We're going to go to non-consent items, which is 3.1 to adopt resolution number 2026-17 approving the Scott Soil and Water Conservation District entering into a contract with Woodlick Drainage, Inc. for maintenance on Scots Lour Joint Drainage Ditch number three. Chris, you have that. Great. >> Thank you, Mr. Chair and commissioners. A little bit of background on this um this bid that we received. There was a full inspection done of joint ditch 3 um in 2023. That full inspection um had some areas of suggested maintenance which included sediment removal, tree removal. There's some bank erosion and there was one culvert in section 27. Um, it received a temporary fix in 2023, but eventually will need to be replaced. On August 20th of 2024, we held a meeting with the uh benefited owners along the ditch uh to go over the inspection report and to receive feedback from them. The group was agreeable that the trees needed to be removed in the areas that were suggested in the report other than near the outlet. They didn't feel that that was necessary to remove the trees near the outlet. There was no specific areas of sediment that um they wanted us to target right away for cleanout. Um and the areas that were noted will be prioritized and clean out over the next several years. The culvert did receive that temporary fix that I talked about. So it's no longer uh in immediate need of replacement. So we will wait on that. With that said, uh SWCD uh went out for bids. They received two bids. received one from Wheatric Drainage for 23,400 and one from Castle Rock Contracting and Tree Service for 255,000. Um, with the discrepancy in bids, I believe SWCD has talked with um both of the biders at least once. I know that they they met with Brian from uh Watri Drainage once and then I was also included in a meeting with Watri Drainage um to just go over the bid, make sure that he understood exactly what we're looking to have done. Um and also that you know this he's bidding the 23,400. It's not something that we're looking to have um change orders on or you know having the the price increase after the fact. I also did call two of his references that he included on the bid form and those were two other counties that use his services. They they're both very happy with his services. Um said he does a very thorough job. If he finds something else out there that needs um fixing that maybe wasn't in the original plans, he won't do anything until he talks with the county to make sure that they want to have that done. Um when we met with him, uh we went over the trees that um are expected to be removed. He did say that he had he drove the majority of the ditch. He's familiar with the ditch. He's done maintenance on the ditch previously, so he knows um the steepness of the banks and and you know, things that he need to be aware of in order to back up his bid. He also shared with us that 90% of the work that he does with his company is drainage ditch maintenance. So, he's familiar with what needs to be done. Um he anticipates that the work's going to take about one week to complete. When we met with him in early December, he um thought that they could have it completed by March 10th, 10th through the 15th. Um he also said depending on the amount of snow, it's possible if there's a lot of snow that he'll go after the larger trees and and um brush first and then come back and treat the stumps after the snow clears. Um so with that information, I guess uh we are recommending that we accept the bid the bid from Wheatrich drainage in the base amount of 23,400. S SWCD did request a contingency amount of 5,000 just for anything miscellaneous that comes up while they're out working on the ditch. So that would bring the total contract up to 28,400.
