School board splits on policy committee restructuring proposal
The Prior Lake-Savage Area Schools board voted 4-3 on August 11 to delay approval of a new committee structure that would shift policy review from a community-based committee to an administrator-led process with online public input. The close vote reflects disagreement over how much community involvement should shape school policies.
The board tabled the 2026-27 Board Committee Roster after removing it from routine approvals for separate discussion. Director France moved to postpone the vote, with Director Olstead seconding. Directors Atkinson, Johnson, and Mason voted against the delay, creating the rare split decision.
The proposal would restructure how the district reviews its policies. Currently, a board committee includes community members in direct discussions. The new approach would have administrators lead the review process and invite public input through an online portal instead. District officials argue this change would improve efficiency given the high volume of policies requiring review.
Director Atkinson defended the proposal, saying the administration and committee members had already invested significant work. "I think spending any more time on this is kind of a discredit to the work that's already been done," he said. Director Olstead countered that board members weren't part of the initial conversations about the change. "I do not see the harm in waiting two more weeks for more discussion," he said, emphasizing that policies are important enough to warrant thorough board review.
Director France stressed that the committee structure is a governance matter for the board to decide, not an administrative decision. The board will revisit this item at a future work session.
In other business, the board unanimously approved the consent agenda (7-0), excluding two items for separate discussion. It also unanimously adopted a resolution accepting a gift from a community organization. The board also heard presentations on school nutrition services, kindergarten enrollment, and concerns from community members about social media policies for board members and support for girls' athletics.

I respect the fact that Dr. Cawthorne has worked with a lot of parties to bring this proposal forward. I think it's very well thought out. Um, we've got a lot going on on our district. So I think to take more time on this also going back to I can't go back I was only I've only been on this board four years, but I do recall when it came to the board before and it was the conversation was well we'll try this and if it doesn't work we'll go back and try something different. And so I just respect the work that you've done and I think spending any more time on this um is kind of a discredit to the work that's already been done by not only the committee members who provided feedback but also by Dr. Cawthorne, Dr. Thomas, Dr. Wagner. Many people have had touch points on this as well. So I don't support that.
I would like to add that that is um factually incorrect. A board committee is a board committee and that is governance. Um and this 12F is the committee established by the board not by the manager the managerial.
I am not seconding this motion to table to discredit anything. Um I know that this took a lot of work. These weren't conversations that we were privy to. So, I I just would like some more time because this is a board committee. Um, and policies are important obviously. Um, and I agree we do have a lot going on in our district and this is important and I would just I I do not see the harm in waiting two more weeks for more discussion.
