Resolution 26-44 ## Consent Agenda: Yes No X ## Introduction / Background / Justification / Key / Legal Issues: Each year the police department replaces a squad car as authorized by the City Council under our Capital Improvement Plan. In keeping with this plan, squad car #922 (purchased in 2022) will be due for replacement in 2027. Our last squad car purchase to replace squad 921 was initiated in October of 2025, however we did not make the cut off from Ford and our order was cancelled. Ford has changed the process for ordering and agencies can now select a preferred “build date”, which will allow the agency to select a week that they would prefer their car is built. This new method will give us some flexibility when ordering new squad cars with the hope that we will not have any additional cancelled orders. The squad car we ordered last October will be re-ordered at the end of May and should be built by this fall. This creates a discrepancy in our current fleet rotation, as squad 926 (ordered last October) and squad 927 (proposed to be ordered) would arrive within a few months of each other. I discussed this with the police committee, and it was recommended to move forward with ordering our 2027 at the end of May when the order window opens and select a build date in late December/early January. By doing this, the city would receive the squad in 2027 which is where this squad replacement is identified in the CIP. We would then adjust the CIP to reflect two squad cars being purchased in 2031 and then establish that as our new CIP fleet rotation schedule, effectively moving the 2030 squad replacement to 2031. The Police Department has prepared for this purchase with $65,000 designated in the 2027 CIP for the squad car purchase and outfitting. The cost of our 2026 squad car, with selected options came in at $45,873.44. Actual costs for the 2027 model year will not be available from Ford until at least May 22 nd ## . I have had conversations with the state contract sales advisor, and he indicated he did not expect significant cost changes for this model year. Additional funds remaining in the CIP will be used for the upfitting of the new squad car which includes tear down of the old squad and replacement of any non- fitting or functioning law enforcement related products on the vehicle. This request is being made now to position ourselves so that we don’t miss the build cutoff for our 2027 squad car, and to take advantage of the ordering window option to receive our next squad in fiscal year 2027 as identified in the CIP. ## REQUEST FOR COUNCIL ACTION ## MEETING DATE: May 19, 2026 ## CITY COUNCIL ACTION  Approved  Denied  Amended  Tabled The Police Department would request the council approve Chief Lindbloom to place the 2027 squad car order with Tenvoorde Ford when the order window opens with a build week the end of December or first week of January with a total not to exceed $47,000 as a contingency for any price increases. ## Board Commission / Committee Action: Police Committee discussed this option and suggested moving forward with placing the order for the 2027 squad car when the ordering window opens. ## Budgetary / Fiscal Impact: The squad car is to be purchased with budgeted CIP funds, per the current Police Department CIP for 2027. $65,000 is budgeted in 2026 for the new squad car. Any unused funds from the purchase of the vehicle are used to upfit the squad with emergency response equipment. ## Action(s) Requested: 1. March 31, 2026 Financial Update ## Consent Agenda: Yes No X ## Introduction / Background / Justification / Key / Legal Issues: Mayor and Council – thank you for the opportunity to present a financial update for the City of Becker through 1Q 2026. The format in your packet is intended to give you a snapshot of how the City’s General, Special Revenue, and Enterprise Funds are performing through the first 3 months of the year. Through March, 25% of the year had elapsed, and that is a good starting point for comparison. ## General Fund Beginning with the General Fund Revenues, the most significant item to note is property tax revenues through March are at 0%. Although that may seem like an indicator that something is wrong, it is as expected. Tax revenues flow to the city after collection by the County. If this year is consistent with past years, we expect that 35% of these revenues will come in June, 15% in July and roughly 50% in either November or December. Intergovernmental Revenues typically lag the receipt of tax revenues by about a month, so although the metric for intergovernmental revenue also looks concerning, it is also as expected. Other General Fund revenue items are also lagging a linear run rate, but this is quite typical. The exceptions are interest revenue and BCC charges for services. Interest revenue is 44% of the budget which is consistent with 2025 and reflective of the interest rate environment on our investments. BCC charges for services are at approximately 30% of budget which is consistent with expectations, slightly ahead of the annual run rate, reflects strong memberships and strong adventure zone registrations. General Fund Expenditures, as aggregated – are a favorable 19.10% of budget – with 25% of the year elapsed. This includes the payment of Worker’s Compensation premiums in the first quarter of the year. ## REQUEST FOR COUNCIL ACTION ## MEETING DATE: May 19, 2026 ## CITY COUNCIL ACTION  Approved  Denied  Amended  Tabled ## EDA Fund EDA revenues are largely tied to property tax revenue and the same timing constraints apply as we discussed in the general fund. Interest is the only YTD revenue and is 48% of its planned budget. Expenditures are much more consistent this year with the grant wrapping up in 2025. Expenditures are in line with expectations at 20% of budget through the first quarter. ## Golf Course Fund Golf course revenues are up by 2.88% over the same period from last year with strong user fees including memberships. On the expenditures side, we have incurred Workers Comp premiums in the first quarter. Overall expenditure in the Golf Fund are at 16.62% of budget, with $45K of income in the first quarter. ## Water Fund Water Fund revenues are consistent with typical 1Q water use and slightly ahead of 2025, as expected. Other Revenues are significantly over budget with a portion ($365k) of the PFAS settlement received in March. Expenses are 18.54% of the total budget. ## Wastewater Fund Domestic Wastewater revenues are also consistent with typical 1Q sewer volume and slightly ahead of 2025, as expected. Sewer tends to be more consistent month to month without the seasonal summer peaks, so 20.72% of revenue through March is on track. Expenses are at 20% of the total budget. Industrial Wastewater revenues and expenses are both tracking as expected through March. Revenue is 24.35% of the budget. Present-Councilmembers: Mayor Mark Kolbinger, Rick Hendrickson, Robin Dingmann, Becky Olmscheid, Mike Doering. Guests were in attendance. 1. Mayor Kolbinger called the meeting to order at 5:00 p.m. 2. The Pledge of Allegiance was recited. 3. Changes to agenda: The Consent Agenda has been revised and Personnel Committee and Budget & Finance Committee were removed from Item 6. 4. Motion by Dingmann, second by Doering to approve the agenda for May 5, 2026, as revised. All in favor, motion carried. 5. Guests and Open Forum: None. ## 6. Committee Reports, Presentation, Awards A. 2025 Audit Presentation – Justin Nilson provided a synopsis of the 2025 Audit Report. All funds ended the year on a positive note. There is an unmodified opinion and one instance of non-compliance; any projects over $175,000 need a performance bond. The project was the replacement of the HVAC system at the BCC which was an apples for apples replacement and to save extra costs, the project was executed in house. A checklist has been created to alleviate future non-compliance. ## B. The Planning Commission met on April 27 . Agenda items 7E and 7F were discussed. The Golf Committee met April 24. The financials look good even if the weather has not cooperated. Membership sales have increased. The golf cart path project was reviewed. Pond #10 project is slated to begin May 18. The ## Joint Planning Board had one adjustment when they met. ## 7. Board, Committee and Consultant Reports A. RFP for Compensation Study – Shannon Mortenson explained that a complete overhaul of the compensation program was completed in 2022. At that time, it was suggested to do a market study in 3-5 years to be sure the wage schedule is still relevant. An RFP was advertised and 12 proposals were received. This work is over and above the master agreement with SEH. The cost for the SLA is $96,900 which is in the Streets CIP. SEH will begin the design work and take the project to bid advertisement. This is not covered by the grant but will be covered by the budget. Motion by Olmscheid, second by Dingmann to adopt Resolution 26-38 approving a Supplemental Letter Agreement with SEH for the LuAnn Drive Improvements. All in favor, motion carried. D. Cart Path Replacement for Hole 10/11 at Pebble Creek Golf Course-Phil Knutson explained how the CSAH 23 road project will impact the golf course. There is a need to reroute the cart path. The material will be reclaimed for the new base. Quotes were obtained from Hanson Paving and was favorable. It was proposed that the amount of the project come out of the Streets CIP since this is occurring due to the street construction. Motion by Doering, second by Dingmann to adopt Resolution 26- 35 authorizing staff to contract with Hanson Paving for the new cart path and pay the $10,200 out of Streets CIP. All in favor, motion carried. E. PUD Conditional Use Permit, Preliminary Plat, and Final Plat for Fossum Fields Third Addition-Austin Petersen detailed the new development for Fossum Fields Third Addition. This area was approved via resolution in 2022 but the plat was never recorded. Today’s plat is different than the previously approved one. The 16.52 acres would have 52 lots. This number is enabled in part by the PUD deviations requested. The utilities were installed when First and Second Additions were built in 2005 so the lines will be inspected prior to any construction. A public hearing was held on the applications, and no public comments were received. Motion by Dingmann, second by Olmscheid to approve Resolution 26-36 approving the PUD Conditional Use Permit for Fossum Fields Third Addition subject to the conditions of approval stated in the resolution text. Residential Density Amendments to Becker’s Comprehensive Plan and Unified Development Ordinance – Jacob Sanders presented the applications received from the two developers on LuAnn Drive. The applications request a density per acre reduction for high density residential development. The Becker 2040 Comp Plan identifies Medium Density Residential as 6-12 units per acre and High Density as more than 12 units per acre. Based on the applications, the proposed development would have a calculated density of 10.9 units per acre. The proposed change would affect any future properties being developed. When cross referencing the UDO, the density can be satisfied city-wide. Staff supports changing high density to 10 or more units per acre. All public hearings for the amendments were conducted and no public comment was ## received. The Planning Commission recommends approval. Motion by Olmscheid, second by Doering to adopt Resolution 26-41 amending the Becker 2040 Comprehensive Plan unit densities in the Medium and High Density residential land use categories. Becker Community Center Aquatics Project– Brandii Thomas gave the history of the aquatic area at the BCC. It was built in 1994 and is nearing the end of its life cycle. It serves thousands of people a year and has seen little need for upkeep in the past. The CIP identified the need to modernize the essential components to extend the lifespan of the facility, enhance safety, and create a refreshed, inviting environment for all users. The project will have mechanical room upgrades, sand filter replacements, pool surface replacement and suction grates, pool deck flooring, water feature replacement, structural paint, sauna refurbishment, heating element and water slide repair. The project is anticipated to begin in August and last up to 6 weeks. The amount budgeted is $529,000 and the cost is $513,293.45. The variance will be remaining for unforeseen costs. Mayor thanked the community and council for all the support and letters. The Mayor himself had over 250 emails related to the USPS so job well done Becker. The question was posed as to when Bill’s will be opening. Jacob Sanders said the final inspections are scheduled and the anticipated finish date was May 20. Council commented how nice the building looks when driving thru Becker. 11. Closed Session - Pursuant to Minnesota Statute §13D.05, Subd. 3a, Hendrickson moved to recess this meeting so the City Council may meet in a closed session to conduct the City Administrator’s annual performance review.
