Any changes to the agenda? - Mr. Mayor, there was just one addition that I had notifiedcouncil about yesterday, and that is the inclusion of 5.O, the modification of aSAFER grant application that has been properly noticed, and I sent that to all ofyou yesterday over email, and you have the resolutionitself in front of you. - That's a FEMA application for a grant for public safety, correct? - Correct, that's correct, sir. Doing business out of Dangerfield. 5.f is also surplus property. 5.g is approval of the citycouncil meeting minutes for June the third. 5.h is a modification of the XCEL Energy Mountain Bike Park Agreement. 5.i is a lease with AT&T and its assigned for space at Topath parkfor a communications tower. 5.j authorize final acceptance and payment for the 2024 downtownlighting improvement project 5.k is an erosion control for bike course at Jackson Commons Park. 5.l is a contract with SRFto update the West End AUAR And 5.o is a modificationof the previously approved council safety grant application. - Thank you, Mr. Reynolds. Council approves. - Okay, so 5.m I had a couple of questions I know tariffs are kind ofconstantly in place right now. So not only for thisproject growth projects, do you have a set of hand in that or is this just a one of or? - Well, thank you for thequestion Councilor DuLaney, we don't have an overallarching way of looking at it. We do know that this one hassome tariff implications to it and as such we don't know whether or not it actually will come to be, but we recognize the fact thatthere's a great possibility and we wanted to make sure the council were aware of that and had the ability to say yay or nay that they were willing to go to the board with it. But we are watching it. We've had one other case wherethere was a claim of tariff. We actually pushed back on that and I don't know, . - It's no longer on that invoice. - Yeah, so they quicklytook the tariff fees away from that particular invoice. But we are looking at case by case saying that we believe it's not legit. Then we'll kind of push back. - That's my suggestionbecause it's the talk of all business in the past few months. So like the push back is gonnabe the first level of defense and there are some things thatare probably gonna be there I don't think we're gonnahit, but I understand. We have a plan. - And we know that sincethis has been put forward that there's been changesfrom the administration and they may or may nothave have an agreement with China at this point. So this is just thatsafety net if you will. We really don't know yet. - Thank you, that was my only question. - One question comes to my mind is do we well we have acontingency in each product? - Correct, yes. - So is this above and beyondthe current contingency? - Mr. Mayor, members of the council, because we were just acquiring a structure that we knew the exactdimensions and everything of it. We felt that we didn't needto approve a contingency when we were ordering these materials with the outset that thesetariffs came into play the day after we ordered themand awarded the contract. But most projects do includeapproval of a 5% contingency, which would cover someof those minor changes. We're bringing this back before council because there was no contingencyapproved at that time. - Okay, and councilwill have an opportunity with this bid to reject the if they're too high or whatever. - Actually for the purchase of a system. - Okay. Okay, so we're past that stage. Alright, I don't wanna say it. I'd look at steel prices when I read this and I looked at aluminum prices. That's all I'm say. - You go back to collect payment? - I'm not saying a word. All right, lets switch this council. - I'd like the appropriate seat officialsto negotiate a change order to the maximum amount of35,000 for the contract with the dock the procurement of materials for the Minnesota River Bank Protection and Parks and Recreation project. If that change order arises without an increase in tariffs on steel aluminum fromthose that were in effect on June 3rd, 2025. Item 5.n. - And can I pull this actually for the same question you justasked about the agenda 5.m. You were asking for this one? - Mayor and council, we're in the design phase,there's no contingency They had a not exceed contract which did not include structure. So . - Mr. Whiting, you got a question? - Did you say a foot?- Oh yeah. - A foot of what? - That dropped. - Any other questions? My question is what you're asking foris just for the engineers and not what it talks about the trusses and steel beams and stuff. That's all we're goingnow is the engineer design should not exceed 25 grand. But finding these things out now, there's gonna be a lot morecost for this, I'm assuming. - Mayor and Council, not necessarily. I think that once your beautifulconstruction drawings done, but the costs are, there was gonna have to be some work done on theliberty building no matter what because you can see its sagging. I think they'll come upwith a better solution than we have right now. So a truss system couldactually be less expensive. - Mr. Whiting. - I mean a building of this age is gonna have some structural issues I could stand corrected but set aside for us for a contract here in the coming future. So I can understand why that you know, think it's working. - Think it's working now. - So I would make a motion to approve the amendment tocontract for the Schroeder house and delivery with MillerDunwoody plan architects for the amount not to exceed $25,000 with a structural engineeringauthorized city administrator to sign the notification. - Do we have a second? - Second. - Discussion on the motion. I'm not a big fan of puttingmillions into a property that's worth $200,000. but I'll see what theengineering has to say but I suspect we're gonna be a deeper than what the original thought was. I will not support it when that happens. Any other questions, comments? Mr. Whiting? - Do we have a cap onwhat this renovation is? - Mayor and council,could you repeat that? I Can't hear you. - For the overallrenovation of this property. Do we have the cap onhow much it would be? - Mayor and council, I believe the CIP is just over a milliondollars for both buildings. So the Miller Dunwoody was chosen 'cause they work on historical buildings and these are two very historic structures and they have been working with the State Historic Preservation Offices to make sure the state and the federal governmentsign off, if you remember, these are on the nationalregister of historic buildings. - Was there historical society dollars to this also? - No.- Okay. - Thank you. - Any other questions on the motion? Takes us to 8.a A final plan of left view and if we don't havethe overhead, Mr. Kursk could you walk us through this? If there's a way to make surewe're all on the same page and understanding what you're saying, that'd be helpful. - Sir you should be able to see this on the monitor in front. - Okay, - So Mayor and council,this is the final plat of both views Summer Gate development has proposed the final planand subdivision of North View located north of Ventura Avenue adjacent to Shakopee Utility Water and Power in the Woodbury neighborhood and west of the existing Dunbrook Avenue. Applicants proposed the first phase of the single familyresidential subdivision of 132 lots and approximately 47 acres. The development would includelots with varying widths, 65 to 42 feet consistent ofthe approved PUD amendment, which was approved on March 4th, 2025. So again, this is the site. If you remember we divided this property into three separate parcels. The city already owns thisparcel up here as part of this development. This is the commercial industrialportion of the property. This is a residential portion and then they carved out this parcel here, which we're in the processof getting appraisal on which was cornered for open space. As per both of these projects, they require the beginning of the bluff and this corner review. The property is guidedseparate residential, three to six units per acreand parking and open space. The proposed plot is consistentfrom the existing guiding. The site is also included in the approved WesternShakopee area AUAR. And the proposal is generallyconsistent with that AUAR. So here's the final plat,there'll be two plats you'll see 'cause this is being done in two phases. So the first phase willinclude construction of 17th Avenue up to Zumbero. And the second piece you'llsee hopefully next year we will finish the rest of this road and finish building out these parcels. So remember this is being developed by We had a big discussion. These are the narrow plots down here. Final plat approval includesconditions on the sewer wire and roadway being extendedfrom adjacent property to the east side trail. They are going in the full section of 17th Avenue. They're doing that all as one phase. City engineer is providingconditions of approval, specifically noting the necessary phasing and securities state of the extension of county highway 16th,but also on 17th Avenue and the sanitary sewer system. Happy to answer any questions. - Question to staff, Mr. DuLaney. - Can you go back to thepicture of both plat A and B? Are those outlines registering that gonna be dedicated to the city? - So outline A won't be the city's outline B is also the city's. Yes. Those are the open space requirement. And remember this is aPUD with the narrow lots. So 15% of the property hasto be dedicated to the city. - Do you know offhand that that's pretty much the the hillside? - Mayor council over here is the start of the bluff over here. It's better to look at that area. - There you go. - So we're getting this piece over here which is kind of flat. This is kind of what I wouldcall the toe of the bluff. As we get partner developmentfees for this project, we'll be requiring the rest of the bluff. If you remember we've spoke with these three property members. So basically we wouldhave all of the bluff. - All right, thank you. Other questions to staff? Mr. Kursk, the property to the east abiding 17th Avenue? - This right here. - Correct.- Yes sir. - Did we have that, alreadyincluded about that? - Mayor and council, we'vealready approved that final plat. And this right away, I believe this is alreadyunder construction. This property needs tobring utilities over so they can develop. That's one of the fees thisbecause they're also waiting and hoping to too. - Okay. And then is the plan touse park dedication dollars to acquire the blockarea beyond the out lots? - Mayor and council, so thecity already has acquired this. If you remember a couple yearsago from the Dice family, we would then acquire all of this using park development money along with this parcel and the two houses so that we would've ahundred percent of the bluff. - And the parcel that was concerned that contacted us, theywill be able to wait until we're ready for that to happen? - Mayor and council, correct. We are going to entering into a contract with WBS property acquisition services. We've just got the appraisalsfor these three properties and they're gonna go out andmeet with the property owner to explain their rightsunder state federal law and then talk about whether they want to do a life estate or supplemental. - Okay. Item 8.b, Comprehensive planamendment to figure 4.11. - Mayor and council, thisis the continuing saga that council administrator Reynolds and I have met with themon a three occasions. Now the last two meetings we've met with them are sector representatives been there to try andresolve some of the issues with the comprehensive plan. The comprehensive planamendment that you did approve. The staff supported it when it got back to the MET Council turned out and actually put us in noncompliance and we didn't know what the CDA has to agreements then were voided. So we sat down with them again because those two projectsare under construction and they wanted to withdraw the money to come up with a solution that would make everybody happy on the that council side so wecould continue moving forward with their projects and our projects. So the solution is to revamp 27 acres of mixed use commercialcenters, suburban residential and mixed residential andamend figure 4.11 and 4.12 in a comprehensive plan. So the 2040 comprehensiveplan includes future lane specifications on guiding a broad pattern of land use amendments are necessary as development plans . The planning commission to amend the density range fora mixed use commercial center last fall after city council approval, and that councilencouraged another approach to accomplish meetingthe density requirements while not creating conflicts with regional housing policy plan and Communities Act programs and funding. So here is figure 4.12. So we're gonna be amending this, amending this section over here. So this is how it looks today. This parcel here is all red. It will now be a step parcel and this will now be mixedresidential, the 22 acres. And then because these lotsback here, if you remember, there's no alley, we would have to actually guide this little tiny finger to suburban residential, which is over this five acres right here. So basically we're extendingthe single family up into this area and the adjacentneighborhood that's town, we're gonna bring that lanejust over onto the property. So that would then figure 4.12 and then figure 4.11. This is our residentialdevelopment potential by of all hand uses. By changing these numbers around, these numbers changeslightly in the tables. So a long way to get to a plan. So city council can approve an amendment when the original compplan and zoning ordinance is an area. There's not really an area here. Significant changes,community roles and policy. If there have beenchanges in community roles and policies including supporting all the infill developmentand redevelopment. And then there's alsoif significant changes in development patterns have occurred. So planning commissionheld the public hearing, recommended approval atthere June 5th meeting with the six, zero vote. Happy to answer any questions? - Questions of staff. Mr, Whiting. - Since we don't have any visuals tonight. I just want to point out and correct me if there's moreinclude in this than this, but we're looking at shops that are in potential development. - Yes sir. - And nothing else unless other than the number of facts that that council look at. There's no other developmentthat in question right now? - Mayor and council, that's correct. It was a very longdiscussion with Mr. Reynolds and the staff and their staff and our Deb Barber who'sour regional representative to try and come up with a solution because unbeknownst to us, the CDA had used MET council funding for bigger projects here. And by us going out of compliance, since they're not amember of the MET council, they went out of compliance. So this was a simpler solution than amending the wholecomp plan in the mind of the MET Council just to fix this site. And Mr. Reynolds kind of stressed for net council people, you know, let's try and keep things simple instead of making them super complicated. So I think this was a better solution than their first suggestion. It doesn't change the whole city, it doesn't throw us out of compliance and solves their problem. It was not a city issue or a county issue. It's strictly a paperworkissue of MET council. - And Mr. Kursk, he isbeing very generous about the meetings and what occurred. So we originally came to you and you approved what the METcouncil told us we should do and then the MET councilsays, no, you can't do that 'cause we're going to punish the county and the CDA who has two projects because you are now out of compliance. And our response was "Wait aminute, you told us what to do and we did it, and council approved it." So needless to say, Iwas a little animated. - That's a nice word. - Yeah, I was a littleanimated at the bureaucracy, so essentially we'recoming back to you now after several long meetings to once again, this is what they're telling us to do. And we hope that atthis point that it will satisfy their internalbureaucratic controls and we'll be fine. - So we had a conversationon the West End, which this council cameto a unanimous compromise, which was adopted and that threw thisevent council for a loop. - That would be nice way of saying it. - Yes sir. - So what you're really telling me is that we as an electedbody for this community can't make development decisions representing our community. The MET Council has to do that for us? - What's our comp plan? - I would say this that we could go ahead and do what we did. The unintended consequences is the MET Council over on this side then will take the moneyaway from Scott County. So they're not sayingyou can't do what we did, but the unintended consequencesis all of the millions of dollars that they pledgedthe projects in Shakopee for the CDA will be pulled back because now we're not under compliance. - Well, I'm very simple. It it sounds like blackmail to me. Sorry, if it's a spade,it's name's a spade. - It it's even worse because it's not our projectsthat are being affected. - Right. - It's the county and the CDA and it's like, well wait aminute, I can understand. Okay, so we're out ofcompliance on something and the council makes a decision and when we live with that decision and then okay, we want to punish us. I get that. But then you're essentially punishing by withdrawing funds fromtwo more great project two organizations that hadnothing to do with this. So Yes, you know, I've been very animated through this particular process and at one point I wrotethe two words common sense on the board and the meeting and I said, we're goingto look at these words and we're gonna follow these words. And it was, it was extremely, I don't know. - It's really nice thatthey get the tax us without any kind ofrepresentation too, so. - So, Mayor, I thinkthe nice way of putting these developments is that the me council staff and the city staffhave worked up a compromise that it doesn't impactthe rest of the city. That I think everyone inthe two sides is okay. They will not impact Scott County does not really change the comp plan and we can move forward. - It doesn't change the actions that we unanimouslycompromised on the West Side. - So MET council pulledyour original action back 'cause you can't havetwo competing actions. So this would be the onlyaction that they'll approve. - So the action, the compromise, unanimous compromise thiscouncil took is being revoked. Is that what you're saying? - Yes, not revoked. We can't do this which does not throw us out of compliance whilealso doing the other, so the other action thatyou unanimously took throws the city out ofcompliance with the MET council. - And the real impact of it is not to us but it is to two greatprojects that the CDA and the county one projecteach they we're doing to no fault of their own. And so it is an exceptionallytrying situation. But that being said, wedid spend a lot of time and we're able to finda couple this together to where appears of METCouncil will accept that, although Frankly I will say,I don't know if they'll not and so here's hoping theywill actually vote on that, but the staff council saysthey're willing to support this. - Mayor and council, thisstill has to go to the full MET Council board for approval. But their staff in oursector rep have said that they would support this change. - Mr. Whiting. - What does this cost to his project? - There's no impact whatsoever. Nicely said this is strictlycolors on a piece of paper so that the MET Councilcan sign off on it. The survey has really noimpact to anyone except them. And unfortunately theunintended consequence of if we don't do this, the MET Council has notified the CDA thatthey will forfeit their funds, that they have projectsalready in construction. So I think this is literally just putting some differentcolors on the paper so that they can check the boxes. - Mr. Whiting. - I want to support CDAproject downtown community. I think it's great. I think it's already lookedout before it's even done. So with that move on to discussion. I moved Dock resolution R 2025 at 070 approving a comprehensive plan amendment to reline approximately 27 acres of PI279160102, and 279160110 from mixed use commercial center to suburban residential mixed residential and amend figure 4.11 toreflect the proposed changes for each classification. - We have a motion and a second. Discussion on the motion. So I'm still not clearon what this action does to our compromise on the West End. - Mayor and council, itwasn't on the West End. What we did was change todensity throughout the city, which is what caused thisbad compliance and conflict. - So are we undoing that change process? - You are not undoing that. You are substituting what youvoted for several months ago with this and everythingelse stays the same until we bring forward a new2050 comp plan in two years. - Okay. Last question I have, do we have a developer on the site? We have a very interested party that got all of the numbers today. - Okay, and if thatdeveloper wants to change up some of what we're looking at tonight, what happens then? - So mayor and council, if you remember when this was approved, you approved not only the preliminary plat but you approved the PUD. So they can't, they have to go with what's already been approved and they understand that. And we went through all in their fund. Again, this is not on your side, this is strictly in the council paperwork. - And frankly I appreciateyour willingness to, you know, try to finda solution on something that you spent a lot of time on and reached a good compromise on it. And frankly, you know . - Way beyond 'cause it'sjust really, you know, moving tables and colorsand they just have not the staff that they can try. But further up the staffhave not wanted to cooperate. It's been very frustrating. - I do want to publicly thank of her every effort thatshe's put into this. She's very much been willing to sit down and have her staff come in and sit down with us on multiple meetings. And I honestly think if it wasn't for her, - We would not be here. - We would not have solutions. So again, I want to thankher for all her efforts. - I think my lastcomment would be this is, you know, we talked a lotabout a loss of local control potential at the state. How it's doing this legislative session. And this is what happens when there's a loss of local control. Granted it's not at the state level, it's at the MET Council level, but the end result is the same. And it's very unfortunate and this is not how ourformal government is designed. - So what I understand is when we get around todoing the 2050 comp plan, we can rearrange colors on the Went end maybe to reflect publicnumbers and change the balance. - Well I think Mayor and counsel, you remember the unfortunate thing is going into the 2050 comp plan which has to be donewithin the next two years. They've actually increasedregionwide the density from three point anacre which I think three and a half to four, which is, there's some communities which just, we can't do that capacity. Just this discussion was frustrating I can't imagine how it's going to be. - So new colors on the map. - Okay, well, it depends onwhat their new requirements are and as we see in requirementschange on the go, so . Unbelievable. All right. - Mayor, I'm glad you cansense our frustration. - I'm being polite too, so any other discussion? Discussion? All in favor say aye.- Aye. - Opposed? - Thank you. - Commissioner Brendan, I guess you guys have to lose your funding but we'll take itsomewhere else I suppose. - Yes we will. - Item 9, there's our reportsand administration reports. Mr. Lara. = Okay, Picnic with thePolice on the ninth. Great event, it gets biggerand bigger every year. On the fourth, backing up, the school board held a special district financial outlook meeting and the cliff notes of that. And so I'm gonna givethis package to Mr. Lehman I'm gonna email the scan. Email it out to youall so you can read it. So the 2026, 2027 school year we'll be facing a, it's almost a $9 million deficit. And so what they were project,what the couple options that they have is there's a building levy or coming up for expiration. And what they're hoping todo is a cost neutral levy with moving over to operational that would then decrease theirdeficit to like 3 million. And then they're tossingaround second option, which it's called, it'scalled going to the cap. And what that means is they'regonna go to the ceiling of what they're gonna belegally be allowed to ask for on the levy. And I believe that was 6%. The second question would bean additional $288 per pupil and an operating levy ontop of the 620 already that would be generated should the voters approve the tax neutral first question, the 288 would bringShakopee public schools to the cap total limit for aschool district operating levy. That would then bring thedeficit down to 1 million and then they set up that meeting that the 1 million would be,they would be able to find that easily with the decline of enrollment whether it's eliminating teachers or moving stuff around, youwould be able to find 1 million a lot easier than the three and the five. - Questions on that? I have to look the computer. So if you have a buildinglevy that expires and you put on a new levy and if that first question passes, you would be paying the same as if you were paying on the original. - That's correct. - Building levy. - Yes. - And that would cover all but 3 million of the 9 million? - Yes. - So that's over 6 million. The second question willbe to cover 3 million. - Yes. - And we knew the firstquestion was neutral. What does the second question do? 'Cause it doesn't seem like 3 million bond referendum asked but that would be through how many years? - Not sure for how many years. Yeah. - So that'll be 30 million. - So what they're sayingis that second question. So that they could, you know,the first one could pass and the second one could not. There are another discussionwas that they would not, they would just do one question and just go ask for the capif they just ask for that all in one lump sum. So it has not been approved or discussed yet outside of this meeting. This is just a presentationschool board meeting. - Did they ask about our feedback . - You can take that off. - Yeah, I don't have itoff the top of my head. - Alright. And that informationis properly available? - So bill's gonna . - I'm assuming that's all available. - Well I'm assume it'savailable to the public. - Oh yeah. - Their board packets or something? - Yeah, the general packet. - Okay, very good. - It's good to see allthe petitions out there. And then on the 13th I didattend the still meeting where Southwest central 28th District presented by superintendent Jeff Horton. He did his presentation and then after that there was a 2025 legislative session update. Tony Albright facilitated the discussion with state reps and senators. They talked about everything that happened because they did it. But what we can expect overthe next several months, there was a lot to talk about with that. And then this little blurb that I just wanna letyou know that tomorrow the MET Council had invitedus to MET Council On The Road. So tomorrow June 18th, big event. We wanna go up for . - Just a reminder. - Thank you council member. Councilor Whiting. - Thank you executive board, MDTAdiscussing our issues with our Burnsville bus garage,the modernization project. an engineer and I had alook at the soil issues. Severe, so we're gonna have to dig a lot. It's gonna cost us morethan a 3 million a year. some issues as well right at the current bus garage. Also, look, we're seeking 35.5 million in federal transportationauthority money for Scott County Mobility campus to buildmore transit out here in Scott County. I'm not sure in Shakopee,but it should be. If we have gotten that far yet. But we're looking at funds from the federal government for that. Other than that we got MVTA, I know if this is the secondlargest transit organization in Minnesota and I want to mention and thank the MVTA groupfor continually working with our Shakopee businesses and groups to become better out here for Shakopee. - Make them connections. - Yeah, make those connections. And of course that MVTA Connectis really growing out here where you just go on the app and call garage and it'sthere within 20 minutes. So if you don't have that app, get it. but that's really a growing in Shakopee. - Which one were they looking for support, letter of support for the federal funding? Is that ? - That came through today. - Today, yeah. - So that, I believe it'sgoing through Mr. Reynolds Brads and I believethat was in Scott County a couple projects. So you handled that. - Yep, absolutely. - So, so that might be comingback to council for support on that or do they just want? - I think we can just pull ahead and have you sign it on behalf of council. - Alright. - Growing our footprint our in the area. - And before leaving,I was talking to about that email specifically in that project. I want to get his take on itwhether it's something you wanted to support or not. - Absolutely. - You're the guy that knowsmore about that than I do. That's why I appointed youto it and locals support it. And I'll absolutely support it. - You know, Shakopee hasn't had as much of a transit footprint as you like and sometimes it justtakes the right route and getting people on theapp or whatever it is. And the Connect hasn'ttaken hold here in Shakopee So it takes some timeto get some traction, but if you don't know about MDTA Connect, really take a look, I can get you a ride . councilor DuLaney's workingwith some of his constituents and they have the app. - What I really likeabout the bus concept, and I've said this before, is whether even if it'syour express routes or your local routes, they're adaptable, they're flexible. I mean if there's things that change, you can change your route. It doesn't cost any money to do that. We already haveinfrastructure costs and stuff and I mean that's agood use of tax dollars when you can change up and be flexible without that added cost where really you can't do it, it's here, there, it's just too bad. - You're talking about flexibility. I think, I'm not sure ifthat's in the documents that have to look at together, but we're talking aboutsome of the electric buses and some of the hybrid buses to get some grantfunding for that as well. And it's not always available. We actually got some European buses that didn't have enough madein the USA kind of credits that we get federal dollars for. But we are looking at more opportunities. - But you know, when youhave employment centers change or whatever, it'sreally easy on the map just to the existing routethat has dropped ridership and move it on a map towhere it's now really full of ridership and it's what'sreally serving the public well And it's flexible to be able to do that and there's not a whole lotof additional cost to do that. - Perfect example is the four bus that only operates to mostof our Shakopee attractions during the summer and the Valley Fair is taking advantage of that. Some other sites too. So, and also do service forthe Renaissance festival, we're doing those special events as well as some of these other . - MDTA has been exceptionalin working with the community and working for the businesses in Shakopee and as you laid outCouncilor Whiting, you know, anytime we need something,they're also great, if we've got an event,you know, for example, it's December, it's cold, we're gonna have a busout there to warm us up during the first weekendin December in downtown. Yep, exactly, so excellent partners. and his team are justphenomenal to work with. - Thank you. - Very good. Thank you Councilor Whiting. Mr. DuLaney. - Okay, speaking of police, I think that also a lotalways a great turnout. Thank you for the policedepartment for all they do. Thank you for community parks and city staff and that kind of thing. It's always a successful event. Yes, so that was anothergreat, great event. Thank you administrator for the fire. This month, the next meeting is July. We did have this workshop. We talked about nitrate testing. All of our wells are, there'sones kind of just above a five of there's 10, the bonus 10 for EPA. We're not up at that level. So we're still trying to figure out who mixing our additionaltesting, getting no limits, talking about communicationplans for emergencies that came up moment. To put plan in placefor different scenarios. Gonna run a exercisetwo years, go through, just kind of exercise that plan. IT security, security. And as far as those activities,Kennedy resource center, they had their fourth year anniversary a chance to attend that. That was, I think it was great. But they found about the organization and I think that's it outside of our big communications about our backflow prevention and I will look into that. Thank you for bringingthat to my attention. June 4th, I attended the MLC Municipal Legislative Commission Long meeting, a lot of discussion about what was, what'shappening at the state house, what passed and what didn't pass we'll be all night talking about that. A lot of the local control things that this council staffwere concerned with did not pass, which was good. The no minimum parkings did not pass. That's outstanding becausethat's a mess in the making. Staff eventually will put together a basic list of the itemsthat effect Shakopee and let us all kind of of these items aren't specific where it's, some of them was morespecific to other communities. So pull out the pieces of the straw bale that effect Shakopee andupdate council on that. June 6th was Sand Ventures grand opening with Pirate Bill and kidshad a blast by the way. So it's some, plus older kids even. June 9th picnic withthe police of Lance Park was smashing success. Heart was there and some other entries. Lot of time of efforts wentinto that and it was awesome. So fun was had by all. June 12th, I did a ride alongwith DSI, Dick's sanitation that has the contract for Shakopee. - Did you hang on the back of the truck? - You know, we talked about the old days. Turns out there're no hangingon the back of the truck. The technology is prettyunbelievable actually. The truck don't hold without seatbelt. So a lot of cameras, a lot ofpush pad button stuff, online. And you get to see the little things that you never think about two carts that are so close together that the little hand can'tget through them to pick it up or some of the alleys, old Shakopee alleys have unique challenges to it. It was kind of an eye opening experience. I got run ride with Mr. who had to go to school when I was a kid. So I knew him and his family, but he's been with thecompany for a long time. He's probably the old very productive 'cause he knows which routes what. So a lot of fun, top safety. Safety and the truck is unbelievable. It is a compressed natural gas truck. So it's kind of cool. They just sent me an email asking if I wanted to go ride along. I said sure. And get paid. Administration report. - A couple things, Mr. Mayor,members of the council, first of all, I'm gonna propose that we do not have a meetingon 1 July for several reasons. One, to just appear that we have much that looks likely itwould be on the agenda and that now would belargely a miss missing staff. So I think we can certainly do anything we need to do on thesecond meeting in July if the council is able to then. The second thing is, and once again this is based upon, I think it was the mayor'sidea about announcements. And so we have ourfirst announcement page. Initially we were trying toput it on the agenda itself and Rick tried messing with that and just decided the best thing to do was to put it on its ownkind of agenda item list. And I'll just run through this right now. Yes sir. - Before you do that, let's do 9.a and we'll get to 9.b, whichincludes the announcements. - Okay, sure. - Because he was successful in putting him on the agenda. And the list goes on for the summer. All right, back to the agenda. Who has any announcements? Other business? - Other business. - Other business? - Mr. Whiting. - I would like to propose that we consider host or doinga monthly workshop session. I know there's other citiesthat do them in correlation with their city council meetings. And I think what wouldhelp is it give us an opportunity to have off the agenda conversations on various topics that pop up from time to time. I know we do host workshops throughout the year if somethingcomes up big project wise. But I think this will giveus an opportunity for us to sit together andtalk about other issues in an open meeting forum and that that's not directed by an agenda. What my proposal is, isthat it would be something that would be attached toone of our Tuesday meetings and it would be some anhour or like 5:30 to 6:30. And so if there's astart, stop, start, stop and then it gives time for a small break and then go into our regularcouncil meeting that Tuesday. So it's something to consider as I do, I found other cities do them and I always wonderedwhy we never maybe did, and maybe we have done that in the past, I don't know, but justwanted to get your guys' feedback and thoughts on that. - We typically do it whenwe have the particular item that we'd like to discuss. But I understand that if I'm understanding what you're asking for ismore of a casual get together that's within the boundaries of the legal side roadand actually get together and just for like an hour, you ask about whatever's on your minds. Not a bad idea, I don't know, I don't think it needs tohappen every single month but yeah, I like the idea. - Every other month. It's something that I can thought about. - And I don't know that we need to put staff out for that either. I think we could have a get together and have whatever's required by law and then just have our fun and if something we feelstrongly about something that comes out of that discussion and that be, we can always bringit up under other business, that regular candidate and say we'd like staffto take deeper back. - Right, yeah. It would be the bit more action taken. - Right. Yep. Yeah. What's staffscomments on it, Mr. Whiting? - I do a lot of meetings with no agenda. I don't want to go toanymore, so I don't want to make sure we havethe topic to talk about. - I think legally therehas to be an agenda. - Yes. - What you talking aboutis a special meeting. It's a meeting of the councilwith the special meeting, the state law does requirethat the special meetings, you only discuss thingsthat are on the agenda. Unlike tonight whenit's a regular meeting, you can, at the beginning of the meeting, you can add things andyou can take things off. But for special meeting, you need to have aagenda and can only talk about those topics mechanics that you have to work through to accomplish what you're discussing. - I'm not sure how theydo them in other cities the city of Jordan for example, does them. I don't know what they call them, I don't know how they even work, I've never listened to one . - If I could offer up a suggestion it would be like Workshop Park and Recs or Public Works orworkshop a fire department maybe down there andsee how they're working and some of their newinnovations and things like that. Or the new or some issues that make it happening. - I asked staff to puttogether a special meeting, joint meeting with the county to discuss various thingswithin the city and the county. So that's coming. - Give a report but we are gonna doing in town, we have a workshop where you have some of those come inand give us an overview of what's happening in their window. - I just have the ideahow to form the details - If you want to have just a discussion about Shak in general that Mr. Thompson, let's say we're out, wefind three of us at Derby at Rhythm on the rails watching a concert to talk about howwonderful this concert is. It's not a problem, right? - Not a problem. - That's not the city. - Okay.- Okay. - So I understand what councilor Lara is trying to accomplishand that camaraderie built between council and it's one of the things that we have, it's kindof weird, you know, it's unfortunate, but absolutely. I do want to have a junkmeeting with the county. I'd like to see that one happen first. And if there's, you know,we said it early on, if there's ever a topicthat a member of this body feels that we need to have a workshop on, say it at a regular meetingunder other business and then lobby decide ifthe jury wants to do that. And if they do, we'll do that. The only time I wouldcall a special meeting or an emergency meeting will be A, that we have to have an emergency, right? And that would be predicated on staff. Obvious things . - Well we have them, butit's a regular meeting specifically for that. But special meetings do have a topic. Like I said, the first one I asked staff to put together is a jointmeeting with the county we can discuss our differencesin philosophy on road access. We can talk about allkinds of differences. I mean, just because wehave differences isn't bad. You people looking at thingswith different perspectives. The state likes to hire people that spending moneywould take them all up. If they would've had thatpolicy 30, 40 years ago when they built the roads, they wouldn't have to come back and spend all the money changing it. But population drives that. Mr. West. - I would say ourworkshop, Jackson Township probably a lot of value to them and us. I think we workshop group township county mentioned opportunities. I think we had a workshop with workshop presentation. Those things maybe wesend out a workshop . - Well everybody think it over and staff but recognize there arestatutory requirements. - And I won't mentionthat five 30 would be . - Yeah. - I will say if you're gonna have a specialmeeting on a specific topic, it's hard to get a whole lot out of that in a very short period of time and then go into a regular night agenda.
