[0:00] hi I'm Jeffrey Demars the communications [0:02] manager here at the City of Prior Lake [0:04] I'm the one who helps with social media [0:07] posts I let local news outlets know [0:09] what's happening in the city basically [0:10] tell the story of the City of Prior Lake [0:13] in different ways including creating [0:15] videos like this one for you not too [0:18] long ago this neighborhood in Prior Lake [0:21] look nothing like this and looked more [0:23] like this a developer's Field of Dreams [0:26] if you will they see potential in the [0:28] land they think possibly somebody would [0:30] want to live here so they take a chance [0:32] and they purchase the property simple [0:34] right not quite a lot of planning needs [0:37] to happen beforehand and throughout the [0:40] Project's process not only by the [0:42] developer but in partnership with the [0:45] city for example a developer has to know [0:48] the land use and zoning regulations of [0:50] an area so they know what they can or [0:51] cannot build the city provides that a [0:55] developer must work with the city to [0:56] ensure adequate sanitary sewer water [0:58] storm Water Street sidewalk and Trail [1:01] infrastructure is in place to not only [1:03] support their development but other [1:04] adjacent developments the city provides [1:08] that a developer needs preliminary and [1:10] final plat approvals grading utility and [1:13] building construction and occupancy [1:15] permits and approvals for the different [1:17] stages of the project the city you [1:20] guessed it oh and what about Community [1:22] Services like Parks the city assists [1:25] with that as well once City staff works [1:28] with the developer to refine the [1:29] development's plans a preliminary [1:32] development plan is reviewed by the [1:34] Planning Commission during a public [1:35] hearing allowing for the opportunity for [1:37] public comments for Spring View Meadows [1:40] planning commissions recommendation of [1:42] approval or denial is then sent to the [1:44] city council for consideration following [1:47] approval of a preliminary plan the [1:49] developer will make any final necessary [1:51] plan revisions and submit a revised [1:53] development plan and application for [1:55] final approval to the city council [1:57] proving a final PUD plan for Spring View [1:59] Meadows all development related [2:02] applications are considered by the [2:04] Planning Commission and city council at [2:06] public meetings which are documented and [2:08] all in favor say aye [2:10] aye developer and the city work in [2:13] tandem to provide the necessary [2:14] infrastructure services and Regulatory [2:17] framework to support the neighborhood [2:19] development to go from a field like this [2:21] to a neighborhood like this the [2:24] developer's work may be done but the [2:26] city's work does not end here following [2:29] the installation and acceptance of the [2:31] developer installed streets utilities [2:33] Parks sidewalks Trails the city will [2:35] maintain and replace when necessary all [2:38] of this infrastructure and when there's [2:41] an emergency it's the city provided [2:43] police officers and firefighters who are [2:45] a phone call away and if it snows yeah [2:50] Public Works has the plows
