The first call of order is the Pledge of Allegiance. All rise. Uh if you all have uh reviewed those, if there are any edits, changes, questions, comments, concerns, now is the time to bring them up. Mr. uh city administrator, do you have anything to bring to the group? >> Uh Mr. Chair, Plan Commission members, not a lot this evening. Hope everyone is is uh well and enjoying summer. Um we [clears throat] will not have a Plan Commission meeting in August, so you all can have the night off, uh which means this is uh City Planner Richard's last meeting >> Oh. >> here, so >> Oh, wow. >> Thank you for your service. >> Yeah, thank you. >> It's been a good run. >> Yeah. >> Yeah, so on that note, we've got our new city planner from WSB on board. So, working on that transition here. So, she's got a lot of experience. I don't know if I mentioned it at the last meeting, but she was the city planner for the city of Blaine for 24 years and has been at WSB now for 5 years and um their backup city planner will support her when she's unavailable. So, look forward to that. Obviously, that'll take some time in that transition here, but we're in good hands and obviously appreciate all Scott's work over the years. All right, we are going to move on to the visitor public comment. This is the opportunity for the public to come to the commission with any questions, comments, concerns on issues that are not on the agenda. Seeing the limited attendance in the room today, I will anticipate there are none of those. Um so, we're going to move on to the public hearing, which is Ms. Jennifer Villeneuve? >> Villeneuve. >> Villeneuve. Thank you very much. So, 15026 Upper 63rd Street. Um Mr. Richards. >> Yes, um the applicants are looking at approval of construction of a new garage. The existing garage will be removed. Um they're also requesting the construction of a deck at the front entrance of the house within the front yard setback. Property is a corner lot. It has two frontages, which mean that each must apply the the 30-ft front yard setback. So, again, older part of town, houses that were built before zoning, and garages that were built before zoning. So, you know, there's a some precedents in this neighborhood too with recent actions that the planning commission has taken, city council has taken with with looking at those situations. Um property is zoned R2. Um the Zoning ordinance requires the structures be in the rear yard, which this is. The five or more feet from the side lot lines, eight feet from the rear yard, and six feet from any other structure. Um the proposed structure is in the rear yard and will be set back 32 feet from the north property line. It's in the rear yard, but it doesn't encroach into the front side yard, too. And that's that's just incorporated as part of the conditional use permit. Proposed setback is 18 19 feet. We do have a diagram that the applicant has provided. Typically, we do not require surveys or updated surveys for situations like this. I've got other clients that they would require a survey with placement of the garage. But with the cost of surveys and the fact it's a single-family request, we put reasonable conditions on it to ensure that the setbacks that were applied for are met. So, um So, with that, the house is set back approximately 21 feet from the right-of-way of Panama, and the proposed side yard setback to the east property line >> [snorts] >> is 32 feet. The I said the house will be six feet from the house. The the garage will be six feet from the house, the new garage. The deck is two feet or excuse me, three feet in depth at this point, that's adjacent to upper 63rd Street, and they're proposing a slight addition to that, essentially a landing or a deck at the front of the house so that the encroachment there or at least the setback will be 6'9". The garages within the the size allowances within the rear yard 17.7% of the rear yard and uh Let me see if there's anything else I want to mention. Again, and I also mentioned that conditional use permits have been approved in the past for this general neighborhood to address some of those encroachment issues. Older part of the town and houses and structures fairly small lots that justify I would say the conditional use permit. The report goes through the criteria for review and Again, with any questions or whatever, there's some conditions I've added related to pretty standard new garage type conditions, but I do specify in condition one that the garage setback shall not be less than 18 feet to Pennel Avenue and the deck setback shall not be less than 6' to upper 63rd. They're actually proposing 6'9". I give them a little space there. Setbacks will be verified by the city as part of the footing inspection. So Julie will will make sure that that that is done. Right. [laughter] Right, exactly. >> Yeah. Yeah. No, it's just [clears throat] it's going to be a standard standard three-car garage. >> I do actually have one question for you. Um, in the front there's going to be your deck. There's all the the gas the gas lines and stuff are all in the front. Is there any kind of rules we got to concerns we got to be around covering that up? >> Yeah, so if you look at No, there shouldn't be there. If you look at, um, the, uh, uh, survey, they do identify the gas line that's well within the right-of-way. Um, I don't believe, uh, and we can have, um, our public works director look at it, but there shouldn't be any other, um, uh, uh, city utilities, uh, for that matter, uh, within that front yard. So, nothing appeared when we looked at it and and >> There's a Yeah, there's a water, um, shut off, but that won't be encroached. >> Okay. >> Um, and that's the only other utility that goes to that area. >> So, part of your service line, there's a shut off there. >> Yeah. So >> Got it. You you can see too, Mr. Chair and Planning Commission members here, um the water the the property line here, the right-of-way, and there's the gas line, and the water shut off. They're over overheads. >> And I would think any >> on track. >> Um the my ga- my electric is underground, but it it doesn't go in the front, it goes on the side. So um there's no cable. There's there's nothing else. I've switched out We've switched out the utilities. >> Contractors will have it all flagged before they start any sort of work. So you're you got a double frontage. I feel your pain. I'm in the same boat as you. Um kitty-wampus uh block and a half from you guys, so I know I know what you're going through. So um do you you guys are fine with um the material planning, right? So you have currently multiple materials on the house. Um you're you have a demo plan for the garage. Um matching the material of the new garage to the new house. Um all right, siding around the house, you're fine with matching all of that. >> Yeah, there's currently three materials on it. The garage is going to be one of them. >> Yeah. >> Yeah. >> Cuz you have a wood on the back, and you got kind of like a flashing on the front, and then as long as we're kind of talking cohesive intention, um, that's the goal. >> Yeah, so the um, we have composite on the like the addition part and then the sunroom cedar and then the part that right now it's just got house wrap on it, but that will have LP nickel gap siding. >> Okay. >> So I'm thinking we're we're 99% sure that the garage is going to be nickel gap LP. >> Okay. >> Um but you know, if it looks trash with the cedar then it'll be something that will match the house. So >> Sure. >> it'll be one of those one of those components, one of those colors like the soffit and fascia. >> Yep. >> Um, and the doors and will all match, they'll all be black that matches the house. The roof will be um, black which will match the house architectural shingles. >> Sure. And then you currently have a fence uh, you guys spent a lot of time and effort on. Um with the new uh, structure how will that change fence line cuz it's currently going up to the existing garage? Um It will there be adjustments to make sure that that cleans up or what are you guys doing with the fence line? >> um, it's about 10 ft away from the garage. It was it was right where the old garage the old three car stall was that is the no longer there. And so that part of the that part of the fence will just get removed and the fence the fence will just butt right up to the garage now. >> Sure. >> So um we we were planning on having just like a little area open um, just for the garbage bins so like from the front you would just see the fence. >> Mhm. >> And then [clears throat] there would just jeez, and then there would be a just a little opening where it would be there just to hide the garbage receptacles. >> Okay. Yeah, cuz uh the the plans that What is this exhibit? Um one three, sorry. Um there will be an adjustment, so there's kind of like a re-pavement on your um uh your apron that comes up to your driveway, you're shifting your garage over. Um fencing moving. Um to new rear uh deck, new front deck. >> [snorts] >> And uh seems pretty straightforward. Just want to make sure that uh the Ts and Cs align, got the aesthetics to match cuz there's currently a little bit going on and you guys are doing a lot. Um kudos to you for um all the effort you're doing on that house cuz it's way better than it was. So, um just want to make sure that siding aesthetics alignment are uh clear.
