Sand Hill Park Site Prep Funding Approval

Motion carried

Dissent: None

Moved by Robin [0:26:10] · Seconded by Mike [0:26:14]

The request for $7,500 for Sand Hill Park site preparation was driven by timing, aligning with ongoing 122nd road improvements by Ruck Excavating. Funds would be reallocated from the Carly Johnson irrigation CIP. The work involves using excess golf course material to reshape the 6.4-acre park for better drainage and future pavilion placement. A significant discussion arose regarding parking at Coinger Park adjacent to the school, with the Mayor raising concerns about the school's lack of acknowledgment of the problem and potential city-school collaboration on solutions.

BCC Gym Doors and Windows Replacement (Resolution 2674)

Motion carried

Dissent: None

Moved by Rick [0:33:59] · Seconded by Mike [0:34:04]

The project involves removing two of the four exit doors on the north side of the BCC gym, replacing them with windows, and replacing existing leaking windows in those sections. This was budgeted at $25,000 in the 2026 CIP, with costs reduced by Public Works. Heartland Glass was selected for the work at $8,227.78. Fire code compliance was confirmed. The original purpose of the doors for wedding extensions is no longer relevant due to infrequent wedding events.

Northland Security TIFF Assistance Professional Services Agreement (Resolution 2673)

Motion carried

Dissent: None

Moved by Rick [0:38:12] · Seconded by Becky [0:38:22]

The city received a Tax Increment Financing (TIF) application for a development adjacent to Luan, comprising three apartment buildings with potential future single-family homes. Northland Securities will provide the analysis, and the professional services agreement language mirrors a previous one. The developer has provided a $9,975 escrow. The council's action was limited to approving the use of funds for the analysis, not the TIF itself.

RFP for Legal Services

Motion carried

Dissent: None

Moved by Mike [0:41:40] · Seconded by Robin [0:41:48]

Due to the retirement of Scott Lee, the lead city attorney, and his firm's decision to exit the public service market, the city needs to solicit new legal services. An RFP, based on league templates, will be published tomorrow with a September 21st deadline for submissions. Interviews are tentatively scheduled for the week of October 19th, with a new firm to be selected by December for a January 1st start.

Consent Agenda: Acceptance of Becker Lions Club Donation (Resolution 26-75)

Motion carried

Dissent: None

Moved by Rick [0:44:48] · Seconded by Becky [0:44:53]

Among other routine items, the consent agenda included the adoption of Resolution 26-75, formally accepting a $3,500 donation from the Becker Lions Club specifically earmarked for Sand Hill Park. This action formalizes a community contribution to a city park project.

7,500 is the high side. um that I'm looking for. The reason I put it a little bit higher uh just in case we need material uh we're going to propose a a pavilion uh for the site and if we need some uh uh fill material brought in to elevate that up a little bit to get good drainage off of that.

has the school acknowledged that that that they need a parking lot over there? [clears throat] No, it's not a problem. It's and it's not definitely not their problem.

I mean that encourage I mean by doing that by not doing a whole lot and just I mean with the cars parked there it's dangerous. I mean even if we widen [clears throat] the street it's you still have the danger. I don't think you really

These doors were originally placed there with the thought process of hosting weddings in our gym space and then using that as another extension of the wedding space for decoration and being able to go in and out through those four doors.

The city received a uh application for tax increment financing uh for the project adjacent to Luan. Uh you may recall uh we received one previously from another developer uh for this project. The that lead developer has stepped aside and the subdeveloper for that prior project is now assuming overall responsibility for the project and the scope of the project has changed.

Northland Security TIFF Assistance Professional Services Agreement (Resolution 2673)

The council is not approving uh tiff approval. It is just approving the use of the funds to do the analysis by Northland.
