the mic to you though thank you sir if we blow that up a little bit not an expert at this but yes so uh I'm here before you representing uh The canbury Crossings HOA um I'm part of the board there that just recently formed after taking over from the developer um I am here to talk about two relatively small issues but ones that we'd like to see addressed um we have some concerns when it comes to both parking and uh Crossings uh in this area as many of you know this is becoming a more developed area uh the traffic is starting to become um quite larger as it was previously and as a result we are having people park inside this area of our um roundabout EXC now the way it operates hang on hang on one second is there a way we can blow that up all right I can also I have a second one I can pass up I apologize that's the town home area sure approach the bench yeah is that the town home area I'm thinking yeah bad hon over here Badger Hills right across the street there okay so bger Hill is here if my pen would work Badger Hill um and then you have Mr Pig here um this is the undeveloped condo project uh that is on Hiatus at least for the time being and then this is the entry to our uh HOA town home Community um the way this roundabout was structured it operates more as a roundabout um but it is being mostly used as a culdesac people park inside it quite frequently um but there is a curb on the center that I've even seen people park on the interior side of that um there is no signage here um so people end up parking from Badger Hill quite frequently we've seen also car uh smashed uh lights uh and debris in the area um so I guess I wanted one confirmation that this is owned by the city all the documents that I've seen online uh seems to imply that the roundabout is City owned and two um I was hoping to uh see if we can remediate this with adding no parking around the perimeter of this roundabout do we know if this is city-owned property uh Mr Reynolds yes it is city right of way okay and I was just going to say as a second option um I know it would probably be more costly but uh if it wanted to stay as a more culdesac um removing the interior curb would also uh remediate probably a lot of the issues with this is this is this going to be an access point for that undeveloped property yes uh Mr Mayor yes it is there is a driveway connection to that undeveloped property um I will clarify that we would classify this as a culdesac even though it's a little bit different than a typical culdesac because it has the concrete Center Island within it it does function as a culdesac on on the city street system um I guess I'm I'm fine with that but if it is to remain a culde-sac then that interior curb is more of a problem that than helping the flow of traffic um since it incentivizes people to treat it as a roundabout um it ends up creating more problems and people hit cars in that area and it makes it feel quite congested um do you have a picture of that inside curb uh not with me no all right I can get that and send that uh to all of you well I send it to send it to staff and staff can get it to us um it's a soft curb so I see people drive just right over it pretty frequently um but it ends up creating more confusion on when you have multiple people entering this intersection because some people ignore it some people so if I were to put a circle here some people because this is undeveloped people take the opposite side of the roundabout um and it's just kind of a mess um the second thing I wanted to bring up um is the addition of possibly a uh crosswalk here um there is a bus stop for the daycare uh dayare uh that is here also um when people from our community go and visit any of the local businesses um the as easy as it would be for telling people to just use the current crosswalks that are in place the truth is people cross where it's most expedient um so having a crosswalk on either side of this entry to our uh Community would probably uh be a good safety idea uh especially with that bus stop on the other side appreciate your comments any uh clarifying questions okay so my recommendation would be to get with staff to take a look at this further in detail um if it's a working roundabout obviously people should be parking in it right Mr Mr Mayor um I would suggest that we discuss this at our Traffic Safety Committee meeting the next meeting which I believe is in a month and then we can report back to council traffic review board and and we'll see how the patterns are going to change when that other parcel is developed that brings up a question is that is that parcel uh commercial or is that going to be more town homes are yet to be determined it's Town Homes isn't it Mr no it's not mayor and Council that's a four story Cooperative building okay gotta on-site parking yes okay anything else thank you sir everyone there's anybody else in the audience that would like to address the city council on an study update we reconvened right I'm looking forward to uh been looking forward to this uh thank you mayor and council members I'm here before you tonight to give you an update on the city's safe road zones Grant this is a a recent project that I know Council has been very interested in and I would like to give a little bit more details about the background of the Grant and what the city's plans are with this program uh this is a new grant program that was established by the legislature uh essentially the grant was created um to fund both the Minnesota Department of Transportation and the Minnesota Department of Public Safety it's a joint partnership program uh the focus is on creating safe roadways and communities that's a very vague and Broad definition um and it was used in a way that allows communities to be flexible and how to establish those safe safe road zones uh $2 million was appropriated available in 2024 uh which was again split between education and enforcement uh applicants could per could apply for the education side of the grant or the enforcement side or both um then the applications would be reviewed and based on an evaluation of traffic safety concerns including excessive speeding accident history and safety along the roadways again very broad General definitions it was left pretty vague um in an effort to try to get applicants to create their own ideas to establish those safe zones and then um one caveat of the grant progr is all the funds needed to be spent by June 30th of 2025 which is coming up in a few months here Mr whing yeah can I have a uh the education is that for um safe schools some of those type programs or is it educating education was the way it was done was the way it was titled but really was defined more as like an engineering study so we looked at the enforcement side and then education will call engineering so different studies to evaluate what those safety concerns are I see thanks for the clarification uh so our project in purpose and in need um the city was awarded a a grant to establish a safe road Zone along us 169 essentially all the way through town from County Road 69 to the Bloomington fairy Bridge um why we chose 169 uh 169 is obviously the gateway to the city it connects the region both to the southwest and to the north um roughly 50,000 vehicles per day travel along Highway 169 when you look at the area as a whole through shaki so um a significant traffic generator through the community one that's very important for our city um looking at 169 it's a state highway there's an unbalanced response response for Public Safety meaning that even though it's a state highway the city of Shaka generally is the first to respond to any incidents because a we're here we know the area both we have police and fire that can respond in a effective and and quick manner um and also there's a high crash rate along 169 we did a study where we looked at what the crash rates actually were for 169 both the the severity rate and actual crash rates um exceeded the critical rates meaning that we know that there's an actual safety issue along 169 so we identified this as a corridor that we wanted to try to improve that safety now when we looked at this we wanted to try to reduce that crash rate and the reason why is because if we reduce the crash rate we can reduce our incident response which allows our city staff to focus their services elsewhere our police and fire it also allows um um our police and fire departments to not respond to accidents as along 169 which are unsafe um typically we have a high high volume roadway highspeed roadway so our police department and our fire department if we do have to respond to incidences it's um in a very unsafe location as opposed to other areas in town so if we can reduce the number of incidences it can keep our police and fire department staff safe as well uh this graphic shows uh crash uh accident locations and a heat map basically between 2019 and 2023 so when we looked at trying to quantify where the accidents are located this was the first step we wanted to identify where those crashes were and what types of crashes there were so between 2019 and 2023 there were 640 recorded total crashes that probably is under what the actual crashes were uh these were ones that were reported to the state of Minnesota that also included one fatal nine Serious injury and 62 minor injury accidents so those numbers are High um especially when we look at the Fatal and serious injury accidents we want to try to bring those numbers down um one fatal accident is unacceptable along a state highway system or any City any City system in the city of shaki so we identified this is a corridor that we want to improve that safety is uh is the spikes at Marshall Road and 83 that we're seeing on this chart are them the the on and off attempt onto the highway and do we know if it's more One Direction than the other yeah thank you Mr Mayor uh we haven't uh we haven't dove into which direction it is you're seeing those spikes at the interchanges because it's also including the intersections for the on and off ramps too so it's not just looking at 169 it's looking at the on and off ramps in those intersections so you're going to see spikes at those areas because your high volume um High intersections uh so this was a high Lev scenario we're going to be looking more detailed into each of these accidents as part of this program uh this is a summary of our incident responses for 2023 three uh this is what we included in our Grant application the numbers that I do want you to take away from this not necessarily the details on what type of accidents were but the police department had to responded to over 2400 incidences in 2023 alone along 169 um we had assistance from Shak fire and almost 80 of those incidences that's where we need um a fire truck to either block the police department to provide safety uh for them to handle any instances along 169 or if there was a fire that they needed to report to as well uh that that totals about 5% of the amount of call volume for just the fire department alone responding to incidences along 169 uh which is a high number uh especially for a state highway so really what I wanted to take away is we respond to a lot of calls along 169 because it's our duty um 169 runs right through Shaka we want to make sure that the city is safe and we can respond um appropriately I have a a question yes the the 1500 I'm rounding 1481 traffic stops um is that you know people keep being pulled over for not driving properly or or does that include other things like the crash yeah there's a lot of things that go into it most of them relate to traffic stops for vehicles into the ditch speeding um uh road hazards or other types of accidents as well so a lot of them get lumped into specific categories you'll see speeding isn't noted on here it's part of that traffic stop incidence well what I'm trying to what I'm trying to get to and make sure I'm looking at this correct is if we are proactively out there trying to stop bad drivers and and prevent some of this um and we're making that amount of stops out of the total 2400 um that shows a pretty good effort of trying to put a dent in this but that kind of tells you underlying there's something more going on that the drivers in general are are something's causing them to not flow proper ly yeah thank you mayor and councel and I'll dive into a little bit of what the Shak B police department has used the grant funds for as well and how we've ate how we've tried to um be proactive in that enforcement um which I'll get into in just a second here um so our project specifically and some of the highlights uh we received $92,000 for that education component of the safe road zones uh we're going to use that to do a traffic safety study uh along 169 um we received also $52,800 for the en ment portion of this application now that's um kind of an interesting number because we actually only applied for $26,000 worth of enforcement funds they didn't get enough applicants on the enforcement side of the grant so they doubled our grant request um which is uh obviously beneficial to the city because it was it far exceeded what we asked for and then we can do more with that Grant funds um so again part of that education component we're going to review the accident history in far more detail we're going to look at why accidents happened and where they happens specifically um that map I showed you before was very broad very high level uh we hired an engineering consultant that's going to look at each of those traffic reports and dive into them in more detail to to understand where the issue is and why it's actually occurring that's going to help us identify where we could make different safety improvements to address some of those issues um some of the things we're going to focus on is the pavement condition that's something that obviously everyone is aware of m69 and specifically why that pavement condition is leading to accidents we know that there's issues in the winter time when you have snow and ice on the road when it's very windy out that pavment condition when you apply all those factors together it leads to accidents along 169 we want to look at is that payment really the underlying condition and are there ways that we can improve that to try to reduce um the accidents that happen along 169 is that a documented pavement condition or is that just from our data and we don't know why that's what we're trying to find out anecdotally we can all kind of assume that that's the case but our study really is going to try to pinpoint whether that actually is the case um but when you talk to police staff fire staff they've they can see that there's issues in certain areas along the roadway where we do have that wavy pavement that creates ice buildup on the roadways that's leading to those runoff the road crashes when we dive more in details into those accident reports we can try to put those pieces together okay thanks um another effort that we're going to do with those educ education funds is we're going to put together a public awareness campaign um really geared towards speed and safety awareness uh when we talk about not only residents within the city of Shak but also 169 Road users if you drive slower you will be safer um we want to identify that hey this potentially is an unsafe roadway we want you to put the phones down um be attentive while you're driving don't drive above the speed limit operate the road safety safely so we're going to be working with a lot of our major attractions both Mystic Lake Casino Valley Fair um canabury where we're going to distribute different um piece informational materials to those um large traffic generators that use 169 to try to get that information out to the public so that we can create that awareness about safety um also we've talked about what our Police Department staff is um handing out some of those uh materials when they do perform traffic stops so we can try to educate drivers as they're using 169 if they do get pulled over um the enforcement side is mainly focused on speed distracted and impaired driving uh to date the city of shabe has spent about $155,000 on the enforcement side that started in August of 2024 to date um they've had 310 total traffic stops uh about 190 of those uh were both were speed warnings and speed citations so again Mr Mayor to your point um that's a proactive step to try to reduce those accidents if we can try to reduce the speed and make the road safer for users um so that's obviously where these funds are going to we're being pro active to try to make this a safer roadway um and that's essentially what the program is so next steps in schedule we just started this grant program uh on the education and Engineering side about two weeks ago we had a really great meeting with our engineering consultant our Police Department staff fire department staff and public work staff the reason why we're just starting this uh program right now is because it took a really long time for mindat to get a grant agreement executed with us um not our fault their fault um a lot of the processing and trying to get refunds done um would we still need to spend the money by the end of June so our Consultants um been really great working with us we developed a scope a long time ago so that we could hit the ground running right when mot was able to execute our agreement so we're starting that process right now that's where I don't have a ton of information for you at this point but over the next three months we're going to really get this thing moving forward and I'll be able to report back at that time um so again that safety analysis is going to be completed in the next two months we're going to continue that enforcement effort because we have until June to be able to expend those funds as well in the enforcement side and then we'll be finalizing those recommendations seeing what our findings were from the safety study and then what improvements could actually be made to try to um reduce those accidents um the big component of this is mindat has a pavement Rehabilitation project in the year 2028 which essentially runs all the way throughout the city of shaki they haven't scoped that project yet so they don't exactly know what they're going to do but they know they're going to repair the concrete pavement if we can identify areas that we can point to specific location where there's issues why there're issues we can help um work with mindat to make sure that those um items get implemented in their projects and we can not only just look at this as a payement project but a Safety project as well so the city of Shak is taking the lead using these map funds to help try to drive those improvements and take advantage of the project that we know is upcoming and that's all I have for you this evening but I am happy to stand for questions questions of staff well it's not a mainly thank you it's not actually a question it's just great work on that and that'll be a great initiative to like help with those have all that ready so when men do is ready you guys again will hit the road running like you'll be ready to go so way to go thank you do we want to add any like Ford Chevy data you know we collect that data while we no no but you know I I've said it before and I'll say it again I I notice on my own travel that you come across the river and you've got 13 from Savage coming in at the same time and you've got a lot of cross movements happening to 83 witness that tonight Y and a lot of times I think signage in advance especially at that speed so it's not so late trying to make that movement it's critical people don't know if they're going down you know the business 169 or if they're going to Savage and they're trying to make that decision last yeah there's a lot of decisions being made by a lot of different directions um they're all going the same direction they're just trying to all fill the same spaces at the same time and and you know signage obviously it's in your thing so I'm really excited to see what comes out of this to be honest with you one other thing sorry that I remember that we got emails was the um exit on Marshall that one like right there thank you yes I did ask uh Mr Reynolds to have have you drive both off ramps both directions have you done that uh mayor I have done that um I know that off-ramp is a little shorter when you're approaching from 169 so you do have to reduce your speeds um but also it could have been the day that I was driving and whatnot and also the volume of traffic there's a lot of components that go into it as well tomorrow's a good day take a truck right tomorrow morning at 800 a yeah yeah well I know that if you're going east and you take the Marshall exit it's totally different than going west take the Marshall exit and I'm not really sure if it's the length or the layout or what but it's noticeable difference you thank you looking forward to results of this thank you yes uh item 10B amendment to plan unit development PUD district 10 Bluff Creek an amendment to preliminary plat of Bluff View Edition whenever you're ready Mr kerski so mayor and Council um so revisiting the item that you had on last month's agenda so this is the site um aial if some of you remember in 2022 we did re uh receive and approve a PUD for this area along with a preliminary plat um so summergate development is applicant here they were the applicant the last time around they proposed a single family residential subdivision this time as it was previously approved the big difference here is the development would consist of 247 single family lots originally it was 222 Lots the big changes is they're doing some lots that are 52 feet wide um and some lot 118 Lots at 42 ft wide that's to give some more variety of product the original proposal was largely uh large Lots so this is the way it lays out so this portion of the plan is identical to what was approved in 2022 the big change is down in this neighborhood and that's where they have uh their proposed if you remember from the last meeting they had a new product that's um not currently offered in the market that will be in the low 400s that will be U slab on grade very similar in concept to the homes that um were done off County Highway 83 um in the Valley Crest subdivision they're also going to do uh one of their more popular Villa products up in this area uh which uh they currently have sold out so that's a one-story home with garage so we're trying to piece this together so you get a bigger look kind of of what's Happening Here in windir so this was the very first phase of windir um so this was I believe 2018 2018 so they did some tow houses single family homes um this is BHS this is the new windir park over here to give you your bearings and today the road ends right here you previously approved um Palamino Trails which is pti's Project which is right here that will complete this section of the road and then this will complete the road down to here and you can see how tamarak um is the main road coming in here and it follows through the bluff and then comes back um to 17th Avenue and if you remember we purchased when um this property was owned by the Ty family we purchased the bluff and the piece down to 169 um and they donated part of the proceeds from this property to help pay for some of that and then as this project we're picking up the purple area which is all Bluff so this is the way the property will be subdivided so right now you can see it's two really large Parcels the developer tonight would be purchasing um this would be a new parcel here um this is the uh commercial industrial parcel along 169 and then parcel 3 is the bluff so as part of this the portion that we are not getting dedicated as part of the project the city would purchase from the briam and family so we're right now in the process of getting an appraisal for that so when it's all said and done um probably the end of this year this is how this will look this will all be um Bluff preservation area in open space so we currently have a trail system um the dead ends right now that will follow the bluff go behind the three homes in the py subdivision and then work its way through and eventually it will cross this piece and go down across um the road to uh to another park that's proposed down in this area but this is about just in this first phase here is about 24 acres plus all the land that we acquired from the ti family and plus the land that um DR Horton dedicated as part of windir so it becomes probably one of our largest um kind of open space areas the plan is to have a lower Trail along the bluff and then there'll be a trail that actually will go through the bluff and this will be a very passive area there are some some end dangerous species that were found as part of the a in this area so we would not be doing any large disturbances this is the uh future land use that was in the comprehensive plan so uh follows pretty close to that and so the property today is guided Suburban residentials part of this uh and Parks an open space uh with the request for Lots less than 60 ft wide they need the Pud and again that stipulation is they have to give us 15% of the open space um again Street and utilities are not available however we did receive a final plat application already from pamino which is being developed by py so we anticipate that grading will occur both on the py subdivision and on this at the same time so they can coordinate that road construction that's a critical piece um so there'll only be one section left to be completed at the to get to um County Road 69 and then this is the only minor change um because of the bluff here you can't make this road connection so that's been eliminated and um the road will not just curve through here we worked through with engineering this is a little outside of our standards but they understood that putting a road into the bluff right here didn't make any sense so they have eliminated that road connection this project will be down in two phases you can see uh phase one and then phase two down here so all of this road will be built um by uh 2026 and staff recommend city council approve the amendment to the Pud and preliminary plat thank you Mr leak uh Mr leak past planner Mr kki um questions to staff Qui question so there's no change in the amount of green space we're receiving it's just a change in the density of the homes we're basically getting more homes m a mayor council that's correct so um de Horton had a lot of experience out here they're been the main developer and so um their villa homes which are currently on what's the street Main Street they around atoria yeah so atoria is where they have the villa homes they're all sold out that is aimed at a people that currently own a home that don't want to take care of their lawn and other things and want a single story home so they find their they's still a pretty big demand for that right now and then and they're hoping that the either one car or two-car garage twostory homes will be kind of the entry level I know that Mi homes when they did those over in Valley Crest they're all sold out um typically it's been either first-time home buyers um or people that are downsizing and want a smaller home I know there was some questions do you have another question so continue There were some questions mayor and Counsel on cost and uh we did sit down with Mike Su from De Horton and you can imagine uh I think the most dramatic thing is land costs in this area back in 2018 were 70 to 80,000 an acre they're now $150,000 an acre and you're still only getting three homes for the most part um and the construction costs are up significantly in those years um so like I can remember when I moved here and they built the first phase you could buy really nice home there for $350,000 Mr kerski if I'm going to just kind of review some of the comments made at the last meeting concerns um one was the the encroachment or perceived encroachment into the bluff area um by Outlaw a no it would be this one right over here on the bottom and uh you know that this doesn't show the rest of the bluff and it's actually just coming up to the edge of the bluff so that's a clarification on that point and then the other uh concern was the cost of the slab on grade housing and I took my old pen and paper out and said okay if I had just my city lot and it was empty and I wanted to put a slab on grade granny house uh what would that cost me and yeah you can do it for a lot less than 400,000 the problem is is that my city block already has the streets all the way around it it already has the sewers the water the electric everything's in place and it's already stubbed out so you'd still you'd still have the park dedication you'd still have which is a state requirement you'd still have the uh met Council access charge you'd still have some of these other cost but you're not putting all this infrastructure in because it's it's already there so I I think what we look at at it at it this way we need to really look at what the difference is compared to what we think we could do on a lot and what we do in an area that's going to have roads and everything else built so um and I could tell you even if you went out and wanted to buy the lumber to do it on an existing lot everything is so much more expensive we'll go Mr Lara and then did you have something yeah okay Mr laa yeah so um and so that was my comment that you just had referenced and um as Mr KY said we did have an opportunity to discuss the reasoning behind it and it comes down to the Three L's labor Lumber and land so and you're right you did make a comment that um you you made a point that this is all undeveloped there is no infrastructure there and that is part of the cost to bring all that service so um that so my questions and concerns were this basically it was my uh the shock Factor his worn down and I'm fine now so I hear you on that Mr Whiting yeah my concern was you know we've we start this is a planned PUD a planned unit development we looked at this property uh broad scale the whole area and we said these are the components that we want in this PUD area we don't build it as one big area we get little snapshots as they get built out so we don't see the big picture we talked about the big picture at the beginning we talked about having this beautiful Bluff area and we knew that uh that uh the developer would want to grab those lots so they could get the most money out of those uh those properties that look over the the bluff and we did not want the bluff being sucked up by backyards so when it this first came through and I I want to make sure that these do not come through on consent anymore um and the pitchers on them we I really want to see bigger fullscale pitchers with all the the land in it not little snapshots I want to see the picture I didn't get the snapshot I didn't get the picture it slipped through I'm sorry I missed it because I and the other snapshots when we got when we're building this out the other properties that develop before this one I brought it up and said oh well we're we're still moving on the other properties are still yet to develop we'll still have a chance to have that Boulevard along the bluff I remember talking about it on this this picture that's that's highlighted um we talked about it then now we got this piece we talked about it when this other section went in we had some Bluff oh great we got some Bluff good I like that this last section that Dr Horton's coming out with it looks to me like it's this is our last piece let's get our money now and they put in all these uh properties and they put in all the the uh spots on with the taking up the backyard with the bluff it looks like a a money grab to me it's not the concept that we talked about in the beginning that's my problem with it I missed it the first time I brought it up the second time because you gave me that chance just a little and I have I don't blame the I'm a little bit confused blame devel I I'm really concerned that staff didn't carry out our vision okay is that Vision that you're concerned with with with the bluff being encroached upon because we we we've seen another picture of the total Bluff totality a lot we have a lot of bluff that here apprciate that we we have this with a totality of the bluff and then we have the comprehensive plan that shows you know the pretty much roughly the same bluff if you could go back to the one you were just at there you go um without the amenities we discussed with the the the boulevard along the the bluff line that not giving that Bluff View to the public not the backyards that was the discussion right and and I think part of the reality is is you're going to have Trails on both sides of this Bluff and one going right through the heart of it where you can go do your mushroom pick any sure I'll be there um it does get it it does get really narrowed through here and and to me it looks like what we had to jam in some more Lots in there but mayor and councel just to be really clear it's narrow here because that's what they're giving us as part of the Pud we're picking up all of this land as part of this so so it's kind of deceiving on the map without showing the totality and I agree with that I appreciate the view of of seeing it all laid out the whole concept of the bluff line so that does give it a better picture but it does uh the we're still sucking up a lot of that that uh what I was expecting as Boulevard there was a previous development and it was on the top of the bluff that had the um parking I think I remember where you could have the actual parking to come down the hill into the bluff and we did approve that so we're not losing that we actually have that it was a different development yeah I don't see it's not on this one I think it was so so mayor and Council there are this is all open here so the bluff line is this back line so these homes are actually on the flat area because we don't allow you to build into the bluff the bluff is way back here so but there'll be some flat area and the road this is all open here this is all open here and as we said there's a trail system that starts all the way down here that will run through here and then there's a bottom Trail that'll run along the bottom of that so it's going to be probably our most significant trail system in the city I understand further questions of Staff no C y well I'll go for it um thank you my um just my understanding I reviewed this um after I I I watched the meeting and I you know the the concerns that were there um and again we like you said approved this in 2022 um we were okay with it and the only changes again was adding more diverse homes right you know and that's what we want and in this time um I wish it would have passed then because we're losing time especially with everything that's happening um I'm I'm I'm okay with it I see what's what's coming and I understand that you know there was a talk about a road but to me thinking about it the more I understand that we want everybody to see it but that to me brings when you think about it's a beautiful Bluff do we really want to open it to littering and all that stuff so I was like we have a trail I mean you know we carry less things CU if you're going to walk that much I'm not going to carry that many things if you're parked you know you're going to bring out the what you know the the sheet to go sit and you know we're gonna have a picnic and oh my trash so I I don't to me it's like let's save it it's it's it's something we want to keep as our Shaka Treasures I don't I don't know so it's just like I'm I'm okay with just having the trail and I'm okay with everything that was done at the bottom more homes um that's what we need so I'm I'm okay and if everyone's okay now I'd like to make a motion to approve War um o 20251 approving an amendment to the um planned United development District Number 10 Bluff View for property located north of Lure Avenue adjacent to the shaki water tower in the windir neighborhood and west of Z zumro Avenue all second okay we have a them houses is going to be something that we're going to 100 water 100 year flood or whatever we're going to have to keep an eye on that and really probably over analyze and engineer but uh that's time go ahead I okay all right so as far as uh miscellaneous went to mlc leadership training um takeaways from that were building strong relationships across generation lines that was actually pretty interesting I'm a gen xer so but otherwise it was kind of neat just this discovering everybody's different things that they grew up with uh for their Generation Um also leadership focus on information Rel reactions options and decisions I think we've been doing this already so it's just something kind of add to the toolbox but once they went through it it's like we've already got that in our our what's happening here also attend that the advocates for a thriving Community destigmatizing Mental Health Wellness fair at Shak Community Center with many other great Partners um they offered vaccinations diabetes screening blood pressure screening and mental health screening mental health is a big concern I'm happy to see that they did have this this um event um it's it's gotten worse or especially with the younger 18 to 25 so I'm happy that SAR dawa made this event available for the community um know within the last two months we've gone to the celebrations of lives where young people have lost their lives and this was part of the reason um also 169 Coalition I met with Lisa freze we talked over background for on River Crossings and we'll be bringing this up in our next 169 Coalition meeting the goal is to get a conversation start with all the stakeholders um I'm not sure what it's going to look like going forward but we need to start having a conversation now flighting is of course increasing and the the I guess flood waters as far as we're over here it's also increasing so we we're going to start that conversation um we're also supporting the groundbreaking of 282 169 and9 and that will be federal and state legislators in attendance and also give our Coalition a chance to kind of highlight some of our priorities and you know with those stakeholders and there is a Minnesota infrastructure I'm getting to the end here wrapping it up the Minnesota infrastructural legisl legislative conference is coming up in April in St Paul again us another good networking event to also get some 169 priorities out there and also s of river crossing as far as spu um our biggest resident issue has been Ami opt out side still have two residents going through that or two families going through that um to date SP has completed over 20 mostly 20,200 electric meters have been installed with only 760 remaining about 1,00 water remaining to install you know the am meters I guess they emit a small amount of RF I think it's even 0.04% of FCC permitted by RF limits per day we also had a solar charge discussion that'll come back on consent as far as the rates and there was some residents that came in about that we're all going to cap that in Target between 5 Kow and 20 kW so stay tuned for that in the water tower painting we'll come back to City staff to take a look at they know I think you saw the preliminary design but they'll have the final design come through again for everybody to take a look at that and hopefully once that gets finalized we'll then get spu to come to our one of the meetings and at least show that to everybody so they can see it it's a great design so that's it the mean little bias there huh yes little bias say shocky or spu it have shaky up there okay my only comment on your report Mr Delaney would be that uh over the years we've discussed the capacity issue crossing the river on 169 it's been an issue forever I remember you know 25 years ago where we were talking about the future 41 River Crossing in 20 to 30 years here we are nothing's happening um and I've always taken a position that wherever there's River Crossing south of the current 169 whether it's increased on 169 or it's a 41 Crossing or it's Crossing farther south at this point I don't really care as long as there's River Crossing capacity um if it's put south of 169 that will alleviate some of 169 and uh 169 would be better able to serve some of the entertainment venue shock P has so the issue to me is just River Crossing that barrier capacity so thanks for your report Mr whing thank you great Segway you guys are talking north to south 169 I'm talking east to west okay so this is uh uh from mvta uh they uh contracted with uh kimley Horn uh Engineering Group to do the uh County Road 42 bus Rapid Transit study I think you had brought some of that up a little bit but I I got my first taste of it uh February 19th at our mvta meeting they looked at the the potential and basically there's no potential for Shaka on County Road 42 with one I won't call it Shaka but a little caveat the the ridership would be between the Lakeville Burnsville area that could support it but that would mean uh applying for a bus rapid transit route to the federal government it would take a hundred million to run this Y and we are just not interested it's just doesn't feel like we can support that with the growth of microtransit we could do a lot of microtransit for 100 million uh the funny thing was is that it ended up at the Burnsville transit station but the rest of the plan the end of the line was the Mystic Lake Casino so I think they were going to pay for some of that portion of that line but that was the end of the line getting people to the casino was the the growth opportunity there so uh we didn't pursue that any growth opportunity exactly that was as close to Shak as we got um as far as the STA this uh Suburban Transit assoc Association that's the group of uh opt out bus groups like shaka's with mvta Southwest Maple Grove Plymouth might be missing one here but um we're trying to become a a direct recipient of federal funds but a couple in that group is just doesn't have the wherewithal they're basically a staff member running a bus service for Plymouth or Maple Grove they don't have the board growth they have some money set aside they they don't want to lose uh so they may we may end up uh going off on our own as sta maybe a new organization to get that uh Federal funding as a direct recipient and bypassing the Met council is there still a a draw for Metro transit to take over the opt outs the Metro Transit has no interest unless the like we developed one brt that they took over well met Council didn't like the opt outs they wanted well they get the money they want to D the money up that's how it's working now and it doesn't work for us because they decide when or how much we get well they're direct conflict of interest exactly so um we're trying to become a direct recipient and then as you know I've talked about in the past a lot of our funding comes from the motor vehicle sales tax well uh it didn't perform as ex as thought this past year and this next year with tariffs I can't even imagine what how much money we'll get out of that so uh we really need to have dedicated funding for that Ser uh Transit service okay that's all I have thank you Mr whing good report councelor contr thank you mayor um mine are coming up this Friday very good councelor Lara sure um only thing I got is the uh just wanted to uh mention and give a shout out to the shakb high school boys um hockey team that made it to state in the first time in what 20 years I think it was so I believe their first game starts on Thursday afternoon and the last time I looked which was this afternoon I you cannot get tickets so good luck if you build it they will win thank you Mr lra my report Wednesday February 19th sat down with some local business owners and we talked uh about about the Hub and and what some of my thoughts and Visions were within the Hub and I've you know I've shared that with everybody so it's not a surprise it was a good conversation it was about a 2 hour conversation 26th was uh I attended the Southern Valley Alliance presentation um not necessarily anything we didn't already know but um it was a very good presentation put on by a ex police officer who uh shared his life story with his parents as a child and and uh how it gave him a passion to pursue that issue um as a Countrywide speaker and pretty good per uh pretty good perspective that he shares on that so it was a pretty good uh presentation I enjoyed it 27th staff and I met with the inter government working group Scott County Prior Lake mingon Shak and uh that's all I have Mr Reynolds I'm good sir all right thank you uh City Bill list item 11a question on a bill list questions uh 12 other business Mr Delaney just one final thing from the mlc conference one one of my takeaways from that is we have a great City staff when you talk to some of the other Mayors and some of the other City Council Members we are truly blessed
