's got a permit and who don't and it'll all be on a computer now. So, working on that and then Jody is working on the open house stuff. So, I believe in October. I know she's talked to you about it, I guess, a little bit. So, other than that, that's about all I got. Community development. >> Um I think the council's all aware uh we were advised by Mi Homes that they've uh have a purchase agreement on a second property in the community for development. Um they have our understanding is they have a purchase agreement on the residentially guided portions of that property. We'll be meeting with them early next month to start talking about the property so they can start developing concept plans. Um our understanding at this point is that they would be looking for a 2026 construction. Okay. Um I other items is we are seeing an uptip in building permit activity. Um just talked to Brandon. He said he's been getting he got several this week alone miscellaneously through all of our open developments currently. Um, I'll have an update for council when we have our um, one-on-one meetings next week on those actual numbers. Um, we will be holding our first round of interviews for the senior planner position on the 11th of September. Um, our ultimate pool was two. Um, but we had a 100% minimum met minimum qualifications in this pool. Actually, both candidates look very solid on paper. So, we're hopeful that we'll be able to find a the right person out of that group. >> Excellent. >> And I was watching the planning commission, whatever day that was this week. I watched it on YouTube in my drives uh today. Any idea on the timeline? I know the meadows at Eagle View is still very preliminary, very whatever. Um but any is that a 2026 potential? >> Yeah, they in our discussions with them, they appear to be very motivated. Um, I think it is a reasonable expectation that the planning commission will see a concept plan in September, which means that you guys would see a concept plan in October and then based on that they could be applying for or petitioning for annexation October, November. Reasonable timelines means it could be annexed by the end of the year, shortly after the first of the year, which means they're on pace for a 2026 project. Okay. All right. Um the Joe Sullivan project uh gave high level feedback based on the very preliminary concept plan that's been submitted at this point. Um, we will be having a meeting in September. Probably the primary topic on that is going to be the Wagner Park Trail bringing back the feedback that we got at the open house talking about our findings with regards to looking for potential grant funding and we'll be looking for a final and formal recommendation from them to the city council on that project. If it's approved, um, we would use park dedication dollars for it. It would be a 20 26 construction project done primarily with internal resources >> scale on. >> So, yep. So, the main item I have for the council tonight on that is the legislative priorities survey. uh the legislative um committee uh wanted to get feedback from the members at a high level generally to make sure that um things are generally moving the right direction reflecting the wants and needs of the of the participants. So they've asked each organization to provide one response um and to do that by the end of the month. So um I will be looking for consensus direction or responses to the questions in the memo from the council. So if you can humor me um and pull up the survey. The first question is is your organization comfortable with the following categories. And these are generally the priorities that have been identified in 2025 as they might be amended going into 2026 in large part because the goal has been achieved. um top priorities in the policy. >> I think the top priorities, specifically the last one, are really great priorities and that includes the county road to interchange. So, it's cool to see that in there. >> Top priorities in bonding >> or maybe that's what I'm talking about. >> Kind of >> and is there general support for the other policy positions? Okay, I'm seeing positive body language, so I take that as a yes to all. >> Um, the second question is, is your organization comfortable with the specific priorities outlined in the 2025? So, it's moving from generally down to these were the specific priorities identified in the legislative platform for those that are going to survive or weren't um completed in 2025. Are you comfortable with those if they roll into 2026? I'm seeing positive body language again. Okay, the third question is, are there any specific priorities your organization would like to add? So, is there anything we throw into the hat for consideration by the organization? >> No, the only thing I was going to highlight is because it came up at the Metro Cities or League, one of their things was talking about the I don't know what the hell it is and we don't I think we have much of it down here. It's like the 4D stuff and the funding for I'll figure it out and send you an email. It has to oh the la and the saha funds. Uh so I know that that's going to be a potential priority of uh metro cities is to increase that flexibility of utilization of the local affordable housing aid and statewide affordable housing aid funds. Um so there might be some joint stuff that I don't know I can't remember if anybody's on scale that's also on those committees but >> but you're okay with the language that's there. >> Yeah. No, but I think it to let them know that it would jive with some of the momentum or other work that's being done so they don't have to do it in isolation. They can partner with them if they want to. There's been some proposed changes that they'll bring back to the third meeting. Nothing too controversial. The third meeting we'll be talking about the group home licensing stuff. Um so kind of getting geared up for that one. That'll be September 22nd and be ready to have that conversation.
