## BACKGROUND
P 4 Properties LLC (Mulcahy), the developer, proposes constructing a self-service storage facility at the
property addressed 6815 55
th
St N. The building would have a footprint of 26,000 square feet and be
three stories in height. The building would feature a rental office with onsite management. The subject
property is vacant and approximately 8.2 acres in size, with approximately three acres of wetlands present
on the eastern half of the side. A standalone grading permit was pulled for the site in early 2026 (a tree
preservation plan was also reviewed and approved with the grading permit). The parcel is zoned B-4
General Industrial District, where self-service storage facility is not a permitted use. As such, the developer
would seek land use approvals to accommodate the use.

## STAFF ANALYSIS
The following is staff’s analysis of the concept plan submittal. The concept plan materials were reviewed
by the City’s Development Review Committee on July 1, 2026.
Comprehensive Plan Guiding. According to the City’s Comprehensive Plan, the property is guided as
General Industrial. Allowed uses in this category include manufacturing, warehousing, and truck
terminals. To enable the proposed use, the subject property must be re-guided to the Industrial/Office
category where self-storage facilities are allowed. Properties to the west are generally guided Low Density
Residential, and properties to the east are guided General Industrial. If the property was re-guided to
Industrial/Office, it could potentially serve as a transitional space between residential uses to the west
and more intensive uses to the east.
• Given that comprehensive plan amendments are subject to a high level of Council discretion, it is
requested that the City Council provide their feedback on a Comprehensive Plan Amendment to
re-guide the site from General Industrial to Industrial/Office.
Zoning. The zoning of the subject property is B-4 General Industrial District, where self-service storage
facility is not a permitted use. Generally, the B-4 District is intended for more intensive industrial uses,
like truck terminals and heavy manufacturing. Self-service storage facility is permitted with standards in
the B-3 Light Industrial District. As a result, the applicant would need to rezone the property from B-4
General Industrial District to B-3 Light Industrial District.
• Given that rezoning requests are subject to a high level of Council discretion, it is requested that
the City Council provide their feedback on a rezoning of the subject property from B-4 General
Industrial District to B-3 Light Industrial District.
Variance. The B-3 Light Industrial District classifies self-service storage facilities as permitted with
standards. Standards are listed in the City of Oakdale Code of Ordinances, Chapter 25, Article 25-09,
Division 25-09-100, Sec. 25-09-117(a) requires the facility to be at least 350 feet from the nearest
residential property. The nearest residential property is approximately 253 feet away, necessitating a
variance.
Per the City of Oakdale Code of Ordinances, Chapter 25, Article 25-0 3, Division 25-03-500, Sec. 25-03-
502(c), variances may only be granted if the variance is consistent with the Comprehensive Plan and a
practical difficulty is present. Practical difficulties often include unique circumstances not created by the
landowner (terrain, wetlands, access limitations, etc.), but economic considerations alone do not
constitute practical difficulties.
There are natural features (wetlands) on the site that make meeting this setback requirement for this use
without a variance challenging for the site. In addition, Hadley Avenue North separates the proposed use
from the nearby residential properties (the residential properties are not accessed directly via Hadley
Avenue North).
• Given that variances are subject to a high level of Council discretion, it is requested that the City
Council provide their feedback on a variance for the self-service storage facility residential buffer
requirement (City of Oakdale Code of Ordinances, Chapter 25, Article 25-09, Division 25-09-100,
Sec. 25-09-117(a)).
Infrastructure. As seen on the developer’s concept plan, the site would have one new access. The site is
located on Hadley Ave N / CSAH 35, a County road. Washington County previously granted an access
permit to the site. Additionally, the site directly abuts the Gateway State Trail. City water and sanitary

sewer services appear readily available to serve the use as existing lines are located adjacent to the
property.
Building and Design Considerations. The building must be fully compliant with Building and Fire Code. As
such, the building must be properly outfitted with fire suppression systems. Hydrant locations and fire
department connections must also be identified in the developer’s civil plans.
Industrial buildings (including self-service storage facilities) must adhere to higher exterior building
material standards (i.e., minimum of 50% Class materials such as brick, stone, or glass). A review of the
architectural requirements will be conducted at time of Site Plan submittal.
If rezoned, the B-3 District requires that buildings be set back 30 feet from the front property line and 20
feet from side and rear property lines. Based on the concept plan, these requirements would be met.
Additional setback details would be verified at time of formal application submittal.
Minimum parking requirements for self-service storage facilities are one space per 8,000 square feet of
indoor storage area plus two visitor spaces per the City of Oakdale Code of Ordinances, Chapter 25, Article
25-10, Division 25-10-300, Sec. 25-10-304. The applicant has stated that there would be approximately
62,400 square feet of net rentable storage space. As a result, ten parking spaces would be required. The
concept plan currently shows seven spaces.
• The site plan must comply with parking requirements.
Park Dedication. As part of the platting and subdivision process, the developer must comply with the
City’s park dedication regulations. The park dedication will involve a cash payment to satisfy the
requirements, as there are no plans to establish a public park on the property. As described in the City’s
Subdivision Ordinance, park dedication payments “...are based on the proportionate need for parkland
and impact on the city park system created by the development and are presumptively proportionate.”
No new parks are planned near the subject property; as a result, a cash payment in lieu of land would be
required. The park dedication payment must be consistent with the City’s adopted Fee Schedule, which
is based on the acreage of commercial/industrial land.
Environmental Considerations. Stormwater management provisions to treat the proposed development
and associated infrastructure must be provided. A proposed stormwater pond is shown on the concept
site plan as being located north of the self-storage facility.
• The developer will need to work closely with the Valley Branch Watershed District and the City
Engineer to ensure stormwater requirements are met and proper stormwater management
provisions are installed.
The eastern half of the site contains several wetlands. As a result, the developer will need to comply with
Valley Branch Watershed District wetland requirements. Additionally, under the City’s current Subdivision
Ordinance, wetland areas and their buffers must be platted as an outlot. The City is currently considering
ordinance amendments that could result in different wetland requirements, including a potential option
for the developer to own the wetland and record easements over it.
• Compliance with wetland requirements must be met.
• It is requested that the City Council provide their feedback on whether a City-owned wetland or
privately owned wetland is preferred.
The property does not contain any Special Flood Hazard Areas or registered Historic Places. There are
numerous existing trees present on the property. A tree preservation plan was received and approved as
part of the standalone grading permit approved earlier this year.

• If any additional tree impacts are proposed to accommodate the use, the developer must
demonstrate compliance with the City’s tree preservation and replacement requirements.
## FINANCIAL CONSIDERATIONS
As required by the City’s Ordinance, the developer is responsible for installing all infrastructure that will
serve the development. The developer is not seeking financial assistance from the City for the proposal.
## CITY COUNCIL ACTION REQUESTED
Prior to the developer submitting any formal applications to proceed with the project, it is requested that
the City Council give clear direction to the developer on the appropriateness of the proposed use and set
expectations on the responsibilities of the developer to design and build the proposed development.
It is also requested that the City Council give specific feedback on the favorability of potential requests
for a Comprehensive Plan Amendment, rezoning, and variance.

## Development Narrative – Hadley Storage
## Development
The subject property presents a unique and highly strategic development opportunity
encompassing approximately 7.5 acres, with approximately 2.2 acres targeted for immediate
development. While the parcel was once part of a larger residential holding, infrastructure
improvements associated with the Hadley Avenue and Highway 36 flyover project completed
between 2018 and 2019 transformed the site into a prime redevelopment candidate. The resulting
remnant parcel is ideally positioned to support a modern, high-quality light industrial and
climate-controlled storage development within a rapidly evolving commercial corridor.
Significant groundwork has already been completed to de-risk the project and accelerate the
development timeline. Detailed wetland delineation and tree survey efforts have been finalized, and
early coordination with the Valley Branch Watershed District has confirmed a clear path forward
regarding environmental considerations and setback requirements. The property also benefits from
established access via Hadley Avenue, with permits secured through Washington County. Much of
the associated access construction was completed under a previously issued City grading permit,
providing a meaningful head start on site development activities.
The proposed development consists of an approximately 84,000-square-foot, three-story
climate-controlled facility designed to maximize site efficiency, accessibility, circulation, and fire
protection. The building layout incorporates organized internal drive aisles and modern operational
features to provide a high-quality experience for tenants while maintaining efficient site functionality.
Architecturally, the project is envisioned as an attractive and durable addition to the community.
The building design incorporates a combination of brick masonry, insulated metal panel systems,
storefront glazing, and insulated garage doors to create a clean, professional appearance that
complements both nearby residential neighborhoods and surrounding commercial development.
The facility will be fully secured with controlled access systems, enhancing both functionality and
peace of mind for occupants.
From an entitlement standpoint, the project is well-positioned to move forward. Plans include
rezoning the property to a Light Industrial designation, which is both appropriate and
forward-looking given the site's location, infrastructure investment, and surrounding development
patterns. A variance will also be pursued to address proximity considerations related to adjacent
R-1 residential zoning. The development team is confident in presenting a strong and
well-supported case demonstrating compatibility with neighboring land uses and consistency with
long-term planning objectives.
With substantial due diligence completed, access improvements already in place, and a clear
development vision established, this project is exceptionally well-positioned for advancement. The
development team is committed to moving efficiently through the approval process, with the goal of
securing site plan approval and completing remaining site improvements during the current
construction season. Upon completion, the project will deliver a timely, high-quality development
that enhances the tax base, provides needed commercial services, and responds to growing
market demand within the area.

## Executive Summary
Hadley Storage is a proposed three-story, climate-controlled self-storage facility located near the Hadley
Avenue and Highway 36 interchange in Oakdale, Minnesota. The project will redevelop an underutilized site
into a high-quality commercial development serving residents and businesses throughout the area.
## Project Description
The proposed development consists of approximately 78,000 gross square feet and approximately 62,400
net rentable square feet of climate-controlled storage space. The facility will include a rental office, secure
loading area, elevator access, modern architectural finishes, and professionally landscaped grounds.
## Market Need
A market feasibility study determined that existing competing facilities in the market area generally maintain
occupancies exceeding 90 percent and that demand exists for additional climate-controlled storage and
medium-sized units within the Oakdale market.
## Economic Benefits
The project will expand Oakdale's commercial tax base, create permanent management and maintenance
positions, generate construction employment, and redevelop a remnant parcel created by public
infrastructure improvements.
## Operations
The facility will operate with controlled access, video surveillance, professional management, online leasing
capability, and limited daily customer traffic. Self-storage facilities are recognized as low-traffic, low-noise
land uses compatible with surrounding commercial and industrial development.
## Community Compatibility
The project has been designed to complement nearby commercial uses with attractive architecture,
landscaping, lighting, and high-quality building materials. The development will improve the visual
appearance of the site and support long-term economic growth.
## Development Schedule
Upon receiving municipal approvals, final engineering and construction documents will be completed,
followed by permitting and construction. Estimated construction duration is approximately 12 months.
## Conclusion
Based upon market analysis, demographics, and strong occupancy levels within existing facilities, Hadley
Storage is well positioned to successfully serve Oakdale and surrounding communities while providing
long-term economic benefits.

Subject: Police Expansion and City Hall Remodel Budget and Value Engineering
## BACKGROUND
The City contracted with BKV Group for architectural services and Kraus-Anderson Construction (KA)
as Construction Manager at Risk under MN Statute 471.63 for the Police Expansion and City Hall
Remodel Project.
The project team has completed additional value engineering (VE) resulting in more than $1 million
in reductions, with further VE savings listed below for review.
Construction mobilization began June 1, 2026, building demolition is currently under way, and utility
work will begin within the next week.
## ADDITIONAL VALUE ENGINEERING CONCEPTS TO REVIEW
As discussed previously, funding gaps remain and additional value engineering and funding source
identification are in process. The contractor, owner’s representative, and architects have identified
the following possible value engineering options to reduce the overall budget:
1. Replace quartz countertops in non-public areas with other solid surface countertops
($50,000 potential savings)
2. Remove the interior brick from the North lobby entrance ($35,000 potential savings)
3. Reduce the amount of ceiling clouds throughout the building (potential savings TBD)
4. Reduce the total number of site lighting bollards by one third ($50,000 potential savings)
5. Reduce the size and/or number of plantings in the landscape beds ($75,000 potential
savings)
6. Use an alternate material for the memorial wall and benches ($100,000 potential savings)
In addition to the above value engineering options, staff is working to reduce the Audio Visual bid
amount and will bring a revised proposed plan and amount to City Council at the next workshop.
## COUNCIL DIRECTION REQUESTED
Staff seeks guidance and Council intent on which value engineering options to move forward with
and where the tree sculpture should be located.

## Subject: Tanners Lake Interfund Loan Payable Update
## BACKGROUND
At the June 25, 2026 City Council Special Workshop, City staff was directed to contact legal counsel
regarding options for repayment of the Tanners Lake Interfund Loan (IFL) using existing Tax Increment
Financing (TIF) funds from the Bergen TIF District. During this Workshop, options for which the Council is
able to use Bergen TIF funds and ability to pay all or a portion of the IFL will be discussed.
## INTERFUND LOAN REPAYMENT DISCUSSION
City Council previously adopted a resolution in 2008 authorizing a Tax Increment Interfund Loan in an
amount not to exceed $2,000,000 with an 8% interest rate. The City incurred $1,510,000 relating to the
purchase of substandard buildings near Tanners Lake to facilitate redevelopment of the site as eligible
acquisition costs under the terms of the IFL. The IFL balance is currently estimated to be about $5.8
million with 8% compounding interest.
The City established Tax Increment Financing (Redevelopment) District No. 2-12 in 2017 as the
repayment source for the IFL. Tax Increment Financing (Redevelopment) District No. 6 (Bergen) was
established in 1988 and is a source of additional TIF dollars to ‘pool’ available TIF funds to Tanners Lake
TIF District, and provided certain limitations on use of TIF funds for pooling to Tanners Lake and Tartan
Crossing, in addition to in-district project expenses.
The Bergen TIF District is estimated to have available funds of approximately $4.8 million by the end of
2026, and if the District remains open for the maximum term of collection (by December 31, 2040), it
may generate an additional estimated $7.6 million. The total balance in the Bergen TIF District may grow
to an estimated $12.4 million, subject to future values, tax rates and property tax laws.
Questions that have been posed to legal counsel for interpretation related to potential repayment of the
## Tanners Lake TIF Interfund Loan are:
1. Does partial payment of interfund loan still allow Tanners Lake TIF District to remain open as the
total estimated TIF that could be generated has been estimated to be approximately $6.6 million,
based on a prior development proposal assumption for value, construction timing, and term of the
TIF District. TIF revenues from the TIF District would provide an additional funding source to
incentivize new development.
2. Does full payment of interfund loan require closure of Tanners Lake TIF District and forego
opportunity to capture any future TIF revenues that would be generated by new development?
3. Can Bergen TIF be used for any other purpose besides Tanners Lake TIF District and what would
be the expected maximum term of TIF revenues collected (i.e. up to required decertification date
of 12/31/40)?
Subject to legal interpretation, the City has the following options for additional discussion and
consideration:
Option 1: No pay down
Option 2: Pay down IFL partial payment
Option 3: Pay down IFL in full
A memo from Attorney Boulton explaining each option as well as the Tanners Lake Interfund Loan and
Bergen Plaza TIF Summary will be sent to City Council under separate cover.

were reviewed along with Special Revenue Funds. The General Fund expenses and revenues for 2027
were proposed to increase over the 2026 budgeted General Fund expenses and revenues.
At the June 25, 2026 City Council Special Workshop, the Capital Improvement Plan (CIP), Vehicle and
Equipment Replacement Fund (VERF), Enterprise Funds, and updates from the May 28, 2026 City Council
Special Workshop were reviewed. During these Workshops, follow up discussion topics and changes to
the assumptions were requested to be made to the operating, enterprise, capital, and special revenue
budgets.

## Subject: 2050 Comprehensive Plan Update and Climate Action Plan
## BACKGROUND
The following is intended to provide updates to the City Council on the 2050 Comprehensive Plan (Comp
Plan) and Climate Action Plan.
## Comprehensive Plan
As required by the Metropolitan Council, and by State Statute, the City must update its Comp Plan every
ten years. Oakdale’s 2050 Comp Plan must satisfy the Metropolitan Council’s minimum requirements
checklist, which is a 28-page document that specifies technical content to update. The Plan must be
submitted to the Metropolitan Council no later than December 31, 2028.
To date, staff have completed a number of tasks in preparation for the Comp Plan update. Specifically,
staff have prepared an analysis of potential redevelopment sites, audited content from the existing Plan
that must be updated, compiled a list of accomplishments from the 2040 Comp Plan, and discussed the
scope of the project with the City Council on January 13, 2026. To develop a budget for consulting support
for the Comp Plan update, staff also researched peer communities and prepared an independent cost
estimate.
To assist with the state-mandated update, the City Council approved a budget amendment on March 24,
2026, budgeting a total of $165,000 for consulting support. City staff initiated a competitive professional
services solicitation process in February 2026 to seek a qualified firm to assist with preparing the Comp
Plan update. In the months following, staff reviewed four proposals and interviewed three of the firms.
Evaluation of the firms and their proposals were based on the following criteria:
• Expressed understanding of proposal objectives
• Qualifications and experience of both the firm and key staff
• Methodology, approach, and deliverables to complete the project scope
• Cost detail and work plan
Staff have identified HKGi (among four proposals submitted) as the firm that best aligns with the criteria
noted above. The contract for professional services and project work scope is within budget and will be
provided under separate cover for review. HKGi previously provided support for the City’s Zoning and
Subdivision Code update project, which was completed in July 2025.
Upon contract approval, the selected firm and City staff will work collaboratively on the planning effort to
minimize costs. The selected firm will lead the report writing effort, prepare graphic design work, assist
with public engagement activities, coordinate goal setting/visioning meetings, perform data analysis (e.g.,
transportation modeling), and provide strategic guidance on the overall process. The consultant will also
provide recommendations based on best practices from comparable cities and the Met Council’s latest
information.

City staff will manage the overall project. City staff will also conduct public engagement efforts (e.g., public
meetings, online questionnaires, stakeholder identification), prepare packets for City Council and
advisory body meetings, conduct GIS work (mapping), perform select data analysis, inventory developable
sites, and compile existing planning documents that will inform the update.
## Climate Action Planning
As part of the 2050 Comp Plan update, a “Climate Element” section is required, which is more robust
than in past years. In order to meet and potentially exceed the 2050 Comp Plan climate requirements,
the City applied for $50,000 from the Minnesota Pollution Control Agency’s (MPCA) FY26 Local Climate
Action (LCA) Planning Grant to complete a Climate Action Plan. At the March 24, 2026 regular meeting,
the City Council approved budget carryforward funds in the amount of $25,000 to serve as the required
50% match for the grant. The City was notified in late April 2026 that it had been awarded the $50,000
grant.
Climate Action Plans are guiding frameworks that help entities measure greenhouse gas (GHG) emissions
and set goals, strategies, and actions to reduce GHG emissions and adapt to climate risks. An Oakdale
Climate Action Plan will be an opportunity to build off goals and policies from the 2040 Comp Plan
“Resilience Chapter” and integrate them with other climate-related activities and initiatives. Tasks
associated with climate planning efforts include:
• Conduct community engagement, in conjunction with Comp Plan engagement when feasible.
• Compile community-wide and City operations greenhouse gas inventories.
• Develop measurable and prioritized mitigation goals, strategies, and actions.
• Analyze historical climate trends and summarize downscaled projections and local climate
impacts.
• Develop measurable and prioritized adaptation goals, strategies, and actions.
• Assess and understand City infrastructure and assets that are at risk to climate impacts, as budget
allows.
• Engage City departments, advisory bodies, and Council throughout the project.
• Create the Climate Action Plan report that includes an implementation plan and sets metrics for
tracking progress that will be used to develop the Climate Element in the 2050 Comp Plan.
## Next Steps and Timeline
Upon approval of the contract for consulting support services for the Comp Plan update, the selected firm
and City staff will commence work on the update immediately. This project is anticipated to be completed
by mid-2028. The selected firm and City staff will work collaboratively on the planning effort to minimize
costs.
Upon approval of the MPCA LCA Planning Grant, the City will seek a climate planning consultant to provide
services for the Climate Action Plan. The contract with the consultant will not exceed the grant award and
match of $75,000. As part of the grant funding requirements, the Climate Action Plan must be completed
by June 30, 2027. It will then be used to develop the Climate Element in the 2050 Comp Plan.
Given the integration of both the Comp Plan update and the Climate Action Plan, staff have prepared a
preliminary timeline showing key milestones for both projects. The timeline is shown below.

At a meeting of the City Council of the City of Oakdale held on Tuesday, March 11, 2025, the City
Council approved Resolution 2025-17, approving plans and specifications for City Project P2025-
02 (Willowbrooke Fields Park and Prairie Trails Park (formerly Willowbrooke Park West and North)),
and authorizing the advertisement for and collection of bids.
Pursuant to Council authorization, SRF Consulting Group, Inc. solicited proposals from local general
contractors for construction services for the Willowbrooke Fields restroom and open-air picnic
shelter building, representing the final phase of construction at this park. The proposals received
were as follows:

total cost of $34,000.

## FINANCIAL CONSIDERATION
At the December 10, 2024, meeting of the City Council, Resolution 2024-115 was adopted, setting
the overall project budget for Willowbrooke Fields and Prairie Trails Park at $2,066,000 (P2025-
02). Since that time, contracts have been awarded to SRF Consulting Group, Inc. for design and
construction administration; KOMA for architectural services for the restroom and open-air shelter
at Willowbrooke Fields; and Sunram Construction, Inc. as the general contractor for site work at
both Willowbrooke Fields and Prairie Trails Park, which included the installation of the Volleyball
Court and Pickleball Courts at Willowbrooke Fields. In addition to these contracts, funds have been
appropriated for picnic tables and park entrance signs that will be installed at the end of the project.
To date, awards and project appropriations total $1,277,069.05.

## COUNCIL DIRECTION REQUESTED
It is the intent of City Staff to recommend K.A. Witt Construction Inc. as the general contractor for
construction services of the restroom and open-air picnic shelter building for a total of $384,498.40
at the July 28, 2026, regular meeting of the City Council. With a predictable project balance of
$404,432.55, City staff are seeking feedback from the City Council on the selection of the five (5)
proposed bid alternates, which would then be brought forward for award by the City Council, in
conjunction with the award for construction of the restroom/shelter on July 28, 2026.
