with liy and justice for all all right good evening welcome everybody it's great to see a full house here uh next on our agenda is uh item 3.1 our saber Pride um and these are our National Merit semi finalists and commended students and here to present is Eric Hilman our high potential and Innovative programs coordinator and a district coordinator welcome have our join me right here you're the people we really want to see in honor and then also Mr kcki is with us here tonight as Welling High School um so it is my distinct pleasure to honor all three of these students tonight and all seven of our students we actually just got the names of our commended students literally earlier today in the mail so that's why we couldn't invite them here tonight with that quick turnar around but um these three students absolutely continue our uh wonderful tradition uh that Jeff has been supporting and helping to grow our National Merit program so um this a special year because uh some of these students I've known since they were elementary kids um when I was the high potential teacher at Jackson I actually got to work with and teach Kyle for four years so that's really fun to now kind of see the full picture come to verition so we're thrilled for them um one thing if you're not familiar with the national maror program is every year students take um the Pat in their junior year and it's based off of those scores from their junior years that will qualify them as commended or semi-finalist um of all the thousands hundreds of thousands of students all over the world that take the test the top 50,000 then go on to be either commended or semi-finalist and of those 50,000 the top 16,000 in the entire world become the semi-finalists and then we kind of help them through the process filling on all sorts of fun paperwork and essays to apply to be hopefully finalists so hopefully this spring we'll be back to recognize three finalists I was just I was we were in the other room and I was I was you looking at their names I told him I said you know I went into your uh I went and looked at the schedules and and you look at your cours workk over the course course of four years and the course selection and and the rigor um just really demonstration the dedication and and the hard work um I can guarantee you it did not match my course selection when I was in school um I know that probably shocks you as your principal but uh but no just uh this this is a big deal and we wanted to make sure we properly cele so congratulations to the three of you congratulations parents and yeah we're just very proud of you great [Applause] work and if any family members want to come take a picture while I do feel here right middle con keep doing great things [Music] next on our the next item on the agenda next on our agenda is item six our consent items we have Personnel items approval of previous Schoolboard meeting minutes bills and authorizations wires uh overnight field trip request and then also approval of donations and we're doing a little bit of a change for the uh the consent agenda going forward when we have donations uh we need to do a resolution for the section item 7.1 is uh our attendance specialist and Scott County Park partnership and uh we have our assistant superintendent Jim mosich here as well as Ray Betton the LTE Equity supervisor and mine hill our attendance specialist Cher Smith uh Dr Rond members of the board uh and for the record raise in transit right now so we should have had the football helmet perfect Tim so sorry no worries thank you uh we like to start tonight by highlighting our telling Vision um and pointing out that one of our goals of the district is to make sure that all of our systems measurably work for each and every student and I would argue in the area of student attendance there's no there's no area with a greater need for us to to be engaging in this work um ironically it was 11 months ago today that we had our joint board meeting with Scott County and um when I think back on that night um you know I can't thank you enough for for taking the time to and and making the time to have that happen because it was a real opportunity for us to align um ourselves around shared goals shared objectives um and really start to put our our vision together with them to see how we could support one another um one of the things that came out of this was talk uh with the county around the shared goal of how do we increase student attendance in in all of our schools um since that time there have been a number of meetings and we've had a a work group uh that I was a part of we had Micki Conway who's in the audience today tonight who helped support from the county end uh to make sure that they were represented and she brought a number of people to the table along with our administrators to talk about how do we align systems um how do we share definitions how do we figure out what the different programming options are for students and ultimately um it led to the funding by Scott County of um the young woman next to me mat Hill who is our new attendance specialist and you'll be hearing from her momentarily um about our work and I can't I can't say enough about the you know the work around aligning you know both expectations um and just the streamlining of resources to make sure that um we weren't doing things we thought the county wanted um when really we'd never asked the county if they wanted them and the county um and making sure that we were in fact taking the steps that the county um you know would like to see us take in order to to maximize resources and make sure that we were doing everything we can to get our students um into into class um one of the things things that I would would highlight uh when we talk about enhancing practices and procedures um we've now started having joint meetings with the county where our administrators meet with their staff um we have conversations about what we're seeing what the needs are and what the programming options are you're going to be heing a little bit about path and pass um which are two uh County funded options where students and families that are having a difficult time getting to school can be referred um and they provide supports um within that we we as a school district also have an MTS system which you hear about from time to time um it includes a data dashboard um so we we know when different students are not in school and we have tier one and tier two interventions um where teachers are involved counselors are are involved administrators are involved making those phone calls to students and families asking them what the barriers to attendance are encouraging them to come and being as supportive as as possible um I would also say that we've also uh really looked at identified and we're working to address disparities in attendance um we recognize that our students of color are often over referred um uh in attendance issues and we do believe that is a systemic problem to some degree um and we are working to to better align what are excused absences what are unexcused absences and how are we supporting families and communicating with the school when students in fact can't attend and uh I was in a a hearing today a virtual hearing um with Minnesota state representatives who are addressing this issue and everything that I'm talking about is not only Statewide but it's Nationwide um we we talked about the disparities um we talked about the needs to get students back in school and we talked about programming and I really feel like the work that we're doing right now um with Scott County aligns um extremely well to what provision is both Statewide in Minnesota and Nationwide as we attempt to get students uh to attend school more regularly um as as the years go on as we move away from Co um other pieces I would highlight um that that we're working on this year is how do we message families um you know how do we we put out uh to families that hey it's okay to send your kids to school with a with a cold or a sniffle or those types of things some of the things that we ask them to keep their children home with during the pandemic um you know how do we continue to message parents that having your child log into Canvas OR ceesa is not as effective as having them in the classroom and again um that's something that mat will talk a little bit about in the work that she's doing um one thing I would would highlight um before I turn this presentation over is um mine is working with um with Ry and the equity team um when we looked at the needs around attendance when we looked at the disparities and when we looked at the work that reay's already doing with check and connect and some of the other programs um that he has to support students who are in school it really seemed like a natural enhancement and we also wanted to make sure that meline had access to our Cultural Family Liaisons so that we weren't saying well wait a minute this family is going to be difficult to reach out to U because they speak Spanish they speak Somali or or something of that nature and so we really wanted to invest with that team so that she um she can work quickly and effectively to make sure that we are meeting the needs of of students from different from different backgrounds so uh Ray and mine are now going to talk a little bit about um the structure of the program um what they're doing and and how they are uh coordinating with the Family Resource Center and other groups in town to make sure that we have a a full safety net for all of our families all right well uh welcome and thank you um I'm sorry about being late but um you were right on time man oh man um M tell you a little bit about um when when Jim talked me about this position of an attendance engagement specialist um it something desperate desperately needed um in the district you know we picked the sixth seventh and eighth grade the middle school because we want this to be a preventative measure not a reactive measure you know high school has its issues right now uh with the tis we felt like you know putting at the six sth and E when these kids get into High School understanding how important didn't is is and letting our families know uh letting those students know we thought this would be a big hit um if you look at B's experience you know being a a special education resource teacher the one thing um with with that experience working with counselors social workers um families you know students of all different types um it is is is a big part of this and she's hit the ground since since day one um and what I mean by that is before school started um we gave her access to infiny campus and she was able to look at uh kids of Stu uh uh attendance rates and call some of those families of the schools you know from east and west to get them to open houses you know with that inviting voice like hey we we need you here da da you know come on out and um and that was that's that that proactive measur and and how she reached out to families brand new to the district not waiting to say hey you need to do these things um she cares you know she truly cares um working with Nikki halber Nikki Conway at the Family Resource Center um having the space there working with the county um she's already made an impact there as well so um having her at meetings our Equity specialist meetings um and just talking about um how we're building this plane and flying at the same time and the ideas that she's going to tell you some of the things that she's doing is awesome um been a big hit and and I you know you wish you could clone her 10 times over because it's needed right and you know we always take attendance for granted you know hey you know you get up and you go to school and we know that you know it's not as easy for some right and so uh with that I'm have now and talk a little bit about so welcome that one H I'm about yeah of course and thank you Ray appreciate the introduction uh nice to everybody thanks for having me here um so on this slide I'm going to go into more detail about what the day-to-day looks like uh as an attendance engagement specialist um so I am in charge of managing a case load of specific students who are uh considered chronically trunk um I'm working with students who are showing up to school 60% of the time or less um just like Jim and Ray said that this position is meant to be preventative not active so we're not going to be waiting till students are showing up 50% of the time or 30% of the time we're going to start working with students who are um showing up 60% of the time or less because we want to start working with them and we don't want these um these absences to become a pattern um so that's why we're starting with that 60% Mark um and when for these students I get these students from the weekly attendance meetings at both West Middle School um at these meetings we determined um uh who was considered um chronically absent they get added to my case load uh from there I check in with the appropriate School staff to get some background on the student to see what's what's been done in the past to address their attendance concerns um from there I check in with the family to see what's going on at home to hear the family side of things um as well as the student as well um once I've had a chance to connect with uh School staff and U the family and student um I take that information I head on over to the county and I figure out I work with the county to figure out what resources could best fit this uh situation so uh some of those resources include but not limited to uh Treehouse we got the calaso group Nami um those are resources that I plan on connecting my families to as well as uh the school um so you know after I touchbased with the family touchbased with the school touchbased with the county I take my drafted plan and I schedule a meeting with the family uh the student uh appropriate School staff members and in that meeting we create an official attendance plan um that addresses the identified barriers and then in that meeting we also schedule followup meetings so we can uh review the progress towards that attendance plan um you know make any changes to it add things take things away depending on what's needed um and in the meantime in between that initial meeting and these followup meetings I'm also connecting with uh the family and the student on a regular basis checking in to make sure they have what they need um checking in to see if they got any questions support in general so um that's that's what uh it looks like to have a student added to my case load yeah and I also wait can you go back so side second thank you appreciate it um I'm also working with um the Middle School building admin to Define clear processes and expectations around attendance um and then also I'm working with Communications to uh provide proactive messaging to students and families about the importance of getting to school and how um important that is you know the more student is in school the more days a student is present the more likely they are to graduate so we just really really want um to push that message to families especially after um you know our time with Co we want to make sure we're getting back on track with that appreciate you uh so uh my goal here as an attendance engagement specialist is once that barrier to uh attendance has been identified I want to connect the family the student and the school with the appropriate resources needed to address that barrier um I also this this job it has this role it has uh another word in there engagement so about attendance but once that we've got that student back in the building and that student is consistently attending another part of my role here is to make sure that they're engaged so uh once that student is showing up consistently they're still on my case load and I'm still monitoring them to make sure that okay are they showing up to class on time are they are they doing their work okay that they're in the building but how can I uh still support them and make sure that they're getting the education that they need and they deser um you can think of me also as a bridge uh you know taking uh working with a family a student who um uh is chronically absent trying to get them supporting them and getting them back to school and helping make those connections in between um to address those barriers and um get them to where they need to be so I just say in closing thank you again for taking the time to reach out to Scott County and making the joint board meeting possible so that we can enhance this relationship I think a sign of of the work that's being done um earlier today we were supposed to testify in front of the legislative committee we actually got bumped to October 7th so now we have more time to prepare um I know the county will also be sharing with the association of Minnesota counties in December of all this program because there is Statewide interest in the work that we're doing so with that we'd open it up to any questions that you might have Mr first thank you for taking on this ding task um and I like how you said it you know it's it's more than just the attendance it's building you know that that engagement model as well uh something that we've talked about as a board in general what what does even attendance look like in terms of Are We being consistent right um in fact Jim brought up even use of Technology you know not that that you know that might be more of an enabler obviously we want kids in the building um but what would you say for this this chronic group you know attending 60% or less is is there like stepping stones at least get them to you know to check in online or what are some of those other you know barriers socioeconomic or whatever where do you is there a secret SAU that you think you can tap into so you know I think that's so you're wondering if technology so maybe like logging into canvas uh canvas or at least yeah at least doing something that represents kind of that academic you know I'm I'm just going through the motions right the the goal right is to get a get these kids in school right that's the best learning environment uh best opportunity for engagement the work that you've done with the check and connect I think that's amazing but it's like meet them kind of where they're at where where do you see kind of that how do you build up to I'm not going to school and all of a sudden like I want to be in school yeah I think you know depending on the student and depending on the the home situation um and depending on you know the students history I definitely think that's something to consider you know um you know like okay like you know our goal is to log in you know our goal ultimate goal is to get to school but in the meantime uh as we're working towards that goal let's for sure have you say like log into canvas like while you're at home the days you're at home um you know I think creating a plan that incorporate something like that is definitely doable um and I think I think it's just going to be a team decision and um it's going to depend on the situation I believe but I'm I'm not opposed to that sort of um incorporation if it makes sense for you know the situation in the family question um thanks and welcome to the district I don't think the board is formally um been introduce to you so I maybe we have but I'm not remembering that this will be she's only been with us since late August so this was our first OPP so welcome um my question is you talk about kids with less than 60% attendance do we know what percentage of our students at the middle school are um only going to school less than 60% I mean is there is it 1% is it I don't know at the top of my head but I I do have that information I can for you and meline has it as well she's working with Ford right now um Ford had measures in place we're making sure that we also have measures in place that we can share with the county because we recognize we'll be meeting with them in January to share progress update but I I'd be more than happy to get that to you my question is around you talk about case load um and what is that case loan what you know what's the maximum number of students that you can work with at one time or families that you can work with at one time um that's comfortable for you um and I guess that leads to how many students but you know is it 10 families is it 20 families yeah right right now we're envisioning 10 to 15 families a month or a week um who 10 to 15 uh for the whole school year so those would be students and families that I'm working with um throughout the course of the school year yeah part of what we want to be careful of is that we don't pull the service too quickly if mine or when mine is successful getting students back we want to continue to support the student in the school environment so that they can have a long-term relationship with school yeah and it would be interesting you know halfway through the year January February to have an update as to what you're seeing what's worked what hasn't worked um as part of the program for the first half of the year and are there some Trends or some themes that you're seeing that are running across multiple families that maybe that's a program that we need to implement or work with the county on that would help eliminate a barrier to get those kids to school whether it be I'm just going to use Transportation as an issue um you know is it working with MBTA to get bus service to help some of those kids or you know CC service that I think we still have in sh so just it would be interesting to see what are if there's any commonality or any themes that we're seeing that we could potentially help we we oh sorry we have this group tentatively planning to come back to the board meeting in May it's already on our presentation schedule I just kind of get you backing off of what you're saying for is like do we know yet what are some of the most common um drivers chronic shy I think if you're talking nationally I mean student mental health becomes one of them I think some of the access pieces that we're talking about I mean we have families where where um you know siblings are forced into roles where they have to support younger siblings things of that nature I think the problem we face as an organization is we don't necessarily have the time to dig into that um having someone like meline she can do that and I think once we get to that room cause then we can provide additional resources Beyond her and she's already highlighted what a number of those are and I think you know Transportation like you mentioned um you know it would also be in that bank it's want to mention like on behalf of the student population it's just I know I have a lot of friends not a lot but I have a lot of people at least I know that aren't able to come to school because of reasons that like they can't control and it's like not that they don't want to go to school it's just that they don't have that ability to and before it's like they didn't have that resource or that advocate for them to be able to get there especially when we have barriers such as speaking Spanish or being like farther away or just all all the kinds of barriers that are blocking the student to get to school and just I think it's great that you're here to help the kids like that I know want to get an education but simply just can't at the moment do whatever reason so I think it's just great thank you oh I appreciate that thank you I'll say welcome meln it's it's great to have you with us and we've you know we've been anticipating your arrival for a while now yeah it's was it you said 10 months since we had that Scott County meeting yeah that's yeah um I imagine you know everybody asked all the questions I had I imagine though you keep some interesting hours in that role right you're probably meeting with families that whatever whatever fits right yep yep definitely definitely um yeah you know families are working uh so definitely uh I've had to connect with families outside of the typical like Middle School hours um and that's fine you know that's um I knew that coming into this it's expected glad you I I would just you know again I'm applauding you know we've got Nikki here from the county that uh you know the uniqueness of what we're doing it's why they're being invited to testify at the state legislature and again I think you know yeah we want to help students get back on track as quickly as we can we're ALS also you know this a if if there was an easy simple solution to this chronic absenteeism across the country guess what people would already be doing it and so I think this is also a learning Endeavor and we're going to find you know some things maybe work more frequently or or if we can kind in different types of situations similar to the rest of our mtss you know for student learning um every student every family every situation is unique and they can change from day to day hour to hour minute to minute but uh very very excited that we're we're really instead of kind of sitting back as a county and as a a public school district kind of boning this we're we're taking action and we're going to learn a lot by doing that action which is going to make us even better at these type of interventions in the future so and we wanted to book in you know let's get meline in let's let's let's introduce her let's have this group come in and then we do want and if May's too late or whatever but we did purposely kind of book in the visits knowing that you know I anticipate you might want to hear more as you know how's it going this year so thank you thank you next on our agenda is a couple of action items uh first is 8.1 our par educator contract and here to present is Keith Gray our director of Human Resources welcome Keith good evening so um our our PA professional group has had their meeting to approve this contract so we're bringing it here tonight for you to consider um this group has a um both years are delayed implementation in terms of their salary increases changes to their schedule first year is 2% increase in the wage schedule second one is 3% increase to the wage schedule and then health insurance is effective immediately and their contract started in you know July although most employees don't start until September but the increase for health insurance is 3.1 and then uh in year two the increase is 4.5 MBA calculation of the total contract is 8.21 so to entertain any questions you have about it why the delay uh for the effective date till November 15 yeah part of it was to try to F it within a financial parameter and keep of uh this bargaining unit how many roughly uh drawn heare versus having it through another another so this group I thought you were going to ask me how many that's 26 I didn't look at how many insurance I did take a look at that um I think um I think it's around a 100 okay so so most fa Educators take a lot of people are interested in the insurance Keith will you just throw that in the wrap on Friday yeah I think that'd be great thank you for sure no I'm just going to say if there's no further questions I'd like to make a motion to approve the contract second the motion by Aldrich and a second by current District obligations and here to present is Bill maazi our Director of Finance welcome Bill thank you good evening conclude it up on the screen you will see a uh memo related to uh the preliminary approval for our truth and Taxation 2025 taxpayer obligations it's amazing to talk about the year 2025 at school district revenue for 2026 but believe it or not this is the first building block to our district budgeting for Levy Revenue in calendar year 2026 which is is just an amazing number um I'd like to go over the the uh memo here just in in brief form but I'll start by saying this is an annual process by where uh school districts recommend approval of their preliminary Levy for taxes payable in the following calendar year so what we're what we're doing here is we're talking about Levy uh for taxes payable for district taxpayers in calendar year 2025 and then District Revenue in fiscal year 2026 we're actually spanning three years we're talking about it here in 2024 for 2025 taxes payable Levy Revenue in 2026 uh this is an annual process and it is governed by Statute the statute is Minnesota statute 27565 uh and just to go over our timeline here we are talking about this tonight uh we are required to certify a proposed Levy to the county auditor and to the Department of Education uh by September 30th so if approve tonight I will submit a copy signed by the board clerk to both the mde and Scott County by our duty date um and the recommendation is always or almost always to certify the levy to the maximum which allows for adjustments of which there are often adjustments at the State Department of Education between right now and when the truth and Taxation presentation happens in December that's a very normal recurring process uh to account for those adjustments if we did not certified to the maximum we'd be locking into a certain dollar amount and therefore would not be able to change it uh for or adjustments that often due times uh do come in so after tonight uh as I mentioned a copy will go to mde into Scott County that copy will be what the county uses to generate uh estimated property tax statements that will be received by our tax pay payers in November and then lastly we will do a truth and Taxation presentation at the regular school board meeting or as part of the regular school board meeting on December 16th um so I think the or I don't think the recommendation for tonight is uh for the school board to approve the proposed Levy per taxes payable in 2025 at the maximum amount which will allow the district to submit that paperwork by the deadline I do want to make a mention I I did receive a question in the finance and Facilities committee meeting prior to the meeting tonight just sort of unpacking the difference between uh the preliminary Levy process process that we're recommending for approval tonight and the upcoming capital projects Levy which is on the November ballot and uh the short way to explain that is this is just our normal recurring business that we do every year uh the capital projects Levy is part of that process but it's part of our normal annual process that we're required by Statute to do the capital projects Levy that taxpayers will see on the November ballot is is a renewal to continue an existing Levy that is currently in place and so the two are certainly related the capital projects Levy is part of our annual process what the taxpayers are going to see in November is a vote to continue that Levy that's currently in place for another 10 years so just wanted to provide a little bit of clarity on that uh with that I'd be happy to take any questions if you would have them no I'll look for December when to ask that question I'll make a motion to approve I'll second we items first of which is item 9.1 uh first reading of policies and uh we have Chad Johnson to present hey there um so as I mentioned on our last meeting um we're we've gotten to a point where um once we have approved all of this uh set of changes all of our our entire policy Library will have been reviewed within the past 5 years so you can see on this list a lot of these are listed as no changes um so they're just there to say that we've reviewed them so that we can say that we've reviewed everything um other than that uh if I am remembering the policy meeting correctly I don't think there are any major changes in here somebody can check so as usual we don't um actually before will to read all these alloud here this is just the first time we're introducing them to the whole board so I would ask uh when you have some time uh at home or elsewhere um if you can read through um and make sure you understand the changes that are in here so that you can talk about any questions in the second reading and then um vote for approval in November Chad I could just expand on that too so we did talk about 518 there was a unique case in the district that had that time frame um the recommendation is to go back to the msba policy um just to more align at that level uh and then interestingly enough the last one policy 910 there isn't the sample policy uh this speaks to volunteer guidelines um so MBA doesn't have one so this was essentially some neighboring districts have done we talked about that as well and we had special attendee as well the policy introduce any you talk about I mean I particularly admir the policy with um getting identification or not getting rid of but like decreasing the amount of barriers you have to um other paperwork you have to do before um you can volunteer as a parent for educational initiatives and events um I think that's a very inclusive policy especially in terms of say you're a parent here in America on a Visa um you do not have a Social Security number you do not have a green card or any like identification um paperwork besides it's driver's license but you're still you know good citizen you AR a criminal whatever um so being inclusive in that sense and letting these parents participate in events that their kids are very passionate about I think it's a good good setep to becoming more inclusive and more aware of what our for question Chad like after November when we would approve how often would we be reviewing these policies and if there's any policy updates does it come from msba or I'm just kind of curious so yeah so they generally come from um like whenever msba gives out guidance for they're if they if they've updated their model policies then they kind of push that to us to say we would advise you also change these so it's kind of um as they come and then I expect now that we're like fully refreshed then the next set would be like okay then what are the what are the ones that are 5 years old that are due for review again and if I can add one more that there are some polies that are to be reviewed even if they don't change certifi that and then the policy if I'm not mistaken drer B in and actually Tiffany will you click on where it says Master spreadsheet kind of the top left of that because that kind of our running spreadsheet of all the policies that we have and it'll say when they've been most recently renewed and to Tim's Point um you got the right one if you scroll down some of those are in bold like those are annual that we have an obligation to update those every year the others you know there's a column that says District action and so msba typically operates based on the legislature gives us updates or if a court precedent changes so we we get uh those In Waves sometimes big waves sometimes small waves and then uh I just really love the trajectory of the policy committee that we were able to take a look now um did some additional work with uh anything that was more than 5 years old so which I think puts us exactly where we should be it's a great improvement over uh where things started when you when you joined the district yes any other questions or discussion thank you chair next on our agenda is item 9.2 our first public notice of special election for the capital projects Levy renewal and our director of communications and strategic development Tiffany Olson will present thank you chair SM this is a informational item not action as you've noted we just want to ensure that the board is continually up to date uh back in June when the renewal of the capital projects Levy was approved by board there was also approval as part of that resolution to make the necessary notices and take action as you need to as part of a special election that's being held in a general election with that comes two notices that are Point Public Notices to ensure that again the information is out there for those that are voting since this is a special election as part of a general election so what that means um back in the day that was the newspaper but now there's some other processes that we have you'll see actually as you leave today this is posted in our front window this notice is well before when it's actually due by Statute but there's also notification that goes to the county um and then mde and and other folks just to ensure that all parties are aware of what's on the ballot there's a second notice that you'll see coming up I believe we have it slated for the October board meeting and again this is just letting you following all of our obligations they are nicely outlined um for us and uh you'll hear soon from Dr Redmond about another notice that went out which is a notice of special election which is mailed to all taxpayers so this is called again a public notice not a mail notice and this will be posted in the library if it's not already it's on our front do it's on our websit and then as I said we notify the other two parties the county and mte um with this as well and I'd be happy to to share any questions or the election knowledge I've learned along the way about all of these required postings that we do just thank you for keeping it all straight there's a lot of uh a lot of details' always been Dr Redmond seems to have a liing for with as well so we enjoy looking at those shirts so we we make a good team you all have to get out now now that we know the president-elect of msba quite well well um one of the things that we've run into and it's fascinating now operating levies not quite to the degree but you know we'll reach out to attorneys and we'll get differing opinions and it would be really nice to have just you know 10 years years ago there was actually a law firm that would basically create an annual guide do this this this this and this and here you know and now it's it seems like when we ask those questions somebody creates it every year so so we've been reaching out to folks who've run capital projects levies in the last handful of years hey will you send us your you know your notice of special election will you send us um that might be something I'd be interested maybe working with Terry Marrow or somebody at msba just because I think we could have a you know that that's a big part of if there was a resource that you want hey they're keeping this up from year to year um and I think they do but kind of in general ways where somebody really to be real specific would be super helpful yeah no I appreciate that thank you but yes Tiffany is phenomenal at this and it is a thankless task um but it's like just following that checklist either and it should be to be quite honest thank you jeffan next on our agenda is item 9.3 capital projects Levy renewal update and Dr Redmond will present yeah we got a lot of these slides kind of put to to memory and I won't uh I won't read all of them I'm going to kind of I'm going to do some rolling through if you want I can stop and read these but u a lot of these seen this one's new this one we actually want to hit this uh the video that's been put together to provide a environment and quity instruction thank you [Music] thanks to the sh Community our schools have been able to provide a safe environment and quality instructions for all students since a capital projects Levy also known as a safety and Technology Levy was approved in 2015 this Levy provides revenue for School Safety and Security technology devices and essential learning tools across the district on the November balance the Shak Community will be asked to Ren the existing safety and Technology l that is set to expire the renewal request would continue the same Levy at the same tax rate in terms for another 10 years allowing Shaka to continue providing critical safety support for all students learn more about Shak safety Andy and then as we roll through a lot of these I think you're familiar with these slides get to slide 11 and we'll pause and this is slide 11 and again that's shako techren new.org uh that that leads you to our website uh our capital projects Levy information lots of great stuff there um we appreciate the work of Brian drose and the tech team we appreciate banazi and the finance team lots of things there uh some items translated into smile and Spanish uh that notice of special election is you know on this slide too so again lots of information happy to share that uh we' got a a second Community Forum on October 9th at 5:30 p.m. at the studio theater at the high school and the last slide if you want it on your own time it's about six minutes there's a video um kind of a mashup of uh kind of that first forum and other information so um unless there's any questions that's that's uh capital projects Levy update and early voting is started what question and uh Jo I think you had asked us the last time we talked about this do we know where the question is going to align because the sample ballot was out is it going to be on the back out now it I haven't looked at the yeah the early originally it was going to be then there was some talk of moving into the front did they ever do that uh I we don't get the formal notification uh the county has said that they were going to recommend that they move uh not just ours but any there's other capital projects that would be Burnsville prior L to the front if possible so they're not just on the back with the judges but I actually would have to check and see where that ended up but the county was trying to ensure equal space most of the ballots had a lot of empty space on them so they were working for visibility but I do not know definitively I'll have to do my homework maybe do some early voting I'm looking right now all right good thanks all right thank you Dr R thank you um next on our agenda is item 9.4 superintendent goals um so after our our last uh uh full meeting of this group the the the Personnel committee um had a a uh another meeting just just to discuss goals and these have been kind of a work in progress um up to this point and based on feedback this is uh what we've come up with you can see on on the the uh the first page there is the top priority goals and we've got three and um you know like input from from Caroline and chrisy but we uh we really wanted to come up with with a measurable goals that fit with the district's vision and priorities that that you know the school board has developed over our time um is looking at the uh you know the longitudinal data that we've corrected and and we've collected now and we want to come up with goals that that fit into that that uh we could we could measure so this is uh what we've developed from that this is an informational item so uh this is for your benefit you the link is in the uh the agenda if you want to look at it so we've got the three primary that are measurable and then additional goals uh beyond that um I Dr Reb do you have any thoughts on that um I I number one I just I really appreciate the discussion that we've had around this and if you scroll back to the the first one um I I sure sure hope that uh that attendance group that we heard is very successful because that is uh where they're beginning to work and again this is that part if we're well aligned as a district you know the board provides governance they obviously hire a superintendent to manage the district and uh coordinate a leadership team and lots of other things and it it really feels like we've got growing Synergy between our Schoolboard superintendent that series of performance measures and then the actions that take you know I mean you can't you can't just snap your finger and go hey you know we're going to have a partnership with the county and we're going to do some Unique Kind of creative things um in terms of attendance but the the work that we've done before with the performance measures is truly from our prior you know our priorities and vision and so we we're always kind of shaping those and then you know grabbing these top priority goals you know we got the Middle School attendance if we go to the second one it's about and we scroll down a little bit it's about that comprehensive literacy framework which is an enormous systemic change but even with that you know we've shared that goal um you know there's a 60% marker on fastbridge for grades 1 to five in both math and literacy we're we're below that uh last year um I I know that we you know we're not going to have everything perfectly implemented uh but you know the message is you know hey we believe we should reach 60% this school year uh and then begin to set even Higher Goals and right now we're below that number and then we've been tracking you know the onrack to graduate type of things at the high school uh and building that in and some of the other goals you know go right back to that vision and priorities the fourth one you know student participation in challenging courses is taking a measure of different subgroups and going all right if they had the same average as we had the average for all of our students you know what would that look like um and putting that out there and participation in activities and you know then some other things financial and uh stuff that we're we're always working on but again to just be clear that we didn't get to the fund balance we wanted to achieve and now we're done and we just won't pay any attention to that sustaining that is is a key part heart and uh you know an assessment for learning uh and I believe we're we're doing the right work um you know and it uh again this takes you know you've seen that inverted pyramid with students on top there are a lot of people um doing great work to try to move you know our student learning forward uh and having a board that is uh coordinated having great discussions and able to send a very clear message as to what our priorities are what we're looking at at this table when we do board development that carries that carries some Authority and and and it's clear and I appreciate that and that's that doesn't always happen in every school district and then we're going to continue to report out on those at our board development meetings or more often and so um I'm happy to be part of that work and certainly uh you know I tend to be pretty gold driven and future driven and want to be better tomorrow driven than I am today and um you know not always successful and it drives me nuts when I'm not so we'll continue to try to be better tomorrow than I am today I think if you um for those board members that have been on the board for a while um we kind of started with setting those priorities and then from there we went to setting the benchmarks last last year with where should we be um and then evaluate it based on that and now this year taking it to the next level of we have those benchmarks we've been Ford and Dr Redmond have been reporting back to us um on an annual or even twice a year of where we're at with some of those numbers four times okay and now this year with the goals then to be more specific um from an from from a Schoolboard perspective helping us ensure that we have accountability to the superintendent and that we're holding the superintendent accountable to help us get to the goals and the only way to do that is to be measurable so that's how this came to be and if I could expand on that I go back to 2019 where I think it was like the Strategic plan or what was it like these are things that the school is going to do anyway like those aren't goals right that's that's more operational and I I Echo everything Christy said about how you lead up to this i' also say it takes incredible courage to put it in writing and to say this is what good looks like um you know so uh kudos for collaborating and and bringing this together but I think it certainly represents where we want to go as a district Caroline have anys um I thought this was really great work in Partnership and creating some goals with metrics it and and the metrics are solid these are not you know they're decent goals they're not anything that is too outlandish that there's no possible way you could hit it um Jesus see we even have outside interest in my performance measures that's [Laughter] awesome and it's not even October um I'll just stop right there then I have no idea what I was going to say but these are these are great we we allow that kid a thanks K I want a puse like that on my wife all right thank thank you everybody awesome great uh next up is a uh is item 9.5 District update and Dr RB will present yeah just giving an update of some of the things uh that we're been working on especially recently we held our uh you know we do a monthly systemic structures meeting the first one uh was September 11th and we were over at imagine and so got a little information there again I think when we're trying to connect with our community and uh even you know you get kind of a taste or an introduction to how other other businesses operate how they do things is just fantastic learning and so uh little note in the bottom left or actually there's a focus and one of the one of the things was you know really want to be conscious of taking action and being accountable for progress and so we are now spiraling the things that we've been working on some of them since last year back into the meetings things from the first meeting into the second meeting and and actually wanted you know one of the first activities was to have leaders reflect on their previous systems work because sometimes we forget the work that we've been doing and the successes we've had and one of the greatest motivations is to see that progress and so we started there uh we you know dealt with the community connections and then the main topic was really a system of student attendance but a a real targeted part of that system was the focus and that was consistency in creating student um discipline reports in Infinite Campus which you know they kind of tie together there um in some ways so um again that that leadership you know tying these things together the compelling vision and actually building sustain you know supporting systems and structures uh in instructional leadership and so we've got our our first district you know monthly um um sorry I'm getting jumbled up our first monthly instructional leadership meeting is September 27th that'll be at Jackson uh and then last week you know something we started doing last year where our different teams our cabinet members Finance Human Resources Communications Etc uh We've set up where they have 10 visits to go out to to the 10 different uh school buildings or learning sites across our district and and and when you're in person I think you connect differently and and we're trying to build on you know last year we started doing it uh lots of different examples of hey that really worked well that was great learning that helped us to serve the rest of the district better so you know shared that amongst the different groups uh and did similar with hey that didn't work as well let's quit doing that what are we trying to do and so uh just wanted to let you know that that had kicked off and the instructional leadership will will kick off uh later this week um lots of days of recognition this came from our Communications Department but uh just again School Board appreciation month I know that was a topic at our first meeting this month but uh we still appreciate you two weeks later so thank you for what you do you know there's a international literacy day uh Hispanic Heritage Month began September 15th uh really want to thank our it professionals uh they do just great work often kind of you know behind the scenes unrecognized they have a kind of an interesting life as long as the Wi-Fi and all those things are working just fine hey nobody really thinks about it when they're not Bo they they uh they think about it uh quite loudly sometimes uh but uh our folks do a great job and couple other things national teacher assistance day coming up here uh shortly and all the days are great days to be a saber so uh Community connections we were the uh host that gets kind of shifted around at scale uh um and so that was that was enjoyable to share you know what's going on in Shak public schools with a wider audience there uh the Alumni Association uh has their Hall of Fame celebration and homecoming activities on October 4th they're actually going to bring back a social I believe it's the Saturday after Thanksgiving um kind of an alumni deal um and then couple more school events uh you know uh still here in September the the fun run at Sweeny a ninth grade fall uh event uh redo picnic on the 27th and then something that uh this is part of that partnership and and being connected and trying to figure out you know hey how do how do we all play different roles in making our community as successful as it can be we have a company and and the City of Shak has been very excited you know that GN is is coming to shaped and if you get a chance there's an article there Google uh incredible company International headquarters are in Copenhagen uh but doing great work in uh you know hearing aids and then other you know other devices that uh use sound or replicate sound uh and they're coming in they're they're getting their uh you know their us uh headquarters ready which is in Shaka and I'm kind of looking at Jesse to confirm but uh I believe they're talking about 600 employees moving into the Shaka area the first uh kind of folks may be coming from Bloomington Minnesota and then future phases from Arizona and California I believe and we thought well wait a second if people are bringing their employees onto their new campus kind of show them around town how about the school district will show up because there's a family day I think on the Saturday of of that uh October 12th uh and and just sort of you know say hey we're here to serve you as well we'd love to get to know you I thought it was really cool you know a lot of times we talk as a school district that hey the families in our district speak 80 languages uh the number I that was shared with me that the uh the 600 employees for GN speak 47 languages so I'm like hey I think we're going to get along great but let's uh you know let's figure out how we can help uh folks who are making a transition and welcome them to our community and it might even be something that we then sort of develop as hey you know we have this aailable to offer to to help support uh some of the great work going on at the city of Shaka and others in our community uh who are really helping us you know in terms of economic vitality and having great jobs and opportunities uh for our community to continue continue to thrive and grow so um Dr Redmond yes sir will they occupy Shutterfly bu yes and they're painting it it's getting all set up they're they're painting it yes so W yeah it's my next I walk there on bike ah okay yeah yeah so that's my brief although I didn't expect to talk quite that long in that last slide I'm pretty excited about this GN thing awesome so they will come the employee I don't think they're expected to open till 2025 because they still have a bunch of renovations to do this kind of taking a look at the house while it's being built and painted and set up a little bit so yeah all right thank you uh next up on our agenda is item 10 committee reports and other information uh start down here sha um I mean circling back to the homecoming talk I am part of First's dance committee iing it this year and there has been a lot of excitement happening especially with the under classman um and it's exciting to see that the not necessarily the Legacy but like the work that Administration is doing right now to maintain newcoming um it's it's going going to be carried forward forward among the student body um also we have been registering for our AP exams their pet so yeah we school is getting started you can really feel the vibe among the teachers the energy yeah great thank you Caroline I don't have any um committee reports uh we are meeting with Community engagement here on October 28 21 22nd actually it's a Tuesday and um and then you know we met for personnel about the goals Michelle do have a big announcement so as you all know I ciliated with Association of Latin American students and we are holding our first ever annual celebration heritage month and that's take place at the high school will be from oh my gosh 5:30 to 8 called Fiesta Latina which just means Hispanic Latina party and it is October 9th from 5:30 to 8 there will be food there going to be games we're hiring performers and every Everything of course will be free we just want to highlight and celebrate Hispanic culture from all over Latin America and of course I just want to say everyone here is invited to come and should come because if you're ready to dance eat good food you guys should definitely come by it so I don't think dancing for me but at eating food lots of food no you don't lots of food yeah that sounds amazing yeah so come by and eat it up I don't want to have any leftover than you Michelle M sorry Michelle you said that was October 9th yes Wednesday come to the Forum and then yeah sa for the party I like or go to the party first either way perfect per well as mentioned earlier we had the finance and Facilities meeting today reviewed um you know the the Lev information that bill presented um so nothing more in that space uh over the weekend uh we're about halfway through the M Bike Race season now uh had a race at theer worth park the weather was incredible it's always amazing to see these student athletes perform at a high level we've got here one of them was here tonight yeah uh so um it was just great to be part of that Christie I made notes so if want get ready because it's only 710 that's right everybody get it back page um no um just the uh I missed the last board meeting because I was in Washington DC and I thought it'd be good to just give an update on what we did and we did meet with nine of our uh Congressional offices while we were out there talking about um funding and issues related to um idea which is special education funding um it will be 50 next year that legislation and so one of the things we asked for was can we get to 50% of the funding that you're supposed to give us instead of the 10 or 12% that you're giving us of the 40% um and so most of the inota Congressional members um are supportive of that bill um and so we have really good discussions about that um another one we talked about was um Broadband connectivity um and cyber security there was a lot of discussion in regards to cyber security on Monday um before we went to the capital and met with our Congressional members there was a conference and the uh member of the FCC came and presented and talked about cyber security and the importance and some programs that they're hopefully going to try to get funded to help school districts there is a grant which I think I shared with Dr Redmond that just opened up for applications for cyber security I think there's $200 million available for school districts um over a threeyear uh period uh another one was school lunch um obviously Minnesota is fully funded but yet there are still some things with uh school lunch that from a federal level with the free uh the forms that still need to be submitted um and then just just for your information the nutrition Bill actually is not part of the education bill it's part of the egg Bill and there isn't an egg bill right now that's been approved so had a lot of conversations around that and then attendance we were asked a lot of questions about attendance and what we were seeing in our districts by a lot of the Congressional offices so overall it was great conversation that day ago was just like that we're running from office to office um from one end of the capital to the other because the Senate is on one side the house is on the other uh but we did meet in person with Angie Craig and with uh representative ster so good conversations um so that was basically that um had a Southwest Metro meeting last week and I just want to give a little bit of an update our new superintendent there Dr Horton's just been doing a fantastic job um he's really working through his first 100 day plan of just evaluating and looking at systemic processes of what needs to change what's not in place um and they are putting together continu teams throughout the district to take a look at how we can be better at supporting our students and their achievements so just a lot of really really good things going on there which is great to see um an item of note for next week on Thursday the State High School league board meets in person and we will I believe we're voting on uh the 9 through 12 governance change from the 1012 to the 912 um and what that would do if the board supports that it would then proceed um to the schools to do a School Vote for support I think Chad probably will get involved with that Chad um I think that vote starts October 4th for a two week window October something yep October 4th um got it right in front of me and if the schools vote for it then that change will um happen for the 25 26 school year it's a change to the bylaws which requires the schools to vote on any sort of change to make that happen and then uh next Friday we have an msba board meeting and we will do the first review of all the resolutions that have been submitted for the delegate assembly so busy busy next week but um a lot of good stuff happening thank you tough to follow that um I had uh Personnel meeting uh financing facilities was at the the community Forum uh last week uh and and Joe Joe graced us with his presence and uh uh and Chad and you significantly increased our crowd size but it was still worth putting on and and it was filmed for posterity so uh uh and are we are we viral online with that yet Tiffany getting we're getting there all right that's it for me Joe uh yeah the Forum uh last Tuesday uh Dr Ran did a he did a fine job uh explaining everything well you've done it so you you could probably do in your sleep at this point uh but it's a very important uh topic and I hope that the citizens of the district uh watch it if they haven't uh are not uh educated on it uh we had uh the finance facilities meeting couple before this and I just want to wish uh bill maazi and his team good luck with the Auditors that are in the office today and tomorrow it's uh it's a fun process and uh enjoyable probably for all of them um uh but yeah we just went over the levy and a few other U items in there by the way before I forget I did look up the ballot and my ballot for my house um the question is on the front you that's good Chad yeah uh policy committee output you saw uh tonight um Community engagement is quiet we have a while till our next meeting and yeah I have l meeting couple folks from C were there that's about it yeah you m yes um I just would want to make an announcement for B fair scare started last night um uh we were a couple members from the CRC community resource center and we Frontier um from 7 to 10 um to see because there were 10,000 people who were coming wow and then I watch it was it was the first time my life uh to go I see the show um so me and my friend um my friend was scared a lot you know because you know he was not attentive I was attentive you know and then someone and then he almost jump and then I say please don't jump it's okay and then also I asked see um little children crying you know when they so I think you know they they were very happy because when someone cries or scared they did the job one way to look at it so that was very interesting you know yeah thank you Jim yeah I would just uh take another minute to talk about the the state hearing on attendance today because it was very validating of the work that we're currently doing um they highlighted the need for districts to have a strong mtss system which we do they talked a lot about disparities and who is chronically absent um and they they just talked about you know the steps that need to be taken to make sure that we're getting all of our students back in school and not some but you know we're like our cultural family we ason so um I was disappointed we didn't get to testify because ironically the points that MDA mde had made as being this is what district should be doing we all actually highlighted in what I was going to say we are doing uh but on October 7th we'll have that opportunity to to share that information so we're we're we're on the right track and that does schol great thank you Tiffany the only item I'd like to add it goes with the systemic structures and Leadership alignment is Dr Redmond facilitated a great meeting today whereas departments we got to share drafts of our goals and everyone had to share three and they were very specific similar he actually shared the document that he has as well and it was good for all of us to talk out loud of we know this is what we're working on this is going to collaborate with and just think it's really good dialogue and it's good to have all those passionate leaders we're all in the same room and we really understand what everyone's doing and we're working together so appreciate it that it's not just a a regular meeting of what are you doing it was where we going so thank you councilman Laura all right thank you last word Dr re actually I have one this time and and I appreciate Tiffany going there with our our leadership team meeting and and again I think this is part of that when you're developing systemic structures and you want them to have great alignment you know it's not a you know a recipe like you're baking cookies for Chad's birthday or something like that um it it's more Nuance than that and you know like our technology department uh you know Brian Rose talked about you know some of those systems and the software and data entry that gets done at the buildings and he actually actually he and his team they go hold meetings with the folks who are on the you know the part of that equation where they're actually entering the data and a lot of times in other districts and other places they would just share the information then assumed it's all going to be universally well received and implemented which rarely ever happens if that's as far as that goes but they're going there listening asking about questions getting direct feedback from the people who are doing the actual data entry and that is a step that takes time to develop you know systemically and we're getting there and it doesn't show up on you know you know fox9 isn't going to come and do a news show on that or anything but it's really really good work and it's really uh it's great to see you know when we talk about building those those structures building those systems uh that we have people they're not not just recycling hey we did something last year they're taking that as a foundation building on it continuing to do that sometimes changing course or Direction because the feedback was hey this isn't as effective as it should be so um I appreciate Tiffany bringing that up and uh lots of really really good work and again that's part of that direction that governance and you know that part of that inverted pyramid where we've got folks and those teams taking that to heart and really trying to to build great structures to ultimately serve our students uh and their families and our community better that's all I got thank you item 11 is uh upcoming meetings and important dates uh it's already up on the screen there um a great win by the football team on Friday is uh when's the the next uh sh be they're at minaka this week um was minaka we're both top four rated both undefeated the next two games are they were number three one I saw today Maple girl number one is two I saw is three and that's homecoming I think you fell to four depending there's multiple ratings too that's maybe our issue that was yeah start trip and then there's this this Friday's game is also V tonka's homecoming so we we're at the opposing team in homecoming their homecoming does the band get to go to Manton or no unfortunately we do not but I will be at the homecoming day awesome uh with that I would entertain a motion to adour so move second motion by broy
