Proposed State Park Faces Funding Challenges, Seeks Clear Operational Framework

Lawmakers and officials at a Minnesota House meeting emphasized the critical need for dedicated, ongoing financial appropriations and unambiguous management responsibilities for the prospective Hortman Memorial State Park.

Published Oct 16, 2026

A Minnesota House committee recently grappled with significant financial and operational questions surrounding the proposed Hortman Memorial State Park, highlighting the necessity for dedicated, ongoing funding and a clear delineation of management responsibilities to ensure the park's successful establishment and long-term maintenance.

During a recent discussion, legislators underscored that the financial aspect must be prioritized before further progress can be made on the park's development. The concerns ranged from securing a sustainable budget to addressing the potential impact on existing state resources and personnel.

We can't get ahead of the money part.
— Representative Nash

This sentiment was echoed by officials who detailed the financial realities facing state appropriations. Miss Suki, an attendee at the meeting, warned that existing funding streams are not sufficient for a new park of this scale.

Our current appropriation is scheduled to go down in fiscal year 28 and 29. So any potential state park would need a new appropriation to implement and maintain. The funding cannot be one-time; it would need to be ongoing funding to properly maintain the space.
— Miss Suki

Beyond the direct financial outlay, Representative Nash also brought up the potential public perception issues linked to creating a new park while other state employment situations might be under pressure.

The optics of letting people go from the state of Minnesota while we're standing up a brand new, possibly expensive park, it's a bad look.
— Representative Nash

Consensus was reached to update the poll to include alternative dates for both meetings.

Funding and Operational Concerns for Hortman Memorial State Park

Chair's audible to hear Admin presentation and commit to DNR presentation next meeting.

Dissent: Senator Green voiced general caution about the project's scope and cost.

Moved by Representative Nash [00:30:11] (informal request)

Representative Nash strongly advocated for a discussion on funding and operational oversight, emphasizing that the group cannot proceed without agency input from DNR and Admin, especially given the state's structural deficit. He expressed concerns about creating an expensive park while potentially laying off state employees. Admin presented on their current facilities management, highlighting their 'in lieu of rent' (ILR) appropriation, its scheduled decrease, and the potential need for new, ongoing funding for a state park. Admin expressed a preference for maintaining current management jurisdictions.

Preliminary Delineation of Park Boundaries

Consensus to exclude Lot Q and southern parking lots from initial boundaries, include Cass Gilbert, Leaf Ericson, democracy stage, and State Office Building/DOT space. Agreement to consult tribal partners for Tribal Flag Plaza. Discussion regarding Capitol building inclusion postponed.

Dissent: None

Moved by Representative Clelebourne [00:50:47] (informal recommendation)

The group discussed specific parcels for inclusion or exclusion from the initial park boundaries. There was consensus to exclude Lot Q and other surface parking lots near the Veteran Service Building, which are currently zoned G2 (public open space) but designated as interim. Cass Gilbert Park, Leaf Ericson Park, the democracy stage (upper mall), and the green space between the State Office Building and Transportation were generally agreed upon for inclusion. The Tribal Flag Plaza's inclusion was flagged for mandatory consultation with tribal partners. Questions about the Capitol building's inclusion within the park boundary were raised for future discussion.

Also November 5th is the day that generally [snorts] the caucuses meet and have their meetings for the new members who have just been elected. They'll have a full day of orientation. So, that week may be difficult um for new members and members of this committee.
