God indivisible with liberty and justice for all thank you very much and our first item on the ditch board agenda is to uh review and possibly approve our minutes from our August 1st 2023 ditch board meeting they've been distributed are there any additions or corrections to the minutes I'll make a motion to approve the minutes second so I moved in second and to approve the uh August 1 2023 ditch board meeting minutes any discussion hearing none all in favor please say I I I I'll oppose same sign motion carried thank you next item on the agenda is to adopt resolution 20124 137 approving County records of drainage ditch expenditures for scat County Drainage ditches for 2023 this is on the consent agenda and the materials have been distributed mam Sher I'll move approval second so I moved and approved to uh adopt that resolution and approve those expenditures any discussion or questions if not all in favor please say I I I'll oppose same sign motion carried thank you now we'll move on to item four on our agenda the non-consent items um first is 4.1 one to receive information on the inspection reports for joint ditch 3 County ditch 12 and County ditch 13 and an update on the county ditch 10 repair project I believe we have uh Joe hail from Scott County Soil and Water here welcome Joe morning Madam chair and members of the board thank you for your time this morning um got quite a bit of information to cover this morning so I'll try and be as thorough and quick as possible um given our our time frame here so um presentation topics um I'm going to start out just kind of introducing the ditch inspection schedule um that's um basically a policy document that outlines how and when and um which ditches are inspected and the process of doing that um and then I'll um go over the cony dch2 inspection report and some updates following the um board Workshop that we held in November of 2023 I'll go over the county ditch 13 inspection report that was performed in 2023 and um some of the proposed um maintenance items um I'll go over the joint ditch 3 inspection report that this is going to be purely informational because um uh need to have the joint ditch uh Authority approve any any work um any major um maintenance items for that ditch so we'll hold a joint ditch meeting but um this will be purely informational and then um some updates on County ditch 10 which is starting to get close to wrapping up um so just wanted to bring attention to the ditch inspection schedule it was one of the attachments um as I said it's it's kind of a policy document outlining um when ditches will be inspected and how they'll be inspected and uh it's based on the statutory obligation to inspect each ditch every five years um outlines the proc processes and procedures from anything from buffers to private culverts um and so um per the schedule County ditch 13 and Joint ditch 3 were inspected in 2023 uh this year I intend to inspect County ditch 5 which is in Cedar Lake Township uh County ditch two uh which is also in Cedar Lake Township and then joint ditch one which is in BPL Township um we went over a lot of this information at the uh board Workshop back in November but um just to um go back over some of this information uh I inspected County ditch 12 in 2022 um walked most of the ditch and made observations uh such as um tree growth sediment um buildup um erosion and any maintenance items like that um noticed immediately that it was in severe disrepair and was going to need a lot of maintenance if it's to remain a ditch um also it's got a very outdated benefits role which only accounts for a small fraction of the actual Watershed um and um it's also an area where there's a lot of changing land use it's not as much agricultural land and it's starting to be more um homes and and businesses and that sort of thing uh here's just some photos from the inspection uh you can see sediment buildup um most of the reaches of this ditch had tree growth um as you can see in these photos uh and a bit of corrosion as well um so we held a land owner meeting in the fall of 2023 to get the input from land owners to see if they still felt like they uh benefited from the ditch and if it was um if they wanted to pursue a major repair or uh other options um and some of the other options we outlined were either full uh abandonment through petition or partial abandonment um the majority of the land owners were um in favor of some sort of Abandonment um at least those that attended the meeting um following the meeting we were um informed by our legal council of a process called functional abandonment which basically means the cost of repairing the ditch will not ex it will exceed the benefit it's just too much of a burden to repair it um so then we um held a workshop with the board to um discuss that process and um get some direction if we should um request that our legal council um reviews that process and um sees if it would apply to County disch 12 and other similar ditches in the county um he is just wrapping up his um review and is about ready to present his findings in another board Workshop so we'll work on getting that scheduled um another direction we received from the board that day was to review some of the lands that would be most susceptible to flooding in the area and do some additional Outreach um so I perform some Outreach to some of the land owners um probably kind of hard to see this map but um what I looked at is the flood plane area um which would be indicated by the uh red and yellow lines um the red line is um the 100-year flood event areas that would flood under those circumstances um and there is several land owners within that area there's two land owners that overwhelmingly have most of the land in that area um John fries and um Kermit and Kenneth Berg I was able to speak with both land owners um both of those land owners and both of them were in favor or at least not opposed to abandonment um they understood the costs that would be required to bring it up to speed um and U they were not in favor of pursuing that um I should also mentioned before any repairs it would also require a redetermination of benefits which right off the bat is a very expensive process um so unless there's any questions on 12 I'll move on to um my uh review of 13 okay um so County ditch 13 is mostly in Spring Lake Township uh small portion of it does go into Sand Creek Township um it um starts uh just south of the community of Lydia and flows um generally flows north um there are some branches that start west of Lydia and then uh meet with the main branch um ultimately the outlet is just south of Spring Lake um at trunk Highway 13 um and there is actually a segment here if you can see my cursor um this is considered part of the ditch but it wasn't actually constructed it was included as part of the ditch just as a way of having access to it if there were any potential tree snakes or any obstructions Upstream that would um impact the outlet um so it's a total of 8.53 miles in length uh there was a repair and an improvement in 1984 they uh upsized a couple culverts and uh did some tree removal um and uh some sediment removal since then it's been mostly routine maintenance from periodic cleanouts to tree removal uh and maintenance spraying um it has not gone uh through a recent redetermination of benefits currently the benefits is only about 718 Acres but the Watershed of the Stitch is probably about 6,000 Acres just looking at Watershed Maps um so only a small fraction of this land is actually being accounted for has benefited owners um one of the big issues on County ditch 13 that we noticed right away was uh there was erosion issues um there was six sites that had uh either blowouts or um Banks leing um in general County ditch 13 the banks are pretty open in terms of tree growth but there are two specific areas uh one is the area around Lydia and then another is the outlet that have a lot of tree growth um in total um the area around Lydia is about two acres of trees um and the outlet is there's a lot of trees there but it's never there's never been any kind of tree removal like I said it was kind of just included as part of the system just to be able to have access to get there so that area might not be as big of a priority to to clear out um but would want to monitor it to make sure that there's no tree snakes or obstructions um so yeah like I said there's six uh areas that need Bank repair one was actually repair during the inspection process we were able to get cost share to cover 75% of that um project and um as I said only a small portion of this ditch is being accounted for in terms of benefit um so here are some more pictures this is um pretty reflective of County ditch 13 this is these photos were all taken in that area just northia uh it's about a mile stretch where there's heavy tree growth and a lot of small trees starting to pop up uh like I said that's about two acres of growth in that area um here's a photo of the um well I already showed this photo in the top left corner but uh the the other two photos are of the uh Bank repair project that was performed um last fall um this is near the outlet of Sutton Lake um on Jim du's property there was a lot of erosion um near the outlet of the pipe and then Downstream about 400 feet so um staff from our office designed a project to um put a plunge pool down to slow the water down and uh stabilize the the bank near the outlet of the pipe and then working Downstream they uh reshaped the slope so they're a little flatter and less susceptible to erosion so these are the types of projects we'd be looking at doing for the other erosion sites um so by propos maintenance plan um depending on the direction from the board would be to continue to address these erosion sites uh there's five more um it appears that all of them would um um qualify for cost share so that would take a lot of Burden off the system and um Grant funds could potentially pay a majority um of those costs um there was a tree removal project in 2021 it says 2022 but it was actually 2021 um on this area south of Lydia was about a one mile stretch uh it was sprayed the following year and um based on a typical schedule we would look to spray that same area this this uh summer or fall um and then we look to do some cleanouts especially near those blowout sites because siment is going to be accumulating there um the original constructed bottom is probably filled in with some sediment which would impact the flow of water um so um before there's a lot of Maintenance needs for this ditch um what's being proposed would um would be be able to work within the balance that is currently um that the ditch currently has um but one recommendation before doing additional leans would be to consider a redetermination of benefits just so that those costs are fairly distributed for any major major maintenance projects down the road um yeah Joe when in reviewing this that was my question knowing that that's a long process um are we going to get started on that next now are you going to what's your recommendation for that or what's the process to start that ret termination of benefits redetermination there we go thank you um thank you Madame chair um yeah as you said it is a long process it probably would be good to get the ball rolling um maybe it would be good to get landowner feedback or at least notify them of what's going on so they aren't caught off guard um and so they understand the process but yeah I mean considering the the maintenance needs that are currently there and what's going to be there two years from now when that process is over it would probably be best to to start the process sooner than later can I ask manam CH so you said you you're going to do some of this work but then you'll do this uh whatever the um redetermination to figure out if you need it in the future is that what I heard and how far down the line is that future going to be and could those redetermination benefits change then uh yeah thank you for the the question um so the the proposed maintenance would be proposed to stay within the current balance of the ditch and not do additional leans um prior to any major um work Beyond what's being proposed here um that's when we would propose doing the redetermination of benefits before there's any additional leans So the plan is to work within the balance we have now address these items which I think we can work with the budget to address these items outlined here and then and then start the process and yeah theoretically you know once two years pass there may be some slight changes to the benefits but it would still be a lot more accurate compared to this 1984 um benefit so okay so I do think colleagues that's a decision uh for us to make or something to give guidance on because it is like a two-year process and it you know if we know this is coming up that's so thank you we'll we'll get to that okay I'll move on to Joint ditch three um like I said this was purely informational we uh we intend to have a joint ditch meeting and then also uh a meeting with land owners benefited land owners to discuss the findings of this inspection um so joint dit three is entirely within belt plane Township but it does have uh benefit owners that stretch down to lur County um a lot of the Watershed is down in lur County uh it's 4.23 miles in length um and it uh eventually Outlets into County ditch 10 um there was redetermination of benefits in 2022 so the benefits role is relatively up to date um we're very up to date um and um there haven't been any major repairs on this ditch since 1979 there was an improvement project that straightened the channels uh they replaced a bunch of culverts back then uh and did I believe some sediment removal and and um some repairs of that nature but since then like County DCH 13 it's only been routine maintenance cleanouts here and there uh Beaver Dam removals um some brain um so it's been more or less routine um and there are quite a few maintenance needs on the Stitch um I went I walked um most the or every reach of the Stitch and um walked with a soil probe so you could kind of feel through the soft um Sil material and kind of feel for that constructed bottom to estimate how much material has accumulated within the ditch Channel and I sign anywhere from from 6 to 24 in there's one spot that had more than 24 in so quite a bit has accumulated um within this ditch um one of the limitations was I inspected it during a a drought year and I've only known this ditch during drought time so it's hard to say how much this sediment actually is impacting um the flow of water and drainage um I'm sure in a normal year it's safe to say that there are some issues with drainage due to the sediment accumulation um there is uh three areas of heavy tree growth um the one pictured here is just south of the outlet of County ditch 10 there's about uh two acres within that 16 and 1 12T buffer area on this stretch um in total I believe I estimated three acres throughout the ditch but there are sporadic trees throughout the entire length ranging from just saplings to you know trees are 10 in in diameter so there's quite a bit of um vegetation removal that would need to take place and there are some sites of bank erosion um some of the banks are sloughing uh there's some private tiles that are El also starting to erode um so that was observed throughout the ditch but um some of the heavier erosion sites were near the outlet and actually at the headwaters where it um it starts on on the west end of the ditch uh there's also um most of the covers were in Fair shape but there's one in section 27 that is in need of attention um which I'll get into here um so got a complaint from a landowner um that this ditch was eroding um as you can see the pipe there's a lot of pipe exposed here um this was originally a 20 foot wide um Crossing and it was as was like 12T um when we took a look at it um so in the long run um we uh well we consulted with an engineer to get their opinion on it on it is are the pipes the right size great Etc um and their uh recommendation was replacement in the long term um but knowing that the land owner has to cross it this spring we um went ahead and ordered a temporary repair to bring in some clay fill fill back in what's eroded add some Rock so he'll at least be able to use that for the next couple years and give us time to get a new Culvert designed and installed um so the engineer recommended a longer pipe um so that either end um the the slopes on either end of the pipe can be uh flatter uh they're very steep right now and that's what's making them erosion prone there's a lot of water that moves through this section so um the estimate to replace um this Crossing was $50,000 here's some photos of joint ditch three photo on the left is just a visual of that sediment accumulation you can see it's accumulated so much grass is growing out of it um and then um this is kind of the other photos of trees is what you typically see there's a lot of trees about that size uh maybe six inches in diameter or more that are kind of past the point of being able to spray them but the so will have to be um cut down and hauled and sprayed um so conclusion and proposed maintenance for this system uh as I said it has to go to the um joint board to be approved um depending on the scope of work um you know maintenance could cost anywhere from1 to $250,000 just based on the length of the ditch and the amount of cleanout that would have to take place and the amount of uh tree removal and then uh also uh replanting the um buffers once they've been damaged through the the maintenance process um so the proposed maintenance would be to remove um all the trees uh three acres in total um that would open up all the banks for other future maintenance to be able to spread the spoils to be able to access the the ditch and then um if that were able to get done this year we would look to spray it along with County ditch 10 which would be doe for a spraying in 2025 um and then once the trees are removed that would open up the opportunity to clean out sediment and spread it on either bank and typically you'd want to start Downstream Downstream and work your way Upstream um and then uh for bank erosion we could explore other cost share opportunities to repair those and um get some of the uh expenses paid for from Grants um and then uh just going forward we'll continue to monitor uh the repair that was done on Mt in section 27 and make sure that that um is holding up and um keep that in mind for a future replacement um so unless there are any questions I'll thank you Joe and this might not be a question for you it might be Chris or Cindy but so at some time we need to hear about it sounds like some of this project should be done this summer so what's the process do we have a joint ditch three meeting scheduled yet or we just we need to get on that because it's May then okay okay so that's that answers my question that we're getting that done because it sounds like important to get part of it done for good to cost savings thank you and we also discussed um maybe prior to the um joint ditch meeting having just an informational landowner meeting just to get their feedback I mean that would be helpful for some of the questions about sediment maybe they can help key Us in on the areas that are more priority than than others so that will be our plan going forward um so just a minute just a minute Jo commissioner well I don't know a lot about ditches so I'm going to ask a a basic question I I I see a lot of these projects that are well beyond the scope of a a land owner but I'm wondering if there isn't a sort of a self-care best practices for a land owner to you know do something yearly with their adjacent property next to a ditch I mean if they see little saplings or I mean those become big trees you know and if you had whether it's some regular program yearly program that we do or um or there's some self care of the ditch by homeowners is there land owners is there any thought on that or how do how do we prevent a nice project becoming uh filled with large trees in 10 years yeah thank you commissioner um so there are some land owners that do take it upon themselves to do maintenance that's generally discouraged just for liability purposes if they damage the structure of the the ditch uh from doing their own cleanouts or the banks from ripping out trees um we just discourage the potential liability uh it does happen but um her ditch L the Trin Authority is responsible for the system um so what we will be looking to do going forward which is outlined in the ditch inspection um document is following each inspection to do maintenance and then do routine maintenance after that so any tree removal any major tree removal remove it spray it spray it the next year and then every three years continue that maintenance spraying or mowing or some kind of vegetation control okay thank you all right County ditch 10 okay well County ditch 10 is getting close to being wrapped up um still some punchless items out there uh for sure um all the clean up has been done in terms of sediment uh the spoils have been leveled and the banks have been seated um all the major tree removal is completed but there is still some additional cleanup being performed by the uh tree contractor I was out there last week and the out it still has quite a bit of tree um debris so uh spoke with the highway crew was doing the project management and they uh said that the um tree contractor is still out there still working on it so we'll make sure all that excess debris is is removed as much as possible um one of the last steps is the um installation of the alternative side inlets those are the structures that help with bank stabilization and settle sediment before entering the ditch at um an area of um Conant concentrated flow so we were um awarded the Grant from um the Board of Water and Soil resources um we have that Grant agreement executed so the funds are available uh currently we're just working on some a little bit of design work and working on um determining the materials that will be needed um so trying to wrap that up as soon as possible so that the borney construction can get um to installing those so yeah we're happy to get the the Grant and uh we have $42,000 to to work with to install these at a 90% cost share here's some photos from last week when I was out there um these are towards the outlet uh you can see the banks you can kind of see the The Mulch on the top of the the banks where they seated it the new rip wrap um banks have been shaped here's some more this is near Galina and kitson I know this area on the far right was an area that had a ton of tree debris you can see that that's been mostly cleaned up the banks were highly eroded in that area and they've shaped them really well and um got them seated so we should have some grass growing in there soon so um as we kind of discussed through the presentation um here are some of our next steps uh we're going to uh hold a joint ditch 3 informational meeting for the benefited owners to um present the inspection findings and to get their input um we schedule a public hearing for joint ditch 3 with the joint ditch authority to determine the extent of Maintenance uh that will be ordered and um we will um schedule a board workshop with our drainage attorney to discuss his findings in terms of functional abandonment which will um have potential implications for several ditches in this County uh and later this summer I believe the plan is to schedule another ditch board meeting to establish a leans for the next year uh and I should also add we told the benefited owners of County ditch 10 once that project substantially complete we' hold another landowner meeting um just to make sure there's no concerns uh before we close that project out so uh thanks again for your time this morning that's all I had unless there are any additional questions questions I just have a few things Jo first just thank you this is great to see the schedule the inspection getting the grants and you know I think we're all doing our best on this but getting getting you guys involved is has enabled us to really standardize things so thank you it's great to see um and I think this next step slide answered most of my questions I think just the timing for getting things scheduled is good glad to hear you talk about a final um County Road County ditch 10 meeting with land owners because me are going to be happening next year and I think before they get those we need to follow up with them to make sure there's not any last thing so appreciate that the only other thing I would say with County ditch 13 that redetermined benef redetermination of benefits I think we probably should start thinking about what getting that process going sooner than later because um it takes so long so thank you no further questions we'll move on next to item 4.2 which is to receive information on anticipated leans on the Scott County Drainage ditches for 2025 thanks Joe thank you Commissioners thank you madam chair Commissioners my name is Chris logi I'm the county ditch administrator for Scott County um I Joe handles all the inspections and repairs and I handle the financial part of the ditches um so I'm here today to talk to you about what we're anticipating as far as coming back to you for decision on um leans that are going to be needed to be placed on the 2025 tax statements uh what we know right now um is joint ditch three as Joe said there's going to need to be some um meetings held and determination on the extent of repairs or maintenance that we want to do on that ditch um we know that uh since they outled into ditch 10 they will be a part of the final um invoices when that project is over so depending on uh what those final amounts come in as and the extent of the maintenance that needs to be done um there's a possibility of a of a lean on joint ditch three uh starting next year currently they've got a balance of about $10,700 in their pool so um depending on how much we use we like to keep balance in there to maintain about three years of um Regular maintenance if we can uh ditch Four County ditch 4 ended last year in a deficit uh we did have some preliminary meetings with Ditch 4 um both with the city and the county ditch 4 is in credit in the city of credit River it's also known as credit River um so we did hold a few meetings with the city and the drainage attorney to talk about options on that ditch um we also that was one of the ditches that we held an informational meeting with the benefited owners to talk about the possibility of Abandonment or if they were in favor of repairs again um the majority of the crowd that attended that meeting were not in favor of um repairs to that ditch um a lot of them consider it a river so they kind of question why we charge them to do maintenance in there um so that is one of the possibilities that we're looking at for the functional abandonment that our uh drainage attorney just actually emailed me yesterday and said that they have a working um opinion on that and they would like to discuss it and then we'll schedule a a um a board meeting uh or a board Workshop to to have him present that opinion to you as well um so there's four ditches that were that we're kind of targeting for that will be County ditch four five 7 and 12 um and seven and or four and 12 are the ones that we held the meetings U with the benefited owners and the outcome of those meetings was majority were um in favor of no substantial repairs and probably abandonment um County ditch 10 we know that there will be a lean um but we need to wait for the construction to be complete and the final bills to come in so we're not we're not sure what the amount of that lean will be um they are currently in a negative status as well just because of the bills that have already come through for that repair and then County ditch 12 is kind of up in the air it depends on what is determined about the possibility of Abandonment functional abandonment or not um again uh as I said our attorney is going to meet with um some of us to go over that opinion and then we will schedule that board Workshop um as Joe stated for County ditch 10 we are planning to have a final um meeting with the land owners they express that they would like to before we say that everything's good they would like to be able to share their opinion on if they agree or not so we agreed to do that uh so that will be scheduled as well as um The Joint ditch 3 meeting with the land owners and then we will also have a joint ditch 3 board meeting to talk about the extent of repairs that will be more of a public hearing where the public will also be invited we would like to hold that here I know in the past we've kind of done a virtual where you were here and they were in lur County but um I will try to get that scheduled as an inperson at Scott County for everybody to number 51 which is to conduct a public hearing at uh 9 o' and it's past nine o'clock so we're good to receive public comment and adopt resolution number 36 establishing the McMahon Lake Outlet special tax district and this I'll make a motion to open the public hearing second it's been moved and open it and it's been moved and seconded to open the public hearing all in favor please say I I all opposed motion carried um so the public hearing is open and I believe Brad Davis will get us started and then we'll invite the public to also comment good morning Brad um here's the presentation outline here I'll describe the outlet project a little bit a little bit of history of how we got to this point talk about the Scott Soil and Water Conservation District's request before you today to establish a special tax District I'll explain that um then uh we will go into the public hearing formally and ask for any public input I've received one written comment that I'll share with you during that period and then before you today is two board actions um you'll take them one at a time the first would be to adopt ordinance number 36 that would establish the mcmah lake Outlet special tax district and then the following would be uh action to set the 2025 Levy assessment for all the properties in that tax District so just a quick locational map uh as you know we've talked about McMahon Lake for for a lot of different meetings and workshops but this lake is in the Southeast corner of spring Lake Township uh part of it is also in Cedar Lake Township um generally just in eastern part of the County south of Prior Lake so a little bit about how we got to this point um as you know McMahon lake is a landlocked Lake um landlocked Basin with no outlet and lake levels fluctuate year to year but have generally risen since 2013 in the fall of 2019 the water level was about 2.6 ft above the ordinary high water mark now as we sit here today I looked at the last reading which was in March and it's about 2 feet below so you get a sense for just how much it fluctuates but in 2019 it was 2 feet above the ordinary high water level this is a graph that shows a more of a longer view of the uh lake levels on McMahon Lake since 2009 um Circle there is that P year in 2019 so it was uh those Rising lake levels have caused uh different impacts around the lake um some shoreline erosion it closed the DNR public boat launch for a period of time shortened the longevity of some of the shoreline stabil stabilization projects that property owners have done on their property threaten septic systems and accessory buildings and dislodge the floating bog on the lake property owners approached the county staff in 2018 to discuss the rising lake levels in 2019 uh the Scott wo contracted with a consultant to assess potential solutions to the the rising lake levels and that study was completed in 2019 so that study proposed installing a permanent water level control structure at one of two identified locations on the lake uh on the southwest side of the lake and from that outlet structure uh Lake water would disar discharge a gravity flow through ditches and culverts in outfall into the DNR Own St Catherine Wetland that's just to the west of this property from there ultimately Clos into Porter and sand creeks and eventually to the Minnesota River so in 2019 uh with that recommendation the County board approved applying for a state of Minnesota flood damage reduction Grant to help fund the construction of this permanent Outlet structure and then that Grant requests morphed into a formal bonding request in 2020 so while that was happening uh in the background uh in the fall 2019 lake levels were within feet of impacting some residential septic systems so as a temporary solution County staff used a lake pump to draw down the lake levels and uh channel that water over to the St Katherine's Wetland temporary pumping has not been needed since that time in 2019 due to the drier conditions then in 2020 the county was notified of a $100,000 State bonding appropriation for the outlet project and it's administered through a DNR Grant agreement because the appropriation was awarded through the DNR it required a 50% local match so Scott County and the Scott watershed management organization have budgeted for that local match amount since the bonding award was announced there's been a lot of discussion on the ownership uh of the outlet structure County government does not typically own and operate a a outlet structure like this and so we as a county talked a lot about who will ultimately own and operate the structure in discussions with the DNR staff uh which has been approached a couple of times asking if the DNR would take on the ownership and operation of this structure the DNR has informed the county they have no interest in owning or maintaining this type of structure they will work uh in support all the permits that are going to be needed to install the outlet structure and make sure that it's done properly and controls um not only the water level but then some of the invasive species in mcmah Lake so with that the county worked with lake property owners on forming a lake improvement district to take on Outlet ownership and maintenance responsibilities the McMahon lid or lake improvement district was formally established in March of 2022 via petition process um then later that fall in November the McMahon Lake uh lid board members notified the county in a letter that they believe the purpose and objectives for the lid as petition by the community members had been expanded by the county and therefore all board members submitted their notice of resignation the lid was then formally dissolved by this board uh a year later in the October of 2023 meanwhile we were also working on who to uh ultimately own this if the lid was not going to do it um the Scotts and Water Conservation District stepped up to take on that role and so in the spring of 2023 the state bonding award was formally reassigned from Scott County to the Scott so and Water Conservation District and this now is set the stage for the S swcd owning and operating the outlet structure so that's just a little bit of brief history now I'm just going to go through a series of slides that were presented at an open house that was held back in February where all of the property owners in in the area were invited to come and and uh get information on the design of the outlet structure from WSB who is the engineering firm that's doing the study uh County staff and swcd staff are also there to answer any questions and just update everyone on the process so as I mentioned earlier the DNR will be responsible for permitting the outlet structure and they're the agency that determines that ordinary high water level Mark um this will be set then at that Mark so that anything rises above that it will then uh flow through the outlet Channel or out Outlet structure and down the channel it'll need to be designed in a way again to control invasive water mill foil um and so that too is part of the design that we'll be looking at here so the study had three different options uh for the out outfall of the outlet structure um you can see the two locations where it's proposed on the southwest side of the lake there uh in the orange and white is one location and the green and purple is the alternate location for where the structure would be placed on the lake and then the different outfall options uh shown in different colors the preferred alignment um among the study group and uh those stakeholders is the um alignment that runs along County Road 8 it's it's depicted on this slide as the orange outfall uh it would um it would be a lot of it would be within the county road 8 uh right away some of it would be outside that right away and so three Property Owners uh would be um engaged to look at providing some temporary permanent easements for the outlet structure so that is the proposed route there is different design op for the um Outlet structure itself whether it was a box or Well Screen a wear screen or a hydro burst screen and the engineering study looked at those different options and the pros and cons and the preferred Outlet design is the one with the hydr burst screen um so wsv put together a estimated project cost for the structure and acquiring the easements installing any pipes for the outlet fall outfall estimated project cost there was 485,000 again uh half of it would be matched with local local County dollars these hydr burst uh screens and Outlets are not new to Minnesota um this is a picture of the same type of structure that was installed about a lake in St Michael um to so you get a visual of what that looks like staff from the s swcd in the county has done a site visit just to uh inspect this particular site and how it's maintained um the operation and maintenance what's being um proposed is it would take anywhere from 5 to 25 hours of labor per year to bring a a piece of equipment like this to blow out with compressed air blow out that hydr screen to clean it um I think that was the that was the estimate for labor hours and we'll talk a little bit more about other kind of operation and maintenance costs that have been identified for the project this is the one that would be done annually to clean the the screen so uh this was a slide again from February that we shared with the public at the open house what the next steps were so in March the S swc did amend their comprehensive plan to in include this Outlet project as a priority program that's important because under statutes that then allows the swd CD to request a special taxing district to fund the operation and maintenance of that priority program and that's exactly what they did uh in uh March um with a letter to the board uh formally requesting the establishment of this district and now we are here today in May holding that public hearing should things advance from this meeting then um you see the the steps moving forward in the spring and summer s swcd would execute the grant agreement with the DNR to start uh obtaining some of the funds they would initiate some of the easement acquisition and start the permitting process with a DNR for the outlet structure they're looking to construct uh later fall or over the over this winter so as I mentioned in your packet is a letter uh from the S swcd board dated March 22nd requesting the County Board under uh statutes to establish a special ta tax District to cover costs that the district will incur for operating and maintaining a permanent water control structure they also requested that you include a levy amount to fund uh emergency repair and full Capital replacement costs over time so with that staff um drafted ordinance number 36 um we need to establish this District by ordinance so this was the ordinance number that would formally establish the mcmah lake Outlet special tax District it includes a list of 25 uh Properties or what we call P numbers within the district it includes a map of all 25 properties and I'll have that slide here in a second within the proposed District three are publicly owned either by the county or the state and then there are 22 private or taxable Parcels within the district the ordinance authorizes the board to annually Levy a tax assessment on all 22 taxable properties in the district for purposes for which the tax district is established now um today we're asking you to to make that action but in the future it's more typical in the fall that the that assessment would be established um the proceeds of this tax shall be paid into a fund reserved only for the purposes of the outlet structure that's very clear in the ordinance itself so this is a map um of the proposed special taxing district the parcels in green are the ones that are included these are all the properties that touch mcmah lake or front mcmah Lake are called raran properties because they touch the the water body it is very similar to the boundary of the former lid Lake improvement district uh except for Parcels that did not touch the lake and there was a few of those that then were dismissed because they had done some water quality and erosion control type projects so this proposed special taxing district does not include those properties do not include any properties that do not touch the lake and I know that there's been other maps that show the The Watershed the subwatershed of the mcmah lake and that shows a lot of other properties and um but this tax District does not include that larger area it only includes the parcels shown here on green and the 22 Parcels here with the p numbers listed 25 excuse me 22 private so again the second uh item on your agenda is setting the 2025 Levy amount bwcd estimates annual operating and maintenance cost set at $2,700 so this includes Insurance to put on the structure the labor that I mentioned to to annually clean out the uh the outlet and there may be some um minor cleaning of the uh Outlet fall the outlet Channel at time to time to do any mowing or just the basic cleanup and administrative overhead of operating the um Outlet the S swcd also recommends an additional annual assessment amount to Fund emergency repair and capital rep replacement costs in their letter they had a pretty pretty high number they estimated that the useful life of this Outlet structure would be similar to what what that definition is under State bonding which is 37 and a half years I think um staff and the S swcd agreed that an outlet structure like this is going to last a lot longer than 37 and A2 years it's more likely 70 80 90 years or longer and so with with those discussions we uh recommended that we did not need to aggressively build a capital replacement fund for that period of time we could almost double it or triplet so we uh County staff recommended that the annual repair and capital replacement cost be set at $1,700 so when you take those two numbers you get a total levely assessment of $4,400 across the district and with 22 taxable properties in the district uh they would each then be assessed $200 in in 2025 again that amount will be set every year and it could go up it could go down that's going to be a a discussion that the S swcd will have with the board each year of what the costs are to operate and maintain this and uh what any unforeseen repairs or other events come up that would dictate whether that assessment gets raised or lowered year toe so about to turn it back over to you to hold the public hearing notices were mailed out to the 22 property owners that are within the proposed District so they got a uh personal notice in the mail with the map uh we also published this in the Jordan independent on two occasions that's required under State statutes uh before I turn over to you we did get a written comment from uh Wayne and Colleen schumac who live on the lake um I provided that comment letter to you so that is now part of the public record they are opposed to the establishment of the special taxing district and uh would rather see the special tax District be expanded to a much larger group of property owners and in fact they suggest that the entire County pay for the operation and maintenance of this not just the the lakefront property owners so that is now in the record um I will turn it over to you to conduct the public hearing thank you very much Brad very good overview of what's happened for the last couple of years thank you for all your work on it before inviting the public up to comment colleagues have any questions for Mr Davis all right thank you I'm sure he'll here uh for the public hearing so please feel free to approach the podium and comment going once going twice welcome Mr Levy good to be here again uh Noah Levy uh one of the lore Property Owners uh 54 75 McMan Lane um I support the special tax uh tax District it's a good thing um and I shared that support uh a few months back when I was here talking in this setting uh to disband the lid um I think it's the right setup I think it from a a Lakeshore property owner perspective and what was a very short run on a board of a lid the special taxing district kind of meets what our original under our original understanding was and intent was so we appreciate the fact the County's taking this approach um in that same comment that I made or series of comments I made last time I also talked about the things that we experienced together board Administration property owners in terms of um maybe takeaways around attention to detail because it was the attention to detail that I think got things so sideways in that that uh that effort and so I'm here to basically cover a couple of things with respect to attention to detail around what's uh in front of you today to approve in terms of ordinances or resolutions um first I I do appreciate the clarity and ordinance 36 which forms the the tax District in terms of what the the purpose of the district is what the funds to be used for appreciate that Clarity in that resolution about that Brad mentioned that um funds are to be limited strictly for um the outlet maintenance replacement Etc that's good uh I will call attention though to an item that's at the state capital um a house resolution 3582 that some of us have talked about prior to this uh public hearing which uh is a state would be a bill that could become law that would allow or that would require uh counties to create a fund like you're doing here with the special taxing district for the purposes of what this taxing district district P for but it included some language in a draft version which is now in subcommittee from a overall Bill perspective to be reviewed and potentially amended but the the draft language included some language that talked about um the grantee the county of the state funds the bonding bill would have the ability to use the funds for any purpose or any other Capital project that it owns Which would just create an opportunity where if the county were to amend in five years 10 years the special taxing district purpose or scope the state could have a bill or a law that would allow the county to divert funds from 22 taxpayers to other capital projects to redo carpet here or redo a road or improve other buildings so the question becomes who's watching that at the county and who's ensuring that that purpose of what we have here in this best tasking District doesn't change down the road all right 22 people are putting money in this fund let's not you know have those funds be reverted to or redirected somewhere else uh down the road so that's that's one element of attention to detail the second is uh the $4,400 um you know when we were here petitioning and we formed a lid we talked to our petitioners or to the Lakeshore members that were in the petition um that the annual assessment would be about 200 bucks a year so right in line with that that's fine and that's great when in looking at the the swcd memo what it talks about as the basis for that amount of money um is based on getting the ideal Outlet route there's four routes the ideal Outlet route is just basically a straight line from Lake into Watershed uh Downstream but to get that route it needs to get an easement from the property owner on the lake that it uh you know it would go across and as of last night no contact has been made to that property owner so we don't know we we don't know if that route is actually going to happen right uh that property owner was a member of the lid board has a certain experience and relationship with the county based on that experience um so you have a resolution 20241 140 to approve $4,400 but we don't know if that's the route and that's what that $4,400 is based on is now the right time to approve an amount of money with uncertainty and no discussion with that landowner about their interest or ability to provide an easement so just again attention to detail and that landowner has the support of members of that leg short no matter which direction they go in terms of entertaining an easement or offering an easement again I just will end though with this I support the district I think the amount of money is right I hope you're able to secure the easements needed to do this the way that is envisioned um and I appreciate the county stepping up owning the outlet I appreciate the scw swcd um in taking on the agreement with the state for the state funds uh look forward to seeing this move forward thank you thank you for your comments and for your work on this this is a public hearing any other comments welcome thank you uh Ken palz sure everybody probably knows who I am by now I'd like to pass out a piece of information if you don't mind because I'd like to rebuff a little bit of what Brad had said it said that the DNR doesn't do this and uh we'll just I'll wait till everybody has their there than I just highlighted actually the only words that really kind of matter where it says the DNR Waters owns and maintains more than 300 Outlets they're call Outlet dams but the principle the principle of it is the same county has always said that the county didn't want nothing to do with it am I not right couny always said that they didn't want nothing to do with this and I've been arguing this from from the beginning that's a DNR issue and I don't know why who's being pushed around but uh they have a lake hydrology program I gave the information to to uh Troy they had and that was from the commissioner authorizing these people people to put these things in now we're not in this but the point of it is that the 22 people shouldn't have to do it it's a public it's a public water it's a it's a public water do they need to change do they need to change the public access to it's not a public access anymore it's a public water and why I'd like to know their explanation I haven't been in front of the DNR but I'm certainly not afraid to go in front of that we met with Senator Pratt David and his wife and and myself few weeks ago or so just just to meet and get his thoughts on like the route and and stuff like that and uh you know he also had some questions but you know we haven't heard back from him and I'm sure he's busy but uh my I I just think that it's a DNR thing and I don't know what their excuses are when that when there's so many things that point that they do this stuff and they're involved in the lake they put a they they put a aerator in they put a holding uh Fisher Aries Pond there so the DNR is involved in it and why are they backing away and I also read where they're doing some uh Public Access updating on some of the local lakes and Lake McMahon Public Access is part of that as funds come available which I don't know what you know what they're going to do with that but um I don't know I I just I don't think anybody should have to do it pay for it because it's it's a public water you know and that would be that that's my argument and I'd like to I'd like to hear from the DNR or get in front of them or I haven't done that yet but I mean I I think it's your responsib to do that for the people but and I'm not saying you didn't but you got to push back I mean they have the money why should 22 people just be for anybody else to come from the county the city out of state and use the lake that they have to maintain it it doesn't seem it doesn't seem right so I'll leave it at that and you know if anybody has any wants to any questions or but like I said the county has always stated that they didn't they didn't want nothing to be involved in it but yet you know you set up a special taxing district I mean you've always been involved in it so I don't know push back on the DNR or you know uh do what you got to do I guess all right thank you and at the end of the public hearing we'll have staff address the um conversations with the DNR so is a public hearing anyone else like to approach the board and offer comments going that because we have chatted with the DNR um and their perspective on this so thank you welcome and and Troy as you approach I just want to thank you and your board and your organization for being willing to partner with us on this because before you you were involved we we really didn't have as many options so thank you for stepping up thank you for all you've done I know it's been a lot of work over the last months no we appreciate the opportunity and good morning thank you madam chair and Commissioners Troy kall District uh director with the Scott so and Water Conservation District so I had the pleasure of meeting with Ken on multiple occasions he did address the so and water board when we were debating this topic uh he did provide that information as well so I turned that information over to the dnrs specifically asking them to respond to the information he's Prov uh Ken has provided us and why would the D want not want or would they be willing to consider um the ownership and maintenance of an outlet structure so I posed those questions specifically to D um all the all the folks that deal with this issue and I did get a reply very quickly after that on February 13 2024 I received a letter and response I'm not going to go through the detail but they provide clear uh reasoning uh as to why they would not be the owner and operator of Outlet structure on MB Lake the interpretation of Statute and Rule and programs um is going to differ between those who are administering the program and and members of the general public and anyone else but in the letter they're pretty clear about what in in their view in their legal view in their programmatic View what constitutes um their responsibility as far as lake level management um and they proceed to provide different statute statute um citations um and that's all in that letter so wonderful thank you for that comment I believe a copy of is a letter in the public record not not but it will be now okay we'll be now thank you very much thank you for doing that try all right colleagues uh the matter front of us is uh 5.1 to adopt or ordinance number 36 what's your pleasure Madam chair I will make it's a good thing we started on this thing no I was it 2018 I can't remember when the boat ride was but that water was high and I think this is hopefully this is going to be a good resolution and I hope you know I'm not going to be here forever n of us are but that the dollars are going to be just for this purpose only that's it so thank you thank you commissioner Madame chair commissioner wolf yes they will be put in a special account for this purpose in this purpose only that will be monitored similar to let's say the bridge that we have on home street right it is for those purposes it is tracked and so it will have a special account and be monitored any other discussion commissioner Al well just a comment I generally um it does seem to me that associations that invest together in the care of their Lake are that's not rare I mean that's fairly common that and whether there's a taxing district I'm not sure does Cedar Lake they invest there's a taxing district for Cedar Lake I mean even in our County we have yeah that kind of situation where they have said yes we want to take take care of our Lake it fixs our property bills it fixs the quality of Lake we feel like we should invest in I think a lot of Lake Shore owners Property Owners do invest in the care of their lake so I don't that's not rare at all commissioner beer yeah I would just add to as Brad started the presentation this was really brought about by uh the petitioners the Lakeshore owners to rescue or prevent the need for Rescue of septic systems versus um you know any kind of recreational use of the lake so it was and I think some maybe some Dwelling units of some sort or building so I think that's also important to remember that's the why thank you commissioner beer any further discussion that we've been wrestling with this on to part two of McMahon Lake uh 5.2 agenda item 5.2 to adopt resolution number 2024-25 Levy assessment of $4,400 on all tax will properties in the McMahon Lake Outlet special tax District I believe we've already been fully briefed by staff on on this matter is that correct so is there um Madam chair I will move uh resolution number 2024 d140 been moved in a second to adopt resolution number 202 24-40 is there any discussion any discussion any discussion hearing none we'll proceed to vote all in favor of adopting resolution number 20241 140 approving the 2025 Levy assessment of $4,400 on all taxable properties in the McMahon Lake Outlet special tax District please say I I I'll oppose same sign motion carried thank you very much all right um we're going to move something around in our agenda right now um because we're saving a a special recognition to start at 10 o'clock is that correct correct Madam chair we have will time certain be going next to um 8.3 or 8.2 and 8.1 okay preferably in that order yes all right we will be taking up next on the agenda 8.3 to adopt resolution number 2024-25 Resource Management so uh as you know Scott County has historically administered uh land subdivision ordinance to regulate the subdivision of land across all of our townships or what we call the unincorporated area that's a a subdivision ordinance number seven this uh ordinance coupled with our zoning code are our two main tools to implement the lot size and density requirements in our comp plan in recent months San Creek uh their Town board has adopted its own subdivision ordinance and that's been in response to action that the city of Jordan took earlier this year to extend their plat approval Authority out one mile from their city limits in under State Statute cities are allowed to extend their subdivision control if the adjacent Township does not have its own subdivision ordinance and so in response to that the townships uh adopted their own ordinance um they did that on April 8th this the S cre Town board officially adopted its own subdivision ordinance we've determined that the provisions of that ordinance are are similar or more restrictive than the County's subdivision ordinance and that's important because State statutes allow townships to be more restrictive not less restrictive when they adopt their own official controls areas where or examples where they're a little bit more restrictive is um some additional language on title insurance policies or commitments and kind of the content of those commitments that we don't have in the Count's uh division ordinance more content in the developers agreement more content in the letter of credit requirements uh uh new process to accept and approv storm water system design and then specific uh specifications for town roads in San Creek so those are elements that that they've added to the county subdivision ordinance so in light of the Township's desire to adopt its own ordinance County and Township staff started discussions on approaches to administering this new ordinance to to ensure that there's consistent uh quality customer service for San Creek residents land owners and developers the town board requests that the county administer uh administer this new ordinance the county services and expertise to administer that ordinance um and so in response to that we've drafted a sub Subdivision Services agreement that is uh before you now on this agenda key provisions of the agreement include the following the county will assist residents land owners and developers with questions or actions related to the subdivision of land in San Creek will review applications and coordinate any intergovernmental reviews for all plats in the township will satisfy the statutory notice requirements and public hearing requirements and take those items through the Planning Commission and County Board as we would for any other types of plats we'll continue to seek Township recommendation on all plats uh will the county will collect and retain all application fees block fees escros to cover costs associated with reviewing those plats the township will retain any escros to review their staff time the township will adify protect defend and hold the county harmless from any claims liabilities losses actions damages or orders uh due to this administration of their subdivision ordinance and finally there's a provision to automatically renew this agreement in oneyear terms unless it is uh terminated by one of the two jurisdictions and that would be done by written notice so this happened again on April 8th um we then uh started uh preparing to bring this to the County Board uh then April 12th the city of Jordan uh provided the county an email identifying concerns with this uh approach that we're taking and asked to take a time out and spend some time working with the uh Township on intergovernmental um cooperation um since that date the city of Jordan and San Creek Township have met to discuss um ways to better cooperate on land use development and annexation and on April 22nd uh staff and elected officials from the D two jurisdictions the township and the city meant to develop a framework and that framework is in your board packet but I'll just summarize it quickly under the framework the city and Township agree that the rural business Parcels that have been part of the whole comp plan of Amendment those are located on valy Drive uh they will be able to remain in the township and developed under the township um the county and Township will work to set these up for future utility connections at some point in the future the city and Township would like to pursue the idea of a three-party committee made up of City Township and County representation uh to uh discuss uh and act on any applications within an orderly annexation agreement area or maybe even a larger area than that is defined as they Define it moving forward um the city and Township acknowledge uh working towards an Orly annexation agreement uh is the best interest of both jurisdictions and the residents and um there's a commitment to continue continue to work towards an orderly annexation agreement the boundaries of that agreement have not been discussed I think they've been verbalized conceptually um but that's the work that they're committed to do moving forward and getting something established So within this framework the county staff is recommending adoption of resolution uh 128 that's before you but for an interim period a temporary period to allow for the development review process to proceed for the rural business plats that are on Valley View Drive and were part of the comprehensive plan Amendment once these plats are finalized or once the city and Township establish an orderly annexation agreement in the city then revokes its one M plat review in the in the township once those things happen County staff will look to formally terminate this Subdivision Services agreement uh under the 90-day written notice Provisions or both will both the county and Township will mutually agree to terminate the agreement so that's what I have for you and uh stand for any questions thank you Brad uh questions from my colleagues for Brad comments commissioner beer I just a comment I'm glad that um I mean we want to do anything we can to bring parties together because this is probably not going to be the last right if we can be a convener or whatever so glad the township and the city got some things together to come up with this particular agreement so um I'm glad that's happened I want to see more of that is we all want to see better relationships um because some of these areas are growing faster than others as these corridors are improved and whatever else um so whatever we can do to get out ahead of that is is really really good in my estimation thank you thank you for that and I do want to thank um staff for for working on that but even more so I see several of the interested parties uh in the room um and and I know this is a hard topic and has a lot of differing perspectives so I do want to provide that uh appreciation from our Board of of getting to this place and we know we'll we'll keep working other comments or questions or a motion commissioner bear oh pay special attention to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others President Clinton also signed Public Law 10332 two which Law Enforcement Officers Memorial fund as of December 31st 2023 136 federal state tribal and local law enforcement officers died in the line of duty in 2023 this is a sizable decrease of approximately 39% from the 224 officers killed in 2022 47 officers were shot and killed in the line of duty in 2023 down from 63 officers who were shot and killed in 202 the average age of the fallen officers was 45 years with 15 years of service on average each officer left behind two children the men and women who provide law enforcement in Scott County are dedicated professionals who work every day around the clock to protect and serve the citizens who live work and travel through Scott County whereas there are approximately 800,000 Law Enforcement Officers serving in communities across the United States including members of the United of the Scott County Sheriff's Office and members of the police departments of bplan Elco New Market Jordan new pre Prior Lake Savage shaki and the Shak midw and soue community and whereas since the first recorded death in 1786 more than 23,000 law enforcement officers have made the ultimate sacrifice and died in the line of duty and whereas the names of these dedicated public servants are engraved on the walls of the national law enforcement memorial which was dedicated in 1991 in Washington DC and whereas May 15th is designated as Peace Officers Memorial Day with federal law P103 d322 directing that all Flags be flown at half staff on that date in honor of fallen officers and their families now therefore be it resolved that the Board of Commissioners in and for the county of Scott Minnesota hereby acknowledges the week of May 12th through 18th 2024 as Police Week in Scott County and salutes the service of law enforcement officers in our community and in communities Across the Nation Captain Collins thank you so much for all of your service for reading that and reminding of us of those things that we we we do appreciate every day and we should be remembering every day so thank you for being here thank you for offering this resolution I will turn it over to my colleagues oh sorry I make a motion to adopt resolution number 202 24-22 discussion you know sometimes it just feels like thank you isn't enough but that's what we have thank you for keeping us safe it's a it's a peaceful place to be in Scott County Y and that doesn't come cheaply or easy right I think we all sharing those sentiments um all in favor of adopting resolution number 20241 122 proclaiming May 12th through 18th 2024 as National Police Week in Scott County please say I I I'll oppose same sign motion carried thank you and next we'll go to 8.1 and that's to adopt resolution number 20241 121 proclaiming May 5th through 11th the week we're in right now not next week we're going backwards here as Corrections Officers week in Scott County welcome good morning Commissioners thank you uh my name is Captain Scott Rey I'm the jail administrator uh the purpose of this agenda item is to adopt resolution number 2024-25 through the 11th 2024 as Corrections correctional officer and employees week in Scott County originating from President Ronald Reagan's Proclamation 5187 in 1984 National corrections officer week is annually observed during the first full week of May it serves to acknowledge the invaluable contributions made by correctional officers and personnel operating within jails prisons and Community Corrections Nationwide within Scott County our correctional officers undertake a challenging and often perilous task ensuring the custody safety and well-being of an average of 90 inmates as of March 2024 at the Scott County Jail the daily population fluctuates with figures for 2023 averaging 102 and preceding years indicating similar Trends in 2022 we had 109 uh inmates in the jail in 2021 114 in 2020 during the pandemic 84 and in 2019 134 their pivotal role underpins the fundamental objectives of security and control within our facility in recent years the duties of correctional officers have become increasingly complex and demanding they are called upon to simultaneously fill custodial supervisory and counseling roles the professor ISM dedication and Courage exhibited by these officers throughout the performance of these demanding and often conflicting roles deserves our utmost respect the important work of correctional officers does not receive the recognition from the public it deserves it is appropriate that we honor the many contributions and accomplishments of these men and women who are vital in the field of Corrections furthermore it is essential to extend our recognition to include the vital contribution of our jail civilian staff including jail support Personnel jail medical staff and coordinated responders their roles are indispensable in maintaining the overall functioning and well-being of inmates within the correctional facility it is appropriate that we honor the contributions and accomplishments of these men and women who are vital components of the field of Corrections whereas the sheriff's office in the Scott County Board of Commissioners support the proposition that the men and women who perform the difficult task of supervising the County's inmate population deserve recognition and whereas the Sheriff's Office and the Scott County Board of Commissioners recognize that our correctional officers are professionals equal in status and importance to other Public Safety Professionals in the effective administration of justice now therefore be it resolved that the that Scott County Board of Commissioners hereby claim the week of May 5th through the 11th 2024 as correctional officers and employees week in Scott County in honor of the dedicated professionals who supervise the County's inmate population thank you thank you Captain recky and same to you to your colleagues to all of your staff this is foundational County government work that we need to do we appreciate you we know the work is hard we know it's just so very hard for all of your staff and and speaking for me I just so appreciate in the last years watching and learning about um the growth of Correction staff about treating our um inmate population uh and remembering that they are also going back into the community and that how important that is so we're we're asking to do double duty it's not just keeping everybody safe but it's helping people get on to a better life and I so appreciate that so um colleagues motion comment yes commissioner beer yeah mam chair I'll make the motion for commissioner Brennan uh I had the opportunity to sit in the Justice committee meeting last week and listen to some of the challenges that your staff is dealing with with mental health um inmates with mental health and you know and the appropriate places that they should be housed and is the county ja appropriate so I appreciate the work that you and your staff is doing um to to handle those um situations so thank you I I appreciate all of your interest in what we do over there thank you very much thank you any further discussion all right we'll proceed to a vote all in favor of adopting resolution number 20242 proclaiming May 5th through 11th 2024 as correctional officers week in scat County please say I I all oppose same sign motion carried thank you we're going to in our agenda uh I see lesie at the podium Madam chair before we uh start the retirement festivities we also have um two Awards to give out today um that are appropriate um the County Board recently uh advised the administration that they would like to reinvigorate renew the uh Joseph Reese award and it is one of the um really highlights of people's careers to receive this Joseph Reese award it hangs an Administration um just a little background this award was started in 1994 um Joseph Reese was the first Scout Scott County Administrator and he served from 1970 until 1992 he was one of the first County administrators in the state of Minnesota actually and there is an AMC award named for him that is awarded annually at the AMC awards banquet um so with this requ EST to take a look at this award um scat County staff and administration talked about several of who the first recipient should be as a criteria for this award um our employees who exhibit outstanding work performance Innovation and Leadership and it is my honor to um read the first recipient and then commissioner Brey um will present the uh second recipient of this award today so I'll see if I can uh oh [Laughter] Michelle this is a little bit of a surprise for somebody she's giving me instructions so two you know Tracy is one of our longest tenured employees and I think one of the most beloved employees in the county um it was a fairly easy selection and recommendation um supported by the County board so as noted in the award requirements recipients must have consistently demonstrated excellence in work performance Innovation leadership and achievement in service to Scott County residents Additionally the award intends to recognize individuals who drive improvements in operations is operations operations services and cost savings and it is the desire of the County Board to nurture and maintain the Joseph F Reese's Spirit of excellence and inspiration Beyond any doubt Tracy cenka exemplifies everything this award seeks to recognize among the many reasons it is fitting for Tracy to receive this award one that she has worked with every County Administrator we've had from Joe Reese to lesle Vermillion during that time she has also worked with more than a dozen County Commissioners which is not easy given those experiences in addition to her work with scale Tracy has a remarkable amount of organizational history and perspective yet she wields that knowledge not to hold on to the past but to help move our organization forward Tracy's unique and very positive dissatis dissatisfaction with the status quo she learns from every situation and every person expects the best from herself and others and believes there's always room for improvement is just one example of what makes her a model Scott County employee scale was mentioned in the previous paragraph We often talk about scale as an idea or an approach or a philosophy and that is true scale is a way of doing business but scale is ultimately about people and there isn't a single person who has done more work behind the scenes to make scale what it is today than Tracy Tracy develops agendas tracks bylaw changes manages the budget maintains working relationship with multiple staff across jurisdiction and sectors provides support and guidance to the scale chair and the executive committee supports the technology saw that here today and Communications handles a myriad of logistical administrative details to ensure the whole thing runs smoothly in short Tracy is the backbone without which the work and Collective impact of scale would not be possible Tracy has worked her way up through the organization to be the business operations manager in County Administration but I am not aware of anyone less entitled when it comes to expectations for advancement or recognition Tracy's Drive and the results she achieves speak for themselves employees throughout the organization see her as a role model and we have heard from many who hope to follow in her footsteps as they serve Scott's County and its residents she is a listener I know that personally a relationship and Trust Builder an encourager a collaborator a mobilizer and a deeply caring humble family focused person in all of these ways Tracy exemp simplifies the very best our organization has to offer finally though she manages to avoid the leadership Spotlight and seems to prefer it that way Tracy is a true and gifted leader she walks the Walk of a public service in a way that carries on the Joseph estri Spirit of excellence and inspiration and we are proud to nominate her for this award congratulations Tracy [Applause] M's yours oh I have nothing introduce your family I'm just shocked I I walked out of my office to come in here and my family was standing there and I didn't know why and I didn't figure it out until we sat down here and you said we're doing Joseph F A wordss so um I I really have nothing I thank you everybody I'm very grateful to work here and it's a great place to be and I have so much support from all the leadership here and all of you and I have nothing thank you [Applause] [Music] [Applause] all right I have to say I misspoke earlier I do appreciate and love Brad Davis a lot but he is not star of this meeting Tracy and our next um recipient Dr Raditz are the stars of this meeting so sorry Brad I know you're hearing this somewhere oh get the right name thank you Michelle thank you very much I am just so proud and pleased to present our second Joseph FES award um and this award is going to Dr Terry Ritz who also is having a retirement celebration today I'm not going to look at you now for a bit uh she was nominated by uh Leslie Vermillion and Barb doll and everyone else here at Scott County and I'm going to tell you a little bit about Dr Raditz and based on all of you in the room some of you who are coming back after a long time thanks for coming back you must have liked us more than you said no just Kidd thank you for being here um for this very very special celebration so in recognition of exemplary leadership steadfast commitment and unwavering dedication to the advancement of clinical Mental Health Services in scat County we proudly recommend this esteemed W for Dr Terry Ritz throughout Terry's 38 years in scat County her leadership has exemplified the highest standards of excellence inspiring both colleagues and partners her Visionary approach has not only transformed mental health programming within scat County but has also fostered a culture of compassion Innovation and Inter departmental collaboration not only within Health and Human Services but across the entire organization Terry has accomplished this due to several key characteristics that have been foundational to the Scott County Mental Health Center and her success including inspirational leadership Dr Raditz has consistently demonstrated exceptional leadership qualities guiding her team with clinical expertise empathy and resilience through her guidance she has cultivated an environment where Staff feel empowered to contribute their unique talents towards a common goal of enhancing Mental Health Services not only for their clients but for our whole Community thus driving toward meeting the Scott County goals of safe healthy and livable commitment to Excellence driven by an unwavering commitment to Excellence Dr Raditz has spearheaded initiatives that have significantly en enhanced the quality of accessibility of Mental Health Services her inclusion of evidence-based practices and continuous Improvement has raised the standard of care positively impacting the lives of countless individuals seeking support especially those who are mandated to have involvement with County Services ultimately resulting in improved well-being and Improvement in their lives Dr radit is Con continuously asked to join collaborative efforts in the community as several Partners have remarked that she has the Golden Touch when it comes to building sustaining effective programs and they know that when they partner with Terry they will get quality results every time at the heart of Dr raditz's leadership is a profound commitment to Quality Care she has installed a culture of empathy dignity and respect ensuring that every individual receives the personalized support and attention they deserve and Innovation through collaboration recognizing the importance of collaboration Dr Ritz has fostered Partnerships with interdisciplinary teams with our Scott County school districts and has been a leader in school linked mental health and day treatment for both Adolescent and more recently Elementary School age children Terry has also led the development of programming to meet the unique populations in our jail in our juvenile alternative facility and Comm with Community Corrections however always at the core of the mental health center was to support specific programming needs with health and human services including child protection and those with developmental disabilities by fostering open communication and mutual respect she has creating created Partnerships both internally and externally that amplify the effectiveness and reach of our services ultimately resulting in better outcomes for those who need our services when asking others about Dr Raditz we heard the following first from Pam salag former Scott County Health and Human Services director I saw you there you are hi um Terry has had a profound impact on the array and quality of mental health services available to individuals Children and Families across the country County she had an exceptional ability to collaborate and partner with other departments to develop creative programs that have addressed the unique needs of our residents Terry brought Integrity a Relentless work ethic and compassion to her work every day from Ryan logger superintendent belplain school district he said having worked in the north and West Metro before coming to the South Metro I had never had an experience working with someone like Terry Terry has single-handedly made one of the most significant impacts on serving the Met chemical and mental health needs of kids throughout the state of Minnesota wow and from Kristen lren of the Department of Minnesota Department of Human Services Terry has been an invaluable partner to us in the DHS School linked behavioral health program always professional with detail and every deadline met often before the due date her clinical skills and more importantly the implementation efforts to ensure that students and families always received the best possible care and treatment it always seemed seemed effortless on her part she knew the value of strong Partnerships and the school districts that worked with her knew they were getting the best care for their students Dr raditz's Legacy extends far behind Beyond her professional achievements her profound impact on the lives of those she serves and the broader Mental Health Community is a testament to her enduring Legacy of compassion advocacy and leadership in recognition of her exceptional contributions to mental health for Scott County we express our deepest gratitude to T Dr Terry Rin her remarkable leadership has transformed our organization and our community and I truly believe you're one of the very best kept secrets we have here you have changed lives and saved lives in Scott County you're a role model for us all and we really appreciate all you've done we're sad to see you retire but we're so happy for you and you've done a great job building a team to keep this going and continuing to build what you've done so please come up here receive our certificate um but more so our appreciation our respect and our [Applause] love so thank you and go well I'm never speechless but I did not expect this and um all I can say is thank you so very much I um I want to um introduce my familyes here my husband Larry you stand up my daughter Michaela and my daughter Jessica the uh the twins who uh are uh were recently born m as twins um I happen want to say that her um Michaela's husband is a law enforcement officer and so apropo for this this week and he is um minding the twins right now uh in another room so uh big Duty going on there and um uh Jessica's husband and my uh grandson Alexander who's five couldn't make it either but um they are the main reason for my retirement and probably the only impetus to get me out of here because I I have an amazing opportunity to to take care of them this Summer and who could pass that up right so I'm excited about that um am I accepting just for the not like that's just a just but that's like a big surprise I I might have Blended my comments a little bit so yeah thank you so I will I will if you could come to the front with Tracy we'd like to get a picture of you two holding the plaque with the Board of Commissioners okay oh goodness it's like a giant thing oh oh thank you he's the County Administrator all right Barb doll welcome thank you madam chair Comm Terry I was very happy to see Leslie take the camera over she had given it to me and I was pretty sure I was going to screw that up so um so today We Gather to thank Terry for her 38 years of service in Scott County her role is Clinical Director she has spearheaded numerous transformative programs and she has embodied the very essence of our County's organizational goals customer service collaboration stewardship empowerment resiliency communication and Innovation I could probably talk for days about and give you examples of how she has impacted each of those however I think really what is so special about working with Terry and I suspect that why many of the people in this room are here today is Terry's remarkable ability to be completely present and uniquely understand issues problems and Community needs that you brought to her she always made you feel that whatever that you were bringing to her was the most important thing to not only you but to her as well now I know that that is a desired quality in any mental health professional but that quality being displayed in a leader can spur Innovation build lasting Partnerships and ultimately create work that transforms the community when thinking about her ability to listen program and then innovate I wanted to reach out to an instrumental colleague of hers who couldn't be here today Darren kermes uh who is superintendent of Southwest Metro Intermediate School District to give me a quote and I will say um Darren's quote is this mon so um so I will take a few pieces of this uh when Terry radit shared the news of her retirement with me I was absolutely thrilled for her at the same time I experienced a simultaneous sense of deep sadness and regret Terry is quite simply one of the most child-centered Innovative collaborative mental health professionals I have ever had the opportunity to work with I met Terry roughly 20 years ago she was implementing a program bringing Mental Health Services to students and families in Scott County I hate to admit it but I was honestly a bit leery Terry was offering something desperately needed in our schools and her promise seemed too good to be true sounds like Darren right um my fear vanished almost immediately as she and her team and serving kids and families as I looked on with growing respect and admiration a couple of years later desperate foray treatment Mental Health Services for students across Scott County and our region superintendents and special education directors in our area got together to triage the situation one name immediately came to the minds and the voices of that team and that was Terry Raditz Darren goes on to describe his plea in asking you to launch a successful day treatment program now known as Reflections your success in helping to obtain legislative funding to expand Mental Health Services to Intermediate School Districts across the state and then more recently our expansion at his request uh to add in elementary day treatment programs for those students in closing he states that I sincerely feel an unpayable debt of gratitude to Terry Raditz for her leadership creativity and friendship over the years she is truly a remarkable professional and even a better human being Terry as you step into retirement know that your legacy will live with the amazing and skilled team that you have trained and assembled thank you for your thank you for your dedication your wisdom and your unwavering belief that the power of stepping in and helping others to create positive change is worth it [Applause] congratulations I know that you know that there's another thing here for you but I think there's a few other people that would like to make a few comments so I will turn it over to them and then we'll come back to you I've been avoiding I contact as well so um um Madam chair Commissioners thank you for having us today this is here I go okay this is great this is a day that um I don't think words can describe the impact but we will try um I actually have two uh things to read so I will do mine first and then I am proxy for another person so I will probably go back and then I'll come back so you know have to hear me go on and on so this is mine um so today you're going to hear about the tremendous accomplishments of Dr Terry Raditz you've already heard some um I and others here have been fortunate enough to have a first row seat to what is the Marvel known as Dr Terry Ritz contact UM as it's well known that she loves data and historical context we thought it would be fitting to ground some of the accolades you're going to hear about and some of uh these uh histories and stories um because those who have been in the front row don't always get to see behind the scenes when Terry came to Scott County it was her and six other professionals she came to work part-time doing uh assessments for the court um not surprising she quickly Advanced um over the years here she has grown the mental health center to over 50 mental health professionals currently so for tax clinics in our areas um have an average of 5 to 10 staff so this is a rather large staff um and it's very impactful here in um Scott County um at a time when Mental Health Centers were not as prevalent as they are today Terry managed to certify the mental health center as a community mental health clinic um which which is challenging uh it requires a lot of um procedures policies uh paperwork contract ta um Insurance there's a lot of pieces to that and she managed to do that when there was no framework for that here she created it from the ground up um she also collaborated with Scott County Administration to incorporate mental health treatment into standard services offered by Scott County which is unique to this County we are unlike any County administered Mental Health Center in the state in fact the model she has helped to create has been revered as a progressive demonstration of how Healthcare and local government symbiotically work together to deliver effective Services she has supported the continuation of Service delivery by reaching out to Community Partners that you will hear from today and has continued um and these she has over her career she has acquired over 30 contracts with Community Partners and guess what as you heard every one of those Partners has continued their contracts and asked for an increase uh of Terry's Mental Health Center team in their buildings as you heard from Darren um over 30,000 unique clients have been served at the mental health center over the course of her time at Scott County over 8,000 children in the schools have received mental health treatment these are children that would not have received this help otherwise if she had not had the brilliant idea of bringing mental health treatment to where the folks who need them are the impact of her leadership expend extends to not only these direct clients but their families and generations to come and I would also bet that their commun that the community has felt the collective imp impact of mental health well-being of these clients and I I know from this room there are personal connections to those that she has helped um either on a micro or a macro level so I think we all have felt those connections our partners professional colleagues stakeholders clients and ourselves are better because of Dr Terry rits thank you Terry for all you have done you mean the world [Applause] morning morning Madam chair Commissioners Danielle Fox prior Scott County employee um I have had the opportunity to work with Terry for almost 10 years um and we're going to hear amazing things about what she has done today um her impact has truly been incredible um but working for with with her for this long um I don't feel like that's the whole story um I am really confident with all of my being that Terry Ritz is an actual real life superhero and we've all been in those team building or Icebreaker situations where someone asked the question of if you had a superhero power what would it be would you be invisible could you fly would you go really really fast and usually there's that really insightful person in the room who says you know I would love to speak every language in the world because wow what an impact you could make with that tool that is what Terry has she is a superhero of language she has been able to speak the language of and for people and of mental health for over 38 years at Scott County and that is not an easy language to speak but Terry can speak that language with ease with her co-workers her supervisors her staff her Partners like law enforcement in the school and even the rare dialects of the county attorney's office and the Department of Human Services oh sorry most importantly Terry is able to speak the language that lifts up and supports people with mental illness and their loved ones it is overwhelming to think about the impact that she has had over time thank you Terry for using your powers for good your memory memory at Scott County and within the mental health field will live on forever in true superhero [Applause] fashion good morning Commissioners um my name is Amy Wellsburg I'm a director of special services in the new prag school district and so um when I was approached to say some words in honor of Dr Ritz I was incredibly humbled and Beyond grateful to be able to share how much I admire this incredible person and her impact on me as a leader and when I first met Terry gosh I didn't think I was going to get emotional um I was working as an early childhood special education teacher um I was asked oh my gosh um sorry I was asked by my director at the time to sit in what was called iic meetings if you remember those um and they were uh the purpose was to pull stakeholders together and to better support families who received early intervention services through Help Me Grow which is typically families that receive Services birth through three years of age this was the first time I was invited to share my voice and to start to become a leader in my field um it's been a long time since I've known Terry so um and eventually Dr Ritz was going to inspire me to use my voice even more she went into sorry oh my gosh she wanted to invite me to testify at the state department in support of collocated Mental Health Services in the schools and eventually we continued to collaborate multiple ways such ex sorry such as exploring ways to provide care and treatment to preschoolers and presenting at Statewide webinars the reason I share these experiences is because this is what Terry has done for individuals that work with her she inspires you and she leads through initiatives that innovate and invite invite you along the way to fight for kids and to fight for families her knowledge and wisdom will be sorely missed and we are so happy for her in the next Endeavor which is probably one of the most important any of us could be blessed to have in this life and that's to be a grandmother in the words of another inspirational woman who empowers others myangelo she says a leader sees greatness in other people he nor she can be much of a leader if all she sees is herself and as we all know people forget what you say and people will forget what you do but people will always remember how how you make them feel and there's been many words about how she's an empathetic leader so she not only brings knowledge and wisdom but she makes you feel like the most important person and that you can make a difference your strength and determination is contagious and affects us all those of us who have had the opportunity to be inspired by you and to be tapped on the shoulder to be a leader and to be voice we will continue to make a difference because of the effect that you've had on our lives and others sorry gosh we you have inspired us to see what an impact we can make and more importantly how we can see greatness in others so that more people can carry on the good work that needs to take place for Children and Families thank you Terry for all that you've [Applause] done good morning I'm going to look at you and we'll talk to you my name is Aaron I'm a supervisor at the mental health center um and Terry believes in us more than anyone um I've ever met as therapists psychologists um the folks who work for her her belief in US is unwavering um when we don't believe in ourselves when we have doubts and concerns and worries she bolsters us up and she's a cheerleader along the way she's a mentor she's a guider as a human being she's she's on another level she's like someone I've never met before she's taught me more than I've ever learned in school at any training facility anywhere my promise to you is we're going to keep doing the work that you've taught us to do that you've supported us in doing and we're going to keep doing that and think of you every day and bring you into all of the things that we do with our clients and our families and and the communities throughout the county um I hope you have a chance to look around this room it is full of the people who you've impacted and that extends so far beyond with the folks that they've worked with and impact impact as well it's unbelievable I'm so happy for you for this next chapter and and you will still be here with us because of all the stuff you've done here your roots are here and I promise you we'll keep we'll keep doing your work thank [Applause] you me again all right um so this letter was written by Dr Stephanie Smith she's one of our uh psychologists here at the mental health center and she couldn't be here today so she wrote this um and when I read it it I think I speak on behalf of all of the staff and the folks that have worked under Terry so this is from Stephanie um As We Gather to celebrate Terry's remarkable career at Scott County I wanted to highlight her unwavering support and deep commitment to our team and the individuals we serve Terry has been more than a supervisor she has been a mentor a cheerleader and a compassionate leader especially in times of Crisis her support has been in as I have grown in my identity as psychologist battled health issues endured social injustice adjusted to my cultural shock of moving to Minnesota and talked me out of hysterics or meltdowns Terry possesses a remarkable ability to boost the clinical press of the clinicians under her supervision retaining an enormous amount of information about many clients over the years at Scott County this reflects her dedication to the care and well-being of all served by our Center her interest in the professional and personal journeys of everyone she hires is something something I've always admired she possesses an un unending reservoir of empathy and regard for people she Encounters this stands out when considering others who have she has supervised or managed Terry is just built differently she remembers what you tell her because she cares about you and what you're saying I know I speak for everyone here when I say that Terry has been a force in Scott County for so long her absence will be felt by many she leaves behind impossible shoes to fill shoes that have walked through pandemics staff turnover multiple crises not to mention the countless challenges she must have faced in the early days of Mental Health Center that we weren't there to witness the mental health center will never be the same without her but we hope to continue providing services that will make her proud I'm sorry I couldn't be here in person to deliver this speech myself Terry you you have to know by now that I've never said anything I have not meant you are the best supervisor I've had and I'm grateful for your leadership and positive impact you've had on my life and the lives of others your legacy of empathy support and dedication will undoubtedly influence the mental health center for years to come we bid farewell to you but this moment is so very much deserved I hope you enjoy your Victory lap so Terry um I just had a couple things to congratulate you as your retirement and going and spending time with these twins um I've enjoyed enjoyed our chats back from when we were talking about Egan Athletics and the importance of women's sports and what it does for young ladies and their growth remember many of those but you've also um personally impacted um me in several ways uh Mary Keen if I remember right was your mentee in Scott University um I do believe you are the reason and the inspiration that she went on to get her college degree as difficult as it was being a single mom at the time but her adoration for you and what you meant and your inspiration to her helped her become the first person in her family to receive that college degree it was really really important to her secondly um when you have a kid who struggles early in their life right um and school recommends an evaluation it is really scary to be a mom at that point in time and um you and your staff could not been better for my son or for our family um Dr Swift Dr Belinda Dr hilliger the folks that are sitting here um made such an impact on that young man uh young child who wouldn't interact who sat pulling carpet fibers I can still remember the call from the school um in kindergarten and he still has his Dr Belinda box today when things aren't going quite right that he will pull out talk about but the amazing thing is this young man is going to graduate next year with a bachelor's of science from Morehead State and something he loves you encouraged him your staff to go after his passion and he is truly doing that and I attribute a lot of that success to what he learned from you and your staff and your constant reassurance to his mother that it would all work out ultimately if we stuck with it and um finally we do our delivering what matters meetings um every year where we go out and we might talk about buildings or strategic plans or capital projects or whatever the big things are each year um but it we always went to your team and talked and they were the best conversations and they had the best food by the way um but after every one of those meetings everyone there're still in a file on my computer I got a note from Terry RIT thanking me for coming and the discussion that we had and you know what it meant the world to me that somebody would take the time and send that note and say thank you so it is a reflection of everything that we have heard here today your commitment to breaking down silos and working across teams what you have meant to the residents um of Scat County and the difference you have made in people's lives I'm a testament to two people um for that and I can't imagine the other thousands that have been impacted by you and the staff that you support so I just personally want to congratulate you and say thank you and wish you and your family the best moving [Applause] forward so unless we have anybody else um we do have one more certificate for you um which after all of this and all of the tears and all of the heart World words feels to pale in comparison to everything you've given [Applause] us should not have turned around well thank you thank you um Madam chairman and Commissioners thanks for taking this time out of your busy schedule and um doing this recognition it was lots of surprises in it and um I this you may have never heard of this for me but I'm kind of speechless so um but I do want to say thank you um thank you for the leadership for the board for the support of people with mental health concerns in the county um to all of my partners through the years I've worked with six um Health and Human Services directors and um five County administrators and I can say that uh the ones in this room can't be surpassed there's no there's been no one better and I appreciate those Partnerships for my Partnerships in the community at the state um none of this that you know you're hearing could happen without those Partnerships um people have asked me many times why don't I retire um five years I could have retired with full retirement and this is why can you see like why why would I with with this kind of partnership um the schools uh I can't say enough it's it's I get goosebumps every time I go to one of the inter agency meetings in the districts and hear the things that they're doing for students I just wish everyone could hear what those social workers and those teachers and those special ed directors they're just amazing I um the uh commissioner from DHS came to Scott County came to visit us and they wanted me to put a panel together because they want to know why our school mental health programs were working when so many were struggling every single superintendent showed up to talk about the program and the success of the program and how where do you get that kind of support it's just amazing um also as uh Amy mentioned I DHS called on me to testify and ask if I could bring some Partners 24 hours of notice and Amy and Tony and several of the superintendents they all showed up and just they were remarkable and I mean you can't you can't even dream of that kind of partnership um and of course there's Barb doll and Pam svic I hear you're here I don't know where you are they are just um you know they've been uh just remarkable and um they uh put up with me and all of my uh Shenanigans and growths and ideas and I remember one time Pam saying to me so tell me about these new positions because I had gotten some new grants and some new contracts and so I'm explaining to the fdes and how they were going to be funded and they're going to be off Levy and I'm talking to her and she she finally goes like could you just write it down because I can't um which I appreciate um so the hardest part of leaving and one of the main reasons why I haven't left for for so long is because of these people um the therapist the psychologist Psychiatry or nursing um my colleagues um unsurpassed and it it's just it's so hard to leave them um I think they know I hope they know how much I value them respect them sorry do that and um I'm sry sort of famous for interviewing 50 people before I hire one it can be frustrating for ER but they patient with me but I just what I tell them is I look for that spark of greatness I have to see that spark of greatness we before I'll hire someone and then I feel like it's my job to ignite that spark and keep it from going out and so I uh these are the people with all the Sparks and it's all those Sparks that have really done all the work and I just get to you know watch it which is such a an amazing thing um I know I've forgotten lots of Partners um our jail Partners Our Community Corrections Partners we've done um some really Innovative things and um I just I appreciate that they went along with my uh Shenanigans and so uh we started doing jail mental health screening and jail mental health intervention years before it became uh something that happens in in this uh and is mandated by the state now same thing for Community Corrections we homeless youth for uh kids at the jaff um we've been doing screening of mental health with those uh kids for a long time and now other people are doing that too so um I just I I just can't thank all those Partners enough for making my job so easy and last but not least probably the only reason that I can leave is my supervisors who um I think it's not a well-kept secret that I resisted getting supervisors I um I really I'm quite Frugal and I believe that all funding should go toward direct service and so um I don't like to put a lot of money into Administration either in a grant or in in at the mental health center but there came a point where um Pam and Barb and others said to me no one's ever going to take your job in the future unless you get some super supervisors in here and it was so great I mean I couldn't have picked better partners and um I can leave the mental health center knowing that it is in very very good hands with Tanya and Aaron and Barb and um that makes me feel so good so in honor of our child therapist here I'm GNA quote the wise winie the Pooh and say how lucky am I to have had something that it's so hard to say goodbye to thanks [Applause] [Music] [Applause] well I I usually um I have a lot of County related tiers but I don't get to have them in public so often so what a wonderful day um thank you Dr RIT thank you to your husband and your daughters and sons-in-laws and grandkids for sharing you with Scott County for so long obviously you've made a difference you've built something that's going to last long after we're all gone and that's amazing I mean that's that's what we all want to be able to do so thank you very much um we are going to take a short recess most of you will continue celebrating for hours and hour hours but the board members will need to be back at 11:00 a.m. to finish the consent agenda and some other business before we head to Workshop I know there's a couple people in the audience who maybe are here for that and thank of the County Highway 59 trunk Highway 169 interchange um which was part of the IRC study that goes back over 20 some years now and that will begin construction shortly so it's a big occasion for improvements on trunk Highway 169 thank you and Mr County attorney do we have any reason to recess for an attorney client meeting thank you very happy to hear that so as um the County Administrator mentioned we will be meeting in a workshop setting following this meeting to discuss two things the family resource sener request for proposal and the quarterly Erp update colleagues is there any
