## ECONOMIC DEVELOPMENT AUTHORITY
## MINUTES OF MAY 11, 2026
Pursuant to due call and notice thereof, an Economic Development Authority meeting was held
on May 11, 2026, at 5:30 p.m. in the City Hall Council Chambers.
## MEMBERS PRESENT: Kathy Hollenhorst, Paige Krumme, Andy Voller, Robin Dingmann,

Hollenhorst called the meeting to order at 5:30 p.m. with a quorum present.

## 5.75 ACRE CITY OWNED LOT SALE:
Sanders reported that B & B Industries, a heavy wrecker manufacturing company, is interested in
purchasing two city-owned lots in the industrial park totaling 5.75 acres. He said the company is
proposing to construct a building of approximately 30,000 square feet. Because the site is visible
from Highway 10, staff has recommended design standards to enhance the building’s
appearance.
Sanders stated that the proposed sale price is $300,564, based on an appraisal completed in 2025.
Staff is seeking a motion and second to recommend approval of the sale to the City Council for
final consideration. He added that the purchase agreement would include an easement allowing
the city to place the previously discussed industrial park sign on the property.
Hollenhorst asked about the timeline for development of the site. Sanders responded that
purchase agreements typically require construction to begin within one year of the property
purchase.

## JTF – FUNDING OPPORTUNITIES DISCUSSION:
Sanders presented two funding opportunities from the Just Transition Funds. He explained that
the first opportunity focuses on workforce development and appears to be a better fit for the
school. Sanders said he will share this program information with the superintendent. The second
opportunity centers on entrepreneurial support and is similar to the program discussed at last
month’s meeting. Sanders noted that staff recommends declining both opportunities for now in
order to focus on strategic planning and decisions regarding the use of reserve funds, as
previously discussed by the EDA.
## UPDATES:
## MONTHLY MARKET UPDATE
Voller informed EDA there are currently 19 homes for sale in the 55308 zip code. He added that
there are 17 pending transactions, 12 homes are contingent and 8 homes have sold in the last 30
days. Voller said there are currently 2 bank owned homes and no new foreclosures in the 55308
zip code in the last two months.
## PLANNING:
Sanders reported that the housing study is progressing, with consultants recently completing
stakeholder interviews. Preliminary findings indicate that the availability of senior housing is a
significant concern among residents.
Sanders also reported that the Planning Commission and City Council approved a density
adjustment to the Comprehensive Plan and Unified Development Ordinance (UDO). Although
the applicant requesting the change is involved in a proposed development within the city, the
amendment benefits all medium- and high-density residential zones, not just the LuAnn Drive
area. He added that the preliminary plat and Planned Unit Development (PUD) application will
be presented to the Planning Commission later this month. The developer’s Tax Increment
Financing (TIF) application has also been submitted and is currently under review.
In addition, Sanders stated that the City Council approved the preliminary and final plats, along
with the PUD, for Fossum Fields Third Addition. The increased density of the development
triggered the need for a PUD, and the project will include 52 housing units.
Sanders reported that the city completed its first cannabis business registration for Great
Cannabis, located on Bank Street. Staff are still awaiting state approval to finalize the
registration of one of the two remaining cannabis applicants.
He also noted that Bill’s Superette is expected to open soon, CDM Synergies has completed
construction of its office building, Cemstone continues to make progress on its expansion,
Sherburne State Bank has applied for a building permit to expand and remodel its facility, and TJ
Potter’s platting process is nearly complete.
Finally, Sanders updated board members on the smaller industrial park properties owned by Xcel
Energy. He said Great River Energy (GRE) indicated that additional space is needed for a utility
line easement, which would eliminate one of the proposed parcels.
Under other business, Mayor Kolbinger provided an update on efforts to return postal services to
Becker. He stated that a site feasibility study, fundraising efforts, and construction must be
completed before a functional post office can return to the city.
