122nd Street Road Improvements - Cul-de-sac Construction and Road Termination

Unanimously Approved

Moved by Mike [00:31:38] · Seconded by Becky [00:31:41]

Prompted by resident concerns over traffic on a shared road, the city decided to terminate the east end of 122nd Street by constructing a cul-de-sac. Ruck Excavating submitted the lowest bid for the project, which will utilize existing on-site materials. The city will lead the funding, seeking reimbursement from the township, and has confirmed support from impacted residents.

Northland Securities TIF Analysis for Proposed Apartment Development

Unanimously Approved

Moved by Robin [00:37:37] · Seconded by Rick [00:37:39]

A developer is proposing a 56-unit, three-story apartment building as Phase 1 on a high-density residential lot adjacent to Becker Furniture World. The Council approved an agreement with Northland Securities to perform a Tax Increment Financing (TIF) analysis, which is an initial step before any potential TIF approval. The developer has provided the necessary application fee and escrow.

Lift Station Number 16 Pump Replacement

Unanimously Approved

Moved by Mike [00:41:43] · Seconded by Becky [00:41:44]

Lift Station 16, a small station serving Cali Crossing, requires immediate pump replacement due to a recent failure, moving its scheduled replacement forward from 2031 in the CIP. Staff recommended replacing both pumps with economical options, given the station's low flow characteristics, and keeping the single working pump as a backup, for a cost not to exceed $11,400.

Consent Agenda Items

Unanimously Approved

Moved by Mike [00:44:03] · Seconded by Rick [00:44:06]

The consent agenda included the revised hiring and termination report, authorization for a $418,266.18 payment of claims, approval of various meeting minutes (including a revised development agreement for Fossom Fields third edition), and approval of two partial pay requests to Capital Paving totaling over $650,000 for 2026 street improvement projects.

After a a good discussion, uh we went through it, and it was decided that we would look to terminate uh on the east end of 122nd Street, as illustrated in your in your packet tonight.

I'm very comfortable that Tony fully understands the scope of the project. We're not importing any material. The material that's out there is adequate enough to widen the the bulb of the cul-de-sac and use it if there's any excess material.

The residents that I've all talked to are super excited about this.

Uh the developer, uh you can see in the image in your packet in the figure, the phase one of this would be a 56-unit three-story apartment building has one- and two-bedroom apartment units in it. They do have plans potentially for another apartment, but this is what they would start with.

Northland Securities TIF Analysis for Proposed Apartment Development

So, what you're voting on tonight would be just the agreement that would allow them to do the analysis of the TIF. So, you're not voting on approving a TIF or anything at that moment.

I mean, you think of how long this has sat there. You know, I mean, decades. We Yeah, we would have entertained and we've looked at a few over the years, but we certainly would entertained, you know, commercial options there, but it's empty. It's been empty.

Uh we replaced these pumps back in 2019. Um the station is what serves Cali Crossing. It's on Hillcrest Court. Uh it's a very small station. Uh originally it was private. It was taken over by the city. Uh pretty low flow um pretty low flows in that station compared to other lift stations in the city.

We You could look at other pumps that are rebuildable, those kinds of things, but um when I do the math, these are still they're cheaper per year even at 7 years of life.
