ladies on yep i'll call the oak park heights city council meeting um for tuesday march 8th to order first is pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all next is the approval of the agenda are there any additions or changes for that is there a motion to approve the agenda some moved second motion by councilmember johnson second by councilmember dougherty all in favor next is council staff reports today eric and i had a call with our city lobbyist to talk about on tuesday or on thursday i'll be testifying before climate and energy committee at the house regarding our bill one of our bills regarding the king plant um last week but they're quite quite a few different hearings and then some of our other bills were presented and moved to different committees so i watched the house and senate committees on um regarding our small cities assistance and there was no opposition from either how either um so it's going through so we'll see what happens and then also the local government aid um next week i have regional council mayors in st louis park and then i was appointed by deed and secretary of state to the energy transition advisory committee and the first meeting on that won't be until march 30th next is councilmember dougherty you know i don't have anything to report just wish you brought warm weather back with you councilmember johnson all i have is that our community garden beds are accepting uh reservations for this year will that be in the newsletter yes okay great um councilmember um i have a cvb meeting tomorrow and watershed meets on thursday night that's who i have thank you chief hanson another report that's wonderful assistant administrator pinsky mayor and council good evening michelle santer at 14551 upper 56th street north was chosen as the second award winner for recycling for having her recycling out in the month of february thank you next is the visitor public comments section this is a time for anyone in the audience that would like to talk to the council about anything not on the agenda so move on to um we have a presentation tonight from run stillwater presentation on saint croix crossing half marathon and i assume that that's miss stacy i nope he's not here well then we can move on to the consent agenda which is approved if they come we can always put it in later um consent agenda approve bills and investments check six seven eight seven two to six seven nine two five uh for a total of three hundred and thirty thousand nine hundred nine dollars and thirty cents approve city council minutes february 22 2022 approved resolution granting application of stillwater area fast pitch association to conduct a one-day raffle at stillwater area high school on may 7 2022 approved proclamation for april 29 2022 is arbor day and may as a arbor month approve klm to clean the exterior of water tower one accept donation of memorial bench for trail behind city hall uh approve appointment to planning commission um for david white uh 220 or may 2024 approve appointment of planning commissioner jennifer van dyke to may 2024 and authorize the saint croix crossing half marathon on july 30th 2022. i'll move the consent agenda as presented second motion by council member ron second by council member johnson um jennifer can you call the role sure council member doherty yes council member johnson yes council member rank yes mayor mccumber yes and a thank you to the i hope i say right the beemant family for the park bench there's no public hearing tonight so next is the old business which is the 2022 mill and overlay accept bids and award contracts and construction services lee good evening mayor and council the city did receive bids last week for the 20-22 million overlay project the low bidder on the project is t.a schifsky and sons with the cost for the base bid of 610 640 and 37 cents and an alternate which we split out in order to allow some flexibility in analyzing the funding opportunities uh thereof the alternate was four hundred three thousand five hundred sixty three dollars uh together totaling one million fourteen thousand two hundred three dollars and ninety three cents there are other related soft costs as mentioned in your memo and so at this time the council would consider the base bid and i think there's a additional memo that was supplied to give some thoughts about the alternate as well so is that something that you would like ready to address or is that memo self-explanatory i think the memo is self-explanatory unless anyone has questions for betty or you it'd be nice to get to get this work done i don't think it's going to get any cheaper i guess and the next the next round won't be until 2000 through 2028 this is the next my understanding yeah the public works director has a plan that that starts the next round of projects similar to you know the plan that we've had since 2017. i think it makes sense to i mean it's why they're there and there's a savings and they're already there working get it done i would make a motion that we accept the bid along with the alternate a second oh my councilmember dougherty second by councilmember johnson jen can you take the role on this one councilmember dougherty yes councilmember johnson yes councilmember rung yes mayor mccomber yes um next is new business and we don't have one other item on this oh sure this is the uh proposal for construction services okay uh to provide the inspection for the project as you can see on the second page of the memo since the alternate has been accepted the total estimated fee is in a range of 82 to 90 thousand dollars for that inspection um and we've also identified some additional costs for material testing but for tonight we just need authorization for the construction inspection portion okay i'll move that second by council member rank second by council member dougherty jen can you take the rule on that one too council member dougherty yes council member johnson yes council member rank yes mayor mccumber yes any
