SoWashCo Schools presented an educational overview to the Woodbury community Wednesday explaining why Minnesota school districts continue facing budget pressures despite receiving record state funding in 2023.

The presentation identified three primary factors contributing to ongoing financial challenges: inflation affecting operational costs, unfunded state mandates requiring local funding, and schools' expanding role in addressing student mental health, safety and community needs. According to the district, costs for labor, health insurance, property insurance and transportation continue rising faster than funding increases.

The district explained that while the 2023 inflationary increase to Minnesota's general education formula represented progress, it does not compensate for decades of underfunding or keep pace with current rising costs. State mandates for new instructional strategies, increased curricular requirements and unemployment benefits often provide one-time startup funds but leave ongoing costs to local districts.

School funding complexity was highlighted as a key challenge, with most funding coming through state general education aid that includes categorical restrictions limiting how dollars can be spent. When state and local funding cannot meet student needs, districts may seek additional support through referendums.
