Um, he has been recognized for 25 years of dedicated support to the Scott County Board of Commissioners. He began his term on January 2nd, 2001. Um, as of January 2nd this year, that was 25 years of service to the Scott County Board. And so, it is an honor for Commissioner Beer as chair of the Scott County Board of Commissioners to present this certificate of merit and appreciation to Commissioner Jonathan Olrich. But before before we do that, I I remember I was first uh I'm trying to remember. I think I had must have been elected and I got a call um from from a certain someone who just got a certificate. Like, okay, let's do this. cuz I mean this guy was a fixture a fixture even then in Scott County. I'm like okay let this is this is this is on and so I've appreciated your your wisdom. I' I've most recently certainly appreciated his fashion sense um up here on the county board if you saw the last meeting. Um, and supposedly someone had said that the uh someone with a 25-year service on the county board that could potentially be chair. We'll find out in a moment. Is also maybe a a Aztec dancing participant for the day. I'm not sure. We'll deal we'll deal with that. Can you believe it? It's been a year. It almost feels like blink of an eye. So fast, so quick. Um so this is um a moment that we want to take to appreciate all of you for allowing us to use this space. It means a lot. Um also a way of showing gratitude for everything that has been provided to us. As you all know it's not news that our community especially lately has been in fear and um it's not a good feeling. So um but this is not about that. It's mostly to say thank you and to stay in the spirit of gratitude. And um today I have some of the parents. Not all the children are able to be here. They were all excited to say something. Unfortunately, they are not able to come. They have to go to school, but some of them got special permission to be here. And they've been working on what to say because we talked about this during our practice. And I said, "These are things that they need to hear because it's so valuable to hear from the little ones, from moms, from parents that are um understanding what this means to to the community." So, from from me as an employee of Scott County, and I know the new employees just left, but I wish it would have stayed just a little bit more for me to say this is a great place to work, and I am I'm honored to be part of this great team. Um, and thankful as well to be able to use the space. Um Leslie has been the number one person along the way who in a walk all this just came about and she's the one that actually encouraged me and suggested for me to move forward with this. So thank you Leslie for being that person. And um if you haven't had breakfast, right, because as Latinos, as Mexicans, we're all about eating. My name is Rosa Garcia and um fun fact is I used to work here at Scott County Mental Health Center. um in for about 3 years um 2013 Terry Reddit was was my supervisor and it was amazing working here because I and it's not about Scott County but it is about Scott County equipped me to then launch on my own and build my own private practice as a mental health therapist and so thank you for the space that you provide because as a mother of three a mental health provider And um and then as a Mexican woman, it is awesome to find a space where we get to be physically fit. I get to learn more about my culture. I get to teach my children undercover because they're like, "Why, mom?" And I'm so it's like, "No, let's go be physically fit." So we come, we dance, and then in it they start embracing their culture that which is important to me. And um and with that same um physical activity, we also gathered more friends. So now my we call her better half or her other half. My daughter's um best friend was like, "What are you guys doing? We're bored. It's winter. It's like we're doing Astic dancing." So then they joined her, her mother. Um it became a whole family. Yeah. Grandmother, mother. It's just a whole family that joined out of my daughter being in aic dancing. Um, and initially it was for their physical fitness. Um, and then they start embracing what it really is to be a a dancer. And for me I am very grateful because during winter times a lot of families aren't able and I know this is this was a whole year but a lot of families are not able to um either enroll their kids into any sport. Sometime it's expensive. This is a free program which is probably the best part and we have a safe space during winter time because other times I'm from California um and I used to do this in California and so going to a park was easy any day of the year and here it's like what do we do? So this means a lot uh because we can't go to the park during October, right? And um so I appreciate that and thank you thank you Leslie for the the walk with Elba and for making this or initiating that or sparking that into Elba. So thank you. Every time I play I imagine how my ancestors used it to open up ceremonies. I am honored to keep their voices and teachings alive. I want to thank you for giving us a safe and welcoming space to practice. It has helped us learn, grow, and feel supported. We really appreciate everything that you do on Scott County but also for our community and it means a lot. It's been a year. We hope to continue to grow. And uh it's rare in today's society, I think, gratefulness and thankfulness. And I heard it said, if you want to be happy, be more grateful or more thankful. Recognize what you're thankful or grateful for. And you you provided a role model to us and to the kids and the community about even beyond your culture is being grateful and thank you. Well, we'll move on to um item nine, committee reports and commissioner updates, and we'll start down with Commissioner Brekie. >> Thank you, Mr. Chair. Um, our last board meeting was December 16th and we had a workshop after that board meeting. Um, that afternoon I also had my monthly meeting with county administrator Leslie Vermillion. Um, December 17th had a meeting with Molly Bruner about the state community supervision advisory committee just touching base to making sure we're representing counties and looking out for um additional costs as we make those rules around community corrections. Um December 17th had a Niko, SNAP, and HR1 implementation call. Um it's these calls are happening a couple times a month really just to hear what other states how they're dealing with some of the new requirements, trying to get ideas for how to do what we need to do with these additional checks without without burdening staff or or finding just trying to brainstorm and find better ways to do that. December 18th had uh the Scott County Community Corrections Advisory Board meeting. Um December 18th had a county state um ICS, which is incident command steering committee meeting about the um human services issues. Also had NAO human services and education monthly call that day. And then finally on December 18th had the state long-term services and supports advisory council meeting. December 19th had scale executive committee meeting. Um December 22nd was the state community supervision advisory committee meeting. Also on December 22nd was the Bell Plain Library expansion ribbon cutting. Um many of of my colleagues were there. It's a very very nice expansion and I think it's definitely something to celebrate because um all of the funding almost all of the funding came from a state grant as well as um the Bellplane Friends of the Library non nonprofit um contribution and it it made a humongous difference at that library. Um really fun to see. Um, also December 22nd had our quarterly meeting with the mayor of Jordan, the city administrator and council member whips and the county administrator just hearing about um, you know, current development plans uh, in Jordan. And then January 5th, I had CAP finance committee meeting and that's the end of my report, Mr. Chair. >> Thank you, Commissioner Wolf. >> Thank you, Mr. Chair. the 17th uh met with Credit River uh for a quarterly meeting that evening had the mosquito control uh guess they call that the truth and taxation meeting on the 18th I'll go new market have a short meeting on the 22nd uh as uh commissioner Bucky mentioned the Bell Plane Library ribbon cutting uh very nice space uh and uh um on the 23rd had a meeting with some administration folks that's my report >> thank catch your beer. >> Thank you very much. Excuse me. On the 16th had a constituent meeting with a fellow by the name of Gary Shelton. Um got a couple phone calls and a text and so we set up a time to talk. On the 17th uh MMCD was talked about our truth and taxation for that particular for 2025. on the 19th also had a constituent meeting uh with an individual Shaina Ror lives in Jordan but has a a app called Liftup and was just really intrigued by the possibilities and so I I think he had attended our round table I believe and so I which I was not able to be there due to a previous engagement literally um so wanted to understand that more learn more about it we talked about it in the context of fish just as contextual just like what ifs and like by the time I left the meeting uh had a mockup of what it could look like just a just kind of a you know literally a mockup page. So lots of possibilities on how we could um partner with them. So which is a huge uh opportunity for we're always looking for partners that we can partner with that can do be the hands and feet to folks um and bring about hope and transformation in new and amazing ways. So um with guardrails of course and accountability and all of those things. 22nd was talked about the Bellplane ribbon cutting. You know what the libraries look like these days? You know, they're not the libraries of yestery year. And and I feel like there's even a little bit more emphasis on them when you get into the um I don't want to say rural, but rural rural areas of the county, rural areas of the state, rural areas. Um and and it's used more than just books and library of things and this meeting space. And uh the mayor was there as well uh to do a presentation. And so I think it was really um embraced by not only the town but as Commissioner Wmani talked about be able to have state funding to be able to put that in place. Win-winwin. On the 23rd had a coffee talk with Prior Lake mayor. Feel like we always have these seasonal gettogethers which always need to keep open lines of communication with all of our partners. Uh I I I wrote down 12 242 right amazing Christmas. Hoping we all had that. Try to carry that with my heart. I did I did remove the Christmas ornament because we're in a new year, but I'm still thinking about Christmas 2026. Uh and this morning, uh hosted the new employee welcome. Um and they talked about um their organization for next year. Um Bruce Looney is is going to stay on as president of that organization. Um December 16th I attended the Shakp City Council meeting. Um December 17th was the lower Minnesota W River Watershed District meeting. December 18th I went to the ProAct Christmas event where individuals with um who go to Proact um were celebrating Christmas. Um it was great to see that group of our community and and it was really I'll say joyous event. Um December 19th was the AMC solid waste working group. Um and we discussed um some topics that we want to proceed with in 2026. Um December 22nd was the Bellplane Library ribbon cutting event that's already been discussed. In December 30th, I met with Brad Davis and we went um discussed the comprehensive plan for 20 2050. Um and that's starting this year. So some of that >> um yeah 2050. Yep. Um that's all I have. Thank you. >> Thank you. >> My report is as follows. On the 17th I attended the Minnesota Valley Transit Authority board meeting. The 19th scale exec. the fifth, a meeting with the deputy county attorney, Katie Anderson. Um, and the sixth, the new employee orientation. I do want to comment on it wasn't actually a meeting as such, although it's been a lot of conversations with Leslie and others related to the historical society. My >> my brother-in-law is actually a key person in the Bloomington Historical Society. And then I've also um been looking at the Adina Historical Society and Bonsson ideas off of Leslie. But one thing that I thought was pretty interesting is for the support that the Bloomington uh Historical Society gets, they're required to put eight programs on a year. So they get the support, but eight programs have to be produced each year. And I thought, that sounds like a maybe a good concept, you know, and I've been bouncing off program ideas um with Leslie and so forth. But like even today, you know, you one program could be different cultures in Scott County or you could do a different culture is one program or or all the different cultures is one program. You know, it could be many programs. So there's but there's lots of ideas there. Uh but I think that might be something we want to look at is with what the support they get, what what are we requiring back or asking back? I I don't know. It's worth considering I would say. Um, Fish, we're we're starting the process of looking for a new director. Um, Bethany Chernholm has moved on with a different position. We thought we had a candidate, but um ends up that's not going to work out as a U at least so far doesn't seem like it will. Uh, so we're kind of starting with square square one here. So in January with the fish director position. Um, so that's a concerning item for me and probably for everybody. Um, anyhow, we're on to now um, county administrator update. >> Uh, thank you, Mr. Chairman. I heard Commissioner Beer go when Commissioner Brennan mentioned the 2050 comp plan. Can you imagine how I feel when the first one that I utilized was the 2000 comp plan, Commissioner Beer? So, that tells you something. Um, I want to thank the facility staff as well because they make it possible for folks to use this building after. So, Troy and his crew do a really good job of that and making it accessible and available. And then um we had a great meeting with uh the executive director of Bowser um regarding the lower min and um maybe Commissioner Wolf remembers Mr. B uh the river the bigger river. He you and Commissioner Hennon I think maybe participated on that at one point. Um, but we did have a discussion on the Minnesota River and how important it is to the Scott board and the Carver board and the Dakota board, but is there a better way to look at it than putting all of that pressure just on the three or four counties in the metro area? And so he has sent several ideas forward, how the Red River um has done some work and some other concepts. Um, Commissioner Brennan, I think, should be a researcher. Doug got one of the um old plans from Mr. B. And so Brad is going to take a look at that as well, but we'll be bringing forward several ideas, I think, to our joint meeting with Carver County here at the end of January. And then, um, finally, uh, Commissioner Olrich has been very engaged in the historical society. Jake and I just had a discussion yesterday. It's one of the few nonprofits that we don't have a contract for, and what do we expect for those dollars? And as we've been doing some research on smaller museums um or historical societies throughout the state, many of them do see most of their interactions from programming versus just coming to a museum and special types of events. So I think that is one thing we bring forward when the nonprofits come in to meet with you in April again that maybe we talk about a contract that talks about, you know, maybe the museum shouldn't be open so many hours. I mean, it's their board's decision, but are there some programming that you expect that would bring people in and create some interest? So, um, I think that's one of the things we'll be bringing forward when we meet with the nonprofits again. So, yes, we are following up on that as well. And that's the end of my report, Mr. Chairman.
