Um, of the notable discussions was looking at elect official safety at the city level given the events of June as well as elections and environmental issues like PABS and cannabis. So, I think we're going to have someone come in from um for EMS training I think on the next session. The Valley Access meeting for this that was scheduled for this month has been cancelled due to the fact that in Valley Access is here tonight. They currently are not on cable due to flooding issue at the at the headquarters there. So, they're they're still trying to get through the insurance and get well getting everything up to speed. Uh, had reached out to the Bayport city administrator just to touch base about uh, future fire advisory commission meetings. Uh, we've had kind of a lull here and wanted to uh, get that process back up and run. They recently uh, hired their new fire chief there. So, I think their goal was to hopefully wait um here till they can get their fire chief um on board. Uh understand that position, but uh wanted to uh reiterate to them though that want to make sure that we continue to meet regularly and have a regular schedule and not uh fall back here uh as we had in the past and and lose track of of our regular meeting schedule. >> Thank you. >> Thanks. Public hearing is on a request regarding the noise ordinance for concert at the Still Water Bowl on August 1st, 2025. >> Mayor, council, thank you. Uh, yes, the city has received an application from Todd Schneiderhan from Stillwater Bull for a concert to be held on August 1st at the Still Water Bull location located in the city of Oak Park Heights. This is an annual concert. This is request that the city council has received for several years. Um nothing is changing from any previous years. We are staff is recommending approval with the same conditions as in previous years which I will go over. um the conditions um for approval. The staff is requesting that the applicant provide the chief of police with a security and safety plan and a forecasted attendance um ticket sale number by noon on July 24th and that the applicant is to ensure that all security personnel is sober and non-drinking during the event. that if police are required that the applicant is um required or deemed necessary that the applicant will pay for those costs. Um that they submit a cash deposit of $1,000 to ensure coverage for any kind of costs that the city may have to bill out for for police presence. um that all outdoor music be ceased at 11 PM and that the the applicant acknowledges that the permit can be revoked at any time if not complied with. The applicant is here if you have any questions. I have noticed this public hearing in the Still Water Gazette and sent letters to all property owners within 500 ft of Still Water Bowl. We have two new business items. One is a conditional use permit for a cannabis retail dispensary at 1472960th Street North. Uh good evening, mayor and council. Um Kyle Wang of Cryptic Stock Movement has made application uh for this conditional use permit. It's for a cannabis retail dispensary. Um that address is the Still Water Crossing Shopping Center. Uh and it's proposed to occupy about 1,80 square ft of that u of that facility. Um section 1413 of the city code uh regulates the operation of cannabis and hemp operations and section 40 1.18 of zoning ordinance addresses the zoning requirements. Um uh cryptic stock movement has received pre-approval uh from the Minnesota Office of Cannabis Management for a micro business. Uh they're just looking at retail and not growing at this operation. Uh and this property is zone B2 which only allows for retail uh cannabis sales. Uh planning commission reviewed this at their July 10th meeting, held the public hearing and recommended the uh application. Um the um uh ordinance, zoning ordinance provides a number of criteria looking at buffer requirements, noise, odor, hours of operation, signs, lighting, security, outdoor use. Um all those uh seem to uh fit very well with their business plan. Um uh in terms of the the criteria they meet meet those criteria. Parking is is adequate for that uh for that shopping center also. Um at least in terms of the requirements. Our chief has looked at uh the operations and uh our police chief I should say looked at the operations have has talked to the operators. Uh I would say that we are lucky in that our first uh cannabis application this has been a good very good group to work with a very open and very uh very uh professional group uh uh in terms of uh their retail operations. So there's a list of conditions uh staff has reviewed those our city attorney has reviewed uh those conditions and there's a resolution uh for your for your discussion tonight. Any questions? Item B is the 2025 Ragnar Relay event permit and request for food trucks. >> Mayor and council Ragnar Relay once again has filed an application for their running relay event to run through the city of Oak Park Heights. This is a an event that um takes over several miles, starts in St. Paul, comes through Oak Park Heights, and ends in Duth. Um a variety of runners coming through the city at different times. This is an event that they've held here in the city before. We have received um no complaints. Everything has gone well and so staff is recommending approval of the relay event permit. Um the additional item related to this is that they have also requested to have two food trucks at the Stillwater Area High School location, which is a um an exchange site for the the runners um and their crew. And so, um, I'm asking for the council to review that, uh, application and discuss and determine, um, whether that's approved or not. The two truck food trucks that they would like at the site are BRT works and Taco Libre. So, two items for tonight. One to approve the permit and then one to discuss and make a determination on the food trucks. >> All right. Well, let's talk about the the permit to start with. Yeah.
