It is 7:01 and it is time to have the call to order for the city of Lake Elmo meeting on August 19th, 2025. Can we please stand for the pledge of allegiance? I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. [clears throat] >> So glad to be standing next to the tallest person in the room. Really makes me feel short. Thank you for that. I resent that statement. Next on the agenda is the approval of the agenda. Absent of any motions to change, I will take a motion to approve. >> Move to approve the agenda. >> Second. All those in favor? >> I >> I >> motion to approve the agenda is approved. Any public comments or inquiries? >> I'm going to go with there does not appear to be. So, next on the agenda is approval of minutes from August 6, 2025. I assume we all had a chance to go through those. I myself don't have any changes. Motion passes. >> Item E is consent agenda and I can read through those. Item one, approve payments and dispersements. Two, trash hauler hours PDF. So >> that we are going to need to remove. So I'm pulling that right now because we need a four-fifth vote for all uh publication ordinances. So no number two. Three, approve temporary liquor license for Lake Elmo Rotary. Four, approve pay request two for 2025 street and utility improvements. Five, approve gardener school security reduction. Six, accept bids and award contract for 2025 crack ceiling. Seven, approve 2025 safeu contract amendment. Eight, approve star gazing event. Is there a motion to approve consent agenda without the publication ordinance 2025-13? >> Motion to approve consent agenda. Second >> motion to approve the consent agenda as amended without 2025-13. All those in favor, please signify by saying I. >> I. >> There are no opposed. Regular agenda. There is none. Council reports. Mr. Draich. >> I I have a report. It's about four and a half hours long. Maybe I should wait for another meeting. >> Moving on. [laughter] No report. >> [clears throat and snorts] >> Uh I can offer a a specific report. So uh council members have been each doing various things to help to help staff with their massive additional workload that we threw on them for the 100th uh [clears throat] birthday party for Lake Elmo. Um have reached out to various groups to the Blackhawks out of St. Paul airport to the C130s out of MSP and to the commemorative air force out of South St. Paul. And uh the Blackhawks are not going to be able to come. We do not qualify. The C130s may be able to the pending FAA approval and possibly a couple additional things. But it appears uh the contract should be coming over for staff to sign to have uh three airplanes from the commemorative air force do a flyover. That does include their B-25 bomber, which is it is from World War II, and two other World War II uh planes as part of it. If the C130s are able to make it as well, even better. But that contract should be on its way. I also have not heard anything additional. I presume the other avenue with >> I have not had a response yet from Senator Clolobashar on our request. >> All right. So, at a minimum there there will be a flyover there. Uh contract again is being sent over to staff, but that's all the subject matter expertise I can offer to help. Great. Um I have several um food trucks that are confirmed for the 13th as well. So I think we're we're looking good so far. >> And the food will be free, right? >> Yep. You're bankrolling it, right? [laughter] Yeah, he was looking at you, Council Member Dage. That is great to hear. Food truck, you said five so far. >> Awesome. That is very great to hear. Um, and again, thank you to because I know the mayor has been doing stuff as well. You have, we all have. Matt has as well, but staff, thank you to staff because this was a pretty large workload that was thrown upon you at the last second, >> but I do believe this is something that is going to be very worthwhile for residents and it matters. So, Miss Miller, >> well, to carry on that theme, I can um just quickly update that we have our our fireworks vendor contract um signed and delivered back, working on a contract for the band. And we do have a planning meeting with staff and the mayor and the Rotary on Thursday to kind of work out some more of the details. I will also try and send an email um by the end of this week recapping as much as I can gather this week for the council for an update. >> Awesome. Great to hear. What when the time does come, how do you anticipate uh logistics for informing people like where to park, where to do or is that going to be part of the planning? >> That's [clears throat] exactly it. Yes, we will have communications involved um in the planning meeting but also then after. >> Okay. Thank you, >> Nicole. The minute I hear back from the senator, I will let you know right away. So, I've just been waiting. >> Yeah. Yeah. Okay. Thank you. >> And can we have coned out sections on Upper 33rd for the food trucks as [clears throat] well >> because that's where the mayor was saying we should have the food trucks. >> So, I think um just the one confirmation I want to have with staff is power and so forth and kind of where >> just confirm that that's where they should go. So, We'll know more after Thursday. >> Got it. Okay, great. >> Miss Johnson, >> I guess I can add to that just real briefly. Um, with the passage of the temporary liquor license this evening, the Lake Rotary will be able to move forward with their um they're having a beer trailer with two taps of beer and one tap of um seltzer. So, I'm sure everybody will be looking forward to that. >> Great. Miss Montteruso, >> no report. No report engineering. >> No report. >> Council, >> no report. >> Okay. >> Really, seeing as there is no further business, thank you all for those who are here and to staff again for the the work that is being done on this.
