## ECONOMIC DEVELOPMENT AUTHORITY
## MINUTES OF MAY 11, 2026
Pursuant to due call and notice thereof, an Economic Development Authority meeting was held
on June 8, 2026, at 5:30 p.m. in the City Hall Council Chambers.
## MEMBERS PRESENT: Kathy Hollenhorst, Paige Krumme, Andy Voller, Robin Dingmann,
## Mark Kolbinger
## MEMBERS ABSENT:
OTHERS PRESENT: Jacob Sanders – Community Development Director, Austin Petersen –
## Planner, Caryn Dunderi – EDA Secretary
Hollenhorst called the meeting to order at 5:30 p.m. with a quorum present.

## CITY OWNED PROPERTY SWAP DISCUSSION:
Sanders reported that Todd Potter had approached city staff about purchasing a 25-acre parcel for
use as a battery energy storage facility. Potter also indicated he would consider a land swap, with
the city receiving an industrial property owned by Todd Potter, which includes existing
buildings.
The EDA Board discussed the proposal and reached a consensus that a battery storage facility
would generate few, if any, local jobs and provide limited tax base benefits. Sanders noted that
staff has previously discussed extending utilities to the 25-acre parcel and marketing it for
development that would create jobs and expand the city's tax base.
Following further discussion, the EDA Board did not support selling or exchanging the property
with Todd Potter at this time.
## UPDATES:
## MONTHLY MARKET UPDATE
Voller informed EDA there are currently 21 homes for sale in the 55308 zip code. He added that
there are 19 pending transactions, 7 homes are contingent and 12 homes have sold in the last 30
days. Voller said there are currently 1 bank owned home with another pending. There were 2
new notices of foreclosure in the 55308 zip code in May.
## PLANNING:
Petersen updated EDA members that the preliminary plat for Edgewood Village had been
approved by the Planning Commission and City Council. He added that the developers' Tax
Increment Financing (TIF) application for the Edgewood Village project remains under review.
Petersen also announced that the city's second and final cannabis business license has been
awarded and the registration will be presented for approval at the next City Council meeting.
Staff will notify the third applicant that all available cannabis registrations within the city have
been issued.
Staff has received a complete application for the preliminary and final plat of the former Country
Lumber site, to be known as Country Lumber One. The application is scheduled for review by
the Planning Commission at the end of June.
Petersen reported that construction on the addition to Sherburne State Bank is underway.
Sanders noted that the Becker Furniture Mart warehouse is currently vacant.
Sanders also shared that he attended the EDAM conference, where a presentation highlighted the
City of Hutchinson's workforce training program, which connects local businesses with high
school students interested in entering the workforce after graduation. He said he plans to share
information about the program with local school officials.
Sanders added that the City Council has approved the Fossum Fields Third Addition plat.
## OTHER:
Mayor Kolbinger shared concerns about negative reactions to data center development in
surrounding communities. He encouraged EDA members to become informed about the potential
benefits and challenges of data center development and to familiarize themselves with the facts
specific to Becker and how they relate to future data center projects.
