Following Evaluation Number Two, an initial overallocation of $6.1 million was identified across 116 projects. Staff presented three options for adjustment. The primary debate was between an across-the-board percentage cut for all projects (Option 3) and a tiered approach, specifically a higher cut for the largest projects. Senator Westerrom proposed an amendment to apply a 10% reduction to five projects proposed to receive over $4 million, with the remaining projects (those over $300,000 and not small projects) receiving a roughly 3.42% cut. This approach aimed to acknowledge the greater capacity of larger projects to absorb cuts while protecting smaller ones and maintaining the overall integrity of the funding process. After staff confirmed the calculations, the motion, with the amendment, was approved.

This is large for us. I will say that it is a large easement release. But we are fully supportive of our local governments and their need to provide safe passage for the community, safe roadways, safe bridges.

I would encourage groups like Adaptive Wilderness Within Reach to find organizations that operate solely and have no crossover with political activist elements or groups.
I just want to remind us that that um of what I remember if my memory serves me correctly that the adaptive wilderness within reach was a very compelling presentation about creating pathways for disabled people to get access to the outdoors.
I'll move to recommend all proposals above the 129644 million cutoff as shown on the attached initial agreement spreadsheet dated July 2026 with the adjustment as described in option three be passed.

it's just frustrating for me when we come to this point in our process and then we have to try and scramble to figure out what is the number that each of these proposals is going to be allocated. And I think more than anything, it's just a frustration that we're having to try and on the fly figure out how will this proposal be affected and and not just the money, but what what that proposer is able to do with the funding that they receive.
to just target five large projects because they have a lot of money and I don't know if there's other reasons to target them but to hit them extra hard I do think does not do justice to the process.
