I got to look that up quickly and we'll gostraight to finance. Um, finance. Uh, Dr. Mass.>> Yeah. So, we received the uh audit report uh from our Carlson group that umdoes our audit now, Jackie. He um Heigle provided that report um presented aclean audit for the school district with improving fund balance uh improvingenrollment and overall uh positive um audit especially with respect to thegeneral fund community education um and our food service fund. So a goodaudit report. >> All right. Any questions or comments onfinance? No, I can I can just speak to that. Um yeah, clean audit andeverything looks good and Jackie's been our tax person for multiple years nowand said everything's looking really great. [clears throat] And um yeah, fundbalance increases. And um we also talked about how the the difference between 24and 25 because we had some CO money in 2024 that we also spoke to that we werereally careful to use those CO funds for one-time expenses to not have thingsthat are reoccurring to have problems in the next years. Some districts did not.We were had the foresight to be smart about the way we spent our money. Sothat has not been an impact for us. Um, but overall a clean audit and I justwant to thank uh the finance team and Chrissy um doing a great job because weare ahead of the game getting it done earlier than most districts.>> Yeah, thank you member Corkran. I I'll add on onto that and see we do have ourtruth and taxation and coming up in December. So be on the lookout for that.>> Um and that will bring us to communications director Eddie Good evening. So, communications today,um, our topic was email, but before we got to that, um, I wanted to bring yourattention to the fact that this should have been delivered to all yourmailboxes. Um, it hit mine this weekend sometime. This would this is our annualnewsletter. It looks a little different. We've modernized it a little bit thisthis year and made it um, more applicable to all of our districtresidents because that's who it goes to. It's not just a family goes toeverybody. So, we we commented that this is available. If you would like morecopies, I have more in my office. Uh we were talking about email communicationsand um most of our principles and buildings send out one email a week atleast in the form of a newsletter and other emails as needed. Our teachersalso are pretty good at emailing uh their parents of their students uh whenneeded and some of them even send out weekly newsletters. Um, we did talkabout that perhaps there's a need for new teachers coming on board to havesome tips and tricks about how to email parents and how often to email and thatkind of thing. Uh, so we can work on that as well. Um, and then district wesend emails as needed. For instance, we recently sent an email out to ourfamilies with a few noteworthy things. One of them being um, winter weather'scoming up. So, make sure that you're on the list and getting all of these emailcommunications. Um, if for some reason a parent finds they are not receivingcommunications from their principal, they can call their school, they um,occasionally they opt out or they put themselves on do not call list and thatwinds up with them not receiving things. We want to make sure that if we have asnowstorm, they get the message that we're cancelling or whatnot. So, sothose are a couple to-dos for those who [clears throat]might find themselves not getting the email. We want to make sure everybody'sgetting the message. That's all. >> Thank you. Any comments or questions youhave? >> All right. Seeing none, thank you verymuch. We'll move to curriculum, instruction, and equity. DirectorJacobson. >> Yes. Thank you. Uh tonight we uh did ourannual presentation on our comprehensive achievement and civic readiness plan. Uhif you're wondering what that is, that was previously known as the world's bestworkforce legislation. We talked through uh our progress toward our various goalslast year and we looked at our uh proposed goals for this year. We had apretty good conversation around uh some important aspects around studentattendance in efforts to bolster and improve student attendance, consistentstudent attendance as a as a way to improve student learning at school. Umand we also talked about uh goals around lifelong learner and learning and howcan we uh make efforts toward fostering lifelong learning learning. How might wemeasure that long term? Uh it was a pretty good discussion there. Uh then wewe then transitioned to uh an overview of our amended ANI plan that the boardpassed uh last April. Uh we went through all the different goals that we have inour amended ANI plan. We looked at some baseline data related to those goals andof course we'll be measuring uh our uh results of those of that plan and as itrelates to those goals um here toward the end of this year. So uh those werethe topics covered and if people have uh some questions I'd love to answer them.>> When you say measuring the goals at the end of this year do you mean the end ofthis school year or do you mean the end of this year? the end of at the end ofthis school year 2526 we'll be looking the goals that we looked at during ouruh curriculum and instruction equity uh committee meeting were the goals for the2526 school year. >> Yeah. Okay.>> All right. Excellent. Any other questions?All right. We will move on to policy. Director Freriedman.>> Thank you. [clears throat] Good evening.>> We talked this evening about three particular policies. One was a revisitof the um administrative code of ethics and with a little bit of revisions therethat'll be coming back to you um at the next meeting. Uh, one was an update tothe school weapons policy, catching us up with uh, the model policy as well asthe state statutes. I will take this opportunity to um to posit to the boardmembers here this evening that there's at least one community member who wouldreally like us to know that she would really rather that we never availourselves of some of these possible exceptions that could only be done by byboard approval anyway. She would really like that never to happen. So as to likeum gun shows is particularly the one um hopefully that whoever wanted to put ona gun show could find a different location to do so. Okay. Um and also wedid have some beginning conversation about the board's the a prospectivepublic participation policy that we don't currently have today but theconcept of should we have one and if so what doesit look like? So that's what I got for you.>> All right. Thank you. Any questions, comments, anything to add?>> All right. That will bring us to staff welfare. Dr. Messi,>> we use staff welfare to always take a look at our monthly enrollment trends.I'm happy to share that we continue to track in a ve very positive way withrespect to enrollment. We are currently sitting at as as of November 1st127 students over our revenue budgeted number. That is actually trackinggreater than how we were tracking the previous year. And the previous year weended with a very positive uh enrollment trend. So very good news on theenrollment fund continues to be very strong.We also provided an update on the bullying prevention working group thatmember Antinson sits on along with I think five other community members andstaff members. Uh the first meeting we took a look atuh really the best practices around components of bullying prevention from abigger more global perspective. What are those components of effectiveanti-bullying efforts in school districts?had discussion around those different dimensions and topics. We'll have ournext meeting December 3rd and at that meeting we'll take a look at our currentpractices with respect to building culture capacity that creates a sense ofkindness and belonging throughout our schools as well as our efforts toaddress bullying when bullying situations occur. And then our finalmeeting will open up the conversation to uh gather input from those committeemembers on uh what we're doing well and where they may see gaps in what we'redoing so that we can strengthen our efforts.We also had a brief conversation around the strategic plan. Uh the strategicplan effort will most likely be pushed into the 26 27 school year, but lookingto once the board is um fills the vacant position, potentially looking at doingthe board self- evaluation that is a process facilitated by the MinnesotaSchool Boards Association. And then we also talked about the theslow migration or slow and steady migration at our elementary schools tomove from different logos and mascots to being rangers at all of our differentelementary schools and then a migration over time from different color schemesto maroon and gold at all of our elementary schools. Good discussionthere and that concludes my report. >> Thank you, Dr. Massie. Did anybody haveany questions or comments on that? >> I just have a quick question. Dr.Massie, when did you say [clears throat] that the bullying preventionuh meetings conclude? >> Uh we will have um our next meeting, oursecond of three meetings, three scheduled meetings on December 3rd.>> Okay, I got that. >> At 9:30a.m. to 11:00 a.m. And I I don't have the date in front of me. I'm thinkingJanuary 7th. >> Okay,>> is our third meeting. >> Okay. And then if needed, we have atenative date for a fourth meeting. >> Okay. And are there is are there anystaff on that committee or the makeup is community members and one board member?>> Yeah, we've got um a number of staff members [snorts] from middle school,high school, and at the elementary level.>> Good to know. >> Um one more question. What is thetimeline of that converting to Rangers? We've talked about>> we're kind of underway, but you know, >> there's a cost associated to changingcolor schemes, changing >> logos in schools.>> So, some of that's going to be when when painting takes place in the school.We're going to integrate Maroon and Gold. We're not going to be able to doan upfront investment to change overnight. So, it'll be a slowmigration, but we're already underway in a number of our schools. For instance,Wyoming Elementary is under some LTFM work this summer>> and we'll use that as an opportunity to further integrate maroon and gold colorschemes at Wyoming. >> And is there a plan, this is my lastquestion, for like how will we convert the different mascots, the lightning,the what is the plan there? Is that kind ofto let the PTO's talk it over and figure out what works for them and when?>> Super good question. and we're in the early stages of those conversations andwe want some ownership at the school level for what that process looks like.So, I'll continue to provide updates to the board as we move forward.>> Great. We had a presentation on intermediate school districts career andcollege college readiness. Uh we approved a number of schoolboardpolicies uh kind of in the same vein as the ones that we consider here um on anongoing basis uh um in our policy committee meetings andthen uh at each of our meetings. And we also did a final approval of languageaccess plan. Um I've spoke with Dr. asked you about that for forest lakearea schools a number of times uh and we have quite a bit of time to get thatapproved here. So no real rush. It just happened to be when uh we selected to dothat for 916. So that concludes my report there.And if there aren't any questions on that, we will pivot to the consentagenda. Um I will start off by pulling item 6.2.Are there any other items that we need to pull from the consent agenda? Recommendation to close open enrollment for K through 12 for theremainder of the 2025 to 2026 school year with the exception of the communityschool. Dr. Massie. Thank you. Uh we have taken this step previouslyand given uh the current state of Forest Lake Area Schools enrollment numbers andthe upcoming boundary changes for the 2627 school year, accepting new studentsthrough open enrollment creates an ongoing strain at this time of year. Uhand throughout the summer and the first quarter of the school year, openenrollment was encouraged and welcomed. Serving new students from outside theschool district while managing changing boundary boundaries places undue strainon our school system. Enrollment will remain open for transfer students fromlocal charter schools or private schools, homeschool students, andstudents who live in or who move into the district. So taking this move umstill um puts us in a situation where we'retaking um our enrollment from our resident students who attend otherschool districts who elect to move back into the district. Homeschool familieswho elect to move from homeschool situation back into one of our schools.Of course movein families. This would just be enrollment from students wholive outside the district changing from the school they attend in their ownhomes home district or a different district to attending one of ours.>> All right. Right, that motion carries,which brings us to our last action item for the evening, uh, 7.2, boarddiscussion related to applicants for board vacancy position and determinationof next steps. Um, I'll kick this off. >> Yeah,>> it's not on our sheet, but this is the part.>> Yeah, >> I'll I'll kick this off with just areminder to the board and to the public alike, um, as what we've alreadydetermined so far. So, if we go all the way back to member Hegeland'sresignation, we uh decided on that evening that we were going to go to anopen application process and that the application process was going to be openuntil 400 p.m. this evening. So, the application process is now closed. Wehave a number of applicants. Um I will read off their names here shortly. Um ina later meeting, we also agreed that we would select finalists in um threedifferent ways. One, we if we had an applicant who ran during the 2024schoolboard election, the indivi the individual applicant receiving thehighest number of votes would become the uh the preferred voters's choicecandidate and they would automatically be considered a finalist forconsideration. At our December 4th meeting, we decided that we would selectbetween two or three additional finalists by uh dividing the board intosubcommittees that would meet on December 1st to determine those um othertwo or three finalists. We left it open on how many finalists we were going toaccept. Um all of that has already been decided by previous board action. So,with that in mind, the applicants that we had, we had 11 applicants. Uh, veryexcited to um have received this much interest. And I'm going to name offtheir names here in no particular order. These are their random order that theywere provided to me um with >> alphabetical.>> Oh, it's alphabetical by last name. Okay. Thank you. Um I didn't pick upthat pattern. Um alphabetical by last name. Um, I will do my best on thepronunciation of these and uh hopefully we'll get through it. All right. Uh, thefirst applicant on the list is Glenn Berg. The next applicant is Andy Cornia.The next applicant is Scott Dozenski. The next applicant is Princess AsaHansen. The next applicant, which I will notehas um obtained the voters's choice selection as a finalist, is LauraDuragu. The next applicant is Kenneth Rutford.The next applicant is Paul Peasy. >> Peas.>> Peas. >> I apologize, Paul. The next applicant isJeff Peterson. The next applicant is Tom Schultzenberg.The next applicant is Jim Smith and the final applicant on my list is DanielTout. So that rounds out the list of 11 umapplicants. Again, going back our previous discussion was that we wouldbreak into subcommittees and meet on December 1st to determine two or threeadditional um finalists to go along with Mrs. LauraDandu. Um, I guess I will open it up fordiscussion to the board. We have no motion on the table, so it's just uhwide open for discussion here. Um, I'll kick it off and say that I I think itwould be a really wise idea that we would divide into um two committees toselect two um additional finalists to Mrs. Duragu.Uh the question is I do know that there's a board member with a conflicton the first so we may need to adjust that meeting but I'm interested inhearing what everybody else's thoughts are.We'd like to kick that off. Um, I had brought these interviewquestions that are kind of just a sample, but I think when we do, if we gointo committees, we should have some supplemental questions that we want topick that we choose that are relevant or make their application more relevant tous and what we're looking for. So, I made Joy made some copies. So, thankyou, Joy. You can just look them over. There's quite a few, but they're all umvery relevant to school board to what you questions you would consider askingpeople that wanted to fill a vacancy. >> Um so you can look that over. Um>> and thank you, member Tyson. I think I would add to that and say I think itwould be really beneficial. There are 11 names on this list. It's difficult tointerview 11 people, but I think uh if we can find a way to do it, I think it'dbe beneficial to interview all 11 before the committees make their final choice.Um, we just got to figure out logistically how we want to go aboutdoing that. >> Yeah, I I would like to say I mean leavea little bit of openness with this process to be able to ask questions asthey're standing. They're not solely just using prescripted questions.Um, I mean I I I because there's 11 and if we're going todo all of them, I certainly think we couldyou know, maybe even tonight here, let's read through this and and see whatsounds good or in the interim somehow come up with some a group ofquestions that we all find to be relevant, but also be given the chanceto ask your own question as the person standingthere, you know, is answering these questions that something else may comeup to you that's pertinent. And not everything that we do up here, eventhough we have an agenda every day and kind of a process that we do, we arealways on the fly of dealing with things.>> The boardroom is a very dynamic environment and I think it would benefitus greatly to have a candidate that can handle dynamic situations and thatincludes dynamic questions. I do think it's nice to have a template ofpotential questions. But uh I I agree with member antinensson here that weshould keep the questions open um so that we have the opportunity to ask youknow like some of the names I do recognize on here. I have specificquestions that come immediately to mind um that I would love to hear the replyto. >> Did you circle the ones you>> Okay. I didn't just ignore that. Okay. >> Ignore that. Fine. Sure.>> Member Corker. So I was I was going to say I do agree with having some standardquestions at least maybe two and then maybe you know improvise a little andhow the discussion is going. I do agree with that but um I would like tohopefully change the meeting date from the 1st to the 3. Is that something wecan do >> we want to discuss that first? Thatseems like >> because I will not be here. I'll be outof town and that's been planned for months. Um, so I'm and I come in onTuesday, but you know, flights and >> you know, you just never know. So wewould like to shift that to Wednesday evening if that would work for theboard. >> The third.>> Yeah. And and just just for a little bit of clarity here for everybody, I'm I'mgoing to be working on a I I have a kind of a templated resolution here>> to wrap all of this up at the end of our discussion. So I'm going to work on thisas we go. Um, so I'll just take some kind of general consensus. I don't havea problem with meeting on December 3rd. Um, that would work for me. Um, it wouldbe a little bit of a marathon for the board because we would be meeting on the3 for quite some time if we chose to interview all 11 and then we're going tobe meeting right again on the fourth. But uh I think it's important that allboard members be present and I think it's also important that we maintain theschedule that we uh determined over a month ago at this point. So>> would um Tuesday the 2nd be considered an option?>> Well, I come in my flight comes in at 4:30. So if it's on time and I can gethere >> on the first or the second?>> Second. >> Yeah. the second 4:30 to hit the tarmacat MSP puts you here at 7 at the very earliest.>> Well, I mean, like I say, if I was here late first,>> I know she >> Well, I was just going to say I thinkthis is going to be a very important meeting. I think we're all going to wantto be here. >> Flight schedules, you just never know. Ijust would rather not. >> I thought she came in on Sunday,[clears throat] >> so I apologize, but I do have a conflicton the third. >> Okay,>> I'm just putting that out there. Um, but I I>> if that's the day we have to go with, I'll just have to make a change.>> Well, and I know member chair, you know, wanting to keep the schedule. Um, but Imean, we also want to get this right and this will be, as you said, you know,sort of a marathon. I mean, I don't know if we're doing that Thursday night or Imean, excuse me, on the third. umyou know I don't know how people feel about doing it um you know the followingweek then we're not >> let me back to back>> the following week would be better that'd be pre preferable for me I justthink that back to back there's no reason to rush it and>> what do we have slated for so far our agenda for the meeting on the 4th is itthat truth and taxation truth taxation audit report policies.>> Yeah, >> I would also add there that through anofficial act of the board, we did give the public and the applicants theexpectation that we would be doing the uh committee meeting on the 1st and wewould be doing the appointment on the 4th. Um I think it's in our bestinterest to adhere to that as much as we can, but respect member Corkran'srequest that we we move that meeting because I think it's important that allof us be here. I think if we adjust that meeting a day or two, that's okay, but II'd really hesitate to start pushing the actual appointment out to mid Decemberor something along those lines. So, I think we try to adhere to the fourth ifwe can. Um, >> well, there's nothing in statute thathas a timeline on it. >> No,>> just as a reminder. So, >> but we did give the expectation,>> right? We don't need >> We did give the expectation to thepublic though. Um I I'm not I I don't mean to pry member Tyson when I ask thatthe conflict that you have on the third. Is that something you're able to um tomove to adjust so we can accommodate member Corkran and we can do theinterview on the third? >> I will have to move it.>> Okay. >> Yeah.>> Does anybody else have a conflict on December 3rd or do we feel that we canmake that evening work? Well, there's also um as I mentionedbefore, our our son is a senior and he's captain of the wrestling um team andthere is a wrestling uh match that evening, Wednesday, December 3rd at 700p.m. in Roseville. >> I'd move to go to the next week. I don'tthink it's a big deal. We don't need to be rushed.>> And to be clear, I'm I I I'm already missing um two of our son's events dueto school board. So, if I missed that, that would be three.>> So, I mean, if if we had on the second, I would just be late. [snorts]>> Well, I don't think we can do the second because>> Well, if you're if we're interviewing people,>> if you're not here, that you know, you're going to>> How do we change the date? >> Yeah.>> Do we interview people on the 4th and then make a decision?Now, if we interviewed people on the fourth, we would interview people. Wewould have the committees make their decision. Then we would immediately moveinto an appointment process. I I think if we did that, it would be difficult tointerview all 11. >> Yeah.>> If we do it on the fourth, it's going to be hard to interview all of thecandidates, >> right? We break it into two meetings.>> And how are we? And I hesitate to move it to the the 28th because that's uhThanksgiving and again we set the expectation of the first as the uhinterview evening >> and the the appointment meeting and the>> well and member Corkran is still gone during that time.>> Correct. And I I do like the idea of splitting itup in two nights since there's 11 just in all due respect to the applicants tojust not be trying to cram that all in >> and absorb and digest all thatinformation. >> So>> what um >> could we have it the next week?>> Remember Christensen, what time is the wrestling on the second or on the third?>> The seven um seven, right? Well, it's at seven, but our son would be towards theend. So he um >> So maybe we could do a little bit onWednesday and a little bit on Thursday. >> I was thinking a little bit on Tuesdayand a little bit on Wednesday. Start later on Tuesday.>> That's true. >> Interview half the applicants becausereally if we look at the the list, we have 10.>> Break it apart. >> We have 10, but we have uh I I believethat it would be beneficial to have uh Mrs. Durago come and and meet with theboard on one of those two evenings, but um she has been selected as a finalistalready. So, we really have 10 interviews that we need to carry out todetermine finalists, >> but they should all be interviewed.>> Correct. And I was just going to say she she deserves an interview because uh>> perfect. >> Um the final selection, she would bepart of that and I think that's important to have that interview forthat as well. >> Ithere were pieces missing from a couple of the applications. So, just to try toround up a little more. >> Well, I wonder if they're full in here.>> Yeah. A couple of them online to read where they got I haven't looked at>> any of the applications yet. >> Yeah, I haven't either, but I bet youthey're signing, >> but they look good in the packet.>> Maybe you looked at it already. >> So, let's let's get back to the date.Let's try to nail that down. Um, December 1st is an absolute no-go forme. So, let's mentally cross that off in our head. Um,December 2nd, I think the earliest we can expect uhmember Corkran to make it here from the airport, assuming that this is somethingthat she's willing to do, >> Yeah.>> would be right around 6:30 or 7. So, we could start at seven and we couldinterview um half of the applicants and then wecould meet again on Wednesday or we could even interviewum six of the applicantson Tuesday and then we could interview the other five of the applicants onWednesday and then that will hopefully accommodate member Christensen's need tois the uh the match here? >> No, it's at Roseville.>> At Roseville. Okay. Why could Could could we fit the other half in on thefourth since we're splitting them up? Cuz I dohave a commitment. I can move it. I don't want to, but I I will.>> Just to just to come back to it a little bit. I mean umI don't I don't want to miss that on um the third, but I mean if that's the datethat works, I really feel strongly that we should not do something on thesecond. I really I feel strongly about that because of member Corkin. You justdon't know when people are flying. I mean I>> I just I really would want to stay away from the second as much as possible. Soif we need to do it on the third um you know to stay on schedule that I meanthen we just have to do it. So >> should we>> can we start earlier? >> Yeah, we could start it. I was justgoing to say yeah we could start at >> 5 or something like what I don't knowwhat you work in many I don't know so >> no I could make>> what time can people do it on >> if we did it at the third could we startat 5:00 p.m. >> I mean because if we do all all thepeople together let's just say they're 15 minutes each just kind ofthrowing ideas around here that's at least two and a half three hours thatit's going to take us to get through this many people.>> Um and that's a fairly quick little exchange. So,>> it is >> it's if we started at 5,we're going to be here until 8. >> That's>> or or later. We've been here much later in the past, which is which is finebecause I think that gives us if we start at 5:00 and we do it December 3rdand we plan on interviewing all individuals. Um, if we have follow-upquestions, we can ask follow-up questions. If we need to recess for afew minutes to catch our breath, we can do that.Do we know for sure that everybody's going to be able to come uh thecandidates? >> We don't. And that's part of the risk.Yeah. And that that's part of the risk. That's why um [clears throat]>> uh being that we had already set the date for the first.>> I hesitate to to make any adjustments, but I do want to accommodate memberCorkran as best we can. Well,>> I think we're just going to have to go with the third and hope people canattend. I mean, if they really want the position, hopefully they're willing toadjust. One committee will stay in this room. the other committee will gointo the conference room and we will make our final selection on the otherfinalists that the the the committees would recommend.So I would recommend that we have two committees as you mentioned one of themwould be uh headed by the vice chair member Corkran. Her committee wouldconsist of member Corkran, member Christensen, and member Tyson. The other committee would then go to theconference room, again an open meeting. So we would give the gallery time todecide which committee they wanted to observe. The committees would then umhopefully relatively quickly determine who they wanted to nominate as afinalist. And then the next piece of that puzzlewould be we would convene afterwards and make it known to the whole board whoat that point up to three finalists would be for consideration on December4th. >> Well, just one more follow-up question.So, are are the interviews will December 3rd be live streamed or recorded in anyway? And if the answer is yes, then do our deliberations also have to be livestreamed then how does that work? >> So that is the next question I was goingto get to and that is our prerogative if we would choose to do so. Um,my personal feeling is that uh I I see nono reason why we couldn't live stream um the every piece but the committee piece.But at at the same time, I do think that the um the interviewing process doeshave the potential of being somewhat delicate. Uh, and it would maybe be inthe best interest of the applicants if it wasn't live streamed, but I wouldlove to hear what the rest of the board thought about that. We left open the number and then specific members ofthe subcommittees. Um so that's where you can get into the do we have two orthree. Um, we did agree that the subcommittee selectionswould occur the evening of December 1st by the the subcommittee is to determinea finalist in addition to the um voters's choice finalist. So the voter'schoice finalist was also decided at the uh October 30th meeting and the voter'schoice finalist was to be the applica if an applicant whoum ran in 2024 the highest vote getter of those applications. So I realizedsome confusion with people that did hear it and maybe with myself that we weren'tusing a name. And in the scenario that we brokeinto, say we broke into the two committees that I suggested earlier,>> um we would have potentially two more finalists in addition to Mr. Dangu>> for a total of how many? >> For a total of three. It is possiblethough that both of the committees could also select Mrs. Durangu and we couldhave a total of one, but we would have up to three finalists. Then if we brokeinto three subcommittees where there was two, two, and two. Mhm.>> Um there is of course the possibility that we could have as many as fourfinalists, but there also exists the possibility that none of thosesubcommittees would reach a quorum >> and we would then have one finalist toselect from on the fourth. So that that would be the inherent risk of breakinginto an even number of community members is that you don't reach a consensus>> and then you do not have a finalist to bring forward.>> Um which is what I was kind of hedging against by suggesting we break into twobecause then you will meet a consensus one way or another.>> Well, you will likely meet a consensus. I mean, if there's>> I think another important distinction that we got to keep in mind is say we goto the smart scenario and we break into three subcommittees of two, which whichis fine. Um, any individual is going to need four votes to meet the threshold toactually get appointed by the board. And if we do have a subcommittee of twoand those two members cannot reach a consensus,then even if they brought forward two candidates, that candidate is not goingto get majority of the votes moving forward. So,um I I think that's something that we need to keep in the back of our mindwhen we're going through the committee process is that we need to eachcommittee needs to present a candidate that is appointable.Um, so in that vein, I I do feel that that three is more than adequate myself.>> Okay. We've accepted the fact thatnot being able to make an interview does not disqualify you from consideration.Um and we've also accepted the fact that uh immediately following the committeemeetings um the full board will meet and eachcommittee shall provide the name of up to two selected finalists to the fullboard and we will then um make the selectionthe final selection of the December 4th board meeting. Did I summarize thatsomewhat correctly? Are there any other points that we wantto discuss or add or anything that I may have missed?>> I just have one more. Yes. Regarding the questions. Yes. Um I do agree that youknow there are scripted questions but when you look at the questions they'reall very relevant to board governance to every aspect of you know board work. SoI think if we are going like off topic or whatever is our personalquestion we feel like asking it should be perviewed within the subcommittee. Imean I think we have to have some consistency right?>> Yes. you know a fairness to the applicants and I think if we're goingoff on our own personal question and answer session we need to perview itwith people and say what do you think about this question you know soeveryone's comfortable with that and there's consistency with thatdoes that make sense >> well I also>> I don't really understand what you're saying sorry just I'm not quite catchingit [snorts] >> I'm Sorry.>> Well, I think when we all would ask our own personalquestion, you'd have a lot of different avenues of board work and boardgovernance and all all the gamut. So, I don't know if maybe they should besubmitted to the chair and the vice chair before you want to ask that. So Ithink that's good myself because uh we had pre-anned questions and that was onthe application and I I look at the interview as our opportunity to expandupon their answer or to expand upon the things that we know about them. Like Ican think of one specific applicant here when I look at their name on the listthat I have very specific questions that I would like to ask that individualabout how they would approach their board role.>> Right? I can't put that in a pre-anned question that's not relevant for anotherindividual. >> So, yeah, member,>> I do have a question how we would do that about timing though. So, if ifyou're only interviewing someone for 15 minutes>> and you know, you member chair, you were saying you want to ask someone, you askthem a question and then a followup and then a and then all of a sudden, youknow, six minutes is gone or how are we going to time that? So then,you know, everyone gets an opportunity. I just I don't know how that's going towork with a certain I mean we want to keep it within a certain amount of timeotherwise this is going to just go on forever but I mean if>> I think we schedule it with an intent to to finalize the interview with eachapplicant in a 15minute block so we can maintain the schedule but just likeanything that we do in the board here we can always extend that time or limitthat time further should the board feel it's appropriate.Um so we can handle that through standard process and standard rules oforder. So if we need to expend extend uh um you know candidate A's interview timeso that all members have their answers questions we or their questionsanswered. I'm sorry we as a board could we have the prerogative to do that. Umor if another candidate were able to uh interview quicker we have theprerogative to move on >> and that would be based on like howwould the interview be extended? Who would what would you>> uh just through a normal board action like we do here. Um when we put limitson discussion or when we put uh you know when we call the question we would justdo it in the same way during the interview process.>> So that would be my proposal for that because I do have a concern aboutinterviewing about a panel of of six individuals interviewing 11 people inone evening. I I think that could get strung out very long. um you know mostcorporate interviews last between an hour and four hours a piece and um Idon't think we need to go quite that in depth but uh um I don't want to get intothe situation where member Castle has an important line of questioning and ittakes up 14 minutes and then member Christensen isn't able to answer or toget an answer to a question that she feels is just as important. So I I thinkas as a board I [snorts] I feel that that we can be mature enough in thatprocess to to handle that internally as we go. At least that's my hope.>> Well, and I think to be fair to the candidates too, you have to haveparameters. >> You know, is it going to be 15 minutesand then I'm done or are we going to go longer because some person, one of theseboard members wants to go on and on about a certain topic. I mean, I thinkthat creates some awkwardness and uncomfortableness. So I think we shouldtry to think about like a 15minute parameter and how many questions are inthat 15 minutes is it >> one from each person.>> I think that's an excellent point actually let me offer a suggestion here.Why don't we extend the interview to 20 minutes per applicant and each boardmember is given three minutes um you know similar to what they do inuh congressional hearings and then if you want to uh like say forexample I have three minutes of time but uh member Castle's going on a uh line ofquestioning that I support I I could give him my time to finish his line ofquestioning. Hang on. Um, >> I mean, it is a bit consistent.>> It might be a little bit uh uh heavy to to track.>> But I think if we [clears throat] if we found somebody at maybe we asked Dr.Massie to help us find somebody who can help us>> keep time >> keep the time and and try to stay on umstay on task. I'd like to say I'll do it myself as the chair, but often timesduring public comment when my myself and member Anton are trying to keep time andkeep things moving. Um I see a lot of the public comment in the video reviewafterwards and I want to want to be an active participant of that. Sologistically we might just want a little bit help if we stretched out 20 minutesper candidate and uh three minutes per member.>> What are your thoughts on that Dr. Massie?>> Yeah. What do [snorts] you think? >> I've been part of a lot of interviewsand Almost every set of interviews, we havea set set of questions. I know that's been conversation at this table. I thinkthere's value in a set set of questions. So, you geta response on the same question from all candidates. So, as you're judging andevaluating candidates based on, >> you'd have a a way to evaluate allcandidates based on a set of common questions.I I think there is value there. I understand the interest in maybe morespecific questions for some members, but I think there's maybe a moment ofcaution >> of where that might go or are we settingup an unfair scenario where we're we're digging into things that maybe other>> candidates don't have a chance to respond to.>> Right? So in terms of fairness, I think there's some value in a common set ofquestions. That would be what I would offer to the group. It's clearly yourcall on how you proceed with that, but I think there is value in a common set ofquestions. >> Well, that's kind of what I'm thinking.If I'm coming in as one of these applicants,what am I expecting? Just random things being fired at me?>> Well, they're going to be random. They're not going to know what theirquestions are until they show up. So for them, it's going to be But we're goingto have the same ones, right? So, we'll hear them differently from eachcandidate, but we'll have the same ones. >> Do you see any value in that?>> I do. I definitely understand what Dr. Massie is saying. I also see value inbeing able to follow up on something if something is sparked in in your, youknow, the brain and you're like, "Oh, well,>> yeah." >> You know,>> and I feel like we did that with the application myself, member Castle.>> Yeah. So there another consideration is that some of these questions might havealready been answered by some of the candidatesin their resume. >> Correct.>> So in that case that particular question for that particular candidate has wedon't need to >> right>> breach that subject with them because it's already been done.>> So then and either that eliminates that amount of time for them or it opens upthe door for a a question that maybe the other candidates won't have.>> Do we want to put this put this to a vote?>> I guess I just have one more question. You know, just thinking about this alittle bit more and looking at the list of 11. I mean, I can see u a couple candidateshere who um you know that that we all know prettywell. And I'm just I'm to Dr. Massiey's point and also to theearlier point if this is live streamed I'm just concerned that the questionsmight you know become more of sort of a personal nature or of aum I don't know the word I want to use butjust um we might veer off in a direction that's notmaybe a a direction that we want to go in if it's live streamed, people mightbe upset. I I mean, I'm just, you know, thinking more about that question aboutbeing at live stream. So, I I hear member Antinson's point about wanting tomake a followup. I hear that, but I also see some of these names and when theyget before us and if they have to answer questions that we ask them, some ofthese folks have, you know, more of a a personal history with some of us. Andso, I'm just >> I think if they applied, they'reprobably ready for some questions. I mean and like some people do have apersonal history and if we as board members are sitting up here and while wetalked about in the policy committee not supposed to be you knowwe are supposed to take heat >> you know nothateful nasty criticisms uh but heat for sure because it's impossible to pleaseeverybody. some>> I mean that's a part of the process I think is to be able to>> sit in the hot seat and calmly answer questions>> and to member Antinson's point we all put ourselves in that position hereevery evening >> when we meetso I feel like what we should do is have standard question but that could leadinto additional questions like you're saying and their response would give youthat had opening to ask additional questions. Everyone's going to be different but Ithink to be consistent is important because then you can weigh their answersagainst each other.
