[laughter] Jackson Township development area update for the AUAR and the mitigation plan. Uh what's the A- AUAR? This area has already had one. It will require every five years to update that AUAR, which is what we're doing here. Uses a standardized list of questions developed by the EQB. They must be updated as a state every five years. The original Jackson Township development area was adopted in 2020 with the update scheduled for the fall of 2025, winter of 2026. The update explains which sections remain the same, which sections have been changed and updated. The update was prepared by SRF Consulting on behalf of the city. Public agency comment period was September 30th to October 14th. It's a 2,890 acre study area. There are two development scenarios that were analyzed, one based on the 2030 comprehensive plans for Scott County and Shakopee, and another reflecting the full buildout of the city's current 2040 plan. So, what's changed with the update? There are new climate adaptation and greenhouse gas information required, updates to the traffic analysis, which was a large portion of this, updated data regarding stormwater management, current development, and other environmental items in updating our mitigation plan. So, excuse me. What's not changed from the original AUAR was the land use and these other categories here, which are geology, solid waste, dust, odors, construction noise, etc. The main recommendations are traffic improvements, construction of a right turn lane for Marystown Road and US 169 north and south ramps, uh which is going to be mitigated by eventually the roundabouts, protection of threatened and endangered species in accordance with the latest Minnesota DNR and United States Forest Service guidelines, climate adaptation such as utilizing green step initiative for designing efficient stormwater areas, a future extension of sanitary infrastructure in the compliance with the latest rules and regulations regarding stormwater, historic properties, and other topics. >> Mr. Kurski. I was going to say if anybody has questions as we go, we'll just stop and ask them questions, but if that was quick, very good. You said 4 minutes, so >> [laughter] >> I didn't say 40 seconds. If I have one on the map that you showed of the area that we're covering, the northernmost part um there was another better map in the packet that shows the It's mostly marshland, the kind of backwater of the river. Why is that included in there? Is that for an environmental standpoint? Mayor and Council, correct. So, um the AUAR AUAR requires you to also survey areas that will not be impacted by development, but could be impacted by stormwater and development. So, there are some sensitive areas for some endangered species, etc., that we had to just show they're not being impacted. Okay. Just a Just a You know, I was looking for PFAS and if as a a change to any of these, has there been any discussions about adding that to any of these studies? Uh not that we want to add any more to that, but anything you've heard? Not Not in some wood. Mayor and Council, it's currently not required, and um it's only been found trace amounts and I believe one or two wells in the city. So, we are unlike many cities that have it everywhere so we hope it continues that way. Good. Okay. A lot of it was east of the metro Minneapolis St. Paul area. I don't know if that's from the big industrial site. Certain Minnesota major mining and manufacturing company. >> [laughter] >> But I also heard that somebody found some way of filtering it too so they're testing they're testing that.
