A variance was granted from the 50% open space requirement, reducing it to 47%, to accommodate land dedication for a Scott County intersection project and associated stormwater/trail easements. The development includes significant tree preservation and a proposed trail system. The Planning Commission recommended approval 5-0.

Presbyterian Homes and Services, in partnership with Senior Housing Partners, requested a major amendment to the Shepherd's Path PUD plan. The amendment allows for the construction of a 72-unit independent living building, replacing a previously anticipated skilled nursing facility, reflecting a shift in market demand for senior housing. The four-story building will feature partially exposed below-grade parking and will be set back further from the street to mitigate perceived height. The amendment slightly increases building area but reduces overall planned units. The proposed 86 parking stalls are fewer than city code requires (108), but the applicant provided data from similar facilities supporting their need, with space reserved for additional stalls if necessary. The Planning Commission recommended approval 5-0. The Mayor raised a concern about a closed trail bridge near the facility and requested the applicant engage with residents on its significance.

In the old ownership, Teresa's did have a compliance violation in December of 2025. However, that would fall under the previous owners, not the new owners. ... neither finding from either city had any reason to not approve it.
The PUD requirements for a shoreland PUD require 50% open space on the entire property. ... This project did go in front of our planning commission and the developer received a variance from the 50% open space requirement. So they are at 47% is is their new requirement.
this is the the first I believe in my time 10 years this whole three tier um in terms of the the the lake and how density moves and and the uniqueness of this development in our community. It really is stands to be something special in prayer lake.

we did provide proof of parking as well. So those additional required stalls, should we ever see a need for it with our residents, we would be able to install those.
we the city have been um unfortunately we had a park referendum that was on our ballot um last November that uh this bridge was an amenity that we were hopeful um because it now is closed. This bridge is closed ... I'm hopeful to maybe encourage a conversation uh between applicant and city and quite honestly with uh your your co-um residents here around the significance of this bridge.
