Lake Elmo Actively Plans Park Futures Amidst Community Growth
City officials and community organizations are collaborating on capital improvements, facility expansions, and strategic enhancements for Lake Elmo's green spaces and recreational areas.
Lake Elmo is actively engaged in comprehensive park project planning, with recent discussions highlighting a commitment to expanding and improving recreational facilities to meet growing community demand. During recent meetings, city officials and local organizations reviewed proposals for new amenities, strategic budget amendments, and long-term capital investments aimed at enhancing the city's parks and green spaces.
A significant driver for current park planning efforts is the increasing participation in youth sports. The Lake Elmo Baseball Association, for instance, outlined its strong interest in developing additional facilities to accommodate its growing membership. Todd Brushey, representing the Lake Elmo Baseball Association, emphasized the need for expansion.
We are interested in developing an additional baseball field for youth, for our organization and for the city.
The scale of youth engagement underscores this demand. Brad, also from the Lake Elmo Baseball Association, reported substantial participation numbers for the organization's programs. This participation indicates a clear need for expanded facilities like baseball fields and adequate parking, such as that at Reed Park.
I think 293 kids came out for our travel teams... We also have another 75 seven and eight-year-olds playing in what we call our Little Lions program, a developmental program. So all told, we're looking at about 325 kids or more.
Officials acknowledged the dynamic nature of planning and the importance of adapting the CIP to emergent needs. Peter, an attendee at the meeting, advocated for this flexibility, suggesting that the council should be open to modifying the plan. This approach allows for the integration of new projects, like potential baseball field expansions or other green space improvements, into future budgets.
I would be in favor of generally recommending to the council to say, 'Yes, let's make an amendment to our Capital Improvement Plan (CIP),' and we know that that work generally needs to be done. It's not currently in there, but we can shift things.
Beyond sports facilities, planning discussions also encompassed various other park enhancements. These included consideration for new trail connections, such as those proposed for the Royal neighborhood and Wildflower areas, aiming to improve accessibility and connectivity within the city's green infrastructure. Additionally, proposals for acquiring and installing shade structures in parks like Pilot Park were reviewed, demonstrating a focus on user comfort and amenity upgrades.
The overarching goal of these planning efforts is to enrich the community's quality of life through accessible and well-maintained public spaces. A Commissioner underscored the value of active park use in fostering local spirit, recognizing the vital role parks play in community engagement.
I think one of the important things for me is to see our parks being used again, and you play a big part in that. So, um. I think that's an important part of community spirit.

Acceptance of Lake Elmo Baseball Association Donation for Ridge Park Baseball Field Improvements
Dissent: None
Moved by Unknown [0:38:20] · Seconded by Unknown [0:38:40]
The Lake Elmo Baseball Association proposed a $35,000 donation for significant upgrades to the Ridge Park baseball field. Commissioners discussed the rapid growth of youth baseball (from ~140 to 325+ children in 10 years), the resulting need for more fields, and community concerns regarding parking and increased traffic at Ridge Park. Staff confirmed that proposed parking expansions could be comparable to Reed Park, and traffic studies showed moderate usage of the access road. The field's current condition, potential completion timelines (fencing in 2026, infield in 2026/2027), and safety standards for backstops and dugouts were also detailed.
Approval of Budget Amendment and Acceptance of Donation for VFW Baseball Field Improvements
Dissent: None
Moved by Unknown [1:02:40] · Seconded by Unknown [1:02:50]
This item concerned a 50/50 cost-sharing proposal between the city and Lake Elmo Baseball Association for improvements at the VFW baseball field. The city proposed contributing up to $50,000, which would cover irrigation upgrades (e.g., larger main, modern control system) and potentially dugout renovations. The baseball association's donation of up to $24,000 was earmarked for critical infield renovation and reseeding, with an urgent need for 2026 completion to allow for grass establishment. The poor condition of the field due to lack of water for over a decade was noted, and the process for city-managed procurement for its share of the project was clarified.
Extension of Sunfish Lake Park Hours for Star Gazing Event
Dissent: None
Moved by Unknown [1:18:20] · Seconded by Unknown [1:18:40]
Verity Davis, representing the Sally Manzara Nature Center, requested an extension of Sunfish Lake Park's operating hours until 10:30 PM for their annual star-gazing event on October 10, 2026, with October 24 as a backup date. She confirmed that previous events had not encountered safety or parking issues and also inquired about a general process for future extended hours for other night programs like winter walks and Native American adult programs. The commission voiced strong support for the nature center's community programs.
Acquisition and Installation of a Shade Structure in Pilot Park
Dissent: None
Moved by Hankins [1:37:30] · Seconded by Unknown [1:37:45]
The commission reviewed options for park pavilions and shade structures, as part of the 5-year Capital Improvement Plan (CIP) with an $80,000 budget for 2026. Adam presented various designs and costs, noting that traditional pavilions have increased in price to $94,000. Alternative, smaller shade structures from different manufacturers were explored, ranging from $50,000 to $85,000 including installation. Key discussion points included whether the goal was for rental income or simply public shade, the architectural aesthetic, maintenance requirements, and suitable locations (Pilot Park and Demontreville). Commissioners favored a modern, low-maintenance design that fit within the budget and decided to proceed with one for Pilot Park, while emphasizing the need for a more strategic long-term plan for future pavilion placements across different park types.
