The Planning Commission heard a proposal for a 55-unit rental townhome development, which included requests for a comprehensive plan amendment, PUD amendment (zoning change), preliminary plat, and site plan. Staff outlined numerous conditions of approval, including environmental remediation, traffic studies for the Highway 120/56th Street intersection, wetland management, and infrastructure requirements like private streets and pedestrian connections. Commissioners inquired about project evolution from previous proposals, potential precedents for extended dead-end streets, and the scope of environmental cleanup. Public comments were largely critical, focusing on traffic safety, perceived impacts on property values, design concerns (e.g., building orientation relative to existing homes, stormwater basin), and social impacts of rental housing on adjacent public spaces like Golf View Park.

The final vote related to the Cedric's Crossing project concerned the site plan, which details the layout of the townhomes, parking, storm water management, and other site-specific features. This approval, like the others, carries forward the staff's recommended conditions.
Notable Quotes (7)
This is a less dense um proposal located outside of the wetland areas. Um so some pretty big differences just with the scale of the proposed development.
We are pro we're not going to remove it appears um more than 25% of the significant trees on the entire project, but I have a landscape architect doing that work as we speak.
If water takes the path, the least resistance, I do, too. And my ind indication is going to shoot across that parking lot where there used to be the little quick trip there or the super red and I'll get up to the stoplight and hang a left where I have a chance to get on there.
My question is in the regards to the timing of the traffic study. I feel that it's not going to be appropriate if you are also redoing the playground area in that in that area. You're going to be drawing a lot of traffic to that area with new playground equipment...
My property, my backyard is right in the right in the middle of this thing where the two lower level what you're calling lower level town homes are basically going to be in my backyard. the buildings are coming you know to uh are situated towards me which um the whole thing is no good as far as I'm concerned...
It is crowded with unsupervised kids because a lot of them are in those apartment complex and then they just they come out and they their parents let them run. And there's something about having a like uh uh if this is rental places right next to a park, you're also considering just the extra wear and tear on that park...
So this is a recommending body our planning commission. The recommendation gets forwarded to the city council. So the uh the city council is the next step in the process for reviewing you know either approving or disapproving the the request that was before them tonight.
