Recommendation to close open enrollment for K through 12 for the remainder of the 2025-2026 school year with the exception of the community school

Approved

Dr. Massie explained that closing K-12 open enrollment was a previous step taken by the district and is necessary again due to current enrollment numbers and upcoming boundary changes for the 2026-2027 school year, which place undue strain on the school system. He clarified that enrollment remains open for transfer students from local charter/private schools, homeschool students, and those moving into the district, focusing the closure only on new students from outside districts.

Board discussion related to applicants for board vacancy position and determination of next steps

6-0 Approved (Amended Resolution)

Moved by Member Rebeline [1:09:03] · Seconded by Member Tyson [1:10:07]

The board discussed the process for filling a vacancy, acknowledging 11 applicants. Mrs. Laura Duragu was designated a preferred finalist as the highest unelected vote-getter in the 2024 election. The board moved the committee interview date from December 1st to December 3rd at 5:00 PM due to conflicts. Interviews will be 20 minutes each, with 3 minutes allotted per board member to ask up to three questions, the first of which must be from a pre-assigned list. Two committees of three members each were established to select up to two *additional* finalists each. Full board meetings, including the interview process, will be recorded and streamed, with the final selection occurring on December 4th.

Uh we have taken this step previously and given uh the current state of Forest Lake Area Schools enrollment numbers and the upcoming boundary changes for the 2627 school year, accepting new student through open enrollment creates an ongoing strain at this time of year.

We have a number of applicants. Um I will read off their names here shortly. Um in a later meeting, we also agreed that we would select finalists in um three different ways. One, we if we had an applicant who ran during the 2024 schoolboard election, the indivi the individual applicant receiving the highest number of votes would become the uh the preferred voters's choice candidate and they would automatically be considered a finalist for consideration.

I've been part of a lot of interviews and Almost every set of interviews, we have a set set of questions. I know that's been conversation at this table. I think there's value in a set set of questions. So, you get a response on the same question from all candidates. So, as you're judging and evaluating candidates based on, you'd have a a way to evaluate all candidates based on a set of common questions. I I think there is value there.

I'm just I'm to Dr. Massiey's point and also to the earlier point if this is live streamed I'm just concerned that the questions might you know become more of sort of a personal nature or of a um I don't know the word I want to use but just um we might veer off in a direction that's not maybe a a direction that we want to go in if it's live streamed, people might be upset.

Well, I think you mentioned that, but then the chair said that he wouldn't, if I heard you right, Mr. Chair, that you would not use the two canned questions, you would go with personal question. Yeah. If I'm given three questions and I need to use two off the sheet, I'm going to start with mine. I'm going to start with the the question that I and that's up to you to do because you have your time. You have three minutes. So definitely I mean I just think we need to come to an agreement.
