and then this is the alternate Elixir yeah yeah and I'll explain the alternate when we talk about it but basically it's um it's the very East End of second North oh yeah I'll I'll explain that one other thing John you know you may not have done the West Side the West End of Second Street North you know you did those nice little markers those pink markers yeah outlining something and there's a couple of spots that are we probably where quinley is towards County Road to the West yeah on second yeah okay that need to be also yeah okay sure call to order the city council meeting of June 29th approved monthly claims approved the May 4th 2023 city council minute meetings and the I guess is it a resolution or is it just a the limits on liability which basically is C which a city does not waive limits on tort liability right um if there's any discussion a move that we approve the consent agenda I'll make a motion to prove the consent agenda our seconded all those in favor aye um public comments um and four on the agenda is unfinished in new business a is consideration of 2023 Road Project bids phase two I think you all have a copy of what that is as usual Mr parody has done his usual fantastic job of putting it together in which we can all understand it and in great detail is there any discussion concerning uh phase two I'm assuming that silence means that there isn't any um so at this point Kim we just approved the uh phase two of the uh Road agenda uh absolutely absolutely looking for a motion to approve however you may want him to go through the staff report or if you're ready to vote go for it uh John do you have anything you'd like to add to what you've already written yeah thank you mayor I just I'll just point out one thing make sure that it's clear on the memo here this time around we did have the contractor give us a quote for a base bid and a quote for an alternate I just like to explain to the console what the alternate is because I don't I didn't go into that much detail on the on the memo and in an effort to keep things brief for you when we uh when we inspected the streets specifically Second Avenue a Second Street North that's the section where Council directed that we just do patching and so we did Mark if you've been on that street you might see some paint marks there where we marked some patching locations on the very East and near Quinnell um we noticed an area um I'm trying to what's the length there so do you recall and by the way uh Sarah arthune is Project engineer with SCH who's here with me today and uh she if I need help answering questions she might chime in but there's a there's a section there that's actually holding together okay uh to today but is alligatored out and so what that means is the pavement has distressed through its entire thickness to the point where at some point in the near future it's going to start to come apart and it's beyond what could be addressed for the mill and overlay and so we measured that up and got the contractor to give us a quote for uh patching that end section there about 100 feet long the full Street width and that's the alternate um fourteen thousand dollars so uh the reason I broke that out as an alternate is because as it drives today you may not even notice that it needs re that will be in need of repair and in fact if your uh funds are tight and you'd like to put something off to another year you could wait for that um that repair but we we had the opportunity here to see what it would cost this year and it's entirely up to the councils to whether you would choose to include the alternate or not in my best estimate I would say in the next three to five years that section is going to start to come apart and it'll need extensive maintenance at that time so it's a completely up to the discretion of council as to whether you'd like to award alternate one along with the base bid is there anybody that would like to comment on what he just syndicated uh I guess I just want to know okay so on Second Street North bnm that East End the rest of 2nd Street North not looking at this year but do we think that in two or three years we might have to redo that whole road and it would be more cost benefactive to wait to do this alternate with that or where you think it would make much of a difference it's historically it's pretty safe to say it's always cheaper to do today what you could do in three years there are some rare cases in my career where the economy has taken you know a bit of a dive and we've seen prices come down but generally speaking that doesn't happen very often um but I'll just mention that just before the meeting was called to order Amir Bischoff was mentioning that there are some sections there's some areas west of Cornell on second um I'm sorry west of Quinlan that that we didn't include because the direction here from the council last month was to do east of Quinlan but we can add some patches West to I mean that's something that's easily done oh I think that was where I wanted to was there's a patch west of okay and we can we can easily add those you know we can add patches so you know to another thing maybe just review with council is these projects are Bid as unit price projects which means it establishes prices for the type of work we're doing you have the luxury of adding a couple of patches without breaking the bank because now the contractors locked into their price per ton or price per square yard as the case may be and so we can easily add you know I can meet with the mayor like we've done in the past and walked out of their block and mark up the new areas and just instruct the contractor to do them and I think you know there's just two areas that are not quite as bad as the things that are east of Quinlan but uh um that definitely need to be you know where you have that makes sense three or four not potholes but you know the type of thing that uh um you certainly would have marked it if you'd seen if you covered it sure yeah I just wanted to make sure that we were going to do the whole thing um so so the final thought I have on that whether what to do with alternate one is um it's not every year that Lakeland Shores does a project like this so um it's probably and and frankly once we get this project done most of the streets that have been in would be a need have been addressed in the last five to ten years right so um it's maybe unlikely that we would have another project that we could add this alternate one area to in the near future now we would be able it's more likely that we could take it on to say a Lakeland project we might be able to tag on eventually somebody's going to have to be done to the Northern end of uh Lakeland Shores Road right okay since we're only doing from the pillars South um you know it's in pretty good shape now but you know if I was in a perfect world I'd have somebody patched a few places where the pavement is peeled back um but it it's nowhere near as bad as Second Street North okay so um I mean there is that possibility of you know whenever we do that which is not probably very likely I mean it seems to me that uh as much Havoc as this is going to cause the community that it'll be good to get it done you know all in as much as we can get done in one year uh as possible and as long as you're confident in the provider of this uh asphalt and which you seem to be so yeah so this contractor um we've we've worked with going all the way back to when they were Tower asphalt um right here in Afton and so they've been purchased twice in the last several years but the crews and the people we work with the project managers have been around that long and they did work Quinlan Avenue I think 20 years ago I remember that that one's smooth yeah when they did the middle they do most of our local Street projects down here in the Lower Valley yeah trying to think of an exception azlickson did get the Lakeland one this year um that that's really an outlier usually it's always Minnesota Paving yeah I think it would be a good idea to add on the ultimate one it's a yeah it's a busy road a lot of people go through there and if they're here seems like the smart thing to do would add it on and hopefully keep the cost down from a future project or doing it in the future just one thing Kim do we have approximately uh 450 000 or 500 000 in our road fund you do mayor council members use I have the funds absolutely right you know look forward with phase two and the alternate one you've got this time uh about 575 000 okay and we have more funds coming I think there's like a 19 000 I think it needs to be used to be again the cost two to three years from now and they're in the area makes sense to me that's all I gotta say so as you consider your motion um like you did last month including their uh direction to the mayor and clerk to sign the contract if you will about you so you would make motion to award presumably if that's what you do um presumably to award the base bid and Alternate to Minnesota Paving and materials and um and direct mayor and the clerk to sign on behalf of the city somebody want to repeat that yeah I make a motion that we uh approved 2023 Street phase two bit base bit and include the alternate number one and then uh direct the city or Amir and the cleric to sign the paperwork and specifically the amounts appear to be a 290 and 25 cents and 14 119 and 50 cents is there a second I'll second all those in favor aye so mayor I do have contracts with me this evening I'll wait through the duration your medium then I can catch you in the clerk for signatures okay sounds good thank you thank you Let's see we have uh B and unfinished and new businesses uh consideration of resolution number two 2023-05 supportive Regional Trail um we have certain information that Kim has provided us in our packet which talks about the the trail um and Kim probably skimmed over a little bit too much when I was looking at it on the computer could you just tell us a little bit um what this I know this Regional Trail connects a bunch of trails okay that so that there's more continuity so that people if they're riding a bike can don't have to hop on the road in order to get there I guess but is that basically it it's starting up at the St Croix boom site and coming down to Afton yes [Applause] they've had uh gone through quite a planning process meeting every month to come up with a preferred Trail option they're at the end of that uh uh project that process and they are just looking for uh support from all the cities that the trail runs through um the point is to again connect these trails uh at this point which is interesting and is uh not necessarily part of the County's uh policy but there's no cost share whatsoever to the City of Lakeland Shores again they are just looking for support to connect this Regional Trail the Coney came in and on one of those five City evenings I talked about a little more in depth but basically the big thing is a like the standards to be a Regional Trail has a certain Dimensions or whatnot yeah because it's basically following the existing snowmobile trails right um and then I think that they're trying to work with bellwin then maybe to connect the new trails they have down there okay up then towards uh Stagecoach but yeah I don't know the timing on all this it seems like a smart idea and all we have to do is approve it just show support boom again there's no cost share they can do the trail um but they just like to get the municipality support for it so when you say resolution uh something we need to vote on I take it yes it would need to be adopted so I move that we approve resolution number 2023-05 support of the Regional Trail system which is my understanding is not going to cost the City of Lakeland Shores any money um is there a second off second all those in favor aye sea of Unfinished and new business is uh schedule the 2024 budget work session um this is the usual where we do a preliminary one by September and do the final approval but can't go higher but can go lower in December generally speaking mayor and council members in the past we've done about a half hour to an hour prior to the September meeting um and kind of hash through the numbers with the treasurer which of course you would be here and then at that September meeting you would adopt your buy resolution your preliminary budget and Levy certification in November or December you do the final it can go down but it cannot go up from the preliminary so I would just recommend we set that up for the September meeting which is there's a calendar I do not believe that there will be uh I don't believe there'll be August August meeting there's no land use applications in the September meeting is September 7th I think the question is do you want to meet for an hour prior to your regular meeting or is a half hour enough I think I think a half hour is enough I take it the treasurer will be here yep absolutely so 6 p.m on September 6th and I don't need a motion for that it's been announced to the public did you say September 6th 7th oh yeah and we're rushing right ahead here um five would be a council and staff reports I have submitted to the Homeland Security emergency management um the fee for your brush removal I per all those cities actually participated with that in Washington County and a the state did declare Washington County a state of emergency I have submitted pictures and the invoices lots and lots of pictures and it has been submitted and approved um I don't know when you will be getting your dollars but you're supposed to be getting 75 percent back of that fee and just to add to that a little bit you know initially when I talked to Bennett Tri-County he made the projection this was during the first week after the April first storm of you know like us three thousand dollars well you know poorly poorly well you know to you know just so that it's not all his fault because we were kind of late to the show and we're the last people to get basically the brush picked up um you know there's no question that between when he looked at it three days after the storm and people had pulled a little bit of stuff to the curb that there was a significant difference seven weeks later and we had 10 out there basically yeah right so um that's uh you know what what it looks like is he was right in that it will probably cost us about three thousand dollars um yeah after the 75 yeah so um so you know I have no idea he was taking it down to I believe his place and yeah and and has somebody with a big chipper who chips it all up I just was impressed by the the piles up at Lucy Lucy yeah oh God they were huge she had that big Kettle grinder and there's very little I have to uh when I drove by today to look to see how much was left yeah it's it's pretty well cleaned out there's a couple files and they're not small but yeah relatively speaking so Kim on this emergency fund thing I have you know probably a hundred plus pictures on my phone which unless they ask for them I'll just keep on the phone and yeah we should be we should be good because I did walk around and take a picture of every one of them so um and that's pretty much it rick no I have a couple of other things uh through the this last legislative session uh all cities are getting a one-time Public Safety Aid um to be spent on Public Safety again I don't know when those dollars are going to be in your bank account but the amount for Lakeland Shores is 14 834 one-time payment again has to be designated for Public Safety so can we pay what we paid to the sheriff can we use that money and the fire department probably right yeah um through this um legislative session the adult canvas was made legal which goes into effect August 1st where people can have it in their homes and they can do what they choose to do with it um it will not be available to be licensed it will be licensed through the state same as like the alcohol Bureau of Alcohol Department of Alcohol and uh fireworks Firearms yes but they are putting together a whole new Department to regulate this um business licenses will not be available until at least January 1st uh 2025 and at this point unless that changes um cities will only be allowed one retail license per 12 500 people up to twelve thousand five hundred people yes so you would only get one you would only be allowed one most cities are putting on a moratorium on this to study this but you again don't have much retail space or we got one yeah to the old Bank that's the only place I can take it and again you would only be allowed one that is General business your retail is uh um allowed in GV your commercial so are you advising us to put a moratorium on until uh you know I mean is it too late once we get a request it won't be available until 2025 yeah right right yeah I I'm not recommending at this point for you to put a moratorium okay anything else Kim sorry oh you were busy I know it has been busy um councilman Schroeder uh uh I've got one thing maybe a couple but one of them was at the fire department last month uh they had told us or Jim Stanley told us about these funds that the cities are going to get and they limit them for security and stuff and he uh he did mention that you know the city should look at the fire department and he did right now we don't have any cameras on the building and I know a lot of them do public places do and they we do have people that use that parking lot as a safe Zone to drop off kids and this and that I know my son does yeah and Facebook Marketplace down there and so people see that and I you know and or they think that it's secure but it's not so that's one of the things they're looking at and I know I can't remember if it's ten to fifteen thousand dollars that they're looking at that you know putting a proposal to put some security cameras around the building so that might be one area where we could donate some money other than that that's about it councilman Wilson nothing Tim um no no no no report from me just in general we do have that money out there that is needs to be spent I think by the end of 2024 but or it could be 23. you know that we've used a portion of that was for something that came through during the pandemic and you know they've really loosened up what I believe what the rules are that we could use it for is that correct am I totally off base Kim no they have they have loosened it up somewhat and it is the end of 2024. and is there any fear in anybody's part that we're not going to be able to utilize that on something that we can I mean could we use it as you know if if it's let's say twenty thousand or nineteen thousands left in the fund could we use it to you know for the road improvements as part of a partial payment according to the city treasurer yes you can use it for Road improvements for safety right but I would I would definitely clarify that with him at the September meeting okay and you know I got a call um that maybe uh you know and I haven't heard anything since then certainly nobody else has ever called me about it that maybe the U.S Bank building uh the possibility of uh uh Synchro Beach buying that um excuse me um buying it for a that's a problem when you get close to 80. yeah um all the things I have to look for that um Lakeland was in perhaps looking around and maybe considering it I nothing's happened since that phone call which I have been a good month ago and so has anybody heard anything about that I was I didn't know if I wanted to bring it up but yeah I added somebody called me a week ago about it and they asked what our input would be you know and I said well I can't see us throwing a ton of money I said it you know and this is just my opinion I said if you guys bought it and we rented you know for a fee or whatever uh and I did say well we we lose property tax so that would that's about four thousand dollars I think and that's a lot more than what we pay for rent here right you know so I guess I said I'm sure depending on what you guys come up or do we might be able to work something out okay and I think we're a little premature and even discussing it until there's something more definite um to me it sounded like they were fishing for somebody to go in and help with the note more than anything else but that's just my opinion well I don't have
