## ECONOMIC DEVELOPMENT AUTHORITY
## MINUTES OF JULY 13, 2026
Pursuant to due call and notice thereof, an Economic Development Authority meeting was held
on June 8, 2026, at 5:30 p.m. in the City Hall Council Chambers.
## MEMBERS PRESENT: Kathy Hollenhorst, Paige Krumme, Andy Voller, Robin Dingmann,
## Mark Kolbinger
## MEMBERS ABSENT:
OTHERS PRESENT: Jacob Sanders – Community Development Director, Caryn Dunderi –

Hollenhorst called the meeting to order at 5:30 p.m. with a quorum present.

## A MOTION WAS MADE BY DINGMANN TO APPROVE THE MINUTES FROM THE
## JUNE 8, 2026 MEETING. THE MOTION WAS SECONDED BY KRUMME. UPON

## CITY OWNED PROPERTY DISCUSSION:
Sanders reported that staff had sent a purchase agreement to B&B Towing for the city-owned
parcel located on Liberty Lane and Highway 10. Staff has reached out several times to request
the potential purchaser's comments or proposed edits to the agreement but has not received a
response.
Mayor Kolbinger contacted the owner of B&B Towing, who confirmed that he remains
interested in purchasing the property and in learning about any incentives the city may be able to
offer. The EDA discussed potential incentives, including tax increment financing (TIF), tax
abatement, a reduction in the purchase price, and establishing a deadline for returning the signed
purchase agreement. Board members agreed that TIF, tax abatement, and a land price reduction
were not favorable options.
The EDA asked staff to relay to B&B Towing to provide any edits to the proposed purchase
agreement within three weeks. Any proposed revisions will be discussed at the August EDA
meeting.
## UPDATES:
## MONTHLY MARKET UPDATE
Voller informed EDA there are currently 29 homes for sale in the 55308 zip code. He added that
there are 13 pending transactions, 2 homes are contingent and 17 homes have sold in the last 30
days. Voller said there are currently 1 bank owned home with another pending. There were 4
new notices of foreclosure in the 55308 zip code in June.
## HOUSING STUDY UPDATE:
Sanders reported that staff has reviewed the latest draft of the housing study and returned it to the
consultants with comments and edits. He noted that the report is concise, visually appealing, and
currently indicates that future housing demand projections are higher than previously anticipated.
Sanders added that Redevelopment Resources is expected to present the completed housing
study to the Planning Commission, EDA, and City Council on either August 18 or September 1.
## PLANNING:
Sanders reported that the plat for Country Lumber One has been finalized; however, the title
work is still being completed by the property owner's attorney.
Sanders stated that staff is awaiting a bid schedule for Fossum Fields Third Addition to
incorporate into the development agreement.
Sanders reported that staff has been in contact with an experienced developer who is considering
constructing apartment buildings on Jim Huseby's property near Furniture Mart.
Sanders also reported that staff has been communicating with Lakes Gas and Centra Sota, both
located along the First Street corridor, and are working to determine what their current
operational needs and future plans are.
## OTHER:
Mayor Kolbinger reported that the U.S. Postal Service has retained a local architect for the
design of the new postal facility planned near Highway 10 and Edgewood Avenue. He noted that
no construction timeline has been provided at this time.
