Trash Haulers Hours of Operation Ordinance 2025-13 and Resolution 2025-056

Ordinance 2025-13 Approved (Unanimous among 3 voting members present); Resolution 2025-056 (publication) postponed due to insufficient quorum for that specific action.

Moved by Council Member [00:17:20] · Seconded by Council Member [00:17:25]

The item proposed changing the trash hauling start time from 7 a.m. to 6 a.m. following a request from Tennis, a hauling company. Staff presented research on 12 nearby cities, noting that many cities had 6 a.m. start times, and changes were generally non-contentious with few complaints unless services occurred before 6 a.m. Council members discussed the minimal noise impact and potential benefits for service efficiency.

City Sponsored 100-Year Anniversary Celebration Funding (Excluding Fireworks)

Approved (Unanimous among 3 voting members present)

Moved by Council Member Jesus [00:19:35] · Seconded by Council Member [00:20:00]

This item focused on establishing a budget for the general activities of Lake Elmo's 100-year anniversary celebration, separate from the fireworks display. The discussion centered on setting a financial limit for staff to plan and execute various celebratory events.

City Sponsored Firework Display for 100-Year Anniversary

Approved (Unanimous among 3 voting members present), to be held at preferred site A (Lions Park) with type as recommended by the Fire Chief. An alternative date in December was also discussed for contingency.

Moved by Council Member Jesus [00:22:15] · Seconded by Council Member [00:22:25]

Staff presented options for the 100-year anniversary's celebratory display, including traditional fireworks and a drone show. Information on costs, preferred locations (Lions Park), and safety considerations from the Fire Chief were discussed. The council ultimately decided on a fireworks display, with a budget and specific location guidance, and also considered a backup date in case of adverse weather.

it was a request from tennis to move the hours of operation from 7 to 6 a.m. So, just the background. Uh we did a review and we reviewed solid waste for 12 nearby cities.

I don't find them to be particularly noisy. I mean, they're in our neighborhood right after 7 and it's no not a huge amount of noise and certainly no more noise when they they're plowing the streets at 4 in the morning.

I would make a motion that we authorize staff to spend up to $50,000 exclusive fireworks for the celebration. I think that would be enough to cover I don't we may not spend it all, but that would be sufficient to cover some of the items we had talked about.

we did provide um in the packet a quote for a fireworks u display and then also we have um learned of an alternative so a drone show... the feedback was um nothing nothing but good stuff. It's uh was wellreceived and they plan on um continuing to add this into their yearly celebration.

City Sponsored Firework Display for 100-Year Anniversary

I'd make a motion to authorize staff to spend up to $15,000 for a fireworks display. I believe it would be part of a very festive celebration to have a 100red-y year celebration and I think our community would appreciate it.

If we can keep everything right in Lions Park, I think that's our best bet.
