Okay. I'll call the O Park Heights special city council. Uh Tuesday, April 15th. Jacob, do you want to go through this? Um yep. We have a resolution declaring a state of continuing emergency due to a water mane break. Uh, mayor and council members, uh, good afternoon. Uh, as you're aware, we're working through a complicated water mane break in the area of 6,400 Lookout Trail. Uh, our public works staff has done a great job of trying to figure out what the best solution is, not only in the short term, but also long term. So, we are proceeding, as you know, with a cured in place um, pipe to fix the brake just given all the complexities that we've dealt with in this location. uh that is for not only to fix it in the short term but also the long term as this pipe is uh originally constructed in 1976. Uh what is before you is a resolution that continues the state of emergency. Um within the resolution uh it outlines the mayor had signed initially the declaration of emergency on April 14th uh of 2025 and by state statute that declaration can only continue for 3 days. And so this resolution then will extend that uh throughout the life of the repair. Um it will terminate uh once the uh water man is fully repaired and and restored. So that is uh for your consideration. Um here this afternoon, we do um just as a note for the council, we have a repair schedule that our public works team has put together. And so we've started getting the temporary uh water man in place to ensure that our residents have uh water. There's nine impacted residents uh during this time that the repair is occurring. Uh, also before you is the exhibit that I think you've seen before just kind of outlining the uh, location uh, of the water man and the water mane break. There's about 450 ft of of pipe here. Uh, and the water the water man's kind of in this um unique area as it traverses in backyards of properties. And so, uh, this state of emergency and resolution too, we want to make sure that we don't run a foul with any state statutes. we probably will p be pushing up on the $175 uh,000 limit for for bidding requirements. And then finally to the company that we're using for the cured in place pipe, there's not many that do that. There's uh two that we're aware of that do it. We've reached out to two. Uh we only were able to obtain uh one quote. And so just as we talk through this uh with the city attorney, just want to make sure that again we don't run a file with any state statutes. And so that's the reason uh for the state state of emergency and uh asking for your uh approval to approve the resolution to extend it um and hope to have the repair completed by the end of this month. I just have a couple questions. I don't know if it's for you or Andy. Um just looking at where all the lines are going as far as the disruption to some of these yards because it looks like it cuts across a driveway and then up the hill. Um, I just think about when we've had different reconstructions, the disruption and digging up, you know, with back holes and stuff. Obviously, you've been in contact with the homeowners so that um, they know what's coming. But just out of curiosity, will there be a lot of disruption? That's question number one. And then the other is a temporary um, with the shut offs for the temporary water. Well, we've had street reconstructions before. We've had issues where somebody runs over with a a lawnmower or something and then we got we have to shut things down and then chlorinate or whatever. Um, you know, do the treatment on it. So, I'm I'm sure you have a plan in place if just in case one of those things should happen again. Absolutely, Mayor. Uh, and to answer your question, um, if we do have to Well, there will be two excavation sites. One of them will be on Peon Avenue and it will be in the street. Okay. And so Peon Avenue will be closed while we're excavating while the workers are are actually installing an in place pipe. The other will be uh the other excavation will occur at 6400 lookout trail that is David Bald's property and it will be within an easement andor right away. Um he is aware that this is taking place. Okay. And and those director Kegley too just for the the council and the mayor's benefit are about an approximation where those those circles are on on the map. than those ex excavation sites. Correct? That's correct. Yeah, I can see them on here. Yep. Um then going back to some of these closed routes as as they're closed, I see that they're out trimming trees or cutting the trees down. Maybe coordinate if you're going to close it, maybe get two two things done at the same time if they can. In terms of uh taking down trees, you're saying, well, if you have to close Peon, if you're going to close Peon, if there's any trees that have to come out of Peon, if you're closing it, close it once instead of twice. It makes a lot of sense. We'll look into that. Okay. not quite certain that we're in that area. Sure. I don't know what your schedule is or Lisa's schedule, but it it would be nice to do that. Yeah, definitely. We'll look into that. Okay. But to answer your other question, the duration of this u of this work should should last about a week. Okay, that's not bad. That's pretty good. Yeah. Hopefully we don't have to deal with uh a lot more issues that we did have with our three green structures.
