Applications and staff interview materials will be provided to the City Council under separate cover. ## COUNCIL DIRECTION REQUESTED The City Council is requested to interview each Parks and Recreation Commission applicant and select one to fill the vacant seat. ## COUNCIL MEMORANDUM 1 ## To: Honorable Mayor and City Council ## From: Hannah Dunn, Sr. Community Development Specialist Date: August 12, 2026 ## Subject: Tanners Lake Park Initial Concept Options ## BACKGROUND At the August 12, 2026 Workshop, the project team, consisting of City and LHB staff, will review Tanners Lake Park community engagement results and discuss design options and associated cost estimates. Following the May 27, 2026 walking tour and listening session at Tanners Lake Park, the project team compiled and analyzed the feedback received. Core themes for each focus area – parking lot, playground, courts, and shoreline – were identified, as well as broader, cross-cutting themes. Summaries of these themes are included in the presentation slides. The detailed engagement results from the walking tour and listening session will be provided to the Council under separate cover. Engagement results were then used to inform a suite of concept options for the focus areas and the overall park. Preliminary cost estimates for the various options have been developed; the high-level costs are included in the presentation slides. The next step in the design process is to prioritize the concept options based on their estimated costs. For reference, the approved project budget is $2,117,619. Multiple concept alternatives for Council consideration are provided in the presentation slides. Using Council’s direction on concept options, the project team will develop two refined alternatives, which will then be shared with the community to gather feedback. Engagement will occur in late August and September, and include a pop-up event at Tanners Lake Park, tabling at community events such as the Farmers Market, potential stakeholder meetings, and an online survey. City staff will also attend the September 15, 2026 Parks and Recreation Commission meeting. Following the community engagement, the project team will return to a future Workshop to seek direction on the final Tanners Lake Park concept plan. Final design and preparation for bidding will take place in late fall. Flagship Recreation has created two draft playground themes/concept – included in the presentation slides – that are unique and reflect the character of Tanners Lake and the park. Before sharing them with the community during the next round of engagement, the project team is seeking confirmation from the Council that they are comfortable with the overall direction of the concepts. Both concepts can work within the project budget but may require other improvements to be scaled back slightly. During the community engagement process, the project team will gather feedback from residents, park users, and the Parks and Recreation Commission to better understand what they like and dislike about each concept. This input will help the Council select a final theme/concept. Once a final theme/concept is chosen, Flagship Recreation will proceed with more detailed playground design. ## COUNCIL DIRECTION REQUESTED It is requested that the City Council review engagement results and presentation slides with the concept options, costs, and alternatives for consideration and provide input and direction for two Tanners Lake Park concept alternatives to present to the community for feedback. It is also requested that the City Council confirm their support for the two draft themes/concepts from Flagship Recreation. Lastly, Council 2 should provide feedback on whether adjustments to the project budget should be considered at this time to help offset the $26,447 budget overage at Golfview Park. On an ongoing basis, the tracker is reviewed and updated by staff; however, to ensure staff is utilizing their time effectively, it is requested that Council review the tracker and provide feedback on items that have been completed or are no longer a priority.
