Okay, ready Germans? Call this meeting to order. Please stand for the pledge. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> [clears throat] >> Good evening and thank you for joining us here for the Becker school board's regular scheduled August 3rd meeting. Um start off with superintendent's report. >> All right. We have the MSBA Did it say recording in progress? I just want to Uh MSBA delegate assembly scheduled for December 4th and 5th. Uh you guys are aware of that, I think. It maybe Renee, I think it's maybe newer to you, but we can propose legislative resolutions and recommendations to the MSBA and then they vote at the delegate assembly to see which ones to include in their platform and and things like that. So, if you have any resolutions, we'll we'll probably just jump on the ones that are are the same that have been on there for a number of years now, for a few years that we just keep pushing. Um but if there's something more specific to Becker, let me know if if there's one that you're you're aware of or anything like that and I'll do the same. Uh fall staff development, our back to school PD staff development plan has been finalized. It has a lot of a lot of different things. We've got a district welcome, which will be shortened this year. I invite all of you to be there, but it's only going to be about 15 minutes is all they're giving me. So, um want to do some new staff during that time and um then we have Ukuru training. Um so, that's uh working with with students and trying to de-escalate situations and things like that. So, we're doing that with all staff when they're in the the PAC on that morning. Uh Alice safety training, like we do every year with Sherburne County Sheriff's Office will come in and facilitate that in each of the buildings. Safety safety trainings, it's the bloodborne pathogens and right to know and and those types of things. English learner training, building level PD. And then PLC collaboration, we've got the new student information system with cumulative. So we'll have a little bit of time to spend on that. And then FastBridge CAT D training, so those will be the assessments we'll use. We started those last year as part of the READ Act. And then Wayfinder implementation. So curriculum specific learning, so different things with social studies curriculum. And some of the other curriculums as well, math I think has a some breakouts as well. Some interventionist stuff and then we have the time to work in the rooms per the contract as well for for teachers. Just a reminder the September board meeting is set for September 14th. Due to the Labor Day holiday being on September 7th. We have three applicants for three open school board positions. Phil Norgard Corey Stenger is sitting at the table and and Pete are for re-election. And then Aaron is not choosing to seek re-election at this time and election day is November 3rd and we don't have a primary but there is August 11th is I think the primary day if you want to vote in that but school board will not be on on that. Then tied to the election, I'd recommend moving the November board meeting. I feel like we always miss that or we catch it and we we must talk about it. But the November board meeting moving it to November 9th, we have to canvas the votes from the election so we could have our regular board meeting on the 2nd but the election day is the 3rd and then we have to wait 3 to 10 days to canvas. A lot of times the county depends on when they get the information, finalize it their level and then we get it back but hopefully by Monday they'll have have the information to us so we can put it on the board book at that time and um this is an agenda item lower on. I don't think we have to vote on it, but we can just discuss it if there's something that works or doesn't work. And then we met as an insurance committee, you'll get a triplicate of this one um with the committee reports uh and then the actual agenda item, but the insurance committee met on July 30th, 2026. And we heard from John Sitch from USI about our current insurance options and developments. Uh there's a rate adjustment um lower on the agenda. And then one thing that's not on here that did come up today uh is this gender dolls uh news that that's We've got a few emails on that, so I just want to clarify we don't we're not using those. I don't know of any public schools in Minnesota or anywhere that are using those. Um but for sure they're not in Becker and um I didn't do a ton of research on what they really are or anything like that, but I understand it's a U of M project, a privately funded project that someone at the U of M did and um I just want to be clear out there that we don't we're not using them in Becker. And so I didn't do a lot of research on them because I'm not going to spend a lot of time on what they are, I guess, but if you hear questions on that, you can certainly send them to the principals or myself and uh we'll communicate with people who have reached out to us as well. >> All right. Uh committee reports, I believe just Connie want to talk about insurance or >> Yes, so again we met last week Wednesday and talked about the premiums and what we're going to need to and what they're going to need to be moving forward and Kevin will go through it more later in the meeting, I believe. So, yeah, not not a lot. I mean, they're going up, but every year they kind of go up a little bit, so. >> Actually kind of good news, right? I mean, they went up minimal. >> Yeah, yeah, it was minimal. Um we didn't have as many high dollar uh lease payments uh numbers and so it was actually better than than what it has been, so yeah. >> Well, thank you. Any other committee reports? Are there any questions or discussions? >> Uh one thing on the personnel personnel one is that Coach Landeen's resignation is on there, effective December 1st of 2026. So >> Did anyone else see that? Did you? >> That's what I was going to say. It was one of those that kind of took you by surprise, so that is there and and under obviously is Hokan's acceptance of the to be our next head football coach as well, so big shoes to fill, but a good man to take it. >> Yeah. Thank you to the Lions. Is this a normal like I know you're part of the Lions, but do other communities give as much as ours give? >> Uh maybe percentage-wise, I don't know. I I know the schools are a big Lions they love giving to the schools because it's in there there's all these different rules and the percentages that they have to give to certain areas and things, so yeah, but our I mean we do a nice job of fundraising with the Lions and uh they certainly support support the schools and you know, we we also, you know, get some of these other ones where well, like even this one here, the vision screening one, it's something that they've done, our Lions from Becker, um donated to other schools as well to get these uh goggles. I don't know what they're I saw them used, but >> Yeah. >> they look into them and then they can see how your vision is and it only works for certain age students. >> I am. >> So, you see >> last uh >> They do that. >> Yeah, man. >> Yeah, they're pretty cool and they >> is. They deal and down at the State Fair in the last couple of years. >> Yeah, yeah. So, yeah, I mean they also give to other schools as well and and things, so um we just thankful for the as a Lions member I'm thankful for the support of the community that do the pull tabs and come to our events and things like that as well. >> Yeah. >> Yeah, I think quarter million dollars or so a year >> Wow. >> Yeah, pretty amazing. We get I mean we get a lot of that. >> a huge chunk of it. >> Whether it's through us >> or something with the school. >> Yeah. >> Yeah. >> Yep. >> Okay, no further discussions. Brings us to item number six, health insurance rates. That you, Kevin? >> Sure. Um actually the the percentage increases for the two copay plans, it's going to be 8% increase and for the two HSA plans, uh 3% increase. Uh >> It's really good. >> The fund did very well this past year through July. Uh it'll be increasing a million three. And which is good as we had a deficit of about 750,000. So, we'll be in positive again. Uh there's 343 uh insurance plans or members that are in it. Uh there's more than that with family members, but just for employees, there's 343. Actually, the two copay copay plans are down to only eight. And there's actually only six in the 1,700 through 400 HSA. So, most of the employees are in the 4,000 8,000 plan. And this is for And you can see the rates that they're going up, but uh this is starting October 1st is when our insurance plan starts and goes through September 30th, 2027. And the dental, there isn't a need for an increase in that. Dental's a little bit easier because there's a maximum amount that actually gets paid out in a year. The dental plan only pays out $1,200 total. Uh >> Yeah. >> per family or per member. So, um there's not a need for an increase there. So, again, you'll see the the financials of the fund when the audit comes out, but it's about a million three that we're up. So, >> One of one of the piece going the HSA 17 and 3400 changed. >> Oh, yeah. That changes because of the IRS minimums. Last year it was 1650 and 3300. But each year the IRS has it as a minimum to be eligible for an HSA plan. They set those minimum amounts. So, that plan's at the minimum. >> 3% is almost unbelievable. >> Yeah, the world that we're living in. It's Well, and and you know, we changed the last this this last year to a stop loss dollar amount to a $150,000. So, any individual that goes over the 150, then our stop loss insurance kicks in and pays for that. >> Okay. >> Um And that was part of the reason why the rates went up also last year too because not paying that extra stop loss. And stop loss did go up. And we did have four four plans that did go over the 150,000. >> Mhm. >> The stop loss >> Yep. >> then kicks in and pays for that. >> Still with the same insurance company? >> Yep. Still with United Healthcare. >> Okay. Do you throw it out obviously throw it out to just three or four companies or how does it >> Uh not this year. Every 2 years you have to buy law. So, next year will be that. Or the world >> That is our cycle. >> That will test the waters, yeah. >> Perfect. >> We just we did it last year. And that's when we switched over to UHC from Health Partners. Jeremy, want to speak to that? >> Yeah, these are all just up in the rotation, three-year rotation. So, there are no There's not one change to any of these policies. Some of them are not MSBA, but most of them are innate. They haven't been Some of them haven't been changed by MSBA since I think 2006 or, you know, some 20 years ago or so. And so, uh but there are still no changes uh for these, and we changed them, you know, previously. So, they're now in our rotations, so that made it really easy to uh just slap them on here and and let them roll. According to Minnesota statute 13D.05 subdivision 3A, a school board may close a meeting to evaluate performance of an individual who is subject to their abilities.
