all right all right this welcome to the uh city of oak park heights planning commission meeting for the 8th of july 2021 we are calling it calling out to order at 602 pm uh first item of business is the pledge of allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right uh we have in our packet you'll find the minutes or rather uh we have the agenda for this evening do i have a motion to approve it as presented or do we have any changes i didn't see anything wrong so moved second right we have a move at a second so uh agenda is approved on to the planning commission minutes from the 13th of may uh unless anyone has any edits i'd be looking for a motion to approve those as presented as well removed second motion in a second all in favor aye all right uh motion carries sorry i forgot to do the uh roll call for the uh approval of the agenda but we approved i yes all right uh department and commission liaison reports uh who would like to search eric or scott i don't have anything eric yeah i don't have anything to report either okay well we did we did uh invest in some new signs that we'll start putting up but we do have a repair sighting in the village area last week and uh bears are wrong i mean they're just part of the sacred valley area so were those signs for the bears to say bears you know stay away you're if you see a bear incredibly rare they're bro they're black bears and they should probably scamper away all right well uh thank you for that uh just saw the news report so i was curious uh public hearings we have one item on our agenda tonight is the win eud amendment uh typically we start with the staff presentation and then we have any questions to staff so i guess yeah we'll start with the staff thank you mr chair will central representing win llc has made application uh for this plan new development amendment and it's also designed guidelines site right site plan review uh to allow the expansion of the building at 5650 memorial avenue north required in that it is a change uh to the original um planned new development approvals that were granted for this business center the building um that uh he will is proposing to expand uh will go from about 9 000 square feet up to 24 000 square feet so i'm missing a zero in my report to allow expansion of his prefab panel company property zone b3 and the pud was approved to allow joint uh parking and access for the coordinated development for the business business park um original approvals were granted back in 2000 we had annexed this property i think about 1998 and 1999 from that township and some of the buildings were out there at least in the overall business park but with uh sewer and water uh you know we've seen uh a fairly gradual um uh development of of that site will has given a little bit of narrative explaining uh what their operations are he's here in the audience tonight uh to answering questions no issues with the comprehensive plan uh this area has always been planned for this type of development uh zoning i've already gone through and then we need this plan your development amendment for the expansion of that of that building also the um the manufacturing assembly is listed conditional use as part of the part of this district so that is incorporated as part of the pud setbacks um all the exhibits so the diagrams show that it meets the setbacks required for planning development building borders a wetland to the west uh expanded building will be a minimum of 32 feet six inches from the wetland delineation line our wetland buffer requirement is 25 feet you'll see some correspondence in your packet that was included between the browns creek watershed district um as well as beaupre environmental who had done the uh environmental review uh so the browns creek is comfortable with the setback for uh the building that has been proposed impervious service coverage he just meets the requirement in the overall development of the b3 district this is the only district that we have in previous surface coverage requirements but he is is just within those uh the requirement of 80 percent max impervious and 20 to green space uh traffic circulation the fire marshal has looked at this uh i don't believe julie has there were some initial comments but i don't believe julia has heard back from him we will double from them we'll double check uh before it goes to council uh adequate parking is provided on site uh there's a proposal to add additional lighting to the building all that is uh the fixture is compliant uh and the um the photometric uh plans are are within the uh within the requirements no additional signage is planned if you went out there you'll notice there are some monument signs that identify each of the tenants in each of the buildings so that there won't be a according to the applicant any additional signage building height um at the westerly edge uh the building from the that lowest grade uh to the uh to the deck of the roof where we measure on these flat roof buildings is 35 feet but actually the building height is measured at the mean uh grade of the corners of the building so they're well within the uh the building height requirements uh mechanical screening we didn't receive a mechanical screening plan but any mechanical screening that's on the on the roof of the building will need to be screened in accordance with the ordinance grading uh subject to review and approval of the city engineer there wasn't a report from the engineer he did not have any uh significant comments on this trees i drove out to the site um where the actual building goes it appears as though there probably won't be that much of an impact to uh there are some mature oaks in the back of that building uh if you were able to look at but i think some of the root systems might be impacted in order to construct the building they may have to take down a couple of those trees will will have more information on that he's had a a review of the um and the inventory of the the trees done on that and the city arborist will then review that and determine if any tree replacement will be required went through the criteria don't see any major issues again the the only uh open thing i would say is the tree inventory but obviously we have a condition that says um that inventory will be provided and then all tree removal replacement plans should shall be subject to review and approval of the city arbors likely there won't be any replacement uh if there is uh the formulas work out on that um subject review by the uh arborists uh there may have to be a cash payment to the city uh to its free uh tree funds uh so with that um you know there's uh some going through the plans i think what eric has up is the site plan um do you want to go to the building elevation plans kind of extension of what would be the tip-up panels that you see throughout the uh business park um it's a really same color really no difference in what uh what you see out there as far as appearance as far as design guidelines architectural review there isn't we haven't really um and again the indus industrial business warehousing allowances are a little bit more open than if this or just a retail commercial building obviously there'd have to be transparency and other things considered but with this type of building uh that uh that does not apply so any questions at this point can i ask you what what do you when you say uh some cash payment to the city for tree funds can you elaborate on that what does that mean yeah so if uh in a development uh uh where you'll have some landscaping done if you have some tree removal and the replacement with the landscaping in the parking lot around the buildings and so forth formu there are formulas in the tree replacement policy uh that the city arborist will take a look at and determine if there's a need to uh um you know how much are they replacing with what they took out now in the case of this development there will be probably some tree removal i think there's maybe five six trees that may need to be removed uh there may need to be some replacement uh there won't there really isn't room for additional trees on site so there will have to be a cash payment and that's used for our boulevard tree program and other other programs throughout the city so can you have any like as far as that formula goes do you have any approximate like if it's a 15-foot tree per foot it's that what whatever what does he pay to the city roughly speaking 150 per inch measured at a certain height on the tree a caliper inch i don't know what that is so that the tree is 30 inches let's just say a tree is 10 inches wide so that replacement would be well a thousand dollar thousand fifty thousand fifteen hundred dollars fifteen hundred dollars so it's per the diameter of the two feet right yeah there's a there's a formula but in rough numbers that's kind of how it's calculated and so the city has roughly 1500 boulevard trees in our community or a tree city obviously if you drive throughout our town it's trees everywhere so that's what we use and in the next few years uh with the um boar it's called ashford dashboard uh we're going to the city is going to have a very fairly high expense in removal and replacement of a lot of bolar trees there's a lot of ash trees in this plant yeah we're estimating still a remaining we took down not to digress uh about 300 so far in the city probably another 400 to go so let's diversify and not plan a whole bunch of the same thing you know we had all of that silver died and then we had all the ash that died what's next but no we do and that's that's kind of what the what if this gentleman's taking trees out to expand his property that goes into the form for just to yes unless he wants to landscape his own property and all those money stay on his so say he decides he wants to do a green roof that could offset that probably not okay i don't think we have some communities do have allowances for green ropes but uh you know we don't uh i don't believe our tree replacement does and then my only other question was i know back a couple years ago we were talking about there was a hotel that was supposed to go back there and century power was very concerned with the uptick in the traffic flow and then i just when i go through there i don't see anything but i'm not back there a whole lot so how much you said mentioned something about traffic flow and the impact i was just curious about that yeah um i'm trying to see uh i believe uh will had indicated in his narrative he'd be adding 20 to 25 new people to this location so that's over and above your existing 20 um from what you've said uh so you know there'll be 20 more cars in now not a significant number um it's not hundreds it's just 20. so i guess we didn't have anything that's i'm just being semis because he's got to haul out his goods and things right yeah that's a good point there will be some additional truck traffic because he's expanding his facility and increasing his operations thank you right do we have any other uh questions to staff before we open up the public hearing all right seeing none uh we can open up the public hearing at 7 29 6 15 7 29 if my uh eyes are working [Music] phone so all right so we're opening the uh the public hearing at 6 17 p.m on the 8th of july it's the opportunity for anyone from the public to comment or ask any questions so we could also have the applicant come up and address the commission if you would so like all right well i would be uh interested in entertaining a motion to close the hearing if we have uh information and make a motion we close the hearing all right do you have a second sure second all in paper hi hi all right with that we are closing the hearing at uh let's call it 6 16. all right uh what other additional questions do we have for staff for the applicant yeah i'm going to dive in with a quick question so the plan that we're looking at on the screen just to understand that final letter between uh you and i think it was eric's talking about the 20-foot widening than the previous plan so the plan that we're looking at includes that 20-foot edition so to speak is that a true statement yes okay yeah the reason why i asked was just that wetland buffer and if we're looking at the most accurate and how quickly the update was made compared to that letter between uh yourself and eric so just triple checking that's uh fair enough i have a question that i guess it could be addressed to staff or the applicant um regarding trash collection on site i was it looks like the existing location to the dumpsters is obviously going to be where the building edition is what's the plan for trash collection there was um a graphic let me find that here i wasn't sure if that was for just the construction period or if that was permanent right this one's got um on the screen it would be the one of the plot the certificate of survey um there's enough yeah does that have the uh of course i so you can see the garbage um that he's shown there's trash um at the uh 5610 building and apparently you'll be using recycling and garbage at the 5640. so essentially across the parking lot is that correct well yeah for this building so there's a recycle next to the 5640 garage so all the uh trash and then recycling will go into the dumpster enclosures currently on that side because there are there's a number of them scattered that are shown in this plan you'll have adequate room with that a lot of the tenants share their own and a lot of us we just shared because nobody really generates enough garbage and then we recycle it recycles yeah i was just curious about that because i noticed that uh it didn't appear to be a new we were losing a few dumpsters making sure that we had adequate capacity that was the only question i personally had did we address so my only other question was we're running shorter on parking because we're adding more people what's your traffic flow going to be for the big semis coming in and out how are they going to maneuver through all those buildings well tyler was there today we had a very good chance he witnessed a semi coming in you know in and out and also he looked at how many people we have in the complex i have more than enough parking spots i think that's one thing that we when we did this we built more than we ever needed but my deal was is if people had meetings or people have you know let's say a party or something going on instead of parking on the street which you can't there's no parking signs so we always try to get more parking in the area so we had plenty of it and if tyler was there today you can see there's plenty of parking yeah so even with the just catalyze on that so even with the removal of the spots between the 5650 and 5630 um so that will be a great access point for the trucks to go between the two and then back into his new garage and then the opposite of that is they can drive out behind the 5630 between the 30 and 10 building to get out and parking wise it was pretty vacant and i was there between like one so not vacant like your buildings are empty you just have lower capacity renters because most of our renters that run from us most of it is pretty much warehouse space we used to have a lot of office space and at the one time the school user went from the clc they moved out but basically a lot of people all they want now is just warehouse space and they might just have one little office that's it so we don't really have that many people there at one time no i knew there was a lot of parking out there i was just curious yeah traffic flow is going to work putting those truck bays on yeah and corners so they can come in and back up because when you start getting in our driveway and i think a lot of times 25 feet wide ours are 30 35 feet wide and we built them big so that we can get around every you know especially so will could you give us an update on the the triumphal you said that was almost complete when we were yes i've been working with tim friedman uh i've been working with my architect we actually have a drawing put together we went out and measured all the trees we did that couple days ago the diameter i think so we have all that information put together i was going to meet one more time with the artist from the tree outfit that's planning to take them down as they meet with her tom on friday over a couple things and then what we were going to do was get a game plan we're going to call what is it and then what we do would be lisa sometime early next week show our plan here's the existing trees here's his you know the existing plan here's the dental plan here's the ones we're taking out what are your thoughts we want to look at some of the oak trees some of the old oak trees are older they've been around for a while some of the branches are dying there's a couple dead trees there we just want to go through with her to make sure on the same page i've kind of already totaled up the number but i guess in my mind i know what kind of what the number is but i want her to kind of be with us and verify that we're all on the same page so all right do you have any additional questions or comments all right well if that i would be willing to entertain a motion to recommend approval of this subject to the uh seven conditions laid out by city staff i guess we never talked about three something that the commission should count on early material selection that's calling us out so yeah so if there's any comments you have on in the the rather monotone grade that you see throughout the development that's what it's gonna be it's gonna match everything right it should have been happy that's true that's why everything looked great any concerns any thoughts on it do we want to paint murals on the side no you wouldn't be able to see it yeah because i think it's sheet 301 just match the raped finish i think that's all you need to ask for so you just need to match the existing structure which i think is one of the conditions you've already drawn up isn't it yeah because on sheet 300 calling it the existing building i don't know if that block is an accurate representation of existing buildings i thought it was more of a race finish but yeah just the way he drafts it if that's the case with three i'll change that condition you know subject to the person who makes the motion that uh you're favorable to it and that the building should match it's matching color and roughly the material as the existence yeah i think that makes sense all right well i would uh again be willing to entertain a motion to approve or recommend approving this uh to the city council subject to this uh seven conditions amended as so all right all those in favor aye aye may carries unanimously so uh texas uh so this will be uh going to city council on the 21st of july looks like commissioner husky will be our representative there in person [Music] all right with that that was uh it for the agenda as far as public hearings we have nothing under new business nothing under old business i did i skipped the visitor's public comment did anyone catch that we don't have any visitors you said it okay just making sure that that may be accidentally uh so under informational we said we have the two upcoming meetings uh uh we have three upcoming meetings that are noted very very very back [Music] next we have three upcoming meetings uh then we have the council representatives listed do you have any issues i see my name on there and i'm good with that date yeah so i guess my only question to make sure um i'm gonna head on straight i would only need to go 21st at six not at 5. i don't have to go to the city hall work session you don't have to know six o'clock all right oh sorry so i'm going to miss the august planning commission meeting i'm going to be in alaska i don't know if we have anything coming at you so we might just another project well unless anybody else has something they'd like to discuss i think i got my monthly wildlife update i can't wait for the no bear crossings the bear's
