These are the consent agenda items for Tuesday, June 2nd of 2026. 5A is a private act of activity revenue bond policy amendments. 5B is approval of an off-site gambling permit for Shakopee Dollars for Scholars for Rhythm on the Rails. 5C approves an extended construction hours for the Old Carriage Court Corridor Improvements projects. 5D is surplus property. 5E extends hours for constructions at the construction at the Shakopee gravel pit. 5F awards a contract for the Quarry Lake Erosion Restoration project. 5G awards a contract for the Boiling Springs Drainage Improvement project. 5H accepts a proposal from WSB for construction services for 2026 private development projects. 5A purchases a 2026 utility police interceptor for the police department. 5J authorizes submittal of a regional solicitation grant application for pedestrian improvements along 10th Avenue. 5L adopts a resolution of support for Scott County applications to the 2026 Metropolitan Council Regional Solicitation Program. And 5 5M is the approval of the May 19th, 2026 City Council minutes.

I think collectively the city has done a great job, um really navigating and uh managing those changes. And I think the results can uh be seen with our clean audit opinion and and our financial strength. I feel very confident that um in the procedure policies and procedures that we have in place when we talk about uh collecting payments, how we pay our bills, banking and investments, uh tracking equipment, budgeting, and planning for the future.

We do have three different opinion letters within our financial statements this year. And the first letter is the independent audit report that is required by state statute, required by your bondholders and we do have a clean or an unmodified opinion, meaning that we were able to obtain all of our audit evidence and we did not run into any significant challenges during the audit.

cities may choose to administer um 46 days of absentee voting or 18 days of absentee voting, which is commonly called direct balloting. Um should a city choose to do that, uh the first 20 days of absentee would be essentially administered by the county, be returned to the county, and the city would continue to administer direct balloting for the 18 days.

So, the cost for the primary election for that 28-day period for us as a city to run absentee is about $9,240. If we're running with four judges, if we take that and apply it to 34 votes, it costs about $271 per vote.

I don't have a problem with 18 days of direct balloting at City Hall. And if if you have an absentee voter or somebody overseas or whatever the case might be, um they can use the county process. That seems reasonable to me.
