The city attorney advised tabling the public hearing on this amendment to the July 9th, 2026 Planning Commission meeting to allow for a formal staff presentation. The Commission was instructed to open but not close the public hearing, and to refrain from any discussion about the amendment until the rescheduled date.

Max (staff) presented a request for a Conditional Use Permit (CUP) for a 920 sq ft shed in an R2 low-density housing zone. The proposed structure met all city code requirements for size, height, setbacks, and use. The applicant, Shane Cronk, acknowledged starting ground work without prior approval and accepted responsibility. One written comment in opposition was noted.

Max (staff) presented a site plan amendment for a 1,140 sq ft standalone training center at Energy Conservatory. The building, in a B3 light industrial zone, will house mock apartment units for energy efficiency training. This replaces a previously approved building addition. Staff ensured the building would not be used for residential living by adding specific conditions, including a prohibition on dwelling units and property subdivision.

This is a conditional use permit for an oversized accessory structure, in this case a shed. This is located on 40th Street, a little less than a quarter mile west of the Hadley and 40th intersection.
I do admit that I put the horse in front of the cart and I did start moving land. It was a misunderstanding on my part, but if I would have dig deeper, I would have found out that I should not have done that before approval.
The new building would be used as a training center uh for participants to learn how to perform energy audits, weatherization techniques, and building testing technologies.
staff was originally concerned with the structure being used for residential living uh when we received an early concept. However, the applicant's plan show that the units are for educational purposes and would not be habitable and lack some features associated with legal dwelling units.
